NOTICE TO ALL CONTRACTORS

You are hereby notified of the following changes, clarifications and/or modifications to the original

Contract Documents, Project Manual, Drawings, Specifications and/or previous Addenda. This

Addendum shall supersede the original Contract Documents and previous Addenda wherein it

contradicts the same, and shall take precedence over anything to the contrary therein. All other

conditions remain unchanged.

This Addendum forms a part of the Contract Documents and modifies the original Contract

Documents dated March 29, 2019. Acknowledge receipt of this Addendum in space provided on

the Bid Proposal Form. Failure to acknowledge may subject Bidder to disqualification.

A. PRE-BID RFI’S

1. QUESTION:

Is work at T3A1 included in this scope of work? We are seeing a discrepancy on the one-

line diagram. On Page E2.1 it shows it is crossed out. On page E2.2 it shows it in scope.

Please clarify.

RESPONSE:

T3A1 work is under separate contract.

2. QUESTION:

Does Transformer T3A come with 600- or 200-amp bushings?

RESPONSE:

200A bushings are standard. See One Line Diagram revisions on E2.2 for change to #3/0

feeder conductors.

3. QUESTION:

How may I request an extension for this bid?

RESPONSE:

There will be no bid extension. Bids are due Thursday April 11, 2019, before 2PM.

4. QUESTION:

There are many operations that can NOT be performed during rain events. Either

because there are NO suppliers that will deliver materials or because of the nature of

the operation requires to be performed during DRY weather because of Safety

considerations. Please indicate how these conditions will be addressed on the working

days of the project. What would happen if for any reason we end up with 10-20 days

where NO construction could take place? Please note that these events could impose

an UN TOLERABLE RISK to the apparent low bidder.

RESPONSE:

Since the Contractor may encounter rainy days over the course of construction and or

delays due to rain (e.g., muddy conditions), the Contractor shall include 5 work days in

their original Microsoft Project Schedule just prior to the Substantial Completion

milestone. In the event the Project is delayed at the site by rain or rain impacts beyond

the 5 work days, the Contractor will be entitled to a non-compensable time extension.

5. QUESTION:

Does the fence need to be grounded? RESPONSE: District providing temporary fence under this scope. Contractor shall provide and install a minimum of eight (8) High Voltage Keep out placards or signage on temp fencing provided by others. Permanent fence shown on drawings will be provided under future project. See Detail 2/E1.1 for stubs for future grounding.

6. QUESTION: Do you want the feeder cables back? RESPONSE: No.

7. QUESTION: How is the transformer going to be placed on to the pad? RESPONSE: Contractor to coordinate with manufacturer cutsheets and details 1/E3.1 and 3/E3.1 for mounting. Placement on pad is Contractor means and methods which may require crane to offload truck and place transformer on pad. See detail 3/E1.1 for transformer pad location depending on means and methods.

8. QUESTION: Can we reuse the existing fuses? RESPONSE: No, provide fuses as plans indicate.

9. QUESTION: We need the exact part number of the existing fuse to match in the PG&E switchgear?

RESPONSE: Part # 30 233 13.100 HHD SIBA Fuses. Contractor to verify part numbers have not changed.

10. QUESTION: The transformer the campus purchased has 200Amp load break bushing well inserts, the HV cable specified is 350MCM Copper back to PG&E main Switchgear which will not fit on 200Amp bushings 4/0 is the largest size HV cable it will handle? RESPONSE: See response to #2 above.

11. QUESTION: Is the contractor to furnish and install the finished permanent Fencing? RESPONSE: No, see question #5 above.

12. QUESTION: Do you have a projected start date? RESPONSE: A Notice to Proceed is expected to be issued on or before April 18, 2019, at which time Contractor has 30 days to complete Work.

B. Deletions, Additions, Changes, Revisions

1. REVISIONS:

Following is a summary of the revisions to the drawing set and clarifications for the

transformer change from 750 kVA to 1000 kVA which are attached and part of this

Addendum:

Sheet E1.1

a. Added detail 3/E1.1 providing dimensions from existing structures to locate

the transformer. b. Added conduit for future fence grounding conductor to detail 2/E1.1

c. Revised keyed note 2 for 1000 kVA eliminating the 12-hole spade and low

voltage bushing support. The transformer will be provided with a standard six-hole spade.

d. Revised keyed note 9 to 100 E fuses. According to the 12kV switchboard manufacturer there are no required modifications when replacing the existing

31.5E SIBA fuses with the 100E SIBA fuses. Note that the existing fuse clips are specifically for SIBA fuses. Other brand fuses may require the existing

fuse clips to be replaced.

Sheet E1.2 a. Modified the transformer location and added a hand hole in detail 2/E1.2 and

keyed note 5. Sheet E2.1

a. Revised the one-line diagram for the addition of hand hole serving the 150

kVA transformer. Sheet E2.2

a. Updated the campus 12 kV distribution one-line diagram for the 100 E fuses and 1000 kVA transformer.

