2018 AAMPO  Regional Transportation Attitude Survey Resident Survey Executive Summary 

Purpose and Methodology 

ETC Institute conducted a survey of residents in the San Antonio/Alamo area for the Alamo Area Metropolitan Planning Organization (AAMPO). The results of the survey will be used to help set long‐range transportation priorities for the San Antonio/Alamo area, which includes all of Bexar, Comal, and Guadalupe Counties as well as a portion of Kendall County. The survey will also help AAMPO better understand the level of satisfaction with the region’s transportation system and attitudes toward prioritizing transportation improvements.  

The six‐page survey, cover  letter and postage paid return envelope were mailed to a random sample of households in the San Antonio/Alamo area. The cover letter explained the purpose of the survey and encouraged residents to either return their survey by mail or complete the survey online at www.AAMPOSurvey.org.  

Ten days after the surveys were mailed, ETC Institute sent emails and placed phone calls to the households that received the survey to encourage participation. The emails contained a link to the on‐line version of the survey to make  it easy for residents to complete the survey. To prevent people who were not residents of the San Antonio/Alamo area from participating, everyone who completed the survey on‐line was required to enter their home address prior to submitting the survey. ETC Institute then matched the addresses that were entered on‐line with the addresses that were originally selected for the random sample. If the address from a survey completed on‐line did not match one of  the addresses  selected  for  the sample, the on‐line survey was not counted. 

The  goal  was  to  obtain completed  surveys  from  at least 2,400 residents. The goal was  exceeded with  a  total  of 2,553 residents completing the survey. The overall  results  for the sample of 2,553 households have a precision of at least +/‐1.94%  at  the  95%  level  of confidence.  The  map  to  the right shows  the  location of all survey respondents.

Major Findings of the Resident Survey 

How Residents Thought Traffic Congestion Has Changed Compared to Five Years Ago:Seventy‐one  percent  (71%)  of  the  residents  surveyed  indicated  they  thought  trafficcongestion has “increased a great deal” in the San Antonio/Alamo area compared to fiveyears ago; another 17% indicated they thought it has “increased somewhat.” In 2008, 73%of respondents thought traffic congestion has “increased a great deal” and another 15%indicated they thought traffic congestion has “increased somewhat.” Overall, the resultsfrom 2008 to 2018 did not significantly change.

Satisfaction with Aspects of  the Region’s Transportation  System: The aspects of  theregion’s  transportation  system with  the highest  levels of  satisfaction, based upon  thecombined percentage of “very satisfied” and “satisfied” responses among residents, whohad an opinion, were: ease of travel from your home to work (40%), ease of travel betweenyour home and Seguin (37%), and the ease of travel between your home and DowntownSan Antonio (35%). Residents were least satisfied with the ease of travel by bicycle in theregion  (14%). When  analyzing  the  trends  in  responses  from 2018 and 2008  the mostsignificant change is a 9% decrease in the number of respondents who gave either “verysatisfied” or “satisfied” responses when indicating their overall satisfaction with the ease oftravel between home and Downtown San Antonio. In 2018, 40% of respondents indicatedthey were  “very  satisfied”  or  “satisfied” with  the  ease  of  travel  between  home  andDowntown San Antonio compared to 49% in 2008.

Current and Emerging Problems  in the Region: Based on the combined percentage of“current problem” and “emerging problem” responses from residents, who had an opinion,the following items are considered to be the largest problem areas in the region movingforward:  the  capacity  of major  roads  not  keeping  up with  new  development  (87%),congestion between home and Downtown San Antonio  (81%),  truck  traffic  (79%), andcongestion between home and New Braunfels (70%). Residents were least concerned withtraffic delays caused by trains (30%).

Satisfaction with Efforts to Address Long Range Transportation Planning Issues in theRegion: The long range transportation issues with the highest levels of satisfaction, basedupon  the  combined  percentage  of  “very  satisfied”  and  “satisfied”  responses  amongresidents, who had an opinion, were: preserving historical sites (51%), protecting sources of

drinking water (43%), protecting trees and other features of the natural landscape (32%), and protecting and preserving air quality (31%). Residents were least satisfied with the relief of traffic congestion in the region (12%) and the reduction of urban sprawl (13%). 

Satisfaction with Non‐Automobile Transportation in the San Antonio/Alamo Region: Thenon‐automobile transportation items with the highest levels of satisfaction, based upon thecombined percentage of “very satisfied” and “satisfied” responses among residents, whohad  an  opinion, were:  the  distance  to  the  nearest  bus  stop  from  homes  (43%),  theavailability of sidewalks and pedestrian facilities (37%), the frequency of bus service (34%),and the hours and days bus service is provided (34%). Residents were least satisfied withthe availability of carpooling (17%) and vanpooling service (16%).

