Introduction

The Situation TodayOur nation’s transportation system faces critical challenges. With around 41,000 fatalities resulting from about 6 million traffic crashes in 2007, new, more aggressive safety solutions must be developed and implemented. Beyond the direct human impacts of loss of life or injury, traffic crashes created economic costs of more than $230 billion in 2000.

Congestion, too, clogs the nation’s most important arteries leading to frustrations to drivers and enormous economic impacts to the nation as a whole. In 2003, congestion caused more than 6 billion person-hours of delay. More than half of this occurred in the 85 largest urban areas at a cost of over $63 billion. The effects of crashes and congestion have consequential energy and environmental impacts through wasted fuel and additional carbon emissions.

Creative, new solutions are urgently needed to address these challenges.

The Situation TomorrowThe IntelliDriveSM initiative—formerly known as Vehicle Infrastructure Integration or VII—has the potential to transform roadway travel. The IntelliDrive initiative offers a new approach to increasing the safety and mobility of our day-to-day travel. It can also increase the efficiency of our roadway systems and provide economic and environmental benefits.

The IntelliDrive system will combine technology solutions—advanced roadside infrastructure, wireless communications, advanced vehicle sensors, onboard computer processing, and GPS navigation—to provide vehicles the capability to detect threats and hazards on the roadway and to communicate this to the driver through alerts and warnings.

The core of the IntelliDrive system is a high-speed network among vehicles (V2V); between vehicles and the roadside infrastructure (V2I); and between vehicles and mobile devices (V2D). Within this overall network, it is envisioned that Dedicated Short Range Communications (DSRC) operating at 5.9 GHz will be utilized for active safety applications; electronic tolling and payment applications; and real-time mobility applications; while other commercial communications media will support passive safety applications; and other mobility and agency transportation management and operations applications.

AASHTO’s Role in the IntelliDriveSM InitiativeAmerican Association of State Highway and Transportation Officials (AASHTO) and its members have participated in the IntelliDrive initiative from its very beginnings. Together with the U.S. Department of Transportation (U.S. DOT) and the automotive industry, AASHTO has served as a member of the national leadership team. AASHTO remains committed to this role, and in parallel with the development of this IntelliDrive Strategic Plan, AASHTO has participated with U.S. DOT and the automotive industry in the development of a set of mutually agreed-upon IntelliDrive Principles. These IntelliDrive Principles are presented in Appendix A and provide a foundation and set of assumptions on which this plan is built.

Through this IntelliDrive Strategic Plan, AASHTO seeks to further define its role and responsibilities in the initiative as it advances. AASHTO and the state DOTs provide a unique perspective, insight, and understanding of the needs and challenges associated with the deployment, operations, and maintenance of the roadway and transportation system infrastructure. This knowledge and experience is critical to the success of the IntelliDrive initiative. AASHTO and the state DOTs are also exceptionally well positioned to engage local governments in the IntelliDrive dialog. Town, city, and county agencies will play a crucial role in the implementation of a nationwide IntelliDrive infrastructure.

MissionAASHTO’s mission for IntelliDriveSM is to:Provide leadership, foster collaboration, and promote communication with key stakeholders in the development and deployment of IntelliDrive, with a specific focus on connecting vehicles and aftermarket devices to the infrastructure in order to dramatically improve safety and mobility, facilitate electronic payment, improve operational performance, and reduce the environmental impact of road travel.

