Kangaroo Point Bikeway Upgrade Stage 1A Newsletter May 2018 I am pleased to release the final design for stage 1A of the Kangaroo Point Bikeway Project, one of Brisbane City Council’s signature bikeways, with construction to commence in June. The project is part of our Better Bikeways for Brisbane program, reducing traffic congestion through dedicated bikeways and active travel options with a $100 million investment. To cater for current growth and future volumes, the project proposes construction of a wider, bidirectional bikeway (ranging in width between three and four metres, depending on available space) which is separate to the pedestrian pathway. I would like to thank the community members who provided valuable feedback on the project during community consultation in late 2017 and early 2018. The final design for stage 1A can be found inside this newsletter. This project will benefit not only cyclists, but also pedestrians and motorists by reducing conflicts between these different modes of travel. Project stagingAs previously advised, the Kangaroo Point Bikeway upgrade – stage 1 project is being constructed in stages for delivery purposes.

With detailed design now complete, construction of stage 1A, which will extend along Lower River Terrace from the Veloway 1 (V1) connection at the Pacific Motorway underpass to the intersection of Dock Street and Little Dock Street, will begin in June 2018 and be completed by late 2018.

Details on the construction of stage 1B, which will extend along Little Dock Street from the intersection with Dock Street to the Goodwill Bridge, and stage 1C, which will upgrade the Dock Street and Vulture Street intersection to connect the Woolloongabba and Kangaroo Point Bikeways, will be released to the community in the coming months.

The Kangaroo Point Bikeway project is jointly funded by Council and the Queensland Government’s Cycle Network Local Government Grants program, with the state government contributing 50 per cent funding.

Project features – stage 1AThe detailed design includes the following improvements and features:

• a new four metre-wide bi-directional bikeway that extends for 320 metres• along Lower River Terrace and Dock Street from the V1 to the intersection• of Little Dock Street and Dock Street• improvements to pedestrian paths and pedestrian access to existing• footpaths• new landscaping and tree planting along sections of the bikeway• improved bicycle crossing at the intersection of Lower River Terrace and the V1.

The Kangaroo Point Bikeway upgrade stage 1A will result in changes to on-street parking and loading zones as well as tree removal along Dock Street and Lower River Terrace to achieve these dedicated cycling facilities.

The project team considered several different options to minimise parking loss and vegetation impacts as much as possible. The option presented to the community is the best option to improve safety for all users of the park and Lower River Terrace, which has the least impact on the area for local residents, visitors and the general public.

Following community feedback regarding vehicle speed along Lower River Terrace, the design now incorporates additional traffic calming devices to reduce speed and improve safety along the road.

Community feedbackCouncil received feedback from the community during consultation on the preliminary design for stage 1A in late 2017 and early 2018.

Overall, the majority of feedback was supportive of the project and the community benefits were welcomed. The below table summarises the key themes raised during consultation and Council’s response to this feedback.

Community feedback Council’s responseConcern about the loss of parking on Lower River Terrace

To mitigate parking impacts Council considered several different options to minimise parking loss. In this instance, Council has created an additional eight on-street carparks to mitigate the impacts to on-street parking, resulting in a net loss of around 20 carparks. The length of the two loading zones on Lower River Terrace will be reduced to 11 metres long each, which is in line with the standard length applied to new loading zones in inner city locations.

Concern about the safety of cyclists and pedestrians on Lower River Terrace

By widening the bikeway and providing separate paths for cyclists and pedestrians, Council will be removing many of the conflicts that currently exist between cyclists, pedestrians and motorists in this area. Council will also ensure the installation of clear directional signage for cyclists to encourage use of the bikeway. Improving cycling facilities by making bicycle-only pathways wider allows Council to safely cater for all levels of cyclists. While cyclists are legally allowed to use the road, they will also have access to a safe, purpose-built facility, which Council expects will encourage more to use the new bikeway.

Concern about crossing of the V1 on Lower River Terrace

Due to the limited line of sight for motorists on Lower River Terrace, Council does not believe it can safely give cyclists and pedestrians priority at the V1 connection on Lower River Terrace. Raised platform treatments will be installed to reduce vehicle speeds along Lower River Terrace and provide greater awareness of cyclists and pedestrians crossing the road in this area. The design alters the access of the Veloway 1 bikeway at Lower River Terrace to better align with the kerb ramp accessing the Kangaroo Point Bikeway.

Concern about loss of trees

To mitigate project impacts Council considered several different options to minimise vegetation impacts as much as possible. Tree removals are required along the project alignment as retention of these trees would require the removal of far more on-street parking than is currently proposed. As part of Council’s environmental offset policy, Council will plant replacement trees, including some 400-litre trees which will be approximately two metres high at the time of planting, in addition to more than 2,000 ground cover plants.

Construction details and next stepsConstruction will be completed in stages:

• May 2018. Detailed design for stage 1A released to the community.• June 2018. Construction to commence on stage 1A.• July 2018. Detailed design for stages1B and 1C released to the community.• Late 2018. Construction of stage 1A complete.• Late 2018/Early 2019. Construction of stages 1B and 1C to commence.

Construction works for stage 1A, which will commence in June 2018, will generally be undertaken between 7am and 5pm, Monday to Saturday. Further information will be provided to the community before construction begins.
