1. Identify 5 comparison campuses – 1 non dual language campus from each of the 4 regions in Texas along with 1 non dual language campus from within the district.

Comparison campuses: one will be from within the district, one will be predominately White (>70%), one predominately African American (>70%), one predominately Hispanic (>70%), and one with an equal distribution of Hispanics, Whites, and African Americans.
