A RUNOFF IS DOWN TO THE WIRE IN TEXAS It may be the armadillo days of summer in Texas, but a runoff vote on Tuesday for the Republican Senate nomination has jolted the party establishment here and around the country as a magnetic Tea-Party conservative with no elective experience gains momentum against the chosen candidate of Gov. Rick Perry . Only a few months ago the longtime lieutenant governor, David Dewhurst, 66, seemed all but certain to win the nomination, which in Republican- dominated Texas is tantamount to winning the seat being vacated in November by Senator Kay Bailey Hutchison. A successful businessman with Romney- esque wealth, Mr. Dewhurst has been allied with Mr. Perry — himself a favorite of the Tea Party and religious conservatives — as Texas burnished its reputation as a low-tax, small-government state with rare growth in jobs. Beyond Mr. Perry, who calls him “a great conservative leader,” Mr. Dewhurst has been endorsed by many party leaders, big business groups and the farm bureau. But Mr. Dewhurst won only 45 percent of the votes in the May primary, forcing him into a runoff against the No. 2 finisher, Ted Cruz, a Harvard-educated lawyer and former state solicitor general who trailed him by 11 points. Now, after a bitter and costly campaign, Mr. Cruz, 41, appears to have pulled even or even nudged ahead, political analysts said, and his campaign has already signaled a profound shift in Texas politics as frustrated conservative activists rattle the party leadership. “If Cruz wins, it will be a huge upset and a further indication that the grass roots is a very powerful force in Texas,” said Tom Pauken, a commissioner of the Texas Workplace Commission and a former state Republican chairman who has stayed neutral in the race. In one telling sign of growing divisions, Governor Perry was booed at the state Republican convention in June when he introduced his “friend” David Dewhurst. A victory for Mr. Cruz would follow other triumphs for insurgent conservatives in this year’s primaries, including the toppling of Senator Richard G. Lugar of Indiana by Richard Mourdock and the defeat of a veteran Republican by Deb Fischer for the Senate nomination in Nebraska. Whether or not he wins on Tuesday, Mr. Cruz has already been consecrated as a bright new star of the right, drawing comparisons to Senator Marco Rubio of Florida as a youthful and articulate spokesman, unsullied by years in Republican back rooms. Sensing a possible victory, celebrities of the right including Sarah Palin, Senator Jim DeMint, Glenn Beck and Rick Santorum have come to Texas in recent days to campaign for Mr. Cruz. “He’s going to do the heavy lifting to rein in our out-of-control government,” Ms. Palin said of Mr. Cruz before a crowd of 1,000 in a Houston suburb on Friday. Pointing out the strange divisions in this race, she told the crowd with a laugh that the black boots she was wearing had been a gift from Governor Perry. Several national groups associated with the Tea Party movement have bought millions in television ads for Mr. Cruz or promoted his campaign in other ways. The Club for Growth, a conservative advocacy group based in Washington, has alone spent about $5 million on ads, helping Mr. Cruz overcome the huge financial advantage of Mr. Dewhurst, who has spent $19 million of his own money on the campaign. The two candidates differ little on major issues —both call for repealing Obama’s health care law, balancing the budget, abolishing the Department of Educationand ending abortion. In his powerful role presiding over the state Senate, Mr. Dewhurst compiled a strongconservative record, pushing through a voter identification law and a strong sonogram requirement beforeabortions. He also opposed a Medicaid expansion. On Monday, he stopped at a Chick-fil-A in Austin to remindvoters of his role in barring same-sex marriages in the state.

But the state budget did grow substantially over the last nine years, Mr. Cruz is fond of pointing out, and Mr.Dewhurst sometimes compromised with moderates to pass bills.

He has been subjected to blistering attacks from Mr. Cruz, a far more compelling orator, as a “conciliator” whowill not go to the mat for limited government. Voters want “new leaders who will stand and fight for liberty,”Mr. Cruz said at a Tea Party rally last week.

Mr. Cruz expresses pride in his father for making it after fleeing Cuba with nothing in the 1950s, before FidelCastro’s victory. He was recognized early as a prodigy, paid to give erudite speeches on free enterprise andConstitutional limits while still in high school.

At Princeton University he was a champion debater. He won high honors at Harvard Law and clerked forWilliam H. Rehnquist, then the chief justice of the Supreme Court. He worked in a Washington law firm andthen took federal posts in the administration of George W. Bush before returning to Texas for the appointed jobof solicitor general, arguing cases before the Supreme Court.

Mr. Dewhurst and his supporters have been exasperated by Mr. Cruz’s effort to position himself as an outsider,describing Mr. Cruz as a creature of Washington and deriding his out-of-state support as carpetbagging.

But some conservatives say they are thrilled at the possibility of sending Mr. Cruz to the Senate.

“People are excited because they see that Ted Cruz really has a fire in his belly,” said Peggy Venable, the Texasleader of Americans for Prosperity, a national organization that helped nurture the Tea Party movement. She andothers are voting for Mr. Cruz, she said, “because we believe that we need a strong leader in the Senate who willrally other Republicans to do the right thing.”

Mr. Perry, who has made an art of straddling the divide between ideological conservatives and more traditionalones, will be embarrassed if Mr. Cruz wins. But he has been careful to preserve good relations withconservatives supporting Mr. Cruz, said Mark P. Jones, a political scientist at Rice University. A victory by Mr.Cruz, he added, “wouldn’t help Perry but it won’t hurt him that much.” __________________________________________________________________________________________
