कें द्र शासनाने . 19 , 2003 “नसगारेट र् अन्य तांबाख जन्य उत्पादने (जाहीरात, प्रनतबांध र् व्यापार, र्ानणज्य, उत्पादन, प रर्ठा र् नर्तरण याांच े नर्ननयमन) कायदा, 2003 (COTPA)” सांपणूव देशात लागू केला आहे. सदर अनधननयम नद. 1 मे, 2004 पासनू अांमलात आलेला आहे. त्यानांतर अकराव्या पांचर्ार्षिक योजनेंतगवत सन 2007-2008 मध्ये “राष्ट्रीय तांबाखू ननयांत्रण कायवक्रम” लाग ूकेलेला आहे. आरोग्य आनण क ट ांब कल्याण मांत्रालय, भारत सरकार याांनी सन 2003 मध्ये ननगवनमत केलेल्या मागवदशवत तत्र्ान सार राज्यात “ व , 2003 (COTPA)” व “ ” व . व, व .2 ( . 22 , 2012) च्या शासन ननणवयान्र्ये राज्यस्तरीय समन्र्य सनमती गठीत करण्यात आली आहे. कें द्रीय 2015 व व व व व , . व व व व व व व .

District Tobacco Control Cell (DTCC)

The District Tobacco Control Cell (D'|CC) shall be established in a district underthe umbrella of the District Healrh Society. The space for setting up the DTCCshould be provided by the district authorities. The cell would be the focal pointfor all the activities carried out under the National Tobacco Control Programme(NTCP) at the district and sub-district levels. lt would be responsible for overallplannlng implementation, and monitoring of different activities and forachievement of physical and financial targets under the programme. The role ofthe DTCC is extremely crucial as most ofthe activities under the NTCp are to beimplemented at district and sub-district Ievels.

Key activities at the district-level include:a) Training of Key stakeholders: health and social workers, NG0s, school

teachers, enforcement officers etc.b) lnformation, Education and Communication (IECJ activities.c) School Programmes.d] Monitoring tobacco control laws.e) Setting.up_ and strengthening ofcessation facilities including provision of

pharmacological trearment facilities at the district level.fl Co-ordination with panchayati Rai lnstitutions for inculcating concept oftobacco control at the grassroots.

Il^r D'f.c-c is to be headed by a Districr Nodal officer, preferabry chief MedicalOfficer/Civil Surgeon of the district on a full time basis. For achieving synergy, itis desirable that the Disrrict Nodal officer under NTcp is arJ gven*t-rreresponsibility to look after the NcD programmes like prevention and iontrol ofCancer, Diabetes, Cardiovascular Diseases & Stroke INPCDCS), National MentalHealth Programme- (NMHp), National Oral Health programme and NationalProgramme for Health care of Erderry (NpHcE). other team members of this cellinclude a District Consultant, a psychologist iCounselor and a Social worker,appointed on a contractual basis undei the NTCp. Every District shouliconstitute an enforcement squad preferably under the follector/ DistrictMagistrate. (DMJ. The squad would Le responsible for monitoring compliancewith the tobacco control laws in the jurisdiciion ancl for taking action against anyviolations in the districr.

DTCC, under its initiative, should organize trainingprogrammes for multiple-stakeholders in the district, which includeDoctors, Nurses, Communiry Health Workers, ASHAs, Civil SocietyOrganizations, NCC, NSSO, IMA, IDA, Teachers, officials from EnfolcementDepartments like Police, Food Authorities, Municipal officers etc.

b) Training Modules: The key areas/topics to be covered for the trainingprogrammes should include: introduction of and key provisions under theNational Tobacco Control Programme, Tobacco Control Act (both C0TPA'
