Chamber luncheon with Natural Resources Minister brings good news to natural resources sector
TheHonourable Joe Oliver, Minister of Natural Resources,broughtwelcomenewstoaluncheonhostedinhishonourbytheSaskatchewanChamberofCommerceandtheSaskatchewanMiningAssociationMarch20inRegina.
MinisterOliverspokeofSaskatchewan’sextraordinary transformation to an economic leader,creditingnaturalresourcesforamajorityoftheprovince’sjobgrowth.HespokeofCanada’sability to compete in the global marketplace,thanksinparttotheCanadaChinaForeignInvestmentPromotionandProtectionAgreement.
“Anywayyoulookatit,thisprovinceisperfectly positioned for outstanding economic performanceinthemonthsandyearstocome,”MinisterOliversaid,beforecautioningthatbarriersstillexist,andnotingthatthefederalgovernmenthasprioritizedtheeconomicfundamentalswhicharethefoundationforgrowthandinvestorattraction.
“Tobecompetitiveacrosstheboard,”headded,“weneedtogetouroutdatedregulatorysystemright.ToomanymajorprojectsinCanadaaresubjectedtolongandpotentiallyendlessdelaysbecauseofaneedlesslycomplexandduplicativeregulatorysystem.”
MinisterOlivernotedthatdelayscosttimeandmoneyandcompromisetheviabilityofmajorprojects,whiledoinglittletoimproveenvironmentaloutcomes.“Clearly, we need to focus our attention and reviews where they really matter – on big projects with the potential for the greatest economic and environmental impact,”hesaid.
“Byactingnowtomodernize our regulatory regime,wecanhelptoassurethatthey[naturalresources]willbeacornerstoneofourprosperityforgenerationsintothefuture.”

Provincial Budget 2012-13
TheGovernmentofSaskatchewanrecentlytabledthe2012-13provincialbudget.Unfortunately,noneoftherecommendationsfromtheSaskatchewanChamberofCommerce’sATaxFrameworkforSaskatchewan’sContinuingProsperitywereimplementedinthisbudget,butthereweresomeotherpositiveitemsinthedocument: •Anewrentalhousingconstructioninitiativewillprovidea10-yearrebateofcorporateincometaxequalto 10%oftheexpectedrentalincomefromnewmulti-unitresidentialrentalprojects,apositivesteptoward addressingtherentalhousingshortage. •Thebudgetalsomaintainedabalancebetweenincreasedspendingonthegovernment’spriorityitemsand maintainingfiscalprudence. •ThecuttingoffundingforEnterpriseRegionswillpossiblycreateatemporarygapinregardtocommunity economicdevelopmentservices,butthefederallyfundedCommunityFuturesofficesandlocalChambersof Commerceshouldbeabletofillthatvoid.

TheGovernmentofSaskatchewanhasraisedtheannualcapforLabour-SponsoredVentureCapitalCorporations(LSVCC)to$55millionforthe2011-2012taxseason.LSVCCsharescanbepurchasedthroughthetwofunds,SaskWorksVentureFundInc.andGoldenOpportunitiesFundInc.Thiscapitalisinturninvestedintosmall-andmedium-sizedSaskatchewanbusinessestoencouragegrowthandjobcreation.TheLSVCCfundsandthelegislationfallundertheInvestinSaskatchewanProgram,whichprovidesataxincentivetopromoteandencourageinvestmentinregisteredpoolandemployeefunds.
Saskatchewan Cities Keep Competitive Advantage
MooseJaw,Regina,SaskatoonandPrinceAlbertallplacedinthetopone-thirdrankinginacomparisonof133businesslocationsacross14countries.Saskatchewancitieshavecontinuedtomaintainacompetitiveadvantageaccordingtothe2012CompetitiveAlternativesstudyrecentlyreleasedbyKPMG.The2012KPMGstudywasdevelopedthroughinformationobtainedfromapartnershipoftheprivatesector,provincialandcivicgovernments.Thestudyexamines26significantbusinesscostelementsincludinglabour,taxes,realestate,andutilities.
Saskatchewan Investment Projected to Pass $20 Billion for 2012
Saskatchewancontinuestobethehotspotforinvestmentwithnewcapitalspendingbyprivateandpublicorganizationsprojectedtoreachanewrecordlevelof$20.2billionin2012accordingtoanewreportreleasedbyStatisticsCanada.ThismarksthefifthconsecutiveyearthatnewinvestmentinSaskatchewanexceedsthe$14billionmark.StatisticsCanadaprojectsthatprivatesectorinvestmentinSaskatchewanwillreach$16.8billionin2012,anincreaseof4.9percentover2011($16.0billion),withtheanticipationthattheminingandoilandgasextractionsectorwillseeincreasedinvestmentlevelsin2012.Publicsectorinvestmentisprojectedtogrowby1.2percentin2012,to$3.4billion.

