----- ORDER :

The Tamil Nadu Skill Development Corporation is the Nodal Agency for

all skill training programmes providing job oriented skill training in 23 sectors across the State. As per Skill Gap study of National Skill

Development Corporation, State Human Resource requirement for 2012-2017 is 62.80 Lakh and for 2017-2022 will be 95.14 Lakh. In order to

scale up the skilling activities to meet the skill gap demand and to train

minimum of one lakh youth as per budget announcement 2016-17, Expression of Interest was invited from private training providers by Tamil

Nadu Skill Development Corporation. After scrutiny of the inspection reports received from the Regional Joint Directors of Employment and Training

based on their physical inspection, Tamil Nadu Skill Development Corporation has empanelled 107 training providers.

2. The 13th Board meeting of Directors of Tamil Nadu Skill

Development Corporation was held under the Chairmanship of Additional Chief Secretary to Government, Finance Department on 30.08.2017. The

Managing Director, Tamil Nadu Skill Development Corporation has stated that 136 training proposals from Empanelled training providers and Existing

Training providers, 2 proposals for release of additional funds and one proposal for Administrative sanction of capital and operating expenditure

were placed in the Board under skill training at an estimated cost of Rs.8217.93 lakh for approval.

3. The Managing Director, Tamil Nadu Skill Development Corporation

has stated that the proposal submitted by the training providers have been verified with Government of India notification dated 15.7.2015 of Ministry of

Skill Development and Entrepreneurship (MSDE) and the proposal has been prepared accordingly. The Managing Director, Tamil Nadu Skill Development

Corporation has stated that the following 135 proposals from training

providers, two proposals for release of additional fund sanction and one proposal for administrative sanction for capital and operating expenditure in

Tamil Nadu Skill Development Corporation office were approved by the Board of Directors of Tamil Nadu Skill Development Corporation:

4. The Managing Director, Tamil Nadu Skill Development

Corporation/Director of Employment and Training has requested the

Government to sanction a sum of Rs.8217.93 Lakh for imparting short term skill training to 42,870 youth through the training providers and for release

of two additional funds and for capital & operating expenditure of Office of Tamil Nadu Skill Development Corporation as approved by the 13th Board

meeting of Tamil Nadu Skill Development Corporation.

5. The Government have carefully examined the proposal of the Managing Director, Tamil Nadu Skill Development Corporation at para 4

above and decided to accept it and accord sanction for a sum of Rs.8217.93 lakh (Rupees Eighty two crore seventeen lakh and ninety three

thousand only) to impart short term skill training to 42,870 youth through the training providers as detailed in the annexures I & II of this order by

following the common terms and conditions as stated in annexure VI and for release of two additional funds and for capital & operating expenditure of

Office of Tamil Nadu Skill Development Corporation as detailed in annexures

III to V of this order.

6. The expenditure sanctioned in para 5 above is debitable to the following heads of account:-

8. The Director of Employment and Training / Managing Director,

Tamil Nadu Skill Development Corporation after exhausting the balance available in the Public Deposit account of Tamil Nadu Skill Development

Corporation.

9. The Managing Director, Tamil Nadu Skill Development Corporation

is also requested to send the necessary Utilization Certificate to the Government in due course.

10. This order issues with the concurrence of Finance Department

Annexure –III

ADDITIONAL SANCTION FOR HMV & LMV DRIVER TRAINING

PROGRAMME THROUGH IRT DUE TO REVISION OF RTO FEES AS PER GOVERNMENT OF INDIA NOTIFICATION

As per G.O (Ms)No. 204, Labour & Employment (S2) Department,

Dated:11.12.15 Government have issued orders to impart training in LMV Driver training with Badge for 1500 candidates through IRT at a training cost

of Rs.4125/-per candidate and sanctioned a sum of Rs.61.88 lakhs.

As per the Notification of the Transport Department, license fee has been enhanced from Rs 725/- to Rs.1780/-. Hence, Tamil Nadu Slum

Clearance Board has requested to enhance the training charges of Rs. 4125/- per candidate sanctioned in G.O (Ms) No. 204, Labour and

Employment (S2) Department, Dated:11.12.15.

The Board of Directors approved to enhance the Training charges from Rs.4125 to Rs. 5180/- as approved to the Tamil Nadu Slum Clearance

Board.

Hence, the additional fund of Rs.15.83 lakhs (Rs. 5180- Rs 4125 = Rs. 1055 *1500) is sanctioned for LMV Driver training to IRT due to increase

in RTO license fees as per Government of India notification.

Annexure –IV

Additional Fund Requirement for Skill Training in Service Sector

As per the Announcement made by Honourable Chief Minister,

Government has issued G.O to impart Skill Training to 20,000 youth in service sectors through training providers at the cost of Rs. 18 Crores.

Tamil Nadu Skill Development Corporation identified the training providers

for the service sectors mentioned in G.O. Ms. No:29, L&E (S2) Department, dated:8.3.2017 and initiated the Skill Training. In this connection, the

Managing Director, Tamil Nadu Skill Development Corporation has stated that additional funds of Rs. 501.12 lakhs are required to meet out the

training cost as per the common cost norms adopted by Tamil Nadu Skill Development Corporation. Since the Government has sanctioned only Rs.18

Crores for service sectors, the Managing Director, Tamil Nadu Skill Development Corporation has requested to sanction the additional fund to

Tamil Nadu Skill Development Corporation for making payment for training providers.

Annexure –V

Administrative Sanction - Capital and operating expenditure Approval for administrative expenditure of Rs.42.84 lakhs.

