Chamber luncheon with Natural Resources Minister brings good news to natural resources sector

TheHonourable Joe Oliver, Minister of Natural Resources,broughtwelcomenewstoaluncheonhostedinhishonourbytheSaskatchewanChamberofCommerceandtheSaskatchewanMiningAssociationMarch20inRegina.

MinisterOliverspokeofSaskatchewan’sextraordinary transformation to an economic leader,creditingnaturalresourcesforamajorityoftheprovince’sjobgrowth.HespokeofCanada’sability to compete in the global marketplace,thanksinparttotheCanadaChinaForeignInvestmentPromotionandProtectionAgreement.

“Anywayyoulookatit,thisprovinceisperfectly positioned for outstanding economic performanceinthemonthsandyearstocome,”MinisterOliversaid,beforecautioningthatbarriersstillexist,andnotingthatthefederalgovernmenthasprioritizedtheeconomicfundamentalswhicharethefoundationforgrowthandinvestorattraction.

“Tobecompetitiveacrosstheboard,”headded,“weneedtogetouroutdatedregulatorysystemright.ToomanymajorprojectsinCanadaaresubjectedtolongandpotentiallyendlessdelaysbecauseofaneedlesslycomplexandduplicativeregulatorysystem.”

Provincial Budget 2012-13

TheGovernmentofSaskatchewanrecentlytabledthe2012-13provincialbudget.Unfortunately,noneoftherecommendationsfromtheSaskatchewanChamberofCommerce’sATaxFrameworkforSaskatchewan’sContinuingProsperitywereimplementedinthisbudget,butthereweresomeotherpositiveitemsinthedocument: •Anewrentalhousingconstructioninitiativewillprovidea10-yearrebateofcorporateincometaxequalto 10%oftheexpectedrentalincomefromnewmulti-unitresidentialrentalprojects,apositivesteptoward addressingtherentalhousingshortage. •Thebudgetalsomaintainedabalancebetweenincreasedspendingonthegovernment’spriorityitemsand maintainingfiscalprudence. •ThecuttingoffundingforEnterpriseRegionswillpossiblycreateatemporarygapinregardtocommunity economicdevelopmentservices,butthefederallyfundedCommunityFuturesofficesandlocalChambersof Commerceshouldbeabletofillthatvoid.

Saskatchewan Cities Keep Competitive Advantage

MooseJaw,Regina,SaskatoonandPrinceAlbertallplacedinthetopone-thirdrankinginacomparisonof133businesslocationsacross14countries.Saskatchewancitieshavecontinuedtomaintainacompetitiveadvantageaccordingtothe2012CompetitiveAlternativesstudyrecentlyreleasedbyKPMG.The2012KPMGstudywasdevelopedthroughinformationobtainedfromapartnershipoftheprivatesector,provincialandcivicgovernments.Thestudyexamines26significantbusinesscostelementsincludinglabour,taxes,realestate,andutilities.

Saskatchewan Investment Projected to Pass $20 Billion for 2012

Saskatchewancontinuestobethehotspotforinvestmentwithnewcapitalspendingbyprivateandpublicorganizationsprojectedtoreachanewrecordlevelof$20.2billionin2012accordingtoanewreportreleasedbyStatisticsCanada.ThismarksthefifthconsecutiveyearthatnewinvestmentinSaskatchewanexceedsthe$14billionmark.StatisticsCanadaprojectsthatprivatesectorinvestmentinSaskatchewanwillreach$16.8billionin2012,anincreaseof4.9percentover2011($16.0billion),withtheanticipationthattheminingandoilandgasextractionsectorwillseeincreasedinvestmentlevelsin2012.Publicsectorinvestmentisprojectedtogrowby1.2percentin2012,to$3.4billion.

Saskatchewan Posts Top Export Numbers

Saskatchewan’smerchandiseexportshadthehighestincreaseinthenationinJanuary2012,anincreaseof31percentoverlastJanuary,toatotalof$2.74billion.Agriculturalproductswereup21.5percentoverthisperiodto$682.1million,whileenergyproductstotalled$1.3billion,up93.5percent.Machineryandequipmentwasupby44.0percentandconsumergoodswerealsoupby13.3percent.

Government of Saskatchewan Appeals Essential Services Court Ruling

TheGovernmentofSaskatchewanwillappealaCourtofQueen’sBenchrulingwhichstruckdowntheprovince’sessentialserviceslegislationasbeingunconstitutional.Thebasisforthegovernment’sappealrestswiththejudge’sdecisionthattherighttostrikeisconstitutionallyprotected.

TheCourtofQueen’sBenchrulingupheldtheprincipleofessentialser-vicesandgavethegovernmenttheopportunitytoamendtheessentialserviceslegislationinareaswhereitisnecessary.Thegovernmenthad30daysfromthedateofthecourt’srulingtofileitsappeal.ThecourtdecisionwasdeliveredonFebruary6,2012.

Recently,I’vebeenpartofa“goodcop–badcop”showwithCaseyVanderPloeg,seniorpolicyanalystfromtheCanadaWestFoundation.CommunitiesofTomorrowandtheFoundationarecooperatingonsomemunicipalinfrastructureinitiatives,soCaseyandIhavedonesomejointspeakingengagementstogether.

I’mpleasedtosaythatI’mthe“goodcop”ofthetwoofus.Itsuitsmyoutlookbetter.Althoughtheworld-wideinfrastructuredeficitisaserioustopic,Iprefertofocusontheopportunities.Inourpresentations,Caseyleadsoffwiththedoom-and-gloomstatisticsaboutunder-fundedroadsandbridgesandthenIcomeinwiththeexcitingnewsaboutthenewtechnologiesandbusinessideasthataregoingtoallowustobuildnewindustriesandnewjobs.

Tocomeupwiththesenewideasandnewopportunities,youhavetostartbyallowingyourselftothinkoutsidethebox.EventhoughCommunitiesofTomorrowisfocusedonreal,practicaltechnologiesthatcanbeimplementedinthenearterm,itstillhelpstoletyourselfdreamalittle.
