ABOUT THE ASIA LEDS PARTNERSHIP The Asia Low Emission Development Strategies (LEDS) Partnership is a voluntary regional network that promotes and enables low-emission, climate-resilient development across the Asia and Pacific region through peer-to-peer learning, knowledge sharing, and improved coordination and cooperation among governmental and non-governmental partners. Its goal is to advance the development of country-led and country-specific strategic plans to promote economic growth while reducing GHG emissions – without causing trade-offs to other environmental pressures – in the Asia region. Launched in September 2012, the Asia LEDS Partnership is one of four regional platforms of the LEDS Global Partnership, an initiative of more than 120 countries and international programs launched in 2011. Asia is a diverse region, with countries at different stages of development and low-emission development planning and implementation. Activities supported by the Asia LEDS Partnership are responsive to member priorities and needs.

Capacity Building on Tools, Frameworks & ApproachesThe partnership provides training, demonstrations, and access to information on LEDS-related tools, models, and frameworks, and works to increase cooperation among organizations offering LEDS and green growth capacity building programs.

ALP Forums, Regional Workshops and Other Eventszz Asia LEDS Partnership events have a strong focus on

regional peer-to-peer sharing of experiences and good practices. These events bring together Asian policymakers, practitioners, and international experts to learn about and discuss trends, opportunities, tools, and models for effective low-carbon projects, polices, and initiatives.

zz Each year, a Forum is organised where approximately 200 participants gather in countries across the region (Thailand in 2012, the Philippines in 2013, Indonesia in 2014, Vietnam in 2016) to share tools, models, approaches, and best practices to increase capacity and readiness for planning and implementing LEDS and green growth initiatives in Asia.

zz In 2017, the Partnership will conduct the ALP Forum, workshops on Sub-national Integration of LEDS Actions, convene high level Regional meetings on Clean Energy, Sustainable Landscapes and more.

ORGANIZATIONAL STRUCTURE & GoVernAnCe

The Asia LEDS Partnership is one of four regional platforms of the LEDS Global Partnership, a network of more than 120 countries and international programs. ICLEI - Local Governments of Sustainability, a leading global network of more than 1,500 cities, towns and regions committed to building a sustainable future, hosts the ALP Secretariat. ICLEI South Asia, along with ICLEI South East Asia and ICLEI East Asia Secretariat, manages the ALP Secretariat.

The Asia LEDS Partnership follows the LEDS Global Partnership’s distributed leadership structure which allocates responsibility for tasks to organizations willing and with resources to lead activities.

A Steering Committee, led by two Co-Chairs and two immediate past co-chairs, is responsible for guiding the Asia LEDS Partnership to identify, design, organize, and deliver support activities to members, and to coordinate closely with the LEDS Global Partnership to ensure linkages and communication. The Steering Committee is nominated every two years.

WHAT ARE LEDS?

Low emission development strategies (LEDS) are country-led and country-specific strategic plans to promote economic growth while simultaneously reducing greenhouse gas (GHG) emissions (in absolute or relative terms) over the long term without causing trade-offs with other environmental pressures. LEDS provide a framework for broader green growth strategies. While LEDS focus on reducing GHG emissions, due diligence should be taken to ensure that LEDS do not cause unintended environmental pressures.

LEDS are a key element for short, medium, and long-term national economic development plans, contributing to green growth and climate resilience. At the regional and global level, LEDS are used to support the objectives of the Millennium Development Goals, prioritizing the four “pros” of pro-growth, pro-job, pro-poor, and pro-environment. LEDS is also plays a key and integral role in achieving Sustainable Development Goals (SDGs).
