Action Plan For Literacy 2014 -2016 (?) Over the last months, the Yukon Literacy Working Group has developed a set of Objectives and Action Items for the Yukon Literacy Strategy. See document entitled “Objectives and Action Items – November”. Each Objective will have a set of Actions associated with achieving that Objective, and each Action will have one or more Programs/Projects associated with achieving that Action. We would like to determine the Actions by which we will meet the Objectives of the Strategy, and the Programs/Projects associated with those Actions. Action Plan For Literacy 2014 -2016 (?)

Over the last months, the Yukon Literacy Working Group has developed a set of Objectives and Action Items for the Yukon Literacy Strategy. See document entitled “Objectives and Action Items – November”.

Each Objective will have a set of Actions associated with achieving that Objective, and each Action will have one or more Programs/Projects associated with achieving that Action. Yukon Learn Marketing Strategy: Adult Literacy Awareness - The Adult Literacy Awareness Campaign will take place in Whitehorse and the communities. This generic marketing campaign will target the general public and will encourage friends and family of adults with literacy issues to contact the YLS to access literacy programs and services.

Effective Way to Share Information - Brief Exercise to determine how people want to get information in different regions within Yukon.

‘Screen Time’ - To increase families’ awareness of recommended levels of screen time for preschool children and the consequences for children’s development (physical and language) when these levels are exceeded. Design a strategy for when and how staff at CDC will provide this information (i.e. at Follow-Along visits, intakes, assessments etc.)

2.1 Address gaps in communities Training Local People: First Nations Summer Literacy Camps: provide training to Yukon First Nations that want to embed literacy into summer programs for children. Based on the Frontier College literacy camp program that is active in over 80 communities across Canada, local staff and volunteers to be trained in best practices to plan and deliver successful, effective and culturally relevant summer programming for children.

Community Literacy Centers: Develop proposal and action plan based on community readiness. ABE programs in Yukon Communities: Northern Adult Basic Education project offering workplace-focused ABE programming to all Yukon Communities through Yukon College community campuses.

Yukon College

Engage Adult Learners at the lowest levels of literacy using the ArrowMight Program delivered through and by current local Yukon and First Nation Providers. Objective is to have students complete all four modules in 12 – 15 months. The program is designed for home-based learning that can address students at any level of their literacy or foundational skills need. Local Community Facilitators are hired to conduct the program encouraging family literacy using extra workbooks for other adults in the home. Program delivery is flexible and can be conducted in a centre-based setting based on community or cultural needs.

Partnership between local providers and ArrowMight Canada

Based on collaboration agreements developed by local Yukon providers and ArrowMight Canada for funding by Govt of Yukon. Extra workbooks supplied at no extra charge.

2.2 Address gaps in the area of digital literacy, financial literacy, and numeracy

Increase use of technology based teaching materials for families: Video Clips – embed a series of video clips onto our website which demonstrate ways parents can help their children progress towards developmental milestones or learn about our services e.g. reading with your child, building together, count all day long, introduction to CDC, Outreach Program

Virtual Learning Portal: use of online learning platform to connect nationwide Frontier College volunteers with Yukon adult learners at home or in community campuses/computer rooms. Learners work one-to-one with tutors using online resource library that includes content on numeracy, simple computer instruction as well as standard literacy programs. Trained tutors use student-centered individualized learning to either support existing (physical) adult learning program or devise whole curriculum for learner from scratch.

Learner requires home computer and internet or access to computer room. Large number of learners would require resources for volunteer management.

Offer regularly scheduled computer literacy classes: The YLS is dependent on volunteer instructors so that we may offer computer literacy classes and because of this, we have been unable to meet the current demand. As we have a high demand for these classes, we would like to offer regularly scheduled classes. This can be done if the YLS was able to increase the part-time positions to full-time ones as outlined in 2.1, as the employees would take on this task as part of their increased duties.

Yukoners with limited or no digital literacy skills are missing a large number of positions for which they could apply as they are being advertised online, don’t have skills to type their resume or cover letter, or send their resume via e-mail.

Maximize Accessibility and desired outcomes for Students through Local Yukon and First Nation Providers delivering digital literacy, basic financial literacy, and numeracy using the ArrowMight Program which is designed for home-based learning through TV/DVD or centre-based learning which is an option dependent upon the desire of where a student prefers to learn. Home-based learning encourages family learning. Either option requires funding for a full-time local Community Facilitator and student or household fee that covers all resources and support services by ArrowMight Canada.

2.3 Address gaps in the area of workplace literacy training

Expansion of Workplace Communication & Essential Skills Training Project: currently running in three hotels in Whitehorse, Frontier College has submitted a funding proposal to train a further 96 learners per year at locations of YG’s choosing. Focus on skills in communication, literacy, numeracy and other key workplace skills. Program proven to increase workplace safety, teamwork, employee attendance, retention, efficiency and customer service quality. All Yukon businesses and employees eligible, but expectation that many participants will be recent immigrants or Aboriginal learners.

Develop and enhance several forms of literacy within the KDFN adult community. Literacy, financial, numeracy and “essential skills” with the goal to develop current, realistic and transferrable employment skills and to build individual and community capacity: To implement one (1) - 6 month “Community Kitchen/Nutrition” programs that will develop and encompass nutrition and cooking skills while taking strong direction from the Language, Culture and Traditional Foods curriculum in place at Duska.

3.1 Build/develop the expertise of existing literacy support workers – provide professional development opportunities.

Update and enhance the 2004 YLS Tutor Training Manual - Update and enhance the existing YLS Tutor Training Manual to include new materials, case studies, and exercises with a northern focus.

Tutor/Learner Handbook - The YLS would develop a Tutor/Learner Handbook with a peer tutor focus. The YLS tutors would use this book as a reference when working with their learners. In addition, this publication would be made available to other organizations.

• Tutor Certification Program - This program will be developed to assist the YLS volunteer tutors access various forms of adult educational certification at no cost to them. YLS would offer their volunteer tutors access to adult educational certification that could include English as a Second Language, Aurora (enhanced learning), and Adult Instruction. It would also include certification in identification of basic learning disabilities, such as Fetal Alcohol Spectrum Disorder, Attention-Deficit–Hyperactivity Disorder, Autism, Dyslexia, Dyscalculia (math), Dysgraphia (writing), Dyspraxia (fine motor skills) etc. Once completing a certain level of certification, the volunteer tutors could move to paid tutor positions.

Student Core Competency Project: Yukon College will ensure that all graduates will meet a basic standard of knowledge of Yukon First Nation history and culture by ensuring each program addresses a minimum of 3 of 5 identified topics.

Yukon College will disseminate findings about the PIAAC Assessment tool through the literacy stakeholders group and encourage universal adoption of this evaluation tool by all applicable literacy programs in the territory.

Yukon College will continue to provide GED assessment options to students both in Whitehorse and communities, and use results for entry into college preparation programming. In addition to making the assessment tool available, Yukon College will soon provide GED training sessions to students interested in completing the assessment.
