Houston would have been enthusiastic about a Texas State Bullion Depository---provided that all its aspects were respectful of free markets! The Century Magazine, August 1884, page 503 stated that after his awesome victory at the Battle of San Jacinto, “GENERAL HOUSTON BECAME AT ONCE THE LEADING MAN IN TEXAS, UNIVERSAL APPLAUSE FOLLOWING HIM” and on page 505 Houston was identified as a “coinpatriot,” meaning a hard gold and silver money man---

1) Abolish all civil asset forfeiture. No taking of anyaspect of a person’s net worth absent a criminal felonyconviction. We aren’t referring to misdemeanor fines.Why should anyone deposit precious metals in the StateBullion entity if their metal can be stripped from themwithout a criminal conviction? Until CAF is eliminatedin Texas there is a limitation on motivation fordepositors!

2) Relax suspicions on cash and liberalize the usethereof; it will cause more good than harm. Peopledeserve some privacy. Why should citizens be treatedas likely criminals for depositing or withdrawing cashfrom banks, when large businesses like Wal-Mart andnumerous others freely deal in large cash volumes?Texas has a currency printing plant. If cash is so evil,why is the Federal government printing it?

3) The rhetoric and practice of the so-called War onDrugs must be toned down. Police violence in the formof overreaction in use of force must be lessened.Penalties for nonviolent criminal offenders must bereduced.

4) Scrap by overriding state law all obviouslyconfiscatory municipal fines for city code violations.Abolish petty, nitpicking code violations and bar citiesfrom allowing only short, sudden notice to residents tocome up to code. On vehicles used by code inspectors,require a painted notice, “I am your servant not yourmaster.” Make code inspectors pass an attitude test forcourtesy to the public. Suppose someone wanted tobuy bullion and deposit into the State Depository, butcouldn’t do so, because a tyrannical municipal authorityrobbed him/her blind for petty code violations, orseized their home due to inability to pay draconianfines? Cities with high bond indebtedness must beblocked by State law from despotically seizing fundsfrom residents. This is a serious issue and occurs in allStates!

5) Police officers, when psychologically unfit, can anddo become serious dangers to the public. Automobilesare required to pass annual State inspection for safetypurposes. Unsafe autos can cause injury and death. Alllaw enforcement personnel must undergo annualpsychological evaluation to ascertain fitness and

continued fitness for this high power occupation. Ifthey can’t tolerate having uneventful shifts, they don’tbelong. Police who are fired from any department mustautomatically forfeit their state peace officer’slicense/certification and also be barred from securityguard employment. Denying them a carry permit atthat point should be considered.

6) Require all high school administrators of public andprivate schools maintain database records of studentsof both genders who acquire a reputation for beinghallway toughs. Football players with three or morepenalties for unnecessary roughness must be flagged inthe database. On application to police academy orprivate security guard occupation, those flagged mustbe 100% rejected without possibility of appeal,including court appeal. Scholastic administrators mustbe completely immune in such decisions.

7) Motorists must carry liability insurance. Police mustalso be required to carry personal liability insurance inevent of serious mistreatment of the public. Doctorscarry medical liability insurance. There is no just basisto soak the public when judgments are rendered against

law enforcement personnel, nor any basis to makeothers carry their own liability insurance while they ineffect get to be an unreasonably protected class ofscofflaws! Everyone must be accountable for theiractions and no group must be preferentially excluded!

8) Texas residents are seriously damaged byunreasonable insulation from consumer lawsuitsrelating to vaccine injuries inflicted on children bypharmaceutical giants, abetted by the Food and DrugAdministration and by bought-off members of Congress.Full product liability must be restored so citizens rightsin the courts against Pharma aren’t compromised.People with crippling medical costs can’t buy bullionand store it in the new State Depository. 9) In May 2011 there was an attempt made by theTexas Legislature to prevent abuse of Texans byTransportation Security Administration agents in regardto fondling and invasive touching, calling for up to oneyear of jail time for TSA employees if they commit suchoffenses. The Federal government asserted theSupremacy Clause of the Constitution (illegitimately ofcourse) and threatened to cancel flights out of Texas ifTexas passed the legislation (Texas HB 1937). Thelegislation stalled in the Texas Senate. This battle mustbe revived and before full action is taken, Texas mustenlist cooperation of at least nine other States to takethe same action. With at least ten States unified, theFederal government would have to back down. In the2011 incident, Republican State Senator Dan Patrick

indicated he lost the votes necessary becauselieutenant governor David Dewhurst accepted theFederal ultimatum. Patrick is now lieutenant governor.Dewhurst is an “ex” member of the Council on ForeignRelations and is also “ex” CIA.

