SPECIFICATION FOR ALUMINIUM CONDUCTORS

STEEL-REINFORCED (ACSR CONDUCTOR)

1.0 SCOPE This specification covers the Manufacture and Testing of Aluminium Conductors Steel-reinforced for Overhead Power Transmission Systems.

2.0 SYSTEM PARAMETERS

3.0 SERVICE CONDITIONS

4.0 APPLICABLE STANDARDS

The Aluminium Conductors Steel-reinforced shall be manufactured in accordance with the latest editions of the Standards specified below and amendments thereof.

(a) BS 215-2 (1970) Specification for Aluminium conductors and aluminium conductors, steel-reinforced for overhead power transmission.

(b) BS 2627 (1970) Specification for wrought Aluminium for electrical purposes, Wire

(c) ANSI/ASTM B233-97 Standard specification for Aluminium 1350 Drawing Stock for electrical purposes

(d) BS EN 50189 (2000) Conductors for over head lines. Zinc coated steel wires.

(e) BS EN 10244-2 (2001)

Steel wire and wire products. Non ferrous metallic coating on steel wire, Zinc or Zinc alloy coatings.

5.0 BASIC FEATURES 5.1 Design of Wire

a) The Aluminium wire used in the manufacture of ACSR shall conform to BS 2627. Joints in the

base rod or wire before final drawing shall be permitted in accordance with the Clause 3.3.1 of BS 215 Part 2. Joints in the Aluminium wire shall not be permitted in the final drawing.

b) The resistivity of the Aluminium wire shall not be more than 2.8264 µΩ cm at 20°C and the

Coefficient of linear expansion is 23 x 10-6/°K.

c) The Galvanized High Tensile Steel Wire used in the manufacture of ACSR shall conform to BS EN 50189. Joints in the base steel rod or wire before final drawing shall be permitted in accordance with the Clause 3.3.2 of BS 215 Part 2. Joints in the steel wire shall not be permitted in the final drawing.

d) Aluminium and Steel wires shall be uniform in quality, circular in cross section, clean, smooth

and free from harmful defects, splinter irregularities and brittle places.

e) The sizes of Galvanized High Tensile Steel Wires and Aluminium Wires shall be as stipulated in the Annexure - A1 ( Schedule of Technical Particulars )

5.2 Construction of Aluminium Conductors Steel Reinforced (Stranding)

a) The Aluminium Conductors Steel Reinforced shall be manufactured in accordance with BS 215 Part 2.

b) The lay ratio of the different layers shall be within the limits given in Table 1 of BS 215 Part 2.

c) In all constructions, the successive layers shall have opposite directions of lay, the outermost

layer being right-handed. The wires in each layer shall be evenly and closely stranded.

d) In conductors having multiple layers of Aluminium wires, the lay ratio of any Aluminium layer shall not be greater than the lay ratio of the Aluminium layer immediately beneath it.

e) Steel wires shall be formed during stranding so that they remain inert when the conductor is cut.

f) Steel core and the inner layers of Aluminium shall be covered with a suitable grease during

manufacture, but no grease shall be applied to the finished Conductor. Sufficient grease shall be applied to the Steel and Inner Aluminium Strands to fill the inter-strand spaces (viz. Inner Layer Protection).

g) The completed conductor shall be smooth and free from imperfections, dirt, grit, excessive

amounts of drawing oil and other foreign deposits.

5.3 Materials

5.3.1 Aluminium Re-draw Rods

Aluminium Re-draw Rods used in the manufacturing of Aluminium wire for the fabrication of

Aluminium Conductors Steel-Reinforced (ACSR) shall conform to ANSI / ASTM B 233-97.

The Quality of Aluminium re-draw rods used for the manufacture of ACSR Conductor shall be as stipulated below.

a) The purity of the Aluminium re-draw rods shall not be less than 99.5%. The percentage

composition of other elements shall not be more than the values stipulated in the below.

b) Temper of the Aluminium Re-draw Rods shall be H14 classification.

c) The tensile strength of Rods shall be between 108 MPa to 138 MPa

d) The Maximum Electrical resistivity of the Aluminium Re-draw Rods shall be 0.028080 Ω.mm²/m

e) Quality Assurance System conforming to ISO 9001:2000 shall be followed in the manufacture of

the Aluminium Re-draw Rods. The Bidders shall furnish documentary evidence that the Aluminium Re-draw Rods manufacturers have obtained ISO 9001:2000 Certification.

f) Offers of Bidders who fail to furnish the proof of ISO 9001:2000 Certification for

Aluminium Re-draw Rods will be rejected.

