Globally, this is accomplished through bi-lateral clearances which confirm legal & monetary arrangements as well as compatibility of items such as physical connections, training & maintenance. A JAPCC-led team has so far trained 110 planners, operators, staff officers & engi- neers in the clearance process, increasing AAR safety & capability. A3R Automated Air-to-Air Refuelling The future of AAR is unmanned. Decision- makers must consider multi-mission UAS’ impact on future joint air & space oper- ations. In 2018, the US Navy awarded a contract for a carrier-based UAS tanker. To ensure Allied A3R technical & operational standardization, the JAPCC provides ex- pertise to the NATO Military Committee Air Standardization Board through the NATO AAR Working Group as it develops a NATO A3R Standardization Agreement; on track for a 2020 release. Under strategic guidance to develop ‘coherent, complementary & interoperable defence capabilities’, 1 AAR action officers at the strategic levels of both organization aligned their roadmaps in the following 3 areas: 1. Procuring new assets via the Multinational Multi-Role Tanker Transport Fleet (MMF); 2. Optimizing existing capabilities, including purchasing more A400M air refuelling kits; 3. Increasing capability by developing procedures for AAR clearances. Action officers at every level have influenced decision-makers with published works & multinational training events. They have trained more than 250 personnel how to obtain international clearances & plan NATO air refuelling missions. Since 2016 they have combined disparate events into an annual ‘Super Week’. In 2018 they built the first in what is hoped to be a regular program of biannual AAR conferences in Europe. As you can see from the map, increased AAR capability is a global interest. The JAPCC engages with more than 60 nations across the globe. Cooperation by NATO & the EU with nations from the Pacific to the Middle East gives commanders greater flexibility & decreases unnecessary risk. 1. Our story. The NATO Joint Air Power Compe-tence Centre (JAPCC) was formed on 1 Janu-ary 2005. Soon thereafter, it was accredited as NATO’s first Centre of Excellence (COE). As a team of multinational experts, the JAPCC is NATO’s catalyst for the improvement & trans-formation of Joint Air & Space Power by pro-viding key decision-makers effective solutions through independent thought & analysis.

Our team. Experts, drawn from the Land, Maritime, Air, Space & Cyber components of the JAPCC’s 16 sponsoring nations conduct collaborative research in areas which JAPCC assistance is requested by leveraging their

independent thought & a global network of experts that reach across the military, aca-demic, & industrial spheres. The resulting analysis & solutions are disseminated via studies, reports, journal articles, seminars, courses, panels & conferences.

Our customers. Our primary customers are NATO organizations & sponsoring nations. However, the JAPCC accepts Requests for Support (RfS) from other nations & orga-nizations via RfS form on our website. Having now fielded numerous successful products & con stantly increasing connections with industry & academia, the JAPCC continues to build upon its reputation as NATO’s pree-minent advocate for the development & en hance ment of Joint Air & Space Power.

CommunicateIn 2018, JAPCC AAR presented 15 times in 4 countries. The increase in global inter-operability is directly tied to this outreach.

CooperateThe AAR Office continues to partner with several organizations, serving as the Chair of the NATO AAR Working Group, the Aerial Refueling Systems Advisory Group’s Interoperability Panel Chair as well as Co-lead to the USA Joint Standardization Board’s Working Group 5 focused on AAR Clearances & Interoperability. It is in this spirit of cooperation which allows us to go beyond the traditional reach of NATO & increase interoperability in the global AAR enterprise.
