Iraqi Radioactive Source Regulatory Authority
Baghdad 2015
Iraqi Radioactive Source Regulatory Authority (IRSRA) is an independent , self-sufficient (financially independent) regulatory authority in Iraq that has the power by law ( No. 72-2004) to control and regulate radioactive sources (belong to the state and private sector) . IRSRA issued internal system and instructions (system no.1 for 2006 ).

Introducation
Issue regulations for detailed instructions and control measures regarding ــــ
ownership, use, transport, handling, treatment, storage and disposal of: • Sealed and unsealed radioactive sources. • Instruments and equipments containing radioactive sources. To ensure safety and security of all radiation practices.
:Grant authorization for these practices that include ــــ• Import of radioactive sources. • Re-export of radioactive sources. • Transport of radioactive sources. • Ownership of radioactive sources. • Use of radioactive sources.

Main functions of IRSRA
. : Regulatory inspection missions ــــ IRSRA shall conduct the oversight inspection industry practices
which reached up to 72 sites addition to the medical practice and research and educational sites which amounted to 71, clearly increased from previous years that because the expansion in the industrial and scientific field as follows:

IRSRA established project and coordinate with custom to control the radioactive movement through the borders in Iraq .
Operation mechanism of our project. It focuses on creating an instructed competent team from custom to
operate the devices according to the specific procedure (diagram no.1

• Iraq Radioactive sources Regulatory Authority (IRSRA)
- Regulatory functions according to code of conduct for the safety and security of radioactive sources .
- Supervision on Implementing of work procedures.
- Calibration of equipments and instruments.

-Regular periodic and emergency maintenance to equipment and instruments. -Transfer and storage of radioactive materials according to regulatory measures of IRSRA.
Custom Office Authority -Equipment operation. - Radiation survey for vehicles , trucks and packages. -Check abnormal radiation levels. -Notification to Iraq Radioactive Sources Regulatory Authority (IRSRA) for emergency situations.

• Putting radioactivity survey devices and systems into operation and check up their effectiveness.
• Recording Radiation Background. • Doing radiation surveys of trucks, busses personal vehicles, lagged, bags
and individuals according to the IAEA recommendations and measures. • Check up and classify radiation (false alarm, Innocent , real alarm ) . • Coordinating with the supporting sides according to the Action Plan of
Controlling Illicit Trafficking. • Check up the authorization of approved nuclear movements and record
them.
Action steps in border:

a. Creating well instructed technicians to put the devices into operation. • the workshops for standard Concept of radiation and measuring
system to Iraqi staff hold by IAEA . • IRSRA hold many training course for standard concept of radiation
and measuring system in (Bagh. Basrah ,Erbil,)and any check point border which visited by our IRSRA inspectors to custom staff.

b. Two kinds of Radioactive Survey Devices are required:-
•First: Fixed Survey Meters, for surveillance of trucks and other vehicles( till now under administration arrangement) .
•Second: Portable Survey Meters, for surveillance of buses, bags luggage and people.
So far IRSRA distributed devices of Radeye and Inspector 1000 to the custom to many border check points (Table no.1).

IRSRA continuously contact those borders as to receive report on application of regulatory measures on controlling border from illicit trafficking of radioactive sources as inspection visits to insure performance.

IRSRA doing the gamma survey by using GR-460 system ( NaI detectors) which installed in mini bus to search radioactive sources was missing before 2003.
IRSRA Leading the national efforts to protect the public health through ongoingــــ
efforts to survey, locate and retrieve orphan sources in Iraq.
a. IRSRA established many projects for radiation survey to Iraqi
governorates .
We have discovered orphan sources and our response was as follows:

for lightning arrestor before , and we transferred to main store in Al-Tuwaitha

The IRSRA have focused effort to the both side (on- site, national emergency plan) as follows : On-site emergency plans . as a result of the many applications for radioactive sources in scientific field that caused high
possibility of radiological accidents therefore these institutions to prepare the emergency plan and the IRSRA took it upon themselves to activate the project with these institutions to prepare the local emergency plan . as these follows
. doing the inspection field and check the emergency plan in the site.
. Invitation the relevant authorities periodically structured according the mechanism and a suitable table .
. Discussion the previous local plans and maintenance them through the program and schedule which included scientific lectures and discussions.
. Prepare and write emergency plans according to recent discussion .
. approval of the emergency plans after evaluating .

--- Preparation and maintaining the National Emergency Plan that deal with radiological accidents, and supervising Local Emergency Plans for each authorized activity.
– Continue with the other sites in accordance the schedule in the program.
After a series of meetings among the Iraqi competent authorities for five years, As Succession was done to prepare national emergency plan in which contributed to several ministries, as IRSRA, MOST, environment, health, defense, interior, and the Ministry of State for National Security .