5.3.2 Reinforcement Steel Wire

a) The Galvanized High Tensile Steel Wire used for the reinforcement of the ACSR Conductor

shall conform to BS EN 50189 and the Tensile Strength Grade of the Steel Wire shall be conform to the table 6 –mechanical properties of ST4A wires of BS EN 50189.

b) The tensile strength and stress at 1% elongation values, calculated on the nominal dimensions

of the finished wire, shall be not less than those given in table 6 of BS EN 50189

c) The elongation shall not be less than 4%, measured after fracture on an original gauge length of 250mm and the Coefficient of linear expansion is 11.5 x 10-6/°K.

d) The steel wire shall not fracture when wrapped at a rate not exceeding 15 turns per minute around

a cylindrical mandrel of diameter given in the appropriate column of table 6 of BS EN 50189 to form a close helix of eight turns

e) The number of twists on a length of 100 times the wire diameter that causes fracture shall not be less

than 12. f) The weight and uniformity of coating and Zinc adhesion shall be in accordance with BS EN

10244-2.

g) The tolerance on nominal diameter of the galvanized steel wire shall confirm to table 6 of BS EN 50189.

h) Quality Assurance System conforming to ISO 9001:2000 shall be followed in the manufacture of

the Galvanized High Tensile Steel Wire. The Bidders shall furnish documentary evidence that

the Galvanized High Tensile Steel Wire manufacturers have obtained ISO 9001:2000 Certification.

i) Offers of Bidders who fail to furnish the proof of ISO 9001:2000 Certification for

Reinforcement Steel Wire will be rejected. 5.3.3 Grease

The grease used for corrosion protection in the manufacture of ACSR shall have the following

requirements.

(a) It shall not add appreciably to the weight of the Conductor. (b) It shall not flow or deteriorate at temperatures up to 75°C (c) It shall not be inimical to Aluminium or Galvanised Steel. (d) It shall have good adhesive and cohesive properties and shall retain these qualities

after weathering. (e) It shall not extrude a surplus to the outside of the Conductor after erection.

The type of grease used in the manufacture of ACSR and technical specifications shall be

furnished with the Offer.

5.4 Workmanship

a) The Conductors shall be cleaned and free of imperfections, such as pipes, laps, cracks, kinks, bends, twists, seems excessive grease and other injurious defects.

b) Higher quality of work shall be maintained in drawing the wire and fabrication of the conductors.

c) Due precaution shall be taken to prevent the Aluminium Re-draw Rods or Aluminium wires

making contact with Copper Conductors, Copper parts or copper residues during the process of redrawing stranding as well as storage.

d) All machines and equipment used for this purpose of redrawing shall be properly cleaned, free

from any copper residues. 6.0 ADDITIONAL REQUIREMENTS

6.1 Packing

a) The Aluminium conductors Steel Reinforced shall be supplied in wooden drums. The ACSR shall be supplied in continuous length per drum as given in the Annexure A.

b) Drums shall be stoutly constructed of good quality timber or steel and clearly marked with the

length and type of conductor in a manner not easily removable. Drums shall be securely battened around the perimeter and shall be lined with approved impervious material to prevent contact between the contents and both the drum itself and any chemicals with which the drum has been treated. Drums shall be suitable for rolling on the flanges without causing damage to the conductor and the direction of rolling shall be clearly shown.

c) All timber drums and battens shall be protected from deterioration by termite or fungus attack by

an approved impregnation treatment at the works before dispatch. Such substance shall not be harmful to the conductor.

d) All drums shall have suitable spindle holes and the holes shall be stoutly reinforced with steel

plates.

e) The exposed end of the Conductor in each drum shall be crimp-sealed and clamped to the drum.

6.2 Labelling (Marking)

Each Drum shall be labelled with clear stencil on both sides of the drum with the following. The letters shall not be less than 75 mm of height and the ink used shall be water-proof.

a) CEYLON ELECTRICITY BOARD, TENDER NO : b) Manufacturer's name. c) Direction of rolling. d) Lifting Instructions and limitations e) Serial No. The serial numbers shall be from 001 onwards. f) Conductor type, material and stranding g) Length of the conductor h) Net Weight i) Gross Weight j) Manufacturer's batch number. k) Winding date l) Approximate Measurements of the drum

7.0 QUALITY ASSURANCE

The Manufacturer shall posses ISO 9001 Quality Assurance Certification for the manufacture of the ACSR conductor for the plant where the Manufacture of conductor is done. The Bidder shall furnish a copy of the ISO Certificate certified as true copy of the original by the Manufacturer, along with the offer.

