PRESIDENT’S REPORT

This is the fifth annual report published by FAMI-QS in its 11th year of existence. What started as a mere simplification of the European certification landscape for our industry, has grown into a global standard that unifies more than 900 operators worldwide un-der FAMI-QS. We have become a widely recognized and highly respected member in the world of quality systems and can firmly state that FAMI-QS is still on the growth path, seeing an increase in the number of members and certified sites.

In 2015, the FAMI-QS schedule was very busy. Apart from the arranged meetings with our ap-proved Certification Bodies and other Feed Scheme Owners, an additional important activi-ty that strengthens the stakeholders’ confidence was continued: the implementation of our ‘Sur-veillance Programme for Certification Bodies’, with the goal of harmonizing the audits world-wide. Therefore FAMI-QS carried out audits in countries such as Brazil, the US and China. This has extended a reasonable and well-founded ba-sis to communicate and co-operate not only with chain partners, but also with the authorities, for the benefit of all parties.

A number of milestones has positioned FAMI-QS as a global reference standard: In 2007, the EU au-thorities adopted FAMI-QS as a Community guide to good practice, establishing the link with the European Feed Hygiene Regulation. The primary compliance with the Feed Hygiene Regulation has been one of the major reasons for the adoption of FAMI-QS by non-EU based feed business opera-tors, who see it a tool of supporting their import into the EU. Conversely, since the European mar-ket sources raw materials from third countries, requesting the FAMI-QS certification from their suppliers is a key to reduce potential risks related to raw materials entering into the feed production.

In 2009, FAMI-QS signed the cooperation agree-ments, with the Brazilian and the American feed associations respectively: Sindirações (Sindicato Nacional da Indústria de Alimentação Animal) and AFIA (American Feed Industry Association). In the same year, we launched the ‘Surveillance Programme’ in order to globally harmonize the audits done by certification bodies. In 2012, FAMI-QS became the first scheme to undergo an ex-tensive evaluation by the European Cooperation of Accreditation, which was successful and re-sulted in its approval. In 2014, FAMI-QS also be-came a member of the International Accreditation Forum, the world’s association of Conformity As-sessment Accreditation Bodies - a highly regard-ed authority in the field of management systems, products, services, personnel and other similar conformity assessment programmes.

In the meantime, feed business operators have sought FAMI-QS certification not only to import into the EU, but also to meet the requirements of global trade in general. Consequently, FAMI-QS has launched in 2015 the challenging task of fully revising its system, in order to stay abreast of the new developments in our fast evolving industry. We have an experienced and active team of ex-perts at hand and thanks to their efforts, we are able to keep the Code technically fit to meet the challenges ahead of us.

We continued to see a rise in the number of non-EU certificates. For us, it is crucial to en-sure that feed additives are safe, wherever they are produced. But before producers will fully ap-ply FAMI-QS, our immediate goal is to increase the awareness of the need for safe feed and the manufacturer’s commitment to act responsibly; to ensure consistency in the implementation of FAMI-QS and thus to build confidence in the system and its results. Certificates and all feed or food schemes are worth nothing, if we do not

succeed in convincing operators to assume re-sponsibility at all times. Our goal is to create awareness of feed safety issues and encourage pro-active responsible behaviour. We want the FAMI-QS members to walk the talk, to assume genuine accountability.

A significant change in the global feed legislation, partly inspired by the European one, is currently underway and the new requirements will further support the production of safe feed ingredients. Feed business operators, currently certified un-der FAMI-QS, should not feel challenged by these new rules, given that they have been operating according to the highest quality and safety stand-ards. Our ongoing activities to align FAMI-QS to the new ISO High Level Structure and to adopt definitions and supporting documents to global needs will further contribute to keep this level. For the upcoming modification, we will stick to our initial principle of staying industry driven and sector specific. FAMI-QS still remains the only scheme for such a specific application area. And we are proud not to offer a one-fits-all scheme, even though such a scheme could have served a larger ‘market’, as we feel it would not have been consistent with our core competency: the spe-cialty feed ingredient’s business.