For Air & Gas Insulated SwitchgearIndoor and Outdoor Application

The striker pin system is connected by means of a highresistance parallel conductor. After melting the main fuseelements, the striker pin indicates the operating status ofthe fuse and actuates a microswitch for remote indicati-on, and/or triggers a load break switch or a circuit brea-ker to open.

The temperature limiting function ofthe fuse striker pinSIBA HV Fuse-links up to and including 160 A with a striker pin of 80 N are equipped with an integrated temperature limiter as standard. The temperature limiteris fitted inside the striker pin system. The SIBA striker pinsystem therefore includes the following functions:

• thermal protection of adjacent equipment, especiallySF6 insulated switchgear

• limitation of failure current at the overload region

• improved properties for the switch-fuse combinationsaccording to IEC 62271-105

The integrated temperature limiter avoids unacceptablyhigh temperatures – no matter why they are generated –in gas-insulated switchgear or narrow switchgears enclo-sures. By means of a melting activator, temperaturesinside the fuse link enclosure are limited to below 100°C.This design especially considers continuity of currentsupply for the end user for as long as possible. Thesystem reacts in such a way that short time overloads donot cause the fuse to interrupt the circuit unnecessarily. Only when inadmissible values areexceeded, the fuse will open the switch via the strikerpin.

Higher temperatures on plastic fuse enclosures in SF6-insulated switchgear can be caused by:

• selection of a fuse rating too low for proper transformer protection

• fuses loaded with fault currents below the minimumbreaking current

• deterioration of fuse links caused by transient fault currents (e.g. lightning strike)

• transformer fault currents (e.g. winding short-circuit)

• additional temperature rise because of poor clip fitting

Fuse-links with an integrated temperature limiter arecompatible with standard fuse links. All coordinationschedules can be used.

Design and constructionSIBA HV Fuse-links have parallel connected pure silverfuse-elements. The design and method of production ofthe elements ensure narrow tolerances of time-currencharacteristics.

The fuse elements are wound on a ceramic support andare attached to the silver plated connection caps bymeans of spot-welding. The connection caps are fittedinside the silver plated copper end caps by spot welding.The copper end caps themselves are press-fitted ontothe porcelain tube, which is glazed inside and outside.The end caps are mechanically fixed to the porcelaintube and additionally sealed by a durable elastic sealingmedium. This sealing method has been proven overmany decades of positive field experience and ensurestightness against ingress of humidity.

Striker pinSIBA HV Fuse-links are available with striker pins offorce:

• 80 N (Part No. 30 … 13 for basic-type) and

• 120 N (Part No. 30 … 14 for variant-type)

The characteristics of both striker pins correspond toIEC 60282-1, VDE 0670 Part 4, and are of the energy-category “medium”.

���� According IEC 60 282-1 and VDE 0670 Part4, a general-purpose fuse interrupts faultcurrents between the rated breaking currentand the current, which causes melting wit-hin one hour. The protection range of theSIBA-VS-protector extends this basicdemand. The minimum breaking currentstarts at some rated currents at 1.5 timesthe rated current. In combination with thetemperature released striker pin and the3pol. trip-free release of the switchgear afull range protection is possible. Additionalfeature is the small powerloss of the VS-Protector. It is up to 40 % lower than thestandard DIN-fuse.

���� The dimensions of the VS-Protector areaccording to DIN 43625. The rated voltages12 and 24 kV and also the available currentratings allow protection of transformers upto 630 kVA.

���� The function of the VS-Protector is compa-rable to a typical back-up fuse-link. Themelting elements of pure silver are woundinside onto a ceramic support. A short section in the center of the fuse is designed as a “heat chamber”. Inside thischamber the elements are made of silver-alloy. At overload this generates a certaintemperature level that brings the fuse toswitch off after corresponding time. Belowthe rated currend the fuse shows an ageingfree behaviour also in encapsulated switch-gear.

The SIBA microswitch installation set for high voltage fuse-bases, allows supervision of the swit-ching status of high voltage fuse-links. By means of a flexible bowden drive, the movement of thefuse-link striker will be transferred to a microswitch. The microswitch itself has a change overcontact and is suitable for 250 V AC, 6 A.

The fitting accessories of this installation set match with the bolting holes of SIBA high voltage fuse-bases. Therefore, when such microswitch systems are added to SIBA high voltagefuse-bases later on, no additional drillings have to be done. Adaption to fuses-bases of othermanufacturers is, however, possible. Furthermore, the set can also be fitted if only SIBA springclip contacts part no. 3400201 are used, and not a complete fuse-base.

Depending on the service voltage of the high voltage fuse-link, the microswitch can be fitted wit-hin a maximum distance of ”L” from the fuse-link. A minimum radius of the flexible bowden driveof 250 mm has to be observed.

If the panel builder only uses the spring clip contact part no. 3100302.20 (see catalogue HHDpage 47), the spacer part no. 3100201.3 must be used instead of the connection tag part no.3100302.2.
