A SPECIAL CALLED MEETING
The Board of Mayor and Aldermen of ~imball met in a Special
Meeting January 5, 1984 at 7 p.m. to discuss the Conservative Efforts 04
the Police Dept.
The Mayor called the Meeting to order and asked for a roll
call. Those present were: Mayor Lofty, Aldermen Davis, Alderman Holder
Judge Deaton, Attorney Condra and City Recorder Mary Owen.
The Mayor stated the meeting was called in order to discuss the
dispatching system of the Polcie Dept. After a lengthy discussion Alderman
Holder made a motion to have the City Attorney contact South Pittsburg Ci2y
Attorney and the County Attorney to investigate all possible dispatching
services. Alderman Davis second the motion.

Mayor Loftv s a i d t h e a t to rney is drawing an ordinance up
t o regulake lTve s tock and chickens i n Kimhall. They should he
kept up bv owners a t a l l times. A reading w i l l be a t our next
meeting.
Atty. Condra explained he had t a lked with South P i t t s b u r g
Atty. Raulston and t h e Clountv Atty. Graham b r i e f l y concerning t h e
con t rac t f o r t h e dispatching se rv ices . Both a t to rnevs s a i d a c o n t r a c t
would have t o he presented and they would have t o meet with t h e
hoard f o r approval. Alderman Yolder s a i d t h e s h e r i f f s a i d they
woulf! do t h e dispatching f r e e f o r one year and a t t h e end of t h e year
he would review t h e agreement f o r another year.
John Rewqley, wi th Car te r Wilson and Hewglev s t a t e d i f t h e
s h e r i f f accepts t h e prisoners he accepts t h e r e s p o n s k b i l i t i e s of t h e
pr isoners t h e r e a f t e r .
Alderman Bolder s a i d by laying t h e d ispatchers o f f a savings
of about $46,000. w i l l h e saved i n a years time. Mayor Loftv s a i d t h e
Ejudqet was being met but there ~$11 not be a reserve. Alderman Holder
was asked h a t the reason f o r releasing dispatchers. He replied the
Poliae car motor was put i n i n November and it hasn ' t been paid f o r ,
the equipment 2r-i the f i r e department needs rgpairinq, no uniforms
t o wear t o f i a h t f i r e s , and the Policemen: needs new clothing.
Alderman Tiolder said the Sheriff dld not discuss any f ine money. Ye
onlv s ta ted t h a t he would do tke dispatchinq for one year f r ee of
charge. Alderman EEolder s ta ted a l l court t i cke t s w i l l be taken care
of i n rCinball a s they have i n the past . Rayor Loftv said he f e l t the
Board members job was t o spend the tax payers monev the bes t they
could t o keep the town operating. He did not see turning the dispatch-
ers, polr%epoan o r c f ty recorder jobs aver t o another town t o take care

made a motion t o dissolve the dzspatching system of Kimball for one year

Alderman ~ a v i s made a motion t o exhaust the Animal Shelter
when the contract i s renewable and Alderman Bolder second the motion.
Mayor Lofty s ta ted he had transferred $3,417. from Sevenue
Sharinq Fund t o the General Funds t o Day b i l l s . Also Moss Motors was
paid from State S t r ee t Aid Fund $1,331.70 for the Police Car motor and
the funds w i l l be refunded when available. A t o t a l of $3,445, i n
b i l l s have heen paid.

Mayor Lofty made a motion the minutes be approved. Alderman Davis
seconded the motion. Those present were Mayor Lofty, Aldeman
Dayis& Atty. Condra, and City Recorder Mary Owen.
Mayor Lofty Stated Chief Hargis has a low band radio which the
c i t y can purchase f o r $200.QO f o r the F i r e Dept. Mayor Lofty
made a motion to purchase the radio, Aldeman Davis Second the
motion.
Mapx Lofty said a 83 Dodge car was being considered purchased.
It is f . ~ o m Chief Kalker, Manchester, Tn. with new battery, new
tlres a 30 day warranty, f o r $4,150. myor Lofty made a motion
t o purchase the car. Alderman Davis second the motion t o pur-
chase the car.
Mayor Lofty s ta ted donations have been giyen t o the Kimball
P o l h e Dept. from the Tn. A1a.Gift Shop $100, W i l l i a m Hewgley
$20, and Roger Powell has given the town $40 to purchase o r use
on the police car.
Mayor Lofty read a note from Alderman Holder saying the Firemen
refused t o kelp r a i s e funds thru McDonald's i f the funds have t o
be deposited in to the f i r e funds i n General Fund o r i f i t has t o
go thru City Hall.

second reading on Ordinance #54'and d iscuss o the r c i t y business.
Mayor Lofty c a l l e d the meeting t o order . Mayor Lofty explained
the ordinance #54 and made a motion t o pass and second the motion.
Mayor ~ o f t y explained t o Charles Gentry the sewer system and water
would be a t the proper ty l i n e of t h e f u t u r e apartment building.
Mayor Lofty made a motion f o r the City t o extend the s e w e r and wa-
ter and i n s t a l l a pump s t a t i o n . Alderman Holder second t h e motion.

