A. Purpose
The purpose of this Historical Land Use Investigation (HLUI) of 2713-17 West Vliet Street, Milwaukee, Wisconsin is to identify potential environmental conditions associated with the property prior to it being listed for sale. For brevity and convenience, this property will be referred to as the “project site” unless noted otherwise.
B. Brief Description
The project site is located in the City of Milwaukee on a block bound by West McKinley Boulevard to the south, West Vliet Street to the north, North 27th Street to the east, and North 28th Street to the west. The project site is a two-story mixed use building. Figure 1 shows the general area including the project site, and Figure 2 shows the project site dimensions. Figure 3 shows a 2015 aerial photograph of the site.

D. Sanborn Maps
Sanborn Fire Insurance Maps indicate the following information regarding the project site:
1. A 1910 (with updates through 1937) Sanborn Fire Insurance Map shows the project site occupied by two two-story dwellings and a one-story auto garage at the southwest portion of the site. Land uses surrounding the project site are primarily residential to the south and a mix of residential and commercial along Vliet Street and 27th Street.
2. A 1910 (with updates through 1951) Sanborn Fire Insurance Map shows the project site occupied by a two story tile brick-faced store building shown as a restaurant (2713-15-17 W. Vliet St). The east half of the project site is occupied by a two story flat (2709-11 W. Vliet St). Two attached automobile garages are also present at the rear of the lot. Surrounding land uses are similar to those that appear in the 1937 map, with primarily commercial uses along West Vliet Street and primarily residential and mixed uses throughout the rest of the area.
3. A 1910 (with updates through 1969) Sanborn Fire Insurance Map shows the project site occupied by the same buildings as the previous map. Surrounding land uses are similar to those in the 1951 map.
E. Environmental Records
1. The Wisconsin Department of Natural Resources (WDNR), Bureau of Remediation and Redevelopment Tracking System (BRRTS) does not include listings for the project site.
2. The Wisconsin Department of Agriculture, Trade & Consumer Protection (DATCP) online database does not include tank listings for the project site.

3. According to the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map
(FIRM), the project site is not located in a floodplain.
4. According to the United States Fish and Wildlife Service’s (USFWS) National Wetlands Inventory, wetlands are not identified within the project site.
5. According to the Southeastern Wisconsin Regional Planning Commission’s (SEWRPC) Environmental Corridors Map, the project site is not located within an environmental corridor.
F. Project Site Inspection
City staff conducted a site inspection on June 2, 2016. The project site was observed to be a two-story mixed use building previously operating as a restaurant with residential units behind the commercial space. The site also includes open space to the east of the building with trees, a sitting area, and a parking lot. No tanks were observed during the site inspection. An automobile garage is also present at the rear of the lot. Attachment A includes photographs from the site inspection.
G. Findings and Conclusion
This Historical Land Use Investigation did reveal the following potential environmental conditions:
City of Milwaukee DNS records indicate an occupancy permit was applied for in 1930 for a cleaning and drying shop.
City of Milwaukee DNS records indicate in 1950 oil tanks were replaced, and an application for a permit was applied for to install two 275 gallon fuel oil tanks.
