Reform of Apprenticeships Progress Report

• Progress on Reform has been painfully slow ...

• Far too much change far too quickly has led to substantial confusion• Too much government focus on the Apprenticeship Levy

• New Standards structure is proving overly complex

• Uncertainty about funding – very badly managed by ESFA• Employer contracting has slowed everything down

• Employers slow to commit to 19+ co-investment

• Apprenticeship starts down by around a third over last year• But … it is what it is and we must deal with the situation

Achievement 2017-18

CT 2017-18 Achievement (QAR)

• Overall programme achievement has fallen by around 10 percentage points

• Decision to cease working with two large academies

• Both were highly underperforming – and getting worse

• Our achievement remains above the national average (high 60’s)

• And above the hairdressing average (around 70%)

• For 2018-19 we expect achievement rates to show strong recovery

• By 2019-20 we will be back on track to achieve around 85% QAR

IFA Review of Apprenticeship Funding

• Sector winners and sector losers in the review

• £2,000 cut in funding for all new standards hair / barbering apprentices

• Base funding drops from £9,000 per apprentice to £7,000

• Affects new starts only – Most likely to be from January 2019

• £1,000 employer and provider incentives for 16-18 learners still in place

• 10% employer contribution for 19+ learners still in place (£700 not £900)

• Other programmes (old Level 2, Level 3) are not affected

• £412 funding per functional skill remains in place

Cheynes Training Response

• CT net income could fall substantially when full impact is felt in 2019-20

• Our target - Increase our overall learner numbers by 100 by 2019-20

• Invest in more IT - Form Capture, Secure Portal, planning software. etc.• More remote monitoring – more QPR phone meetings with Heads of Centre

– scheduled telephone learner review meetings – less face to face and more webinars/online meetings – re-negotiate with our suppliers (e.g. C&G)– generally tighten up on all of our budgets

• Ensure we are as efficient as possible – without letting standards drop

… an increase in 20% of learners (almost) matches the reduction in funding

• Take opportunities to grow if your local college is pulling out of hairdressing

• Ensure you are as efficient as possible – but don’t let your standards drop

Register of Apprenticeship Training Providers

• The Register is due to open ‘in the autumn’

• Could be a ‘complete re-fresh’ (all providers)

• More likely to be a ‘partial re-fresh’ (new providers / those seeking growth)

• Providers NOT on the Register cannot exceed £100k gross drawdown of government training funding from all sources (all providers)

• Apply if you will exceed £75-80k gross over the next 12 months

• We strongly recommend Solvendis - if you need details, speak to Tricia

• The Register will open again – possibly in March but could be summer 2019

• Used by Ofsted as one of the triggers for inspection• Our programme scores are very high on Ofsted surveys• Number of respondents Ofsted is too low (31 employers / 96 learners)

• We need your help to increase learner and employer responses• The survey is open now – usually we delay promoting it until Jan/Feb

• Please make sure learners to complete the survey during training• Do actively encourage your employers to get involved

20% Off-the-Job• All apprentices must spent 20% of their working time doing Off-the-Job training

• Assuming a 40 hour week …

• Starts prior to Aug 2018 – 20% includes holidays, sickness, etc. – (say) 52 days p/a

• Starts after August 2018 – holidays may be taken into account – (say) 46 days p/a

• To be ‘Off-the-Job’, training must take place away from normal work activity

• In salon examples include ‘mentoring’, ‘observing’ and manufacturer training

• We will be audited to check the 20% is being delivered

• Use the ‘Apprentice Weekly Review’ to see if learners are receiving the 20%

• Training records must be supported by evidence – registers, diaries, etc.

FE Choices Surveys• Learner Satisfaction and Employer Satisfaction surveys

• Part of ESFA risk-assessment at Funding Performance Points• Scores are given to employers on Find Apprenticeship Training website• Very poor results could trigger an ESFA audit

• Our programme scores are very high on ESFA surveys• But … numbers of respondents is low – especially for employers• We need you to help solve this challenge• The learner survey starts in November, the employer survey is in May 2019• Please make sure all learners complete the survey during training

Working with Employers – placing employers at the heart of what we do:

• Find Apprenticeship Training – help them find more applicants (esp 16-18)

• Apprentice Selection – helping employers to make the best possible choice

• Employer documentation – go through it with them to ensure they understand

• Salon Induction Guide – a resource to use during the induction period

• Academy Training Plan – keep salons informed of training taking place

• Apprentice progress – ensure employers are involved every six months

• End Point Assessment – employers must sign off the Gateway Checklist

• Learner progression – encourage L3 for learners who you feel can achieve

Employer Co-investment Issues

• We currently have c £21,000 employer co-investment payments outstanding

• CT is contacting employers who are behind with payments

• If they do not respond we will ask academies to chase

• Yes … it’s a cash-flow issue, but remember …

• ESFA will not release final 20% payment until co-investment is paid

Looking Ahead

The Apprenticeship Service (TAS) – back story• TAS is an on-line apprenticeship funding procurement portal

• Used currently by Levy-paying employers only

• Originally due to include non-Levy employers from April 2019

• Now planned to include non-Levy from April 2020

• It is designed to make apprenticeship funding more market driven

• In theory, employers may choose to work with any training provider

• And any employer or training provider could become a main provider

(they would then be subject to ESFA and Ofsted monitoring)

• There are a number of concerns

Looking Ahead

The Apprenticeship Service - Concerns• Complexity – the system is not simple and straightforward

• Those using the system find it ‘arduous and time-consuming’

• Will small employers have the time or the patience to use TAS?• Employers may appoint a training provider to apply on their behalf

• Funding is not limitless – what happens when the budget runs out?• Government very quiet on this

• ESFA have not said how allocations will be controlled• First come, first served or rationed by sector, or what?

• There will need to be much more audit activity