Most  Residents  Believe  the  Current  Level  of  Funding  for  Road  and  HighwayImprovements Should Increase over the Next Five Years: Seventy‐five percent (75%) ofthose  surveyed  indicated  they  believe  the  level  of  funding  for  road  and  highwayimprovements should either be “much greater” (34%) or “somewhat greater” (41%) overthe next five years as compared to the current level of funding; 27% said it should “stay thesame,” 4% said it should be “reduced,” and  4% did not have an opinion.

Most Residents Believe the Current Level of Funding for Public Transportation ShouldIncrease over the Next Five Years: Sixty‐seven percent (67%) of those surveyed indicatedthey believe the level of funding for public transportation improvements should either be“much greater” (30%) or “somewhat greater” (37%) over the next five years as compared tothe current  level of  funding; 21% said  it should “stay  the same,” 6% said  it should be“reduced,” and  5% did not have an opinion.

Additional Findings 

Respondents were asked to allocate $100 among six different categories of transportation

funding. Respondents were most willing to fund the following three items: (1) building new

or adding capacity to existing streets and highways in the region, (2) maintaining existing

streets and highways in the region, and (3) expanding/improving passenger rail service.

Sixty‐two percent (62%) of respondents are either employed full time (54%), employed part

time (7%), or a student (1%). Forty‐four percent (44%) of the trips to and from work or

school were made on mostly freeways, 24% were made on mostly City streets, and 27%

were made about the same on both freeways and City streets. Ninety percent (90%) of

these respondents indicated they drive alone to work or school.

During the past six months 30% of respondents indicated they have used Uber or Lyft, 14%

have used VIA regular bus service, 11% have used VIA special event Park and Ride, and 9%

have used Park and Ride services.

According to respondents; television (72%), a website (47%), social media (39%), and radio

announcements  (35%)  are  the best  sources  to use  to  keep  residents  informed  about

planned transportation improvements in the region.

Investment Priorities  

The top priorities for transportation improvements for residents in the San Antonio/Alamo region based on the percentage of respondents who selected the item as one of their top four choices were:  

Widening freeways by adding lanes (50%)

Rerouting truck traffic or finding another solution to keep freight traffic separate from localtraffic on freeways (35%)

Reducing congestion in the area where I live (29%)

Building light rail to carry commuters to major activity centers (27%)

Building overpasses or underpasses at railroad crossings to improve safety and traffic flowon major streets (26%)

Recommended Priorities Based on the Importance Satisfaction Analysis 

In order to help AAMPO identify additional investment priorities, ETC Institute conducted an Importance‐Satisfaction analysis. This analysis examined the importance residents placed on each service and the level of satisfaction with each service. By identifying services of high importance and low satisfaction, the analysis identified which services will have the most impact on overall satisfaction moving forward. If AAMPO wants to improve its overall satisfaction rating, they should prioritize investments in services with the highest Importance‐Satisfaction ratings. Details regarding the methodology for the analysis, and the full results of the analysis, are provided in Section 3 of this report.  

ETC Institute completed three sets of Importance‐Satisfaction ratings aimed at determining the highest priorities for investment in each category. Importance‐Satisfaction ratings above 0.1000 are considered to be a high priority.  Based on the results of the Importance‐Satisfaction analysis, the services that are recommended as top priorities moving forward are listed below:

Public Transit Use 

Respondents  were  asked  to  indicate  their  level  of  interest  in  using  six  different  types  of transportation in the metropolitan San Antonio/Alamo region. The three types of transportation respondents  are  most  interested  in  using,  based  upon  the  combined  percentage  of  “very interested,” “interested,” and “somewhat interested” responses among residents, who had an opinion, were: passenger rail service that would come by stops every 15 minutes and cost less than travel by car (74%), Bus Rapid Transit, which operates like light rail but using rubber tired vehicles, that would come by sops every 15 minutes and cost less than travel by car (70%), and expanded bus services where residents would go to a stop or lot near their home to catch a bus that would travel on dedicated bus  lanes, which would be  faster  than  travel by car;  the bus would drop residents off within 2 block of their destination (67%).  

Respondents indicated the ideal frequency buses would need to come by stops for them to consider using the bus instead of traveling by car is between 0 and 20 minutes. Sixty‐three percent (63%) of respondents indicated the bus would need to come every 0‐10 minutes (20%) or every 11‐20 minutes (43%) for them to consider riding instead of using a car.  

Respondents indicated the ideal distance bus stops would need to be located from home for them to consider using the bus instead of traveling by car is between 0 and 4 blocks. Seventy‐two percent (72%) of respondents indicated the bus stops would need to be within 0‐1 blocks (22%) or 2‐4 blocks (50%) for them to consider riding instead of using a car.

Importance‐Satisfaction Analysis AAMPO – Regional Transportation Attitude Survey 

Overview 

Today, planning officials have  limited  resources  to address  regional  transportation needs. To use 

public input as an effective tool for setting regional priorities, planning officials should consider both 

the  (1)  importance  that  the community places on  issues; and  (2) how  to  target  resources  toward 

those services where citizens are the least satisfied. 

