Therefore the Government direct that the rate of lumpsum allowance payable to Drivers have to increased during the General Elections to Lok Sabha, 2014 due increase the cost at living things as detailed below

In the Government order 1st read above, the Government have fxed the rates of lumpsum allowance payable to the Drivers of Government vehicles drafted for election work during the General Elections to Tamil Nadu Legislative Assembly, 201 1.

2) In the reference 2nd read above, the Tamil Nadu Government Departmental Drivers' Association have requested to increase the rates of allowances drafted for election work in connection with General Elections to Lok Sabha,2014.

3) The rates of lumpsum allowance payable to the Government Departmental Drivers drafted for election work have been increased only recently (i.e.) in May, 2009 during the General Elections to Lok Sabha held on 13-05-2009. Therefore the Government direct that the rate of lumpsum allowance payable to Drivers have to increased during the General Elections to Lok Sabha, 2014 due increase the cost at living things as detailed below

4) The Government after careful consideration and decided to fur the rates of allowance to the Drivers who have been drafted for election work for the General Elections to Lok Sabha,2014 as indicated below:-

' 5. The Government accord sanction for a temporary advance of Rs. 10,51,26,700/- (Rupees ten crore fifty one lakh twenty six thousand and seven hundred only) under Article 99 of the Tamil Nadu Financial Code Volume - I, for enabling to disburse the lumpsum allowance to the Drivers of Government Departmental Vehicles/Government Undertaking vehicles / Government Aided Institutions vehicles engaged for the General Elections to Lok Sabha,2014. The district-wise allotment of funds is annexed to this order.

' . 6) The expenditure sanctioned in para 5 above shall be debited under

"2015. 00 Elections - 105. Charges for conduct of Elections to Lok Sabha - I. Non plan - AB. Election to Lok Sabha - 01. Salaries - 04. Other Allowances" (DPC No.2015 00 105 AB 0149).

7) The expenditure sanctioned in para 5 above shall not be constituted as "New Services" However this should be brought to the notice of the legislature by specific inclusion in the Supplementary Estimate 2014-2015. Necessary additional funds will be provided in Revised Estimate/ FMA 20 14-20 15.Pending provision of funds in Revised Estimate/FMA 2014-20 15, the District Election Officers are authorize to draw and disburse the amount sanctioned in para 5 above to the Drivers of Government Departmental Vehicles/Government Undertaking vehicles / Government Aided Institutions vehicles engaged for the General Elections to Lok Sabha,20 14. This items of expenditure will be included while sending Revised Estimate/FMA proposals 2014-2015 to the Finance Department without fail. The PAOs / all District Treasury Officers are directed to admit the bills as and when the bills are presented by the District Election Officers if otherwise the bills are found to be in order. Necessary explanatory notes should be send to Fin (PubliclBG-I) Department for inclusion in this expenditure in the Supplementary Estimate 2014-2015.

8) The Government authorize the Personal Assistant (Elections) to the Collectors and District Revenue Officer (Elections) Office of the Commissioner, Corporation of Chennai, Chennai-3 to draw and disburse the amount to the Government Departmental Drivers engaged for Zonal Party / District Election Officers / DROs / RO / ARO / PA (Elections) and various Teams formed in the District in connection with the General Elections to Lok Sabha,2014. The remuneration should be paid as per the rates sanctioned I

in para 5 above from the temporary advance on proper acquitance on the day of the release of the vehicles on completion of the election work. However, the Driver should have worked beyond normal working hours and such over time work done should be duly certified by the Officer at whose disposal is the vehicle is placed.

9) The Personal Assistant (Elections) to the Collectors and the District Revenue Officer (Elections), Office of the Commissioner, Corporation of Chennai, Chennai-3 are informed that the temporary advance sanctioned in para 5 above should be solelv utilised onlv for paying remuneration to the Drivers of Government Departmental vehicles / Government Undertaking vehicles / Government Aided Institutions vehicles, drafted for the General Elections to Lok Sabha 2014 and should not be diverted for anv other purpose. A separate account for the temporary advance sanctioned should be maintained and any amount unspent, should be remitted into the Treasuries after the completion of the. election work (i.e.) on or before 31-05-2014 and send a report to the Government immediateh.