We should expect that challenging times lie ahead. The market remains highly competitive and is shaped by the dynamic landscape of new and emerging regulatory requirements, both in the EU and elsewhere. But it also presents us with a great opportunity to champion and foster responsible behaviour as an asset. Non-profit associations like FAMI-QS will continue to assist the industry in maintaining a fairer competitive market and a reliable regulatory environment, whilst attaining the next level of feed and food safety. Furthermore, the industry is invited to continue taking their feed to food chain responsi-

bility seriously - even under the most challenging circumstances. Eventually, this will turn out to be a competitive advantage.

A big thank you goes to the FAMI-QS staff for their commitment. This was the year that FAMI-QS saw Dr. Didier Jans resigning from his position of Secretary General. We thank Dr. Jans for the outstanding contribution he has made to FAMI-QS since its foundation in 2004, wishing him best success in his future career. The Board of Direc-tors has subsequently appointed Mr. Emmanuel (Manolis) Geneiatakis as the new Secretary Gen-eral. Prior to this appointment, Emmanuel Genei-atakis had served as Quality Manager at FAMI-QS for more than five years and has been instrumen-tal in building trust and good relationships with all our worldwide partners within the industry.

Last but not least, we would like to extend many thanks to all our industry colleagues, our chain-partners and stakeholders, and to the FAMI-QS members for a fruitful collaboration.

SECRETARY GENERAL’S REPORT

With more than 900 certificates spread over 53 countries, FAMI-QS has become an important element for the sector of Specialty Feed Ingredi-ents worldwide. FAMI-QS took off as a European project, which has rapidly grown to be not only the reference standard for placing specialty feed ingredients on the EU market, but also a tool to facilitate the global trade.

Credibility is one of the key aspects of FAMI-QS certification. Over the last year, FAMI-QS has sys-tematically invested resources to enhance it and to increase the added value of FAMI-QS certifica-tion. This credibility has been founded on the fol-lowing pillars: accreditation, implementation of our integrity programme and auditors’ trainings.

Following an extensive evaluation carried out by the European Cooperation of Accreditation (EA), FAMI-QS was endorsed for inclusion under the EA-MLA. FAMI-QS has subsequently become the first scheme (in Europe) within the feed sector, which successfully underwent this evaluation pro-cess. The endorsement covers the entire scope of FAMI-QS and includes all the steps, from produc-tion to the market placement. FAMI-QS remains fully committed to the accredited certification.

The implementation of our integrity programme, which is aligned with the International Accredi-tation Forum’s approach to market surveillance, consists of an important feedback mechanism for the performance of our Certification Bodies and Auditors. The programme is implemented on an-nual basis at global level.

In order to ensure a common understanding of the FAMI-QS certification process’s framework, FAMI-QS requirements and of the EU Feed Legis-lation, the FAMI-QS Secretariat carries out annu-

al training sessions for our auditors, held world-wide. Consequently, the FAMI-QS certificate is an output of the same process and results from the same understanding, regardless of the geograph-ical location. In addition to the trainings, an integ-rity programme has been developed and imple-mented worldwide. The programme provides vital feedback to the secretariat, regarding the perfor-mance of our authorized certification bodies and auditors, thereby constituting one of the pillars of our certification.

In 2015 FAMI-QS launched the revision of our system. This will be a major challenge facing our organization in the coming years. The revision is expected to be finalised by the end of 2017. Thanks to the hard work of our highly competent Expert Group and the input of our partners in Brazil, Chi-na and the U.S., FAMI-QS will be able to improve the Code, making it technically fit to meet the challenges lying ahead, in a rather complex legal and business operational environment.

Nowadays, FAMI-QS can be regarded as a pass-port, which allows to place specialty feed ingre-dients on the global market. The FAMI-QS Board of Directors, its Expert Group and Secretariat are fully committed to taking any necessary actions to ensure the system’s credibility and value of the certification.

Besides its market value, FAMI-QS certification could also be a useful tool in hands of compe-tent authorities, facilitating their planning of the official controls or “granting” market access to products or operators. Though FAMI-QS was not designed to substitute the responsibilities of competent authorities, it has been gaining their recognition, as it not only supports their enforce-ment role, but may also help setting state-of-the-art practices, and hence facilitate understanding and exchange of information at global level.

The FAMI-QS Expert Group is composed by the representatives of the FAMI-QS members, who are active in numerous areas of the feed sector. These industry experts play an important role in the development of FAMI-QS documents and contributing in several FAMI-QS activities by sharing their technical knowledge.