Saskatchewan Posts Top Export Numbers
Saskatchewan’smerchandiseexportshadthehighestincreaseinthenationinJanuary2012,anincreaseof31percentoverlastJanuary,toatotalof$2.74billion.Agriculturalproductswereup21.5percentoverthisperiodto$682.1million,whileenergyproductstotalled$1.3billion,up93.5percent.Machineryandequipmentwasupby44.0percentandconsumergoodswerealsoupby13.3percent.
Government of Saskatchewan Appeals Essential Services Court Ruling
TheGovernmentofSaskatchewanwillappealaCourtofQueen’sBenchrulingwhichstruckdowntheprovince’sessentialserviceslegislationasbeingunconstitutional.Thebasisforthegovernment’sappealrestswiththejudge’sdecisionthattherighttostrikeisconstitutionallyprotected.
TheCourtofQueen’sBenchrulingupheldtheprincipleofessentialser-vicesandgavethegovernmenttheopportunitytoamendtheessentialserviceslegislationinareaswhereitisnecessary.Thegovernmenthad30daysfromthedateofthecourt’srulingtofileitsappeal.ThecourtdecisionwasdeliveredonFebruary6,2012.

We’veallheardofthe“goodcop–badcop”clichéfrompolicemoviesandshows.Theideaistoweardownaninterrogationsubjectbyfirstscaringhimwithamean,angry“badcop”,andthentrytowinhisconfidencebyintroducingafriendly,understanding“goodcop.”
Recently,I’vebeenpartofa“goodcop–badcop”showwithCaseyVanderPloeg,seniorpolicyanalystfromtheCanadaWestFoundation.CommunitiesofTomorrowandtheFoundationarecooperatingonsomemunicipalinfrastructureinitiatives,soCaseyandIhavedonesomejointspeakingengagementstogether.
I’mpleasedtosaythatI’mthe“goodcop”ofthetwoofus.Itsuitsmyoutlookbetter.Althoughtheworld-wideinfrastructuredeficitisaserioustopic,Iprefertofocusontheopportunities.Inourpresentations,Caseyleadsoffwiththedoom-and-gloomstatisticsaboutunder-fundedroadsandbridgesandthenIcomeinwiththeexcitingnewsaboutthenewtechnologiesandbusinessideasthataregoingtoallowustobuildnewindustriesandnewjobs.
Tocomeupwiththesenewideasandnewopportunities,youhavetostartbyallowingyourselftothinkoutsidethebox.EventhoughCommunitiesofTomorrowisfocusedonreal,practicaltechnologiesthatcanbeimplementedinthenearterm,itstillhelpstoletyourselfdreamalittle.
Ifindthatcertainthingscapturemyimagination–notnecessarilybecauseofthethingitself,butmorebecauseofthekindof“WhatIf?”thinkingthatwentintocomingupwithit
Herearesomeexamples:• AroadprototypebeingdevelopedbySolar
RoadsintheUnitedStates.Madeofthesametoughmaterialasairplaneblackboxes,theroadispackedwithsolarcellsthatfuelLEDlightsfornightdrivingbutalsostoringelectricity.Thecompanyisgetting$750,000fromtheU.S.FederalGovernmentforthenextphaseofitsproject:Asolarparkinglotcapableofsendingelectricitybacktothepowergrid.

Butprobablymyfavouriteexampleof“Whatif?”thinkingcomesfromrighthereinSaskatchewan.TheMorskyGroupofCompaniesisaheavyconstructionandroadworkbusinessbasedinRegina.Theywerelookingforawaytodealwitherosiononroadbeds.Overtime,rainandwindandshiftingsoilseatawayatroadbedsand
embankmentsuntiltheroadsbecomedamagedorevenunsafe.Asanyonewhohaseverdrivenonthehighwayinsummertimeknows,alotofmoney,timeandresourcesarespentfixingroads.
WhattheMorskyswantedtodoisfindawaytomakeroadsstructurallystrongersothattheycouldstanduptoerosionbetterandnothavetoberepairedasoften.Theylookedaroundatvarioustechnologies.Likemanyinnovativeideas,theirswasinspiredbysomethingcompletelyunrelated:a missile launcher.
Yes,youreadthatright:amissilelauncher.TheMorskysfoundadesignofBritishmilitarytechnologythattheybelievedcouldbeadaptedtoroadwork.
Whattheycameupwithwasawaytoreinforceroadsusingahigh-poweredsystemtoshoot6metrelongsteelrodsat350kmperhourintoanembankmenttobondandstabilizethesoil.
It’sfast,it’sfarlesslabourintensivethanexistingmethodsanditsavesupto60percentofthecostoftraditionalmethodsofrepairingorreinforcingroads.Plus,theroadsrequirelessmaintenanceovertime.
Thesystem–whosecorporatenameisMorskyHy-SpeedSoilNailingLtd.-isinthefinalstagesofengineeringreviews.TheMorsky’sbelievethatthesystemhasamarketpotentialofover$5millionayearinCanadaalone.
Andthatisjustoneexampleofthesortofbusinessopportunitythatisoutthere.Keepinmindjusthowhugetheinfrastructurerenewalmarketisexpectedtoget:over$10trilliondollarsby2015.Withamarketthatsize,therewillbealotofroomformanytechnologiesandmanydifferentplayers.