The Board of Mayor and Alderman of Kimball met i n i ts regu la r Board Meeting
July 15, 1984 a t 7 p.m.
The Mayor c a l l e d t h e meeting t o order and a reading of t h e minutes of the
previous minutes. Those present were Mayor Lofty, Alderman ~ a v i s , Alderman
Holder, Judge Reynolds, Attorney condra,and c i t y Recorder Mary Owen.
Two adjustment were recommended f o r the minutes t o be correc ted and Alder-
man Davis made a motion t h e minutes be approved. Mayor Lofty second t h e Motion.
Attorney ~ o n d r a read t h e Ordinance # 54 t i t l e d One Mayor and Four Aldermen
Board. Mayor Lofty made a motion f o r the Ordinance t o pass the t h i r d and f i n a l
reading and Alderman D ~ v ~ S second the motion and Alderman Holder voted aye.
Attorney Condra read the r e so lu t ion f o r Ordinance # 54. Mayor Lofty made
a motion t o accept t h e Resolution. Alderman Davis second t h e motion. !ti
: Mayor Lofty sxplained Revenue Sharing was requi r ing handicapped f a c i l i t i e s
t o be i n s t a l l e d . These need t o be completed by October 17 , 1984.
M r . Robert Har r i s and son who now owns the Old Cody Equipment Building was
present . He was i n t e r e s t e d i n knowing how f a r t h e s e w e r system was going t o
be extended. Mayor Lofty asked M r . H a r r i s . i f he would be w i l l i n g t o he lp
f inance i n s t a l l i n g the sewer system t o h i s property and M r . Harr i s answered
yes.
Mayor Lofty s t a t e d $7,515.18 has been t r ans fe r red from Revenue Sharing t o
General Funds t o pay t h e 81 Po l i ce c a r off and pay b i l l s . He s t a t e d t h a t an
itemized statement would follow.
Mayor Lofty s a i d he has ta lked with J i m Holden and Harold Deep about the
inspect ion of t h e Sewer Line being extended. They a r e w i l l i n g t o a s s i t wi th
t h e inspection. He a l s o s t a t e d he has checked with Farmers Home Administration
and the Bank about a loan. Farmers Home Administration refused because t h e job
was t o small. Marion Trust and Banking w i l l 1oan. the money.
Mayor Lofty s a i d the F l e e t Ins . p r e m i n ~ w i l l be due August 1, 1984. He

s a i d he was taking bids. So f a r , Hank Pa t r i ck is bidding and Car te r Wilson and
Hewgley is $4,295.00 per year and John Hewgley says the re w i l l be a 10% o r 15%
increase . A 15% increase w i l l make it $5,583.00 p e r year . Co l l i s ion w i l l be
deducted which amounts t o $320.00 p e r year.
Mayor Lofty asked the Board i f they would be w i l l i n g f o r Attorney and Mayor
him t o represent Kimball on the Local Sa les Tax Problem which the school is
having. Alderman Davis made a motion f o r Atty. Condra and Mayor ~ o f t y t o re-
present Kimball. Alderman Holder second t h e motion.
Mayor Lofty s a i d a b i l l f o r $239.38 f o r Alderman Holder's personal h o s p i t a l
insurance h a s n ' t been paid. It is owed f o r a period of 4 months. Mayor Lofty
sa id t h i s w i l l be brought ou t i n t h e a u d i t r epor t by t h e Auditor i f not paid.
Alderman Davis s a i d the c lu tch is o u t i n t h e I n t e r n a t i o n a l garbage t ruck.
The GMC is i n t h e garage. Mayor Lofty s a i d it may be b e s t f o r t h e c i t y t o
consider s e l l i n g both t rucks and buying a new on and using t h e o l d packer.
Alderman Davis s a i d he would check t o s e e what can be done.

The Board has discussed purchasing a garbage truck. Mayor Lofty
s a i d Moss Motors quoted a p r i c e of $18,165.25 f o r a t ruck. The Board
decided t o shop f u r t h e r f o r a t ruck.
A quest ion was asked about t h e c i t y lawn mowers. I t was s t a t e d
t h a t during t h e 6 weeks t h e youth programsworkers were here t h e mowers
d id not requi re any work on them b u t s ince something has cons tant ly been
going wrong. Alderman D ~ V ~ S s a i d he would t a l k with t h e persons respons-

Alderman Davis s a i d he had the s ign removed because t h e business had been closed and people were complaining about not being ab le t o s e e when en te r ing t h e main highway. He s a i d t h e s i g n needs t o he 20 f o o t o r so from t h e road.
Mayor Lofty explained t h e Errows and Omission Ins . was going t o c o s t the c i t y $750.00 with a $500. deductible. The Board discussed t h e i s s u e and decided t o have Hank Pa t r i ck the agent t o come t o t h e next board meeting and d iscuss it thoroughly.
Mayor Lofty asked i f t h e handicap r a i l had been i n s t a l l , Alderman Davis s a i d yes. The Mayor asked i f t h e water fountain had been f ixed f o r handicap people and Alderman navis s a i d he would s e e what needed t o be done.
Mayor Lofty s t a t e d Policemen Peoples has f i l e d t h e necessary forms t o Donelson. A letter has been received g iv ing da tes f o r Peoples t o go t o Training School. It w i l l c o s t the town $300.00 f o r t h e Training.

Cheif Hargis and City Recorder Mary Owen.
Mayor Lofty made a motion t o pass the previous minutes, and

Mayor Lofty said on November 8, 1984 the sum of $1,108.80 was
transferred t o S t a t e S t ree t Aid 9und.s from General Funds f o r difference
owed on Police Car repairs.
The Mayor s ta ted two dispatchers has been cal led back t o work.
They w i l l be working from 8 a.m. t o 12 midflight. They w i l l be paid fo r
48 hours a t $3.65 per hour.
The Mayor asked about the replacement of Officer Peoples. He
asked City Recorder Mary Owen t o have an ad put i n the two newspapers
advertising the vacanc*.for a Police Officer.
Mayor Lofty said he would be doing the labor f o r the sewer system
fo r Gentry and Harris but wants t o ask the businesses t o pay f o r the cost
of materials.
Aldeman Holder gave the pol ice report: There were: 14 a r r e s t ,