It can be stated that this group is the key “ingredient” in FAMI-QS’s formula for success.

"2015 has been for FAMI-QS a year of reflection and planning. With the new ISO high level struc-ture and the growing awareness of FAMI-QS globally, as a credible quality assurance scheme, over and beyond the requirements of the imple-mentation of the EU feed hygiene regulation, it was imperative that a plan for the global future was put in place.

The consequence of this reflection process has for us, the Expert Group, translated into a busy period of revision of the scope and the code, with some glimpse/promise of exciting challenges for the years to come.

For Lallemand and other feed business operators, it is also very important to continue the efforts to-wards mutual recognition among schemes in the feed sector to avoid unnecessary multiplication of quality standards and certifications."

"The year 2015 in the FAMI-QS Expert Group was very eventful to me. We have been working on various chapters of the new "Code of Practice" version 6, as well as on the scope, which will be implemented by the end of 2017.

Important to BASF was the participation in the discussion between FAMI-QS and GMP+, on the issue of pre-load for bulk transport, given that many FAMI-QS products are transported in bulk and therefore the containers need a proper cleaning between the loads."

As a Sales Manager amongst a group basically constituted by Quality Managers, I bring a dif-ferent perspective into the discussions, focused on the trade part. This is important, as more and more trading organizations also have or apply for a quality management system. Our company, for different product groups, has both the FAMI-QS and GMP+ B3 quality system. As an active member of the HACCP team, I’m involved in in-ternal and external audits, quality manual and documentation. I try to use this experience in the work I do for the expert group. REVISION OF THE FAMI-QS CODE AND THE RULES

In 2015, FAMI-QS has initialized the challenging task of reviewing the current certification system, with the aim to address the latest standardiza-tion and certification developments.

The revision process will include the alignment of the FAMI-QS Code to the new ISO High Level Structure for Management systems, along with the alignment of the Rules for Certification Bod-ies and the Rules for Operators with the latest version of the applicable accreditation standards, ISO 17021 and ISO/TS 22003.

THE MANAGEMENT SYSTEMS STANDARDS’ (MSS) NEW STRUCTURE

In April 2012, ISO updated its directives. In par-ticular, there is a new annex, Annex SL, which de-fines the high level structure and identical core text for all new and revised management system standards (MSS). This revision not only reorgan-izes the management system, but also reinforces the process approach and the risk consideration, in the implementation of a Management System.

A MSS provides requirements or guidelines for organizations to develop and systematically man-age their policies, processes and procedures, so as to achieve specific objectives. In our case, the main objective is the safety of specialty feed in-gredients and their mixtures.

The FAMI-QS Code’s alignment with the ISO High Level structure further eliminates conflicts, con-fusion and misunderstandings, which may arise from different cultural backgrounds, depending on the certified operator’s region. The Code will focus on minimizing the risks/hazards by man-

aging the process (production and/or trade) more efficiently.

Furthermore, the FAMI-QS Code’s text will be im-proved in such way that, apart from being an au-ditable document with clear requirements, it will also constitute an educational guide for the sector of Specialty Feed Ingredients and their Mixtures.

THE VALUE OF MANAGEMENT SYSTEM APPROACH FOR FAMI-QS

By adopting a management system approach, rather than a product based one, feed business operators use risk management, which allows for identifying hazards at an early stage of product development, as well as of production. This en-sures that there is sufficient time to manage or eliminate them. Not only does this procedure fo-cus on the final products’ quality, but it also en-sures that the entire process, from the sourcing of raw materials to the finished product, is fully controlled. Therefore, the generated added value is that the regulatory requirements are met, as well as those of customers and state-of-the-art production processes. Ultimately, safe feed may even translate into costs reduction. Having em-braced this opportunity from the very beginning of its development, FAMI-QS based its standard on a management system approach back in 2003. This is also coherent with the spirit of the EU Feed Hygiene Regulation.

THE ADAPTATION OF THE SCOPE

The clear Management System approach of the FAMI-QS Code shall be fully incorporated into in the FAMI-QS scope description. This is because the current scope definition approach is product oriented, creating limitations to the products’ movement and putting additional technical barri-ers to trade, due to its wording.