Vision Year 20�4AASHTO envisions that a stable environment for IntelliDrive research, development, and deployment will exist for the next ten years. Within that overall timeframe, AASHTO has established a vision horizon five years into the future. AASHTO’s vision for IntelliDrive in 2014 is as follows:

IntelliDrive will comprise multiple safety, mobility, and electronic payment applications that use a variety of devices and communications technologies.AASHTO will remain committed to a partnership with government agencies and private sector entities that assures coordinated research, development, and deployment of IntelliDrive across North America.AASHTO, with its partners, will support the research, development, and deployment of IntelliDrive so that it becomes real to the public in 2014.AASHTO will provide the leadership to state and local transportation agencies relating to the field infrastructure components of IntelliDrive.AASHTO and its partners will demonstrate, evaluate, and document the true benefits and costs of IntelliDrive deployments.AASHTO will help create a viable business model in which transportation system operators deploy, operate, and maintain the necessary field infrastructure components of IntelliDrive through mainstream transportation programs and their associated budgets.AASHTO and its public sector partners will encourage IntelliDrive deployment by supporting private sector development of technologies and applications.

“I am pleased to report that we have achieved the five-year vision that we established in 2009, and IntelliDrive has become very real to the traveling public.

Millions of Americans now individually benefit from IntelliDrive directly in their vehicles, while many millions more are the beneficiaries of the improved management and operations capabilities that state and local transportation agencies have achieved using the IntelliDrive system. We continue to see a very positive response to IntelliDrive in the media, with strong stories in the traditional print newspapers and many of the new media outlets integrating the video and interactive content developed by AASHTO, our members, and our partners in their articles. We are consistently seeing some play on the message we created in our 2010 IntelliDrive Outreach Plan that characterizes IntelliDrive as a transportation revolution comparable to the construction of the Interstate Highway system.

Let me repeat a couple of stories we have seen published recently. Janet is a daily commuter who had become used to congestion and the unpredictability of the drive time to her downtown office. So, she had quickly jumped on the option to retrofit

her car with one of the early IntelliDrive devices and subscribed to a private service that alerted her to incidents and provided rerouting instructions. On a recent afternoon, Janet was anxious to get to her daughter’s school play but a bad crash ahead was about to put a dent in her plan. Janet was pleased to discover that because of the integration of public and private IntelliDrive services, she was offered the option to pay an additional fee and use the DOT’s new HOT lane. With only minimal delays, Janet made it on time and commented to a local reporter covering the play how thrilled she was to see the government and her IntelliDrive provider working hand-in-hand.

Greg is a more recent convert to IntelliDrive, having just bought a new car equipped with DSRC. It wasn’t something he thought he needed, but as he later reported, “safety sells,” and it turns out he was glad it did. Greg was driving home from the airport in the late evening; a little tired but keen to see the family. As he approached a newly-installed signalized intersection, he was shocked into action by an urgent alert that told him to “stop” even though he had the green light. Moments later another car barreled through the intersection from the right, running the unfamiliar red light.

Greg was a little rattled and his heart was pounding, but he immediately called his wife and told her that he’d be getting the system “that can sense danger” installed in her car the following day.

None of this would be possible without the investment made by state and local DOTs in deploying IntelliDrive systems. The Deployment Plan that AASHTO developed in 2009, and our collaboration with U.S. DOT and the car makers to craft a Business Plan for IntelliDrive laid a solid foundation. But our work to raise awareness among agency CEOs and elected officials has paid dividends. A friend who lives in a rural state was telling me recently that his County Board of Supervisors was discussing the inclusion of IntelliDrive deployment in next year’s budget and was talking confidently about the benefits of these systems to their constituents. This is what we wanted when we talked of “mainstreaming.”

There are great experiences, too, when we talk to our colleagues. I was at an IntelliDrive Technology Transfer workshop last month. A TMC manager described the solutions he had developed to use weather and slippery road information from vehicle sensors in real-time, active traffic management systems leading to significant reductions in incidents during poor weather. A maintenance manager reported on cost

savings in the state’s asset management budget by using IntelliDrive data gathered from various public fleets to continuously monitor pavement conditions. Thanks to IntelliDrive, we are better equipped to mange, operate, and maintain our transportation systems.

