Task Organizations Annex A, Task Organization.

1. SITUATION.-The Atomic Energy Commission detonates an atomic rocket device(JOHN), a high air burst, at H-hour on D-day. This shot will be observed byapproximately 200 observers located in vicinity coordinates 882085 with sixAir De.ence Command observers located at ground zero. Signal, Artillery andAir Force radar sets w1l be operated. There will be no project monitoring inthe ground zero area.

2. MISSION.--Hq, Exercise Desert Rock VII and VIII supervises and coordinatesDesert Rock Army, and Air Force participation in shot JOHN in the YUCCA FLATarea in the NEVADA TEST SITE commencing at H-hour on D-day tos

a. Indoctrinate selected observers in effects of atomic weapons (Projectpersonnel, selected personnel from CARP DESERT ROCK, and US Air Force part-Icipants).

b. Track the movement of radioactive clouds, determine the height of theclouds, and investigate the feasibility of special and standardized Army radarequipment for such use, (Project 50.3). 1

e. Determine the organization, equipment, and weather data required by USArmy units to predict and monitor radiological fallout (Project 50.8).

3. EXcuTIC.

a. Conceot of ooerstion.-Personnel from CAMP DESERT ROCK, s acted USAir Force personnel, and ?roject 53.3 will observe shot JOHN from a safeposition in YUCCA FLAT (Annex B, Opn Overlay). Projets 50.3 and p0.8 willoperate radar equipment from aiproved sites. Certain selected US iruy and USAir Force personnel will observe shot from vicinity of ground zero;

Project 50.8.-Emplace and operate radar equipment, sound and flashequipment, meteorological stations, and observation posts from approved sites;Inly that equipment approved and operated during gower dry run with rocketreherasals will be used in D-day test; all other equipment will be completelysecured.

k. Desert Rock aviation SectioZ.--Provide Two L-20 aircraft on groundalert at the Desert Rock air strip for air evacuation of casualties to theNellis Air Force base Hospital. (Annex D, Medical)

1. Coordinating. instructions.

(1) H-hour is 0700 hours.

(2) Unit commanders will insure that all Desert Rock personnel havefilm badges.

(3) All personnel will familiar with provisions of the Rad-SafeProgram. See Memo Nr 10, this headquarters.

(4) All selected observers will possess at least a valid CONFIDENTIALsecurity clearance. Security rosters by vehicle will be prepared by S-3 andcertified by S-2 or his representative for presentation to the MLRCURY SecurityOffice prior to the scheduled movement. Badged vehicles escort officers willbe selected for mch vehicle in the movement. Escort officers will load assignedvehicles by roster, red-lining the names of those personnel not present at theentrucking formation. One of two copies of the corrected roster will be handedto a DCD security representative prior to departure from CAMP DESERT ROCK.Upon return after the shot, the second copy will be signed by the escort off-icer and turned into the S-3 office for file.

(5) Vehicle escort officers will maintain absolute control of theirgroups from the time vehicles are first loaded until they are returned to CAMPDFSERT ROCK.

(6) All personnel will be informed that two minutes prior to H-houra 10-second siren signal will be sounded. At this time all personnel willturn their backs to GZ, close their eyes, and cover their eyes with their handsuntil the announcement to recover is made.

(7) All personnel will be cautioned not to pick up any items in theground-zero area. Although innocent in appearance these items may be radio-active.

(8) Radio silence will be maintained and all gasoline engines turnedoff from shot time minus 15 minutes until shot time plus 5 minutes, duringwhich time all radio stations will continue to monitor their nuts on battery-powered radio silence. Only messages that justify delay of shot will be trane-"mitted during this period.

(9) Evacuation in case of emergency will be made direct to CAMP DE&7ROCK. Annex H, Evacuation Plan.

(10) Any damage inflicted on experimental equipment in the test sitewill be reported to the Control Group Commander immediately.

(11) The six ADC observers to be located in vicinity of ground zerowill be escorted into position by a Rad-Safe Signal team who will insure thatcommunications and red-safe equipment are operating properly and toat theobservers are familiar with the operating proceedures. All Camp Doset Rockpersonnel will then return to observation area (vicinity 882085) nbt laterthen H-30 minutes. The Air Force will have a balloon in the air at the approx-imate ground zero. Balloon will be extended by a thin cable for five thousandfeet (50001) in the air. The six ADC observers located in the ground zero areawill be positioned so that in the event the cable breaks it will not fall onthe observers position. Rotary Wing Aircraft operating for Project 50.8 willnot enter the balloon or cable area.

(b) Vehicles will be marked on the right front windshield witha nuaer system, is, A-l, A-2, etc.

(c) The serial will contain one empty vehicle to transport per-sonnel in case of breakdown.

(d) A wrecker will be located at the rear of the aerial. Vehicleswhich breakdown during the movement to the observer area will be pushed to theside of the road and left until the return trip. At that time the wrecker willtow these vehicle back to CAMP DESERT RCXK.

