She did her practicum this past year working with Peter Bartel at Eastview Place and The Apartments at The Gardens on Tenth as well as shadowing other chaplains. She attends the Altona Mennonite Church and has lived in the area, raising her three children together with her husband Tim (of CFAM’s TimSights) for 33 years. She has been profoundly influenced by her parents who have dedicated their lives to ministry in the Mennonite church; her Mom was also a chaplain. Marlene is also very musically talented – teaching piano, conducting choirs, and worship leading. She was a teacher at MCI and Roseau Valley School before going back to University to follow God’s calling. Marlene believes we find meaning and hope in living as followers of Christ taking care of each other in peace and love.

Introducing Marlene Wiebe – new Chaplain:Marlene is nearing the end of her studies at

The end of Federal funding for the Plotkin plan (see The Garden Post, March 2018) was not the end of urban renewal for Altona.

At a meeting of the Altona and District Chamber of Commerce in October 1968, the broad outlines of renewal were discussed, and a

Provisional Com-mittee of seven, chaired by D. K. Friesen, was elect-ed to investigate Urban Renewal implementation for the Town of Altona, including presentation of findings to the public and guide-lines for the form-

ation of a Corporation. It was then to obtain property and begin construc-tion immediately of a large building in the centre block between 2nd and 3rd Avenues E, approximately where IGA and Telus and the parking lot beside the Post Office are now located. Properties that would be required included Altona Freight-ways, Teichroeb residence, Krueger's Mens' Wear, the former Post Office and a bowling alley building. Within a month Altona Mall Developments Ltd. had been chartered – Roy Dick was chosen as the first President. Privately purchased and options to pur-chase were trans-ferred to the MALL. An architectural firm was hired to design and oversee construction of a first building.

Shortly after this the plans were discussed at a public meeting of businesses. Since outside interests were appearing, it was determined that all local businesses were to be given first opportunity. All were asked to consider their participation, either as tenants or property owners, and what amount of space they might want.

The Plotkin plan was released in early 1969. It proposed the closing of 2nd and 3rd Avenues between Main Street and 2nd St. NE and a series of buildings down the centre from 4th Ave NE to Centre Ave E, all facing inward to a central walkway with two larger public areas, and designated parking on both west and east sides of the structures.

The plan envisioned a large num-ber of businesses and services, both existing and new for Altona, and recommended where each should be located.

When the Federal Government withdrew funding for urban renewal projects, the Mall Developments determined to proceed with more limited renewal outside government programs. The next 2 years were spent in working with architects and developers, and on matters of financing and ownership. The final determination was to keep owner-ship local. Shares were sold at $100/share with a minimum purchase of 20 (eventually there were almost 50 shareholders); the balance was to be financed by the Bank of Commerce and Altona Credit Union. In a major presentation to the Chamber of Commerce in 1970 a

Mall Developments spokesperson said: “The re-development of Altona, and its very future, has reached a very crucial state… much planning and talking… but now is the time that we take action. Our community is on the threshold of big and exciting developments... this is where Altona needs every one of you to pitch in... enthusiastically supporting the pro-posed project… talk up the project enthusiastically and positively... investing your money.”

As interest grew, the plan to build on the south side of 3rd Ave only changed to include the north side, which required properties like Dave's General Store and a jewelry, real estate and insurance office also be acquired. A 10,000 to 13,000 square foot public square on 3rd Ave had been proposed but was rejected as too costly. When a development firm failed to put the whole package t o g e t h e r, i t w a s d i s m i s s e d . Following finding a grocer Jim Penner of Steinbach by the spring of 1972, the Mall Directors determined to hire Don Fonger of Don Fonger Construction to design and construct a mall. The town of Altona closed 3rd Ave NE from the back lane to 2nd St NE, and sold the property to Mall Developments for $750. In April 1973 the shareholders approved a 35,600 square foot mall be built for around $500,000. With all the required property having been obtained, construction was begun in June, and completed by December.

Late in 1973 the Mall announced it had leased all the space and more inquiries kept coming. The lessees were Penner Foods, Robinson-Little Dry Goods, Braun Drugs, Sporting Goods, Manitoba Crop Insurance,

Bergman Bros Sport-ing Goods, Manitoba Crop Insurance, Bro-thers Hobby Shop and Photo Supply, Golden Grill Restaurant, Can-adian Imperial Bank of Commerce, Eatons

Mail Order, D. W. Friesen & Sons, Fraulein Fashions, Ann's Tots 'N Teens, and Krueger's Men's Wear.

First to open were Penner Foods and Robinson-Little Dry Goods. Many others opened within weeks and by early in 1974 all the tenants were in place and operating.

And Mall Developments, with enquiries in hand, began planning for an expansion in the southwest corner.

ª AGING IN PLACE: You may have noticed that Manitoba Health's Aging In Place strategy is happening right in our buildings as tenants grow older and their needs change. Also, people are moving in with higher needs and are waiting longer to get into the Personal Care Home when needed. We have been exploring how to evolve with our tenants. We are looking at offering OPTIONAL support packages + concierge service (by the hour). Let us know if you are interested. More information to follow!

ª BROADCASTING SYSTEM: You may have noticed the information monitors in The Gardens lounge and dining room are running, but not fully functional yet. Please be patient - training is in process. The monitors in The Apartments and The Manor are in the works! Thank-you to the New Horizons federal grant program!

ª TENANT VOLUNTEERS: We are exploring the idea of having Tenant Volunteers – much like the senior volunteers you see at Winnipeg hospitals, wearing coloured vests and name tags, and assisting visitors as needed. Our Volunteers could assist with directing, escorting, and little but essential details of daily living like correcting remote controls, blinds, thermostats, and maybe even helping fill out forms and making phone calls. Please let Reception know if you are interested.

On March 12, Harv & Elma Ginter shared stories and pictures of their recent trip to Belize. While in Belize, Harv led a crew in building a boys dorm at a local camp -- Belize Camping Experience. Elma took charge of keeping all the builders fed and energized.