AASHTO adopted its IntelliDrive Strategic Plan at a time when the nation was in the depths of economic crisis. The auto industry was in a precarious state. Our members were the vanguard of economic stimulus, working hard to get Americans back to work on infrastructure projects. At that time, AASHTO chose not to pause but to push forward with bold leadership; and now we can see how that has paid off. Our engineering community has developed new capabilities in IntelliDrive design, deployment, and maintenance. The auto industry stands on more solid ground and reports strong consumer demand for IntelliDrive systems in their vehicles. And entire new industries have developed around aftermarket IntelliDrive devices and DSRC equipment, with many companies reporting year-on-year increases in sales. Transportation has always been an economic engine, but IntelliDrive has added more horsepower.

We’re not done yet, but we should be very proud of what we have accomplished so far.”

The AASHTO IntelliDriveSM Strategic Plan is built around six strategic themes. Within each strategic theme there is a set of strategic goals. In turn, the strategic goals will be accomplished through specific actions.

Appendix B of this Strategic Plan contains a detailed action plan. The plan contains a set of activities recommended by members of the AASHTO IntelliDrive Working Group. The recommended activities may exceed the current resources available to AASHTO for this effort, and so the next step in this planning process will be to organize and prioritize the activities.

LeADeRSHIPA basic component of the IntelliDrive initiative is the connection

between vehicles and the transportation infrastructure. AASHTO, as the representative of the state DOTs that own and operate a

portion of that infrastructure, will provide bold, national leadership as the program assesses the infrastructure needs, approaches, and

funding of the IntelliDrive initiative. AASHTO will further this leadership role by extending its support to the infrastructure owners and

operators represented by local governments and MPOs. In all leadership and advocacy roles attributed to AASHTO in this strategic plan, it is the

intent that AASHTO will consider the needs and desires of both state and local transportation agencies.

Strategic Goals for Leadership

Define the National Infrastructure Deployment Strategy for the IntelliDriveSM Initiative

AASHTO will create a detailed plan identifying the field infrastructure components that when deployed by state and local transportation agencies will implement the IntelliDrive initiative. The plan will consider the specific IntelliDrive applications that will be implemented and will include a cost estimate and a realistic schedule for nationwide deployment.

Secure Commitment to IntelliDriveSM Infrastructure Deployment by AASHTO Members

AASHTO will use its committees and briefings to the board of directors and individual state DOT CEOs to raise awareness, inform, and debate the needs for and benefits of the IntelliDrive initiative, and, in so doing, will seek to secure commitment from all AASHTO members to support a nationwide IntelliDrive infrastructure deployment.

Establish a Common View of IntelliDriveSM Infrastructure Needs and Approaches between State and Local Transportation Agencies

AASHTO will work with its local government and MPO associate members and with other associations to ensure that both state and local transportation agencies

have a consistent vision and agreement on the needs and approach to deploying IntelliDrive field infrastructure on a nationwide basis.

Provide Advocacy for Stable and Sustainable Funding for IntelliDriveSM Infrastructure Deployment, Operations, and Maintenance

AASHTO will work to ensure that sufficient net new revenue becomes available from stable and sustainable sources to support the complete nationwide deployment of the IntelliDrive infrastructure, as well as its ongoing, long-term operations and maintenance by state and local transportation agencies.

PARTNeRSHIPThe promise of the IntelliDrive initiative cannot be delivered by AASHTO alone, but instead relies on strong and effective partnerships with other groups and agencies. AASHTO will remain committed to its existing primary partnership with U.S. DOT and the automotive industry. AASHTO will champion, encourage, or support a cautiously phased expansion of the partnership to engage other key stakeholders. Attention will be paid to the timing of any such expansions, which must not overwhelm the existing critical partnerships.

AASHTO will fulfill its commitment to partnership by accomplishing the following goals:

Stabilize, Formalize, and Enhance the Effectiveness of the Existing National Organizational Structure

AASHTO will take an active role in reviewing the existing national organizational structure of the IntelliDrive Initiative to enhance its effectiveness. In particular, AASHTO will provide recommendations on the roles, responsibilities, and charter of the Working Group, and will propose an operating structure that includes new technical committees or taskforces, to ensure that the program can move forward in a true spirit of partnership between AASHTO, U.S. DOT, and the automotive industry.

