1. Introduction

Over the last few years, broadband internet has established itself as an important and well-promising component in both the Telco and ISP portfolios. The exciting services offered to end-users has led to an enthusiastic and accelerating adoption, causing, at the same time, compelling challenges for operators. Managing an ever-increasing volume of data traffic, meeting regulatory requirements (e.g. bill shock prevention, maintain net neutrality under unforeseen conditions, etc.), keeping up with competition through service innovation and respecting international standards, is just few of these challenges.

Policy Management and Enforcement is an emerging key technology that helps operators treat such challenges as opportunities to generate new revenue streams and enhance customer experience.

As a key technology provider in the broadband arena, Intracom Telecom has entered the Policy Management domain by introducing ActionRuler, a state-of-the-art Policy Management software suite enabling operators to:

• Enforce fair usage policies

• Optimize usage of network capacity

• Introduce innovative services

ActionRuler acts as a policy server in an IP-enabled network connecting subscribers, AAA, OSS/BSS and the network itself. It utilizes Deep Packet Inspection (DPI) technologies to provide a high Quality of Experience (QoE) to customers and fit their specific needs, while benefiting from the most efficient utilization of network resources. In this way, operators can:

• Meet traffic growth challenges.

• Realize new revenue streams.

• Comply with regulatory requirements.

• Offer a personalized customer experience.

• Strengthen loyalty and competitive position.

This document provides an overview of ActionRuler and highlights its cutting-edge features that offer significant benefits to both operators and consumers.

2. Enabling Policy-Based Services

ActionRuler incorporates a powerful mechanism that allows the flexible definition of both simple and arbitrarily complex policy-related services. This mechanism makes use of two sets of entities, namely:

• Policy Decision Parameters (PDP) - entities serving as decision parameters in a logical condition that determines a particular policy.

• Policy Enforcement Constructs (PEC) - entities that are affected whenever a certain PDP condition is true.

It is important to note that, due to their nature, some entities can serve both as PDP and PEC.

A policy-based service is defined by one or more PDPs combined with one or more PECs.

Figure 1 visualizes the high-level definition for PDPs and PECs in a matrix format to illustrate the concept of creating new services just by combining PEC rows with PDP columns.

Evidently, the total number of services that can be created, by combining PDPs with PECs, is huge and corresponds to the maximum theoretical number of possible services that can be introduced through ActionRuler. In other words, the operator has enormous creativity possibilities.

It is important to mention that the preceding matrix represents a high-level overview of the PDPs and PECs. In fact, the available PDPs and PECs are much more fine-grained, and in their entirety, constitute the ActionRuler’s Core Object Model.

Furthermore, color coding helps identifying the PDP and PEC entities. PDPs are blue-colored, PECs are green-colored, while entities serving both as PDP and PEC, are shown with dual color (blue / green).

The ActionRuler’s core engine introduces a very flexible and powerful framework for defining and quickly deploying services that will meet both the end-user needs and operators’ commercial intents.

Through an intuitive web interface, the operator can create native-language looking rules, which will then be applied to the network in order to enforce the desired policies.

For example, consider the simple scenario in which a mobile operator confirms the purchase / renewal of 10 GB by a subscriber. Using ActionRuler’s Domain Specific Language (DSL), this policy would be expressed as shown in Figure 2. The operator needs to specify only "What to do" and leave out the "How to do it” part, which is automatically handled by the engine (declarative programming). In this way, rules definition becomes very intuitive enabling even business users to define ad hoc, complex policies.

Creating and deploying policies in such a user-friendly and do-it-yourself manner, results in reduced operating costs and faster time-to-market with respect to other approaches.

On next page, an indicative list is given containing sample services that can easily be configured by the operator using the ActionRuler platform. Apart from the listed services, the operator can conceptualize, design and deploy a wide range of additional services based on commonly-used parameters such as allowance, time, device, location, network, etc.

Bandwidth on Demand – Turbo Button • For low-bandwidth Internet subscribers who occasionally need

high-speed access (e.g. for gaming, video streaming, downloading, etc.).

• Service is activated by the subscriber through the self-service portal, while charging is based on duration or volume.

Roaming Cost Control • Setting global pricing rules as mandated by the respective EU

framework. • Data price / traffic: setting maximum limits and notifying

subscribers when approaching / reaching quota threshold. Option for instant quota extension.

Content Filtering / Parental Control • For parents needing to set usage limitations to protect their

children from uncontrolled Internet access. • Blocking URLs / video sites / application categories / age-

reaches a predefined threshold, and, in such a case, deciding to proceed to throttling.

number of sites –upon a fee payment, unlimited access can be granted for a specified period of time or traffic volume.

