THE MAIN OBJECTIVE Establishment of general principles for taking measurespreventing consequences related to the violation of securityof vessels and of port facilities as well as to the unlawfulacts against vessel crews sailing on the Danube

BACKGROUND• International Convention for the Safety of Life at Sea

(SOLAS), 1974: International Code for the security of ships and of port facilities (ISPS-Code)

Rec SEC followed by annexes:• Annex 1 “Provisional operating procedure for ensuring the security of

unmanned non-self-propelled barges temporally left insecure atanchorage” (draft)

• Annex 2 “Provisional operating procedure for ensuring the security ofpassenger vessels” (draft)

• Information on: - threat of unlawful acts or existence of an incident

- unsafe navigation areas, cases or threats related to the violation of security to be transmitted to the DC competent authorities

• Assessment of potential risks

• Competent authorities responsible for security of navigation have to take all necessary measures to eliminate a threat of violation of security of vessels and port facilities

- in case of incident – to ensure safety conditions for the crew to solve it

VESSEL SECURITY PLAN

• Plan on board a vessel in international navigation - endorsed by administration of shipping company

CONTENT:

- identification of restricted-access areas on board and measures to prevent unauthorized access

- measures to prevent unauthorized access on board a vessel

- incident threat or violation of security procedures (behavioral patterns)

- scheme of launch points for vessel alert system

- evacuation procedure

- crew members and personnel of passenger vessel responsible for security

- scheme of incident reports and messages

- data on vessel’s, company’s officers and competent authorities of the DC Member States responsible for security

BEHAVIORAL PATTERNS OF CREW IN CASE OF VIOLATION OF SECURITY AND UNLAWFUL ACTS

• Keeping out of undue risk staying calm, if possible, continuing to perform its duties

• Safely reporting on violation of security to the administration of shipping company

• In case actions of violators could cause incident involving a vessel, trying to coordinate safe way out of situation

• Freeing of a vessel from violators immediate contact the shipping company’s officer responsible for security, contact the competent authority of a state of violation of security,

• etc.