Establish a Strong Internal Structure to Support AASHTO’s Active Participation in the IntelliDriveSM Partnership

AASHTO will create an internal IntelliDrive organizational structure with sufficient dedicated support to ensure that AASHTO can fulfill its commitments and obligations to the IntelliDrive Initiative outlined in this strategic plan. This internal structure will seek to leverage the knowledge, experience, and participation of AASHTO member agencies in the national IntelliDrive organization, while broadening the participation to other AASHTO members.

Cautiously Expand the IntelliDrive Partnerships to Other Key Stakeholders

AASHTO will encourage and provide recommendations for a carefully planned and phased expansion of the existing IntelliDrive partnerships to engage additional critical stakeholders. AASHTO does not desire to diminish its own IntelliDrive role, or those of U.S. DOT and the automotive industry, but to instead recognize the value that can be brought by other groups. Expansions to the partnership will likely include cross-border government agencies to ensure a successful North American implementation of IntelliDrive. It will also include other private sector entities necessary for a technologically-open and commercially viable near-term deployment path, such as the telecommunications industry, aftermarket and mobile device providers, and appropriate information service providers.

Prudently Refine the Partnerships to Address the IntelliDriveSM Needs of Transit, Commercial Vehicles, and Other Specialty Vehicles

AASHTO will seek to ensure that research, development, and deployment decisions of the IntelliDrive initiative reflect the specific needs of transit, commercial vehicles, and other specialty vehicles through appropriate representation of these interests in the various IntelliDrive partnerships.

The outreach strategy will also consider the researchers, contractors, and manufacturers that provide services and equipment to the transportation industry.

Establish a Strong Voice for the IntelliDriveSM Initiative within the AASHTO Community

Our national transportation system faces unprecedented challenges. AASHTO’s IntelliDriveSM Strategic Themes1. LeadershipAASHTO will provide bold, national leadership as the program assesses the infrastructure needs, approaches, and funding of the IntelliDrive initiative. AASHTO will further this leadership role by extending its support to the infrastructure owners and operators represented by local governments.

2. Partnership AASHTO will remain committed to its existing primary partnership with U.S. DOT and the automotive industry, and will champion, encourage, or support a phased expansion of the partnership to engage other key stakeholders.

3. Communication, Outreach, and EducationAASHTO will be the champion for developing and delivering the compelling information and messages that articulate the value of IntelliDrive infrastructure investment.

4. Promote the Creation of a Stable EnvironmentAASHTO will play an assertive role in identifying and defining the actions of all the IntelliDrive partners that will create a stable development and implementation period of at least ten years.

5. Research and DevelopmentAASHTO will champion significant, continuing investment in the research and development of IntelliDrive applications that support and enhance the safety,

mobility, and environmental stewardship mandates of state and local transportation agencies.

6. DeploymentAASHTO will provide the leadership that ensures the nationwide deployment of the IntelliDrive infrastructure and the commitment to operate and maintain the IntelliDrive system into the future.

AASHTO’s IntelliDriveSM Action PlanAppendix B of this Strategic Plan contains a detailed action plan for AASHTO’s activities within the IntelliDrive initiative. The plan contains a set of activities recommended by members of the AASHTO IntelliDrive Working Group. The recommended activities may exceed the current resources available to AASHTO for this effort, and so the next step in this planning process will be to organize and prioritize the activities.

Key near-term actions will address both research and deployment needs and will certainly include the following:

Development of an IntelliDrive Deployment Plan emphasizing the field infrastructure needs of the IntelliDrive initiative;Development of a National Business Plan addressing funding needs and public and private sector roles in IntelliDrive development and deployment;Development of an Outreach Plan that provides AASHTO members and other local government agencies with the information needed to converge on a common vision and commitment to the IntelliDrive initiative;Cooperative research through a pooled-fund program and NCHRP.