3. The ActionRuler Platform

ActionRuler is a JEE application running on a JEE-compliant server (JBoss). It leverages the infrastructure provided by the ServiceWeaver platform thus ensuring system stability and robustness.

By employing a modular design, ActionRuler is by itself a comprehensive software platform allowing expandability and interoperability.

Figure 3 depicts a conceptual representation of the ActionRuler architecture:

• The red-shaded boxes correspond to modules providing the ActionRuler functionality, either experienced by the end-user (e.g. Services, Portal) or by the operator (e.g. Administration & Monitoring, Insights).

• The gray-shaded rectangle box corresponds to ActionRuler’s core, which enables the implementation, interconnection and cross-communication of the (red-shaded) functional modules.

3.1 The ActionRuler Core (Rules Engine & Core Modules)

ActionRuler employs a modular architecture and consists of multiple functional components, which are integrated to form the complete solution. Figure 4 depicts the key core ActionRuler components in a conceptual presentation.

Rules Engine

ActionRuler is built around an open source Rules Engine (JBoss Drools), which provides the Policy Management & Decision functionality. As such, it is responsible for making decisions and applying policies based on the operator business needs.

The Rules Engine is highly optimized and makes use of the RETE algorithm for rules evaluation. As a result, it can manage thousands of rules evaluations per second, achieving carrier-grade, real-time performance.

Using the Rules Engine provides a high degree of flexibility and user-friendliness in policies definition. In this respect, rules can be imported into the system through three powerful service creation interfaces, each aiming at different audiences and needs, namely:

• Java-based, for software programmers

• Web-based, for IT experts

• Excel-based, for pure business users

The Rules Engine works in tandem with a number of other core components each specialized in particular functionality. Briefly, these components include:

3.2 Self-Service Portal

All mobile Internet subscribers highly appreciate the ability to directly modify service-related parameters whenever necessary, in order to customize the services they are using according to their own needs. ActionRuler allows operators to enhance the Customer Experience by offering self-service functionality in two alternative ways:

1. Integrate an existing portal into the ActionRuler platform, through an appropriate API.

2. Create a new portal from scratch, by using a rich toolset (available).

3.3 Customer Care Portal

ActionRuler is equipped with a web GUI, which allows the operator’s administrator to access and manage all customers’ contact data and consumption information. Through the Customer Care Portal, the operator can address relevant, customer care-related inquiries in a flexible and easy manner.

The Customer Care portal allows monitoring in real-time the consumption of the relevant quotas at individual consumer level.

Both Customer Care and Self Care pages can be hosted as widgets on a portal container and be optionally deployed in any portlet-compliant server, either within the ActionRuler platform infrastructure or on an external, third-party server.

3.4 Insights

Major events (subscriber sessions, services provisioning, etc.) are logged in the database to provide reporting capabilities. Data persistence occurs asynchronously, and in batch operations, in order to ensure minimum impact on the application's performance.

A repository of readily-available, off-the-shelf report templates has been designed in advance to cover the operators’ most frequently-addressed reporting needs.

Alternatively, users can create any other custom report necessary by using any available JasperReports open source framework-compatible tool. For example, using iReport enables the quick and easy report generation through an intuitive interface where reports can be created or modified with drag-n-drop operations.

The reporting engine supports several formats (pdf, xml, csv, txt, html, etc.) and is deployed out-of-the-box with offline database to be used as data source by external Data Warehouse systems.

3.5 Administration & Monitoring

Through this module, the operator can monitor and manage both all offered services and each individual subscriber.

Furthermore, the operator can have a very accurate view of all system processes and running components & subsystems (e.g. DPI, routers, etc.) as well as of their status through color-coded alerts.

3.6 Integration & Connectivity

Within every telecom provider infrastructure, a Policy Server is a central node in a very complex internal landscape of systems and networks. The Policy Server interacts with applications, Content & Media Servers, OSS/BSS systems, AAA servers, the Core Network itself, as well as a number of diverse Policy Enforcement Points (GGSN, CMTS, BRAS, OLT, etc.). Furthermore, deployment of each new service requires, in general, a number of reliable endpoints for both policy decision and policy enforcement purposes.

In this respect, the systems Integration process becomes extremely critical for the seamless and uninterrupted introduction of a Policy Server in such a mission-critical, environment.

ActionRuler provides multiple means to ensure that the integration challenge is met successfully:

• 3GPP Reference Points compliance

• Extensive API & adapters library for core network & OSS/BSS systems

• An SDK for ad hoc integration: complete suite of Java-based test tools, including Eclipse IDE

4. Typical Deployment Scenarios

ActionRuler serves as a standalone component for incumbents, or as a BSS pre-integrated solution for greenfield operators. It can also complement Intracom Telecom’s own WiMAX solution (OmniMAX™) to provide the functionality required for flexible charging and fair usage policy scenarios in WiMAX access networks.