5. COMAND AND SIGNAL.

2. MISSION.--To provide field medical support one evacuation of CAMP DESWROCK personnel, observers, and project personnel.

3. EXECUION.-a. One (1) ambulance, equipped with radio, will be includedin the march unit during the movement to the observer area. Ambulance willbe parked near CP.

b. One (1) medical officer and one (1) sidman will be present at the C?in observer area.

c. Evacuation of casualties will be by the most direct and accessibleroute to the dispensary at CAMP D"ESERT ROCK.

d. Reserve medical team, with two ambulances, will be on call in theCamp Desert Rock area.

e. Air evacuation from the Camp Desert Rock air strip to the Nellis Air

Force Base Hospital will be on call.

f. Ambulance will return to CAMP DESERT ROCK with march unit.

4. ADMINISTRATION AD LOGISTICS.

a. Unif .- Field uniform with Red Cross brassard.

b. Equipment.-(l) First-aid kit to include snake bite kit for eachaidman.

(2) Normal equipment and supplies for the aid station.

2. MISSION.-Provost Marshal supports movement of staff and observer groupto observer area.

3. EXECUTION.

a. 293d MP Company provides two (2) escort vehicles and one parkingdetail for movement of staff and observer group to observer area and forreturn movement to CAMP DESERT ROCK. Staff and observer vehicles will beaccorded secondary priority of movement on all roads within the NTS.

b. Escort vehicle #1 will provide TCP at the Y intersection and directvehicles to the right from Mercury Highway onto unnamed macadam road.

c. Escort vehicle #2 will escort the convoy over the designated routeto the observer area.

d. Upon notification, escort vehicle #1 will establish a TCP at the Yintersection and direct vehicles to the left from unnamed macadam road ontoMercury Highway.

a. Parking detail will assist serial commander in parking vehicles ofthe serial.

f. Coordinating Instructions.

(1) Escort vehicle #1 will close upon the serial's last vehicle-and assist TC in parking the serial's vehicles.

(2) Escort vehicle #2 will assist TC in parking vehicles of theserial.

4. ADMINISTRATION AND LOGISTICS.

a. M .- Steel helmets, fatigues, field jacket.

b. Eauipment.-Reflectorized sleeves, batons, markers, pistol belts,canteens, first aid packets, etc.

5. COMMAND AND SIGNAL.

a. Guard net AAG-700 will be used to control movement to observer areaand return.

b. Radio equipped 2/4-ton trucks will be used as escort vehicles.

0. All radios will be turned off and all engines stopped fifteen (15)minutes before shot time and remain out of service until five (5) minutesafter shot.

d. Contol radio call sign for movement wil be RATTLESNAM.

e. All participating Military Policemen will syncronize watches priorto movement to site.

Annex E (Signal) to Operation Order 11

1. PURPOSE.-To provide continuous corn-unications for observers and Radiological

monitoring before, during, and after the proposed detonation of shot JOHN onD-day at H-hour. Shot JOHN is a high air burst.

2. MISSION.--The 232d Signal Company and attached signal teams will provide allDesert Rock communication services in coordination with DOD Signal personnel,CAMP MRLRIRY, NEVADA. Photo dosimetry services will be provided by the PhotoDosimetry Team from Lexington Signal Depot, LZXINGTON, KhNTUKY, supported bypersonnel from the 232d Signal Company.

3. EXEUTION.

a. Radio communications.

(1) Radio silence from H-15 minutes to H,5 minutes.

(2) Radio call signs and frequencies:

(a) Camp Desert Rock, Control Point 1, Observer Location Project50.8, Project 50.3 and Ground Zero Net-AAN/GRC-26. Call sign: Avalanche, Ava-lanche Alfa, and Avalanche Bravo, Avalanche Charlie, Avalanche Delta, AvalancheEcho, and Avalanche Foxtrot. Frequency: 2312 KC AR. Avalanche station locatedat observer location will be the net control station. Appendix 1, AN/GRE-26 Net.

(b) Back-up net. AN/GRC-9 if required.

b. Wire communications.-Appendix 2, Wire Circuits.

(1) Line l.-One wire circuit from Room 223, CP-l, to observer loction(coordinates 882085) to be terminated on field telephones (TA 43's) at each end.This direct line is to be used to inform the field commander that all observersat this particular location are "IN PLACE" prior to "COUNT DOWN" time.

(2) Line 2.-One wire circuit from CP-l, picked up at NEWS NOB terminals,to connect into public address system at observer location to monitor "COUNTDOWN" and R-hour announcemonts.

(3) Line 3.--One wire circuit from radio site at CP-1 to radio site atobserver location to be used to get AN/GRC-26 Is on the air and to serve as aback-up for line 1.

(4) Line 4.-Ono wire circuit to serve as a spare back up for all.