Review and Update ProcessThis IntelliDrive Strategic Plan was created with a set of experiences and assumptions that are relevant and meaningful today. As the environment evolves and the plan is implemented, new experiences and assumptions will influence our beliefs about our course of action. Accordingly, AASHTO will review this Strategic Plan at least yearly to review progress against goals and to update its approach.

Develop Compelling Capsule Speeches for Delivery to Senior Executives and Elected Officials

AASHTO will create a series of brief but engaging “elevator” speeches that can be used to raise the awareness of the IntelliDrive initiative, and its benefits to senior executives and elected officials in state and local government.

Create an Environment of Public Awareness and Public Acceptance of the IntelliDriveSM Initiative

AASHTO will support the efforts to raise awareness and acceptance of IntelliDrive infrastructure investments among the general public by communicating positive information and lessons learned to its members for use in their interactions with the public and the media.

Promote the Creation of a Stable environmentWhile AASHTO has established a vision horizon of 2014 for this strategic plan, it is understood that a stable development and implementation period of at least ten years is essential if the full benefits of the IntelliDrive initiative are to be realized. A stable environment might be characterized by stability in funding for IntelliDrive; commitments to development and deployment that are not influenced by political cycles; or a willingness to take on and resolve potentially contentious issues early in the development process. AASHTO will play an assertive role in identifying and defining the actions of all the IntelliDrive partners that will create this stable environment.

AASHTO will fulfill this role by leading or partnering with U.S. DOT as appropriate to accomplish the following goals:

Strategic Goals that Promote the Creation of a Stable environment

Support the Creation of a National Business Plan for the IntelliDriveSM Initiative

AASHTO will collaborate with U.S. DOT, the automotive industry, and other key stakeholders in the development of an IntelliDrive business plan. The national business plan will address the deployment of the complete IntelliDrive system comprising all the components and applications that will be supported by both the public and private sectors. The plan will include a business model that considers the roles and responsibilities of all IntelliDrive partners, and the development, deployment, operations, and maintenance funding that should be derived from each party. The business plan shall be consistent with the findings of the infrastructure-based IntelliDrive Deployment Plan to be developed by AASHTO

Champion the Mainstreaming of IntelliDriveSM Investments into Regular Transportation Programs and Budgets

AASHTO will provide advocacy to its members, U.S. DOT, and legislative bodies that promotes the eligibility of IntelliDrive deployment, operations, and maintenance costs into regular transportation programs and budgets.

Address Liability, Security, and Privacy Issues

AASHTO will actively collaborate with its principal IntelliDrive partners of U.S. DOT and the automotive industry to identify and develop mutually-acceptable solutions to issues of liability, security, and privacy that may be impediments to the successful deployment of the IntelliDrive initiative.

Support the Development and Adoption of Necessary National and International Standards

AASHTO will collaborate with U.S. DOT and appropriate Standards Development Organizations to identify and advance the necessary national and international standards for a successful nationwide IntelliDrive deployment program. AASHTO will support the testing and evaluation of provisional standards and will advocate the use of adopted standards by its members and local government partners.

Encourage IntelliDrive Investments to Meet Both Urban and Rural Transportation Needs

AASHTO will actively encourage the development and deployment of IntelliDrive applications that recognize and accommodate the transportation needs of both urban and rural areas. AASHTO will provide leadership by identifying the IntelliDrive infrastructure solutions that will be appropriate and viable from cost

and performance perspectives in the vastly different field environments that are represented across its membership and those of local governments.

AASHTO will play an assertive role as it collaborates with its principal IntelliDrive partners to define a set of applications for the entire IntelliDrive initiative. AASHTO will support the definition of a comprehensive set of applications that recognize the interests and objectives of all parties, but will insist on a focused list that has high potential of successful development and deployment within the timeframe of its 2014 vision horizon.