8.0 Information To Be Supplied With The Offer

The following information shall be furnished for each size of Aluminium Conductors Steel Reinforced

a) The following particulars for aluminium wire as well as galvanised steel wire used for the fabrication of ACSR.

i) Breaking load ii) Modulus of elasticity iii) Coefficient of linear thermal expansion.

b) Electrical characteristics including d.c. resistance value at 20°C, co-efficient of variation

of resistance. c) The type of grease used in the manufacture of ACSR and technical specifications.

d) Drum details

e) ISO 9001:2000 Certification as per Clauses 5.3.1 and 5.3.2 and 7.0 above.

f) Certificates of type tests, for the following, carried out in accordance with the specified standard, by a recognised independent testing authority acceptable to the Purchaser.

(1) Aluminium Re-draw Rods i) Tensile test. ii) Determination of chemical composition and purity. iii) Temper test. iv) Electrical resistivity test.

(2) Aluminium wires i) Dimension Tests.

ii) Tensile test. iii) Wrapping test. iv) Resistivity test.

(3) Steel wires i) Dimension Tests. ii) Determination of stress at 1% elongation. iii) Tensile test. iv) Elongation test. v) Wrapping test. vi) Galvanizing test.

(4) Grease Determination of Temperature at which the grease flows / melts.

Test Reports shall be complete including all the pages as issued by the Testing Authority. Parts of the Test Report shall not be acceptable.

9.0 INSPECTION & TESTING

9.1 Inspection

The selected Bidder shall make necessary arrangements for inspection by an Engineer

appointed by the CEB during manufacture and before despatch and also to carry out in his presence necessary Acceptance/sample tests of the materials offered.

9.2 Acceptance/Sample Tests

The following Acceptance / Sample Tests conforming to BS 2627, BS EN 50189 and BS 215

shall be witnessed by the representative of the CEB. 9.2.1 Aluminium wires

i) Dimension Tests ii) Tensile test

iii) Wrapping test iv) Resistivity test

9.2.2 Steel wires

i) Dimension Tests ii) Determination of stress at 1% elongation iii) Tensile test iv) Elongation test v) Wrapping test vi) Galvanizing test

9.2.3 Grease

Determination of Temperature at which the grease flows / melts.

10.0 SAMPLE STUDY

The sample length of five meters of Aluminium Conductors Steel-Reinforced offered shall be furnished with the offer by the Bidder to facilitate analysis and evaluation of Bid.

If the size of the Conductor specified in this Tender is not available with the Manufacturer at the

time of submitting the samples the Manufacturer may submit a sample closest to the size of the Conductor specified.

The Grade of the Aluminium of the Sample shall be same as specified. The Manufacturer shall

indicate clearly on the sample, the code name and the physical characteristics of the Conductor sample.

11.0 ANNEXURES

Annex - A3

PRICE VARIATION The Bidders shall forward their offers on the basis of the Price Variation stipulated below. 1. BASIS OF THE OFFER (a) Suppliers of Aluminium Conductors Steel Reinforced are required to make their offers

on the basis of a Base Price plus a Fixed Price Margin. (b) The Base Price shall be the Cash Seller's Midday Official Average Price of Aluminium

High Grade 99.7% at London Metal Exchange (LME) in US Dollars on the day of the closing of Bids or the previous working day if the day of closing of Bid is a non working day at the LME.

(c) The Fixed Price Margin (FP) shall be quoted in the currency of choice of the Bidder.

(d) Accordingly FOB Price of ACSR Conductor of foreign Bidders and ex-factory price of

ACSR Conductor of local Bidders for the purpose of evaluation shall be computed as; (B0 x MT x È) US0 + (FP x MT) CC Where;

B0 Base Price which is the Cash seller's midday official average price of Aluminium High Grade 99.7%, in US Dollars per Metric tone at the LME on the fixed date [Clause (1 b)].

FP Fixed Price Margin per Metric Tonne of ACSR in the currency choice

MT Quantity of ACSR required in Metric Ton.

CC Currency Conversion rate from the currency of choice of the Bidder to Sri Lanka Rs. prevailing on the data of Bid opening.

2. Award Price

(a) The FOB award price for Foreign Bidders and ex-factory award price for Local shall be computed as;

(B1 x MT x È) + (FP x MT) Where B1 Cash seller's midday official average price of Aluminium High Grade 99.7% in

US Dollars per MT at the LME on the first working day immediately after the day of award.