The rephrasing of our scope-definition for interna-tional implementation will not change the range of ingredients eligible to be FAMI-QS certified. In-stead, it will classify the said eligible products by the process they result from. The new title of the scope will be ‘Specialty Feed Ingredients’, which includes production and trade of single ingredients and their mixtures coming out of the following pro-duction processes or their combination:

The management system approach allows FAMI-QS to use its industry’s knowledge more efficient-ly, identifying risk per process, rather than per product. This will greatly improve the current production process and encourage better knowl-edge exchange at global level. Moreover, it will contribute to creating a fair playing field.

Specific per process hazard assessments will be developed, with the view of providing specific guidelines for managing the hazards associat-ed with each process. The so called ‘Mandatory Process Document’ will act as an add-on to the FAMI-QS Code.

Additionally, switching to the process-definition will increase the management system’s consist-ency with our current accreditation (ISO 17021 and ISO/TS 22003).

Lastly, as far as the EU market placement is con-cerned, we will refine our Guidance Document. This will ensure that all the applicable EU Feed Related regulatory requirements are fulfilled and respected.

MANAGING THE REVISION PROCESS

In order to manage the revision process, FAMI-QS created four regional working groups, in Brazil, China, Europe and the US. Each regional work-ing group is constituted by the auditors based in the respective region and the FAMI-QS certified organizations.

The creation of regional working groups was not intended to substitute the open consultation pro-cess, but rather to allow us to encompass local knowledge in the international context of FAMI-QS. Also, the Regional Working Groups have provided an educational platform, driving har-monization and greater understanding of the re-quirements of the new Code.

Furthermore, we will work very closely with our feed chain partners to ensure a smooth transi-tion of our mutual recognition arrangements.

FAMI-QS wants to contribute to continuous im-provement of specialty feed ingredients’ quality and feed safety aspects. We are thus working to provide a solid, robust and transparent Quality and Feed Safety Management System, for the ani-mal feed industry, in order to come forward to our stakeholders’ expectations.

FAMI-QS TRADEMARK REGISTRATION

2015 was the year that FAMI-QS received the certif-icate for the international registration of its trade-mark. A trademark provides an organization with a unique identity and ascribes it with an international legal validity and worldwide recognition. In the pres-ent times, when the markets are expanding at a radical pace and competition is fierce, a unique and registered trademark is an absolute necessity.

LAUNCH OF THE FAMI-QS MOBILE WEBSITE

In 2014, FAMI-QS has launched its mobile web-site. In 2015 we have upgraded it! It is available at the following link: www.fami-qs.org/mobile

This mobile version facilitates the search on mobile devices. The following two functions are available:

INTERNATIONAL ACCREDITATION FORUM

FAMI-QS is an associated member of the Interna-tional Accreditation Fo-rum (IAF). The latter is the world association of Con-

formity Assessment Accreditation Bodies, as well as of other entities interested in conformity as-sessment, in the fields of management systems, products, services, personnel and other similar conformity assessment programmes. Its prima-ry function is to develop a single worldwide con-formity assessment programme, which reduces risk for business and its customers by assuring that accredited certificates may be relied upon. Accreditation assures users of the competence and impartiality of the accredited body.

FAMI-QS is committed to supporting the IAF’s activities and actively contributes to them. We are committed to promoting accreditation activi-ties. We believe that accreditation is the best way in which mutual recognition arrangements can be achieved, among the sector specific certifica-tion programmes.

At the level of IAF, FAMI-QS is an active member of the following Working Groups: Auditing Prac-tice Group and Accreditation Auditing Practices Group, Management Systems, Food. In addition we are also a member of the User Advisory Com-mittee – the voice of the industry in IAF.

Moreover, we support and share knowledge for the creation of the IAF’s Mandatory Document for the evaluation of a sector specific Conformity As-sessment Scheme, through the TF Industry Spe-cific Certification Programme.

INTERNATIONAL FEED INDUSTRY FEDERATION

FAMI-QS is an active member of Inter-national Feed Industry Federation.

The International Feed Industry Federation (IFIF) represents and promotes the global

feed industry as an essential participant in the food chain, which provides sustainable, safe, nutritious and affordable food for a growing world population.

IFIF is made up of national and regional feed associations from Africa, Asia Pacific, Europe, North and South America and the Middle East, as well as feed related organizations and corporate members from around the globe.