The State of Texas Legislature and Governor must issuedeclarations promoting the following objectives---

10) The Federal Government must conduct, with Stateofficials such as comptrollers, participating in anunhindered audit of Fort Knox gold.

11) The Federal Government must conduct, with Stateofficials such as comptrollers, participating in anunhindered audit of the Federal Reserve System,especially the New York Federal Reserve Bank and theDistrict of Columbia headquarters.

12) The Federal Government, besides being enjoinedagainst forcibly removing precious metals, jewelry,diamonds and other valuables from the Texas StateBullion Depository, must also be enjoined against tellingTexans in all 254 counties owning precious metals

outside the State Bullion Depository that they mustremit their metals to the Federal Government.

13) No metals dealers anywhere in the State of Texasmust be told by Federal authorities that metals theypurchase from the public and business must remit saidmetals to any agency of the Federal government,Treasury, Defense, Homeland Security or Interior, or toany new Federal agency or to any Federal Reservebranch bank.

14) Texas government must be friendly towards allcitizens and businesses accepting and making paymentsdirectly in precious metals. There must be no pressurebrought to bear to compel persons and businesses todeposit their physical metals into the State BullionDepository.

15) Texas officials must warn the Postal Service and allother shipping companies to not interfere in intrastatenor interstate commerce to and from Texas regardingshipments of precious metals.

16) Texas must warn the banking industry and theFederal government to not compel Texas residents to

mandatory participation in any bank “bail-ins.” In theevent of “bail-ins,” the banks buildings, land owningsand other assets including equipment, must beimmediately seized, and all credit card and mortgagedebt owed to such banks by Texas residents must bedeemed legally expunged.

17) UTIMCO board and management insisting thatTexas gold must remain linked to the COMEX systemmust be ousted and replaced by persons looking out forState interests rather than for Federal Reserve interests.

18) University of Texas at Austin Chancellor WilliamMcRaven is on record opposing campus carry, andagainst UTIMCO gold being de-linked from the COMEX.Campus Carry gun laws are in effect in Texas, signed byformer Governor Rick Perry and supported by currentGovernor Greg Abbott. Chancellor McRaven must beousted from all posts held in connection to the UT

19) HSBC Bank New York must be notified toimmediately deliver all UTIMCO gold to Texas stateofficials including the State Comptroller, regardless ofwhether the Texas Bullion Depository is completed.The gold can be stored in a secure vault in Austin.

20) Outside firms offering to store Texas gold outside ofTexas must be 100% rebuffed. If they’re involved withmanagement of a Bullion Depository in Texas, theymust at all times be tightly monitored so nothing exitsthe Depository absent full consent of any and alldepository agents and the depositors they serve.

21) The Silver Users Association must be blocked fromhaving any input into any State bullion depository, inTexas or any other States. It recently changed its nameto Precious Metals Association of North America as apublic relations ploy; in the same sense that the Churchof England in America altered its name to EpiscopalChurch during the Revolutionary War so as to take lessheat! The World Gold Council must have no input intoany State Bullion Depository.

22) The State of Texas must shield all its residents,whether depositors in the State Bullion entity or not,from any Federal seizure, nationalization, confiscationor eminent domain in taking precious metals, underdeclaration of wartime or other national emergency,whether the reasons cited be monetary or militaryemergency.

23) Texas officials must warn the Federal government,including the Treasury and the State Department,against obstructing U.S. citizens in other states, andforeigners, from depositing precious metals into theTexas State Bullion Depository. Capital controls mustnot be used to block foreigners from depositing goldwith Texas.

24) Troubled pension funds should be allowed toliquidate up to their entire remaining assets andreinvest in hard precious metals.

25) Texas officials should form a liaison committee withcounterparts in other States including Mexico andCanadian provinces to compare notes in the formationand operation of bullion depositories and encouragethe regional Federal Reserve Banks to permanently shutdown.

