IntroductionACTIVE2020isalongtermstrategicplanforsportandactiverecreationintheACTandRegion .Itprovidesablueprintuponwhichsportandrecreationwillbenurturedandpromotedovertheperiod2011–2020 .Itpromotespartnershipsbetweenindustryandgovernmentandinvestmentinlongtermsustainableoutcomes .ImportantlyACTIVE2020allowsforlongtermplanningbysportandrecreationassociationsintheACTandRegion .

ACTIVE2020takesintoaccountthechallengesandopportunitieswithinthecurrentoperatingenvironment,includingtherecommendationsofthe2008Australiansportsystemreview(CrawfordReport)andthe2009ACTRecreationIndustryCapacityMappingProject .ItalsoreflectsthekeyprinciplesoftheNationalSportandActiveRecreationPolicyFrameworkandthedefinitionsitprovides:

Awayoflifethatintegratesphysicalactivityintodailyroutinesandisafundamentalpartofimprovingphysicalhealthandgeneralwellbeing .

Activerecreationactivitiesarethoseengagedinforthepurposeofrelaxation,heath,wellbeingorenjoymentwiththeprimaryactivityrequiringphysicalexertion,andtheprimaryfocusonhumanactivity .

Ahumanactivityinvolvingphysicalexertionandskillastheprimaryfocusoftheactivity,withelementsofcompetitionwhererulesandpatternsofbehaviourgoverningtheactivityexistformallythroughorganisationsandisgenerallyrecognisedasasport .

ACTIVE2020alsoacknowledgestheRecreation–Participation–SportContinuumwhichrecognisesacontinuouspathwayandthebenefitsthatflowinbothdirectionsbetweenrecreationandsport .Itbuildscollaborationbetweenrecreationandsportsystems:

Recreation > Participation > Community Sport > Competition > Talent Development > Performance Sport

ACTIVE2020recognisestheimportanceoffosteringstrategicpartnershipsinaddressingcurrentchallengesincludingsocialandenvironmentalissues,changingdemographics,pressuresonoureducationandhealthsystems,andtheincreasingcostofdevelopingandmaintainingfacilities .Italsoacknowledgestheimportanceofensuringdecisionsaremadeusingresearchtosupporteducatedplanningandasoundbusinessbaseforfuturefunding .

Insummary,ACTIVE2020aimstoensurethatsportandactiverecreationintheCanberraregionenablesanenrichedactivenationalcapitalandthatitissupportedthroughaunitedsystemconnectingandpromotingtheeconomicandsocialvalueofsportandactiverecreationtothehealthandwellbeingofthecommunity .

Message from the MinisterSportandactiverecreationisimportanttoCanberrans .WeknowthisthroughannualstatisticsthattellusthattheACTconsistentlyboaststhehighestactiveparticipationlevelsinthenation .Supportingourparticipantsarehundredsoforganisations,thousandsofvolunteers,highqualitycommunityfacilitiesandalocalprideinsportandrecreationachievement .

Inresponsetoaneedhighlightedbymanyorganisations,theACTGovernmentinitiatedthegatheringofprominentindustryrepresentativesinearly2010toexplorethedevelopmentofalongtermplanforsportandactiverecreationintheTerritory .Whatfollowedhasbeenatruecollaborationbetweenindustryandgovernment,withrecordnumbersoflocalsportandrecreationenthusiastsandrelevantACTGovernmentagenciesprovidingtheirinputintothefutureprioritiesforlocalsportandrecreationoverthenextdecade .

TheresultantACTIVE2020StrategicPlanhighlightsthesignificantrolesportandactiverecreationplaysintheeconomicandsocialhealthofourcommunity .Itrecognisesthediversityofparticipationtypeandlevel,theneedforassociatedinfrastructureandgreaterpromotionofthevalueofsportandrecreationtowardshealthandeducation .ImportantlyACTIVE2020alsoconnectsACTprioritiestotheNationalSportandActiveRecreationFrameworkwhichprovidesaclearpathwayinpursuitofahighperformingsportandactiverecreationsector .

IlookforwardtoworkingwiththeSportandRecreationMinister’sStrategicAdvisoryCouncilontheprogressionoftheplanandouractiontogethermakingarealdifferencetoenhancethesportandrecreationexperienceforallCanberrans .

Message from the ACTIVE 2020 Working GroupItiswithgreatpleasurethatwepresenttheACTIVE2020StrategicPlan .Theopportunitythisplanpresentshasengagedsportandactiverecreationorganisationsandenthusiasts,throughouttheACT–fromclubsthroughtoprofessionalteams .IthasalsoenjoyedtheinputandsupportofabroadcrosssectionofACTGovernmentagencies .

Thesportandactiverecreationsectorincludespeoplefromallwalksoflife .Forsomeitistheirpastime,forothersitistheirvocationandformost,itistheirpassion .ItisthispassionthathasbeenthedrivingforcebehindtheinformedprioritiesdetailedinthisdocumentthatwillguidethefuturedirectionofsportandrecreationintheACTformuchofthedecadeahead .

Thechallengenowistoputprioritiesintoaction,aligningstrategiceffortsofalllocalorganisationsandcapturingdatatosupporttheoutputsagainsttheplan .Itisthroughsuchanapproachthatrealconnectivityfortheindustrywillbegainedandthetrueworthofsportandactiverecreationtoourcommunitywillberealised .
