No. J-11011/52/08- IA II (I) dated 19th March, 2012 A. SPECIFIC CONDITIONS Sl. No Condition Compliance i) Measures shall be taken to mitigate PM levels in the ambient air. On-line ambient air quality monitoring and continuous stack monitoring facilities for all the stacks shall be provided and sufficient air pollution control devices viz. Electrostatic precipitator (ESP) shall be provided to keep the emission levels below 50 mg/Nm3 by installing energy efficient technology. At no time the emission level shall go beyond the prescribed standards. Interlocking facilities shall be provided so that process can be automatically stopped in case emission level exceeds the limit. (i) Plans are afoot to control RSPM level by taking following activities:- a) Installation bag house to extract dust from sources of generation. b) Provide ADS system on transfer points. c) Fixing water sprinklers along road. d) Deploy water tanker. e) Develop green belt. (ii) Action to install online system under programme. Provision for interlocking facility provided in system. ii) In plant control measures for checking fugitive emissions from all the vulnerable sources like spillage/raw materials handlings etc. shall be provided. Further, specific measures like provision of dust suppression system consisting of water sprinkling, suction hoods, fans and bag filters etc. shall be installed at material transfer points, stock house and other enclosed raw material handling areas. All the internal roads shall be asphalted. Fugitive emissions shall be regularly monitored and records maintained. Under progress. iii) Vehicular pollution due to transportation of raw material and finished product shall be controlled. Proper arrangements shall also be made to control dust emissions during loading and unloading of the raw material and finished product. Efforts shall also be made to reduce impact of the transport of the raw materials and end products on the surrounding environment including agricultural land. A. SPECIFIC CONDITIONS

iv) The National Ambient Air Quality Emission Standards issuedby the Ministry vide G.S.R. No. 826(E) dated 16thNovember, 2009 shall be followed.

v) Gaseous emission levels including secondary fugitiveemissions from all the sources should be controlled as perMinistry vide G.S.R. 414(E) dated 30thMay, 2008 within thelatest permissible limits issued by the Ministry and regularlymonitored. Guidelines / Code of Practice issued by the CPCBshould be followed.

Gaseous emission & secondaryfugitive emissions norms will becomplied. CPCB code of practiceguidelines will also be implemented.

vi) The water requirement from the ground water shall notexceed 114 m3/hr. Zero effluent discharge shall be strictlyfollowed and no wastewater shall be discharged outside thepremises.

Complied.

vii) Efforts shall be made to make use of rain water harvested. Ifneeded, capacity of the reservoir shall be enhanced to meetthe maximum water requirement. Only balance waterrequirement shall be met from other sources.

Rain water harvesting plan has beenapproved by CGWB, Ranchi &same is under implementation.

viii) Regular monitoring of influent and effluent surface,sub surface and ground water shall be ensured and treatedwastewater shall meet the norms prescribed by the StatePollution Control Board or described under the E(P) Actwhichever are more stringent. Leachate study for the effluentgenerated and analysis shall also be regularly carried out andreport submitted to the Ministry’s Regional Office atBhubaneswar, SPCB and CPCB.

ix) At least 5 % of the total cost of the project shall be earmarkedtowards the corporate social responsibility and item-wisedetails along with me bound ac on plan should be preparedand submitted to the Ministry’s Regional Office atBhubaneswar. Implementation of such program should beensured accordingly in a time bound manner.

We have allocated fund for drivingsocio-economic activities as advised.The Work is being spearheaded byseparate CSR team. A summary ofjob undertaken is enclosed asAnnexure-I

x) Risk and Disaster Management Plan alongwith the mitigationmeasures shall be prepared and a copy submitted to theMinistry’s Regional Office at Bhubaneswar, SPCB andCPCB within 3 months of issue of environment clearanceletter.

xi) As proposed, green belt shall be developed in 50 acres out oftotal 150 acres within and around the plant premises to migate the effects of air emissions as per the CPCB guidelinesin consultation with DFO.

Being complied. Extensive greenbelt is being developed. More than3000 saplings have been planted.Job is under progress.

xii) The company shall provide housing for construction labourwithin the site with all necessary infrastructure and facilitiessuch as fuel for cooking, mobile toilets, safe drinking water,medical health care, crèche etc. The housing may be in theform of temporary structures to be removed after thecompletion of the project.