As a global platform of cooperation among var-ious stakeholders within the feed industry, IFIF gives a unique opportunity to stay abreast the latest global developments related to the man-agement of the risks in the feed chain and also regulatory developments.

REGIONAL CO-OPERATION

FAMI-QS is a recognized stakeholder of THE EUROPEAN CO-OPERATION FOR THE ACCRED-ITATION (EA).

The European co-operation for Accreditation is an association of national accreditation bodies in Eu-rope that are officially recognized by their national governments to assess and verify – against inter-national standards – organizations that carry out evaluation services such as certification. If a sup-plier is accredited by one of the members in the EA network, its customers can have confidence in the competence, independence and impartiality of its conformity assessment work.

Throughout 2015, FAMI-QS organized sever-al training sessions for the industry of Specialty Feed Ingredients and their Mixtures.

The aim of these trainings is to provide the nec-essary information and guidance to the partici-pants, regarding:

FAMI-QS carries out periodical technical training sessions for its approved partners and Certifica-tion Bodies worldwide. The aim is to guarantee an optimum level of knowledge and skills of FAMI-QS auditors and maintain the quality and excellence of the system. The training is part of the FAMI-QS harmonization auditing process at global level.

STRATEGIC AGREEMENTS OF COOPERATION

Thanks to the Strategic Agreements of Cooperation that have been signed with the American Feed Industry Association in the USA and with Sindirações in Brazil, technical support and knowledge building are provided to both local feed business operators and competent authorities. This is because it is important that both the industry and the competent authorities understand how the FAMI-QS certification delivers safety.

FAMI-QS also takes part in a number of actions, which are aimed at promoting the values of accredited third party certification. Indeed, we attempt to increase the standard’s uptake, through our participation in a number of international events and workshops.

Nowadays, FAMI-QS is a passport that can be used to place a specialty feed ingredient on the global mar-ket and this wouldn’t be possible without the cooperation of our partners.

"FAMI-QS certification has been introduced and developed in China for more than 10 years. And it has been bringing beneficial effects to certified operators in China on product safety, business management, envi-ronmental protection and trade facilitation. FAMI-QS code provides an operable tool, which helps local feed additive and premix-ture operators to establish the Feed Safety and Management System and implement the EU Feed Legislation.

The revision of the code also drives continuous improvement of operators’ FSMS and manage-ment levels. Currently, with the booming devel-opment of the international trade, FAMI-QS has become a recognized code of practice on qual-ity & safety management for the feed additive and premixture industry at the global level. A number of activities have been given in order to ensure harmonization and consistency for im-plementing FAMI-QS code at global level: FAMI-QS Asbl continuously organises annual training sessions for all approved Chinese auditors; pro-vides the official training programme of ‘FAMI-QS: Awareness in Feed Safety’ for the local in-dustry; and also establishes communications with relevant Chinese authorities.

HSL Certification Service, as the sole Chinese local CB in China, has been closely cooperating with FAMI-QS Asbl and has been making great efforts towards developing FAMI-QS in China and enhancing the awareness of feed quality and safety to the industry."

We could not be more pleased with the pro-gramme’s success.

Currently, there are 28 International Safe Feed/Safe Food facilities in the U.S. and interest in the programme is growing as implementation of the final Food Safety Modernization Act (FSMA) rules is underway. We also see a growing inter-est in FAMI-QS. AFIA works closely with Eurofins to promote and train the feed industry on the re-quirements for FAMI-QS.

In 2015, AFIA added SGS as an additional certi-fying body for the International Safe Feed/Safe Food Certification Programme. AFIA and FAMI-QS have a common goal of promoting quality and food safety within the animal feed industry. We are excited about the future of our Safe Feed/Safe Food programme and our continued relationship with FAMI-QS."

FAMI-QS ASBL

The FAMI-QS ASBL association is represented by a Board of Directors, which was created to adminis-ter and manage the FAMI-QS. The Board sets out the association’s political and operational strategy.

The day-to-day management has been confined to the Secretary General who, together with the

permanent staff, is responsible for the smooth running of the association. The secretariat of the FAMI-QS is headquartered in Brussels.

FAMI-QS receives technical support from the Ex-perts Group. The purpose of this group, composed of a team of highly qualified experts in the quality field, is to meet the objectives and main working lines previously defined by the Board of Directors.
