Active Threats
Active Threat
» An active threat is an individual(s) actively engaged
in killing or attempting to kill people in a confined
and populated area;
» May or may not involve the use of firearms;
» No pattern or method in the selection of victims.
Actions You Can Take

» Imagine yourself during a typical day at MCC
» Picture rooms and areas of campus where you might
be engaged in working, studying, teaching, enjoying
an activity or just relaxing.
» Imagine yourself in one of these locations…then you
hear the sound of gunshots
» What is your primary concern? SAFETY!
» Focus on the situation and quickly assess your
options:

Lockdown
» Lockdown means to prepare for violence
» Active threat incidents will be chaotic
» Physical location of the threat can change within
seconds
» Securing yourself in a room may be your best
option

Lockdown
» You may wish to check areas in your vicinity (locker
rooms, bathrooms, etc.) to warn others;
» Don’t get physical with uncooperative people. Try
using peer pressure or informal leaders to get others
to a safe area;
» Plan ahead with others who share office or
classroom spaces. Determine the safest locations to
hide and how to secure your location;
» If danger is imminent, consider acting with others to
overpower the suspect. Use ANY means necessary.
» If you have an opportunity to safely escape, be
prepared and willing to act quickly.
Public Safety Response
» Primary objective is to STOP THE KILLING!
» MCC Public Safety Officers will respond
immediately;
» Supported by local law enforcement agencies;
» Officers will apply necessary means to stop the
threat;
» This means, officers will bypass wounded and fleeing
persons in order to stop the killing as soon as
possible.
Public Safety Response
» After the threat is contained or no longer exists, law
enforcement officers will enter and search every
room on campus;
» If you are locked down, stay where you are until an
officer comes to the door;
» FOLLOW THE DIRECTIONS OF THE
OFFICER
• Stay calm
• Raise your hands to show that you do not have a
weapon
• Leave your backpack/books in the room
Public Safety Response
» How will you know it is actually a law enforcement
officer at the door?
» Officers will not leave without checking all rooms.
Post Incident
Emergency Operations Center (EOC)
» The EOC will be convened at the direction of the
college president;
» Objectives are to coordinate MCC’s response,
recovery actions and resources:
• Provide witness information to law enforcement;
• Identifying injured persons;
• Account for persons who were on campus during the
incident;
• Coordinate the return of backpacks and other items;
• Coordinate vigils;
• Offer counseling services;
• Coordinate transportation needs;
• Assess damaged areas;

» Depending on the extent of the incident, all or part
of the campus may be declared a crime scene.
» Students, faculty and staff may not have immediate
access to certain areas.