(5) Line 5.-One short wire circuit from Room 223, CP-l, to radio vanjust outside CP-I to provide communications into AN/GRC-26 radio not.

(6) Line 6.-ae wire circuit from observer locition to Ground zeroto be terminated on field teleghonus (TA-43's) at each and.

4. Rear.-Radar Sites (Project 50.8), Project 50.3, observer area, and Decon-tomination Station will be connected by wire direct to Desert Rock advanceswitchboard. These sites may be reached by telephone from CP-l through theMercury switchboard and vice versa. Appendix 3, Wire Circuit Rear.

Annex G (Transportation) to Operation Order 11

Map: NEVADA, 1:50,000, TIPPIPAH SPRING, CANE SPRINGS, SPECTOR RANGE, PAPOOSELAKE, FRENCHMAN LAKE, and MERCURY Sheets.

1. ORGANIZATION.--Motor vehicle convoy will be organized into one (1) marchunit under the command of the Motor Officer, CAMP DESERT ROCK. Appendix 1,Convoy Organization.

2. MISSION.--To transport designated personnel from CAMP DESERT ROCK to theobsgrver area in the NEVADA TEST SITE and return by motor vehicle.

3. EXECUTION.

a. Movement will be accordance with schedule listed in Appendix 2, MarchTable. Return movement will be as directed by the Control Group Commander.

b. Vehicle parking area will be as indicated in Annex B, Cpn Overlay.

c. Coordinating instructions.

(1) March unit commander will secure approval from the S-3., ExerciseDesert Rock VII & VIII, or his representative prior to movement to the forwardarea.

:() Provost Marshal will provide the necessary route marking andtraffic control.

Anex H (Emergency Evacuation Plan) to Operation Order 11

Map: NEVADA, 1:50,000, TIPPIPAH SPRING, C2'.E SPRINGS, SPECTOR RANGE, PAPOOSLAM, FRENCHMAN L j&E, and MERCURY Shoets.

1. PURPOS.--To outline the procedure to bc followed to accomplish the totalevacuation of the NEVADA TEST SITE in case of emergency.

2. EXECUTION.--Personnel will be prepared to execute a total evacuation ofthe forward area at any time on D-day.

a. Evacuation will be by march unit to tho south in the following order:

(1) 7etrace rou'e into observation area out to MERCURY HIGHWAY thensouth.

(2) AEC Gate Nr 4 (coordinates 845902).

(3) Decontamination Station (coordinates $48888).

(4) Check Gate Nr 2, Camp Mercury (coordinates 914605).

* (5) Camp Desert Rock motor pool (coordinates 872537).

b. March unit commander will be responsible for the movement of theirvehicles during the evacuation and for maintaining the proper march discipline.Order to entruck and move out will be given by the Control Group Commander.

a. Vehicle escort officers will be responsible for the orderly loadingand movement of their groups on order of the march unit commander.

d. Following procedure will be observed in the observer areas

(1) Provost Marshal will report for orders to the Control GroupCommander.

(2) Observer personnel will assemble on order and entruck in vehiclesunder the supervision of the vehicle escort officer.

(3) Control Group will assemble dir3ctly behind the control area andentruck on order of the Control Group Com.ardcr.

(4) Vehicles will be dispatched '. h "he parking area by the serialcommander in march unit order to the entrucking ares on order of the ControlGroup Commander.

(5) Control Group will will e'lvcL.tf. the test area on order of theDeputy Exercise Director or his representa-6ive when it is assured that aUother Desert Rock troops have been evacuated.

e. Project personnel will be evacuated by the project officer whenordered to do so by the Control Group Commander.

f. Coordinating instructions.

(1) Maximum vehicle apped will be 55 MPH.

(2) March units will remain intact during all movements.

(3) MP vehicles and ambulance will have road priority duringovacuation. UOIRAID

(4) Necessary docontumination will be off 0880 e6-upon reaching the designated place of safcty.

(6) CONDITION THUNDER will be transmitted by the most readily avail-able means and will be authenticated by the Post RPd-Sufe Officer.

(7) COZiITION THUNDLR will be announced in the observer area by sevenshort siren blasts with 30-second intervals between groups. All means ofcommunications will be used to reach all Desert Rock personnel.

(8) Windows in vehicles will be closed when practical.

(9) Individuals will refrain from eating or smoking during theevacuation.

3. MEDICAL EVACUATION.

a. Aid station will treat casualties, if any, to the limit of its capa-bility. When observer area is evacuated, aid station will move with the ControlGroup.

b. Ambulances will ev3cuate casualties to the Hospital Unit at CAMPDLSRT ROCK. Ambulances will have road priority.

e. Route of evacuation for casualties will be the most direct routeavailable.

4. C(oMANtM.-Forward CP, Exercise Desert Rock VII & VIII, will control theevacuation from such location as affords the best control, but will notevacuate the forward area until all Desert Rock groups are accounted for. NewCF location will be announced prior to to movement in each case.