ActionRuler's flexibility allows for mobile and fixed (ISP) deployment scenarios. These are described below.

4.1 Mobile Telephony Deployment

Figure 15 depicts how ActionRuler can be integrated into the Core network infrastructure of a mobile 3G or WiMAX operator. The operator’s available Access Gateway (SGSN / GGSN, ASNGW) performs the service session identification and policy enforcement tasks. Following a new session request, the PCRF (H-PCRF) Server interrogates the subscriber profile repository for service permission and quotas, and notifies the DPI equipment (PCEF, GGSN or ASN) to apply the appropriate QoS, or redirect URL to the portal, for the particular session.

4.2 Fixed Telephony (ISP) Deployment

Figure 16 depicts how ActionRuler can be integrated into an ISP’s core network infrastructure. The DPI Server performs the service session identification and policy enforcement tasks. Following a new session request, the PCRF Server interrogates the AAA Server to match the session’s IP with a record in the subscriber profile database.

Upon subscriber identification, query of service permissions and quota inspection, the PCRF Server forwards the appropriate Quality of Service (QoS) to the DPI Server, or redirects URL to the portal, for this particular session. No connection to the Internet takes place without the prior ActionRuler approval.

5. Beyond Policy Management

As demonstrated in the previous pages, ActionRuler provides a comprehensive Policy Management functionality, fully addressing all policy-related needs. However, ActionRuler is not just a standalone application but rather a part of a powerful product suite, powered by the ServiceWeaver VAS creation & integration platform.

As such, ActionRuler Policy Management functionality can be complemented and enriched with additional applications offering extra benefits such as cost savings, extra revenue or improved customer loyalty. Conversely, ActionRuler can also complement other applications / software solutions from Intracom Telecom, offering extra service levels and more revenues for operators, also bringing more flexibility to the end-users.

Two such applications are briefly described below, as examples for enriching an operator’s policy services offering.

5.1 SmartCampaign

ActionRuler can be enriched to offer promotional, loyalty campaigns and targeted advertisements using SmartCampaign.

SmartCampaign is Intracom Telecom’s platform for the end-to-end campaign management and targeted advertising located in the operator’s core network and OSS/BSS infrastructure. Due to its position, it can collect subscriber behavior and usage information and categorize the subscribers to one or more profiles.

Based on these profiles, ActionRuler, in cooperation with SmartCampaign, can provide the following services & targeted campaigns:

• Redirect Promotional Campaigns, allowing operators to redirect subscriber traffic to promotional web pages before entering the requested ones.

• Content Adaptation Campaigns, enabling operators to insert an advertisement as banner, message, etc., before the content reaches the subscriber.

• Header Enrichment Service, enabling operators to develop two-sided telecom business models and generate revenue from content providers and/or media brokers: Outbound Header Enrichment: Based on subscriber’s information (profile, location, roaming status, etc.), an http request is enriched with additional information that could be exploited by content providers and media brokers, making their applications and services targeted to users of specific preferences and needs.

Inbound Header Enrichment: Content providers and media brokers add proprietary headers requesting specific QoS for their content (e.g. playing a streaming advertisement uncompressed for all prepaid subscribers, while playing the remaining “free” streaming content in compressed form) or request to send out-of-band content (e.g. SmartCampaign can send an informative SMS / MMS to all young subscribers when an event occurs, such as a roaming, location or session-related event).

• Policy Specific Promotional & Loyalty Campaigns: Operators can define promotional campaigns, provide incentives and invite specific behavior by offering rewards to complying customers who meet specific criteria gathered from SmartCampaign’s behavior and usage-gathering mechanisms.

5.2 Policy Management for the Enterprise

ActionRuler can serve as a complementary solution to Intracom Telecom’s WiBAS family of broadband wireless point-to-multipoint products. Typically, a telecom service provider offers wireless fixed telephony and Internet access to customer enterprises in the vicinity through rooftop antennas and equipment.

In such a deployment scenario, each served enterprise / building distributes the available allocated bandwidth to the individual end-users within the same building. ActionRuler is pre-integrated into the WiBAS’s monitoring platform (uni|MS), enabling each enterprise administrator to set arbitrary rules for managing the allocation of data bandwidth, according to application priority and spectrum availability. For example, if the available bandwidth (allocated to the enteprpise / building) is reduced due to external conditions, then ActionRuler automatically throttles Internet access for the low-priority groups of users, or it totally eliminates unwanted traffic (e.g. streaming video or P2P), leaving other important applications (requiring QoS) intact. This service can be offered seamlessly to enterprises as a hosted Police Management solution offering Layer 7 application control for WiBAS users.