FP Fixed Price Margin per Metric Tonne of ACSR in the currency of choice. MT Quantity of ACSR offered in Metric Tonnes (b) Intimation of the award will be faxed/telexed to the successful Bidder and or his agent in

Sri Lanka. 3. CONVERSION OF CURRENCY a) For the purpose of the evaluation the Price Bo in US Dollars and the Fixed

Price Margin (FP) in the currency of choice of the Bidder will be converted to Sri Lanka Rupees at the official Selling Exchange Rate of the Central Bank of Sri Lanka prevailing on the day of opening of Bids.

b) The payment for the supply will be made to the Supplier at the contract price in

the currency quoted for the Fixed Price Margin (FP). The base price B1 in US Dollars will be converted to the currency of the FP at the exchange rates indicated in the bulletin of the LME applicable on the first working day immediately after the date of the award of the offer; where such exchange rate is not available for the currency of the FP in the Bulletin the selling rate at the Central Bank of Sri Lanka shall be applicable.

BSEN 102018-1 - Test Methods BSEN 102018-2 - Wire Dimensions and Tolerances 5.0 BASIC FEATURES 5.1 Design of Wire The Wire shall be drawn from steel by a suitable process and shall conform to BS. 183.

It shall be of uniform quality, circular cross section, clean and smooth. 5.2 Construction a) Stranded Galvanised Steel Wire for Stay Wire Application Suitably manufactured and constructed for guying (staying) LV and HV

distributionline supports (poles) at angle / section / terminal poles of the line, stranding shall be done in accordance with Table 3 of BS 183 (1972).

The number of strands, size of wires and the grade of steel are as given below.

The breaking strength of the G.S. Wire shall be within the limits as stipulated in Clause 5.9 below.

i) 7 Strand of 4.00 mm Diameter Wire of Grade 700, ii) 7 Strand of 3.25 mm Diameter Wire of Grade 700 iii) 7 Strand of 2.65 mm Diameter Wire of Grade 700 iv) 7 Strand of 2.00 mm Diameter Wire of Grade 700 b) Stranded Galvanised Steel Wire for Earth Wire Application Suitably manufactured and constructed for use as over head tower line earth

wire (ground wire) and the stranding shall be done in accordance with Table 3 of BS 183 (1972).

The number of strands, size of wires and the grades of steel are as stipulated

in Clause 5.9 below. i) 7 Strand of 3.25 mm Diameter Wire of grade 1000 ii) 7 Strand of 3.25 mm Diameter Wire of grade 1150 iii) 7 Strand of 3.25 mm Diameter Wire of grade 1300

c) Solid Single Galvanized Steel Wire for Earth Wire Application

The wire shall be suitably manufactured for use as earth conductor (ground wire) for LV and HV (up to 33KV) distribution pole lines and for binding purposes.

The size of wires and the grade of steel are as given below. The breaking

strength of the G.S. Wire shall be within the limits as stipulated in Clause 5.9 below.

i) Diameter 5.0 mm Grade 700

ii) Diameter 4.0 mm Grade 480

d) Solid Single Galvanized Steel Wire for Binding Wire Application

The wire shall be suitably manufactured for use as binding wire The size of wires and the grade of steel are as given below. The breaking

strength of the G.S. Wire shall be within the limits as stipulated in Clause 5.9 below.

i) Diameter 2.0 mm Grade 350 ii) Diameter 1.5 mm Grade 350 e) Stranded Galvanised Steel Wire for Grounding Application Suitably manufactured and constructed for grounding of electrical

equipment/supports by directly buryng in the ground. Stranding shall be done in accordance with Table 3 of BS 183 (1972). The Galvanising thickness shall be 580 grams of Zinc per square meter.

The number of strands, size of wires and the grade of steel are as given below.

The breaking strength of the G.S. Wire shall be within the limits as stipulated in Clause 5.9 below.

i) 7 Strand of 4.00 mm Diameter Wire of Grade 1000, 5.3 Joints during manufacture No joints shall be made while drawing, galvanizing and stranding the wire. 5.4 Strand Lay

The outer wires of the Stranded Galvanized Steel Wire shall have a right-hand lay conforming to BS 183.

5.5 Galvanising The wire shall be galvanised by hot dip process and the galvanized coating

thickness shall conform to BS 443 except for Stranded Galvanised Steel Wire for Grounding Application In case of Grounding wire the Galvanising thickness shall be 580 grams of Zinc per square meter.