Lead The Development of IntelliDriveSM Applications that Require the Deployment of Transportation Field Infrastructure

AASHTO will take the lead role in developing the IntelliDrive applications that rely on the deployment of field infrastructure components on state and local

roadways and facilities. While encouraging the support of U.S. DOT, the automotive industry, and other stakeholders in the development of these applications, it will be AASHTO’s responsibility to ensure that these applications meet the needs of state and local transportation agencies, and can be effectively deployed, operated, and maintained by these agencies.

Develop a Long-term Cooperative IntelliDriveSM Research Program

AASHTO will create a long-term program to define the public sector research needs of infrastructure-based IntelliDrive applications, systems, and equipment. This research program must be broad and comprehensive, and should include technology and application development, and research into data communications and storage needs, human factors and user response, and institutional and operational needs. AASHTO will encourage collaborative research efforts between its members, including a pooled fund IntelliDrive research program, use of NCHRP, jointly-sponsored agency research projects, and the active sharing of research results from individual AASHTO members.

Encourage and Support the Continuation of National IntelliDriveSM Test Beds

AASHTO strongly supports the continuation of the existing national IntelliDrive test beds and the creation of new regional test beds as necessary, and encourages the use of these facilities for large-scale research, development, and testing of the infrastructure-based IntelliDrive applications of primary interest to state and local transportation agencies and to generally broaden the knowledge-base of the technical, institutional, and political issues surrounding the IntelliDrive initiative.

Champion the Implementation of DSRC Devices in All New Signal Controllers, Other Appropriate Roadside Devices, and All New Vehicles

AASHTO will actively support efforts that require all new traffic signal controllers to include a DSRC radio broadcasting basic signal phase and timing (SPAT) information; other appropriate roadside devices to include a DSRC radio broadcasting relevant information to support active safety applications, and all new vehicles to include a DSRC device to receive the information broadcast by these signal controllers and other roadside devices.

Promote a National IntelliDriveSM Device Retrofit Strategy for Existing Vehicles

AASHTO will actively promote the development of a strategy for the retrofit of appropriate IntelliDrive devices into the existing national vehicle fleet. This will be necessary to encourage and facilitate the more rapid development and deployment of IntelliDrive systems and applications.

As the development of infrastructure-based IntelliDrive applications, systems, and devices proceeds, AASHTO will create and encourage its members to use standard IntelliDrive infrastructure design guidelines.

DePLOYMeNTThe deployment of the field infrastructure is the point where the “rubber meets the road.” Here, the IntelliDrive initiative becomes a reality to the public, and transitions to an operating and maintenance function for the state and local transportation agencies. AASHTO will provide the leadership that ensures the nationwide deployment of the IntelliDrive infrastructure on freeways, arterials, and local roads, as appropriate, and the commitment to operate and maintain the IntelliDrive system into the future.

Create an IntelliDriveSM Infrastructure Operations and Maintenance Plan

AASHTO will create a detailed plan identifying the operations and maintenance needs and commitments of state and local transportation agencies associated with the infrastructure-based applications of the IntelliDrive initiative. The plan will consider the typical operational functions of the agencies, the anticipated capabilities of operations and maintenance personnel, and expected resources and costs.

Champion the Use of IntelliDriveSM Technology for Universal Toll and Fee Collection

AASHTO will be a strong advocate for the development and implementation of IntelliDrive technologies that are capable and appropriate for the universal collection of electronic tolls and other electronic fees on a nationwide basis. AASHTO will collaborate with other organizations, including U.S. DOT and IBTTA, to ensure this becomes a reality.

Develop Performance Measures to Demonstrate the Ongoing Benefits of IntelliDriveSM Deployments

AASHTO will lead the development of appropriate performance measures that allow state and local transportation agencies to continuously monitor, assess, and evaluate the impacts of infrastructure-based IntelliDrive applications on the nation’s transportation system.


