    EducationalInnovationMinnesotaSchoolsandDistrictsInnovationActof2012

    TheMinnesotaSchoolsandInnovationActproposesabipartisanapproachtocreating

    conditionsthatenableinnovation,collaboration,andimprovedoutcomesforchildren.It

    seekstoreplaceexcusesandlowexpectationswithflexibilityandaccountabilityforresults.

    TheMSDIAestablishesastatewideplatformforparents,schoolstaff,andcommunity

    memberstoeffectchangeforchildren.Itwasdevelopedasastatewidestrategytoimprove

    studentoutcomesbyprovidinggreaterflexibilityatlocallevels.TheActencouragedthe

    useofinnovativepracticestoimproveuseoftime,curriculum,staffing,andbudgetinordertocreatenewschools.

    District-CharterCollaboration

    EncourageMinnesotaschooldistrictstocollaboratewithhigh-qualitycharterschools,especiallythosethathavesuccessfullyclosedtheachievementgap.

    Incentivizeschooldistrictstosharefacilities,assistwithlending,andopendistrictextracurricularactivitiestocharterschoolstudents.

    Allowschooldistrictscouldclaimstudentachievementresultsfromthecharterschoolstheycollaboratewith.

    InstructionalQualityIncreasedteacherlicensureflexibility

    Createbroadallowancesthatprovidereciprocityforhigh-qualityteachersfromotherstates,andforTeachForAmericaalumni.

    Endlastin,firstout(LIFO) Allowschooldistrictstouseteachereffectivenessasacriteriaforprotectinghigh-

    qualityteachersduringlayoffs.

    Endprovisionsthatfosterquality-blindteacherlayoffs,destabilizehighperformingteachingteams,andreducediversityintheteacherworkforce.

    Requireteachercandidatestodemonstrateproficiencybypassingbasicskillsexam.

    Equity

    Dual-EnrollmentOption(PSEO)

    Expandaccessforduel-enrollmentincollegelevelcoursesforcredittostudentsinthe9thgrade.

    AdjustcurrentPSEOrulestoallowcollegestorecruitstudents. Removebarriersthatpreventlowincomeandstudentsofcolorfromdual-

    enrollment.

    Fairfunding

    Requirethatfundingfollowthestudentsthatgenerateittothegreatestextentpossible.

    Directoperatingreferendumleviesgeneratedbycharterschoolstudentstotheschoolswheretheyareenrolled.

    ParentPetition

    Empowerparentsbyprovidingtheabilitytopetitionfortransformationoftheirchildschronicallyunder-performingschool.

    Createmechanismthatallowsa51%voteofregisteredparentstoforcefailingschoolsintoturnaroundortransformationstatus;convertedtoacharterschool;

    closedcompletely;intoapowersharingarrangementwiththedistrictwhere

    parentshavebargainingpower.

    IneffectiveTeacherNotification

    Requireschoolstonotifyparentsbeforetheirchildisplacedinaclassroomwithateacherthathasbeenratedineffectivefortwoconsecutiveyears.

    Requireparenttosignoffthattheyhavebeennotified.