5.6 Tolerance on Diameter

The Tolerance on the diameter of the Galvanized Steel Wire shall be in accordance with the Table I of BS 183.

5.7 Elongation Elongation shall conform to Clause 9.3 of BS 183. 5.8 Freedom from defects

The finished wire shall be free from harmful defects, splinter irregularities and brittle places. 5.9 Technical Requirements

1) Diameter 2.0 mm Grade 350 Breaking Load Minimum 2.2 kN Maximum 2.6 kN 2) Diameter 1.5 mm Grade 350 Breaking Load Minimum 1.23 kN Maximum 1.50 kN e) Stranded Galvanised Steel wire for Grounding Application 1) 7 Strand of 4.00 mm Diameter Wire of Grade 1000, Breaking Load Minimum 62.0 kN Maximum 74.0 kN 6.0 ADDITIONAL REQUIREMENTS 6.1 Packing a) Coil The wire strand of grade 700 and the solid single wire of grades 700, 480, 350 shall be

supplied in continuous lengths uniformly wound in coils of 100 kg. The diameter of eye of coils shall be as given in Table 4 of BS 183. Each coil shall be

securely bound with four separate binders of galvanised steel wire of not less than 2 mm. diameter or greater than 3.75 mm.

These coils shall be treated and wrapped in hessian or synthetic material so as to withstand corrosion against water or contamination with any other chemicals during

transport in ship, transit in docks and storage. b) Drum The wire strand of grade 1000, 1150 and 1300 shall be supplied in continuous length

not less than 2000m wound in wooden drums. the drums shall be made of timber, pressure impregnated against fungal and insect attack. A polythene lining shall be provided to prevent any damage to the wire from the chemical used for preservation of timber. Length of wire shall not vary more than ± 2% .

6.2 Labelling Each coil / drum shall carry a label marked with the following particulars. The label shall

be weather proof and corrosion proof. (a) Number and year of standard adopted (b) Configuration of strand (c) Number of wires and grade

(d) Size of wires (e) Breaking load (for wire strand or single solid wire as the case may be) (f) Net weight of the coil to the nearest half kilogram (g) The word " CEB " and the " Bid No....." (h) The name of manufacturer and country of origin 7.0 QUALITY ASSURANCE The Manufacturer shall have obtained ISO 9001 Certification for the manufacture of

Galvanised Stranded Steel Wire and the manufacturer shall furnish documentary evidence with the offer to prove this.

8.0 INFORMATION TO BE SUPPLIED WITH THE OFFER The following information shall be supplied for each of the wire strand and the solid

single wire concerned. (a) Complete mechanical properties including the following. i) Minimum Breaking load ii) Maximum Breaking load iii) Modulus of elasticity iv) Co- efficient of linear thermal expansion. (b) Electrical characteristics including d.c. resistance value at 20°C,

co-efficient of variation of resistance. (c) The Test Certificates for the following conforming to BS 183. i) Tensile & Elongation Test ii) Wrapping Test iii) Tolerances on Diameter iv) Galvanizing Test The test certificates referred to shall be from a recognized

independent testing authority acceptable to CEB. (d) Quality Assurance Certification conforming to ISO 9001. (e) A list of names and address of five utilities, giving the time of delivery

and the quantities supplied in the recent past. (f) Duly completed Schedule of particulars Annexure - A.

Failure to furnish above mentioned particulars and Sample as per Clause 8.0 will result in the offer being rejected.

9.0 INSPECTION AND TESTING 9.1 Inspection The selected Bidder shall make necessary arrangement for inspection by an Engineer

appointed by the CEB during manufacture and before dispatch and also to carry out in his presence necessary Acceptance / routine tests of the materials offered.

9.2 Testing (Acceptance / Routine) The following Acceptance Tests conforming to BS 183 and BS 443 shall be carried

out. i) Tensile Test ii) Elongation Tests iii) Wrapping Test. iv) D.C. Resistance Tests v) Galvanizing Test vi) Tolerance on diameter, and Lay length. 9.3 Routine Test Certificates Acceptance /Routine tests shall be witnessed by the Engineer. Extra copies of these

test certificates shall also be supplied with the item. 10.0 SAMPLE STUDY One prototype sample of minimum of five metre length of the offered galvanised steel

wire strand/solid single wire concerned shall accompany the Bid to facilitate analysis and evaluation.

While analysing samples, Purchaser reserves the right to check dimensions, inspect

workmanship and perform essential tests as prescribed in relevant standards. 11.0 ANNEX A Schedule of Particulars - to be filled by the Bidder