IntelliDriveSM Principles (Strawman–Version �4)IntelliDriveSM is a major research program focused on enabling and using wireless connectivity with and between vehicles, between vehicles and the roadway, and with devices in the vehicle to achieve strategic goals. IntelliDrive is conducted through the VII Coalition, a partnership of U.S. DOT agencies, automobile manufacturers, state and local governments, and their representative associations. The partners are committed to an IntelliDrive research program based on the following principles:

Overarching Principles:A. The IntelliDrive initiative envisions the deployment of an information-rich surface

transportation system that: a. Enhances safety, mobility, and convenience; and, greatly reduces or eliminates

vehicle crashes; b. Changes the way transportation is managed, operated, and utilized; c. Fosters and supports livable communities and environmental stewardship.

B. The IntelliDrive program is ultimately focused on deployment.

C. IntelliDrive program activities are focused on technical and institutional research and planning leading to such deployment.

D. IntelliDrive research is important for advancing goals of the public and private sectors.

E. IntelliDrive research will be conducted in a collaborative environment with primary leadership provided by the U.S. DOT, AASHTO with local agency partners, and the automobile manufacturers.

F. IntelliDrive research will address needs of passenger, commercial, transit, and public fleet operators and users.

G. The following safety and security requirements apply to the system and all applications: a. Must not compromise safety. Applications shall be designed in a manner that will

not interfere with the safe and reliable operation of the vehicle. b. Must not compromise security. Unauthorized access, whether malicious or

inadvertent, must be prevented in order to protect the integrity of connected devices, vehicles, and systems.

c. Must protect privacy. The involuntary divulgence of personally identifying information must not be compelled (whether deliberately or incidentally) by IntelliDrive applications.

Appendix A

Appendix ASafetyH. One goal is to enable active safety applications, defined as cooperative and

communications-based applications designed to assist vehicle operators in avoiding imminent crashes. The following characteristics apply to active safety research and deployment:

a. It will focus on 5.9GHz DSRC to enable necessary communications characteristics, including low latency, fast connection speeds, security, and privacy.

b. It includes both vehicle-to-vehicle and vehicle-to-infrastructure systems. c. Technical consensus standards will be developed and harmonized internationally. d. The feasibility of OEM approved retrofit strategies will be studied as part of the

deployment solution. e. The program will allow for differences in execution within the vehicle environment.

Mobility, environment, Productivity, and ConvenienceI. Another goal is to enable mobility, environmental, productivity, and convenience

applications. The following characteristics apply: a. The feasibility of also using commercially-available communications networks

and devices not integrated with vehicle systems will be considered. b. Consensus-based open standards will be established that enable access to a core set

of non-sensitive data as agreed upon by the data source.

J. Mobility applications will require an understanding of and partnership with other industries such as telecommunications and aftermarket providers.

Action PlanThe AASHTO IntelliDrive Action Plan identifies specific activities that must be undertaken by AASHTO, its members, other related parties, and/or AASHTO’s IntelliDrive partners, including U.S. DOT to achieve the strategic goals identified in the body of the IntelliDrive Strategic Plan 2009.

This Action Plan contains a set of activities recommended by members of the AASHTO IntelliDrive Working Group who participated in the March 17–18, 2009 workshop in Irvine, California. The recommended activities may exceed the current resources available to AASHTO for this effort, and so the next step in this planning process will be to organize and prioritize the activities. Certain activities in this Action Plan have been identified as more appropriately led by U.S. DOT with support or input from AASHTO. It should be noted that these are suggestions only and have not been agreed by U.S. DOT.

Plan UpdatesThe AASHTO IntelliDrive Strategic Plan 2009 was developed in March–April 2009. The Plan was developed by an AASHTO IntelliDrive Technical Working Group, the members of which are identified below. The primary information sources were an e-mail questionnaire distributed to members of the Working Group and a two-day workshop conducted at the National Academy of Sciences Beckman Center in Irvine, California on March 17–18, 2009. Funding for the development of the plan was provided by the U.S. DOT.