26) Texas officials must hold a press conference,(reluctantly covered by the New York mediaconglomerates) that the United States Department ofDefense should go into the open market and startsourcing .999 silver for a renewed strategic militaryreserve/stockpile. These acquisitions must be made by

free market means only and absent any coercive threatsby the Federal government towards silver holdersand/or mine operators, and it must be by competitivebid only; not in any way like the bogus Treasury silver“auctions” (giveaways) to the Silver Users Association(1967-1970) managed by the General ServicesAdministration.

27) Texas State government officials must form liaisonsto counterparts in the other 49 States and insist thatneither Congress nor the President take us into warabsent two-thirds consensus of the States, not just theSenate.

28) The Seventeenth Amendment, the direct election ofSenators, must be scrapped, and again return to Statelegislatures the power to select Senators to serve in thenational Congress. The Seventeenth Amendmentseriously weakened the Tenth Amendment whichcovers states rights. Direct election of two Senators perState allowed Wall Streeters to seize working controlover the national Senate. The 17th Amendment passedby a majority of States by April 1913, after which theFederal Reserve Act of 1913 was made possible in

29) A declaration in support of competing currencies isneeded.

30) No Federal or State VAT (value added tax) on anyprecious metals; gold, silver, platinum, palladium,rhodium bullion or coin.

31) Surplus State funds should be held in preciousmetal ingots, silver especially if the price ratio is morethan 20 ounces of silver per single gold ounce. Nodisposals of silver to any current or former Silver UsersAssociation members unless they are high price bidders.

32) End all capital gains taxes on precious metals! Thisis a must for boosting them as competing currencies.

33) Penalties for burglary and robbery of preciousmetals should be stiffened.

35) No so-called “sanctuary cities” in Texas offeringsafe haven to violent illegal aliens.

36) Begin to seriously reduce State government debt!

37) No forced Federal or State microchipping ofAmericans.

38) Members of openly globalist groups should bebarred from becoming elected and/or appointedofficials of the State of Texas, including the WorldAffairs Council of Dallas/Fort Worth, the San Antonioand Austin World Affairs Council, the Council on ForeignRelations, Committees on Foreign Relations, et al.

39) Texas Legislature and Governor should declareagainst any North American Union objectives as theseare detrimental to Texas as a distinct political entity.Crown loyalist, Pilgrims Society member AndrewCarnegie conceived the North American Union idea, andPilgrims Society member John M. Cates Jr., who waspresident of the Center for Inter-American Relations,

After Nixon joined this hellish thing, he closed the goldwindow at the Treasury Department to foreigners andthrough his Cost of Living Council, price cappeddomestically mined silver at $1.61 the ounce! Are yougetting some clues as to why they want to corrupt theTexas State Bullion Depository? On April 14, 1972, theCost of Living Council denied a request to exempt silverfrom price controls. According to the Wall StreetJournal of April 14, 1972 (page 3)--

“American Smelting & Refining Co. requested silver andzinc exceptions, but the council ruled that removal ofprice controls could lead to price increases with morethan a minimum inflationary impact.”

The Royal family sponsors The Pilgrims Society inLondon and New York, and the largest SSRIshareholding entity has been Pilgrims Societyrepresented since at least 1974---as of September 2016,the Van Eck interests held 34.08% of SSRI sharesoutstanding---

Physical metal may actually be less secure as silver wasnationalized at 50.01 cents the ounce by ExecutiveOrder 6814 on August 9, 1934 while mining sharesweren’t taken, silver prices to miners were Federallycapped at 64.64 cents the ounce. Capping prices minersreceive for silver, on an official basis, is not so easy todo today because America can’t produce enough silverto meet all its demands. Texas and other States mustprotect their residents from Federal demands to remitany or all precious metals to the D.C. government. Theyrefuse to allow a real Fort Knox audit for 64 years andthey dumped the former 165 million ounce silverreserve for defense. Private citizens aren’t at fault forthis sickening mismanagement and must not be used asscapegoats to restore metal. If Morgan Chase has asmuch silver as Ted Butler believes, let them providesilver bullion for this purpose to the Department ofDefense.