In the G.O.Ms.No.72, Labour and Employment (S1) Department, dated: 17.5.2012 and in the G.O.Ms.No.76, Labour and Employment (S2)

Department, dated: 11.5.2015, Government have issued orders sanctioning a sum of Rs.88.40 lakhs under capital and administrative expenditure to

Tamil Nadu Skill Development Corporation. In G.O.Ms.No.183, Labour and Employment (S2) Department dated: 23.09.2016 Government have

sanctioned a sum of Rs.24.91 lakhs for the financial year 2016-2017 for operating expenditure to Tamil Nadu Skill Development Corporation.

Under Capital expenditure (Desktop computer, Laptops,

communication devices, Multifunctional printer etc.,) so far an expenditure for Rs.19.27 lakhs has been incurred and as on date only an amount of

Rs.19.73 lakhs is available. Hence based on the requirement for the Financial Year 2017-2018 under Capital expenditure an additional amount of

Rs.7.24 lakhs is required.

Under Administrative expenditure (Travel, Fuel and logistics, Mobile Reimbursement, Other office consumables etc.,) so far an expenditure for

Rs.35.90 lakhs has been incurred and as on date only an amount of Rs.13.51 lakhs is available. Hence the additional amount of Rs.35.60 lakhs

is required for the Financial Year 2017-2018 under Administrative expenditure.

The board has approved an additional amount of Rs.7.27 lakhs under

Capital expenditure and an amount of Rs.35.60 lakhs under Administrative expenditure for the Financial Year 2017-2018.

Annexure –VI

While sanctioning the amount the following terms and conditions may be stipulated for effective implementation of the

training programme.

1. Training Provider shall furnish an agreement with Tamil Nadu Skill Development Corporation incorporating all the terms & conditions.

2. Training Provider should login to the Tamil Nadu Skill Development Corporation Web portal https://www.tnskill.tn.gov.in and upload the

training details for batch creation before the commencement of

training. 3. Training should be started after the installation of bio-metric device to

record the attendance of trainees and instructors. 4. Aadhar Number for trainee is mandatory for enrollment in Tamil Nadu

Skill Development Corporation portal. 5. Training Provider is responsible for mobilization of candidates,

verification proposes and selection of candidates for the proposed sector training.

6. Training Provider should ensure assessment of training on completion of the same to those trainees who have a minimum of 85% attendance

under the stipulated time frame. 7. Training Provider should furnish the list of trainees per batch and the

same should be hosted in the Tamil Nadu Skill Development Corporation portal and Training Provider website.

8. Training Provider should ensure field visit to the related training area

for each batch at least one to have a firsthand knowledge of Technology under usage in working environment.

9. Training Providers should ensure a minimum of 70% placement of candidates trained by them. The complete placement details like

occupation, salary, name and address of the employer should be furnished for tracking purposes.

10. A Training Coordinator should be nominated by the Training Provider for coordinating the entire training programme.

11. Each trainee should be given a training manual for reference preferably in Tamil.

12. The Training Provider has to send the Bank details by registered post to Deputy Director (Admission and Trade Test), o/o the Director of

Employment and Training, Guindy, Chennai-32, and email id: [email protected] 15 days in advance, enabling to conduct the

Assessment by State Council for Vocational Training (SCVT) with a

copy marked to Tamil Nadu Skill Development Corporation [email protected].

13. Successful candidates will be given a State Council for Vocational Training (SCVT) Certificate.

14. Training Provider will be provided 25% of the training cost of every

batch once the admission is completed and details received from Training Provider. Another 25% of the training cost on completion of

50% of training period of the batch commenced training. Further 30% of the training cost on completion of 100% training period of the

batch. Balance 20% of the training cost will be paid on production of 70% placement and confirmation from the Employer about the

placement and joining of the trainees. 15. Already trained candidates should not find a place in the training

proposed. A Certification / Declaration in this regard should be submitted by Training Provider.

16. Training should be provided to unemployed youth and No regular students of any Educational Institution should be inducted for skill

training courses. 17. Training also to be conducted in soft & entrepreneurship skill

(100 hours) for all the modules having more than 300 hours duration.

All trainees should be taught on soft skills and values. 18. There should be display of board with Tamil Nadu Skill Development

Corporation symbol and name should prominently be displayed as back drop for the stage.

19. Proper documentation of the training of each batch by way of Videography, Photograph (both hard and soft copy) should be

furnished to Tamil Nadu Skill Development Corporation while claiming payment.

20. The Training Provider should submit the Details of Trainees minimum 10 days before commencement of the training programme to the Tamil

Nadu Skill Development Corporation for all the batches. 21. Before submitting the final claim Training Provider should submit the

complete details of the trainee placement like name of the trainee, firm in which he is placed with address, job position, monthly salary,

along with skill training certificate number.

22. Training Providers should submit Utilization Certificate for all payments received.

23. Wide Publicity should be given for selecting candidates through Media, Collectorate & local cable TV and Advertisements through Banner,

Poster, Pamphlets, etc. 24. While selecting the candidates for skill training the Training Provider

should be given preference to women, rural candidates, SC/ST and differently – Abled candidates as applicable for skill training.

25. Training Provider should not collect any training fee or other charges. Violation of the clauses will lead to cancellation of approval from Tamil

Nadu Skill Development Corporation.

26. The Empanelment of Training Provider is ordinarily valid for a period

one year from the date of issue of order. Based on the performance of the Training Provider it will be extended further up to maximum of

3 years. It is further informed to quote the Training Provider registration number in all future correspondences.

27. Batch wise / Course wise scheduling of training proposal should be put up in the notice board as well as in Training Provider Web portal.

28. Study kit (Study materials, Notebook, Pen, Pencil etc) should be supplied to the Trainees by Training Provider.

29. Each candidate should wear T-Shirt / outer coat with printing of Tamil Nadu Skill Development Corporation logo back side as well as training

institute logo front side which is to be supplied by Training Provider.