The  Importance‐Satisfaction  (IS)  rating  is  a  unique  tool  that  allows  public  officials  to  better 

understand both of these highly important decision‐making criteria for each of the services they are 

providing.  The  Importance‐Satisfaction  rating  is  based  on  the  concept  that  organizations  will 

maximize overall citizen satisfaction by emphasizing improvements in those areas where the level of 

satisfaction is relatively low and the perceived importance of the service is relatively high.  

Methodology 

The  rating  is  calculated  by  summing  the  percentage  of  responses  for  items  selected  as  the  first, 

second, and third most important services for the organization to provide. The sum is then multiplied 

by  1 minus  the  percentage  of  respondents who  indicated  they were  positively  satisfied with  the 

organization’s performance  in the related area  (the sum of the ratings of 4 and 5 on a 5‐point scale 

excluding  “Don’t  Know”  responses).  “Don’t  Know”  responses  are  excluded  from  the  calculation  to 

ensure  the  satisfaction  ratings  among  service  categories  are  comparable.  [IS=Importance  x  (1‐

Satisfaction)].  

Example  of  the  Calculation:  Respondents  were  asked  to  identify  the major  areas  of  travel  they 

thought  should  receive  the  most  emphasis  over  the  next  10  years.  Forty‐one  percent  (41%)  of 

respondents selected ease of travel by car on highways as one of the most  important to emphasize 

over the next 10 years.  

With  regard  to  satisfaction,  29%  of  respondents  surveyed  rated  the  organization’s  overall 

performance  in  the ease of travel by car on highways as a “4” or “5” on a 5‐point scale  (where “5” 

means “Very Satisfied”) excluding “Don’t Know” responses. The I‐S rating for ease of travel by car on 

highways was calculated by multiplying the sum of the most  important percentages by 1 minus the 

sum  of  the  satisfaction  percentages.  In  this  example  41%  was  multiplied  by  71%  (1‐0.29).  This 

calculation yielded an I‐S rating of 0.2891 which ranked first out of 12 service categories.  

The maximum rating is 1.00 and would be achieved when 100% of the respondents select an item as 

one of their top three choices to emphasize over the next 10 years and 0% indicate they are positively 

satisfied with the delivery of the service.

The lowest rating is 0.00 and could be achieved under either of the following two situations:  

• If 100% of the respondents were positively satisfied with the delivery of the service

• If  none  (0%)  of  the  respondents  selected  the  service  as  one  for  the  three  most  importantareas for AAMPO to emphasize over the next 10 years.

Interpreting the Ratings 

Ratings that are greater than or equal to 0.20 identify areas that should receive significantly more 

emphasis over the next 10 years. Ratings from 0.10 to 0.20 identify service areas that should receive 

increased emphasis. Ratings less than 0.10 should continue to receive the current level of emphasis.  

Definitely Increase Emphasis (IS>=0.20)

Increase Current Emphasis (0.10<=IS<0.20)

Importance‐Satisfaction Matrix Analysis 

The Importance‐Satisfaction rating is based on the concept that public agencies will maximize overall 

customer  satisfaction  by  emphasizing  improvements  in  areas  where  the  level  of  satisfaction  is 

relatively  low and the perceived  importance of the service  is relatively high. ETC  Institute developed 

an  Importance‐Satisfaction Matrix  to display  the perceived  importance of major  services  that were 

assessed on the survey against the perceived quality of service delivery. The two aces on the matrix 

represent Satisfaction (vertical) and relative Importance (horizontal).  

The I‐S (Importance‐Satisfaction) Matrix should be interpreted as follows.  

Continued Emphasis  (above average  importance and above average  satisfaction). This area

shows where  the organization  is meeting  resident’s  expectations.  Items  in  this area have a

significant  impact  on  the  resident’s  overall  level  of  satisfaction.  The  organization  should

maintain (or slightly increase) emphasis on items in this area.

Exceeding Expectations (below average importance and above average satisfaction). This area

shows where  the  organization  is  performing  significantly  better  than  residents  expect  the

organization  to  perform.  Items  in  this  area  do  not  significantly  affect  the  overall  level  of

satisfaction that residents have with transportation services. The organization should maintain

(or slightly decrease) emphasis on items in this area.

Opportunities  for  Improvement  (above average  importance and below average satisfaction).

This  area  shows where  the  organization  is  not  performing  as well  as  residents  expect  the

organization  to perform. This area has a significant  impact on  resident satisfaction, and  the

organization should DEFINITELY increase emphasis on items in this area.

Less  Important  (below average  importance and below average satisfaction). This area shows

where  the  organization  is  not  performing well  relative  to  the  performance  in  other  areas;

however,  this  area  is  generally  considered  to  be  less  important.  This  area  does  not

significantly affect overall satisfaction with transportation services because the items are less

important to residents. The agency should maintain current levels of emphasis on items in this

area.