B. GENERAL CONDITIONS

i) The project authorities must strictly adhere to thestipulations made by the Jharkhand Pollution ControlBoard (JSPCB) and the State Government.

ii) No further expansion or modifications in the plant shall becarried out without prior approval of the Ministry ofEnvironment & Forests.

iii) The gaseous emissions from various process units shallconform to the load/mass based standards notified by thisMinistry on 19th May, 1993 and standards prescribed fromtime to time. The State Board may specify more stringentstandards for the relevant parameters keeping in view thenature of the industry and its size and location.

iv) At least four ambient air quality monitoring stations shouldbe established in the downward direction as well as wheremaximum ground level concentration of PM10, SO2 andNOX are anticipated in consultation with the SPCB. Dataon ambient air quality and stack emission shall be regularlysubmitted to this Ministry including its Regional Office atBhubaneswar and the SPCB/CPCB once in six months.

v) Industrial wastewater shall be properly collected, treated soas to conform to the standards prescribed under GSR 422(E) dated 19thMay, 1993 and 31st December, 1993 or asamended form time to time. The treated waste water shallbe utilized for plantation purpose.

vi) The overall noise levels in and around the plant area shallbe kept well within the standards (85 dBA) by providingnoise control measures including acoustic hoods, silencers,enclosures etc. on all sources of noise generation. Theambient noise levels should conform to the standardsprescribed under EPA Rules, 1989 viz. 75 dBA (day time)and 70 dBA (night time).

vii) Occupational Health Surveillance of the workers shall bedone on a regular basis and records maintained as perFactories Act.

operator.PLFT & audiometry test areconducted for people working invulnerable area at required interval.

viii) The company shall develop surface water harvestingstructures to harvest the rain water for utilization in thelean season besides recharging the ground water table.

Rain water harvesting plan has beenapproved by CGWB, Ranchi &same is under implementation.

ix) The project proponent shall also comply with all theenvironmental protection measures and safeguardsrecommended in the EIA/EMP report. Further, thecompany must undertake socio-economic developmentactivities in the surrounding villages like communitydevelopment programmes, educational programmes,drinking water supply and health care etc.

The socio-economic developmentalactivities in surrounding village arebeing spearheaded by CSR team. Asummary of job undertaken isenclosed as Annexure-I

x) Requisite amount shall be earmarked towards capital costand recurring cost/annum for environment pollutioncontrol measures to implement the conditions stipulated bythe Ministry of Environment and Forests as well as theState Government. An implementation schedule forimplementing all the conditions stipulated herein shall besubmitted to the Regional Office of the Ministry atBhubaneswar. The funds so provided shall not be divertedfor any other purpose.

Complied. Details of expenditure areenclosed herewith as Annexure-II

xi) A copy of clearance letter shall be sent by the proponent toconcerned Panchayat, Zila Parishad/ MunicipalCorporation, Urban Local Body and the local NGO, if any,from whom suggestions/ representations, if any, werereceived while processing the proposal. The clearanceletter shall also be put on the web site of the company bythe proponent.

xii) The project proponent shall upload the status ofcompliance of the stipulated environment clearanceconditions, including results of monitored data on theirwebsite and shall update the same periodically. It shallsimultaneously be sent to the Regional Office of theMOEF at Bhubaneswar. The respective Zonal Office ofCPCB and the SPCB. The criteria pollutant levels namely;PM10, SO2, NOx (ambient levels as well as stackemissions) or critical sectoral parameters, indicated for theprojects shall be monitored and displayed at a convenientlocation near the main gate of the company in the publicdomain.

xiii) The project proponent shall also submit six monthlyreports on the status of the compliance of the stipulatedenvironmental conditions including results of monitoreddata (both in hard copies as well as by e-mail) to theRegional Office of MOEF, the respective Zonal Office ofCPCB and the SPCB. The Regional Office of this Ministryat Bhubaneswar/ CPCB / SPCB shall monitor thestipulated conditions.

xiv) The environmental statement for each financial yearending 31st March in Form-V as is mandated to besubmitted by the project proponent to the concerned StatePollution Control Board as prescribed under theEnvironment (Protection) Rules, 1986, as amendedsubsequently, shall also be put on the website of thecompany alongwith the status of compliance ofenvironmental conditions and shall also be sent to therespective Regional Office of the MOEF at Bhubaneswarby e mail.

Will be complied once plant comeunder operation.

xv) The Project Proponent shall inform the public that theproject has been accorded environmental clearance by theMinistry and copies of the clearance letter are availablewith the SPCB and may also be seen at Website of theMinistry of Environment and Forests at http:/envfor.nic.in.This shall be advertised within seven days from the date ofissue of the clearance letter, at least in two localnewspapers that are widely circulated in the region ofwhich one shall be in the vernacular language of thelocality concerned and a copy of the same should beforwarded to the Regional office at Bhubaneswar.

xvi) Project authorities shall inform the Regional Office as wellas the Ministry, the date of financial closure and finalapproval of the project by the concerned authorities and thedate of commencing the land development work.
