1 EXECUTIVE SUMMARY

1.1 Introduction

Turner and Townsend cm2r is retained to provide preliminary Cost Planning & Design Cost Control services for Hamilton Airport Cross Dock Air Caro Terminal including this report for a Preliminary Construction Cost Analysis as part of the Feasibility study for the Cargo facility. The Estimate is for the “hard” Construction Cost and “soft” cost of the project. This estimate is an opinion of probable cost only.

1.2 Procurement and Schedule

The Construction Cost Estimate includes all direct construction costs and contractor’s overhead and profit. It assumes that the project will be procured on a Construction Management basis, and that bids will be received from a minimum of three pre-qualified sub contractors for all construction trades. We also assume that the project will be completed in a reasonable time frame.

1.3 Level of Documentation

The estimate is based on the preliminary drawings and information provided as listed in Section 6 of this report and supplemented by discussions with the Architect, Engineers and Consultants. It reflects current (November 2013) rates and present market/local conditions. The estimate includes an Estimating/Design Contingency Allowance, due to the preliminary nature of the design information available to account for increases in cost as a result of design development through to 100% complete documentation.

1.4 Market Conditions

The estimate is based on normal competitive conditions and is intended to fall within a range of bids received from a number of competitive contractors. Adverse local and global market conditions, proprietary specifications, single-sourcing of materials and equipment, or lack of bidders may cause bids to vary from reasonable estimates based on normal competitive conditions. A contingency of 1% is included in our estimate to allow for construction price escalation to the anticipated start date in 3 quarter 2014. We recommend that this be reviewed regularly prior to construction start.

1.5 Assumptions/Exclusions

Please refer to Page 6 for specific Exclusions and to our detailed elemental back-up for specific assumptions.

1.6 Limitation of Scope

Turner & Townsend cm2r inc. is not retained to provide independent design cost control or cost planning, however we would recommend that a Design Cost Control process is implemented to assist in the helping the project remain on Budget through completion.

1.1 Purpose: The Preliminary Cost Estimate for the development work is intended to

provide a realistic allocation of direct construction costs and, therefore, a framework for design cost control for the proposed new building construction.

1.2 Method: From the information provided, and based on a CCA5 or CCDC 5B

Construction Management form of contract for this project in Hamilton, Ontario components are measured and quantified; priced at rates relative to the current market. When this is not possible, composite and elemental prices and allowances are developed and established for the various items of work.

1.3 Specification: For building components and systems, quality standards are established

based on the documentation provided and standards generally accepted in the industry for projects of this type.

2.1 Cost Base: All costs are estimated for a competitive bid process and based on a

construction management form of contract. The costs indicated represent a reasonable market price for the work involved.

2.2 Unit Rates: The unit rates used in the detailed cost estimate include for labour and

material, equipment, subcontractors’ overheads and profit and are for budgeting purposes only, not for additional work or deletions.

2.3 Other Considerations:

3.1 Refer to the following list to ascertain scope of work assumptions;

.1 A cash allowance of $300,000 has been included under Section 02500 to account for mechanical, electrical site services and connection fees.

.2 The mechanical system includes basic plumbing/drainage.

.3 Natural gas system is based on 5 PSI operating pressure. Schedule 40 carbon steel piping with screwed fittings for 2” and smaller and welded fittings for larger than 2”. Pressure regulators as required for the equipment included in this proposal.

.4 The HVAC system includes the following;

Mezzanine Office Areas: • Packaged, single zone roof top HVAC units with natural gas fired heating and electric DX cooling. Units mounted on standard factory supplied roof curbs. Total combined maximum cooling capacity provided for the two mezzanine areas to be 30 tons. • Main branch supply air duct work only extending across each mezzanine office area with the ceiling space used as a return air plenum. All diffusers, grilles and associated ducting takeoffs to be part of the Tenant Improvement Work and are not included in this budget. • Local exhaust fans in the washrooms and service rooms with ducting to the exterior.

Cargo Warehouse Areas: • (2) 6,000 CFM, indirect gas fired make up air units (MUA) equipped with energy recovery wheels. MUA units to be heating only type. • Spiral supply and return air duct work from the MUA units extending to the perimeter edges of the warehouse space to ensure uniform ventilation air distribution. • Open ended return air plenum at a high level at the MUA units. • Gas fired unit heaters for primary heat. • Local exhaust fans in the washrooms and service rooms with ducting to the exterior. • (32) Reversible industrial paddle fans with local speed controls for air destratification.

Controls: • Complete Building Automation System (BAS) for all HVAC and heating equipment. • Connection to existing airport BAS system by others.

3.0 ALLOWANCES AND ASSUMPTIONS

.5 The sprinkler system is a wet sprinkler system designed for normal hazard conditions. The city water pressure is assumed to be adequate; fire pump is not included.

.6 The electrical system includes power, distribution and fire alarm inside the building;

exterior work is under cash allowance. Refer to the following additional electrical information;

Distribution: • 1000 kVA, 25 kV indoor substation located on the south mezzanine. Incoming high voltage feeder by others. • 1,200 amp, 600/347 volt main switch board fed from the indoor substation. • Suitably sized 600/347 volt panels for lighting and mechanical equipment. • Step down dry type transformation and suitably sized 120/208 volt distribution panels for outlets, convenience power, etc.. • Suitably sized panel board on each office mezzanine for future tenant power. • 200 kW outdoor weather proof standby diesel generator with automatic transfer switch to provide back up power for freezer and coolers. • Power factor correction equipment at the main switch board to a maximum capacity of 250 kVAR. Receptacles • Duplex receptacles to industry standards in utility rooms and service rooms and along the perimeter office mezzanine areas. • Duplex GFI receptacle at each washroom basin. Power • Electrical connections are included for:

• All equipment provided under the Division 15 portion of this Proposal. • (16) integrated loading dock panels. • (4) drive in door operators. • (4) air side overhead door operators • Walk in freezer and coolers shown on the preliminary floor plan.

Interior Lighting • T5 HO fluorescent high bay lighting in the Cargo Warehouse area designed to 35 foot candles maintained with central lighting controls. • 2' x 4' lay-in fluorescent fixture in the mezzanine office areas designed to 20 foot candles maintained with central lighting controls. • 1' x 4' fluorescent fixtures in the storage rooms and stairwells. • Compact fluorescent pot lights in the washrooms with occupancy sensor controls. • Exit lighting and battery powered emergency lighting to OBC requirements.

Exterior Lighting • HID wall packs around the perimeter of the building. • HID down lighting in the air side overhead canopy.

Fire Alarm • Two stage fire alarm to OBC requirements complete with pull stations, horns and detectors designed to suit a sprinklered building. • Verification on completion of the system. • Connection to existing airport fire alarm system by others. Voice/Data System Raceways • Plywood telephone backboard in the main electrical room. • Zone conduits as required from backboard to major facility areas. • Outlet boxes with ¾” empty conduit to accessible ceiling space for Owner’s voice/data cabling. Cabling and active components (i.e. hubs, routers, handsets etc.) are not included. Security System • Empty conduits for security system are included. • Complete security system by others.
