The Provincial Statistics Office of Sultan Kudarat Province spearheaded the celebration of the 27th National Statistics Month (NSM) in the province. The celebration formally kicked off with an opening ceremony held on October 7, 2016 at the King’s Hall of the Provincial Capitol in Isulan, Sultan Kudarat. Pursuant to Presidential Proclamation No. 647 “Declaring the Month of October of Every Year as the National Statistics Month, the annual celebration aims to (1) promote, enhance and instill nationwide awareness and appreciation of importance and value of statistics; and (2) to elicit the support and cooperation of the general public in upgrading the quality and standard of statistics in the country. The 27 th NSM bannered the theme “Sustainable Development: Making Statistics Count,” which highlights the critical role of statistics in monitoring the country’s progress towards the achievement of the Sustainable Development Goals (SDGs). As the Philippines pledges to make the 2030 Agenda a reality and to leave no Filipino behind, the PSS strategic actions are more focused towards generating more timely and reliable statistics through maximizing use of quality administrative and other sources of data; use of information technology in data collection, dissemination and preservation; developing robust methodologies in addressing data gaps, and producing data with various disaggregation variables and lower level disaggregation, among others. The Provincial Opening Ceremony was attended by 79 participants coming from various Government offices and non-governmental organizations in the province. Provincial Board Member Joseph M. Ortiz, representing Hon. Governor Pax M. Mangudadatu delivered a message on the importance of statistics on local governance and socio-economic development of the province. Other local officials were also in attendance to express their support to the NSM celebration. During the open forum, they raised the concern on the need for more local level statistics and the establishment of a provincial data center under the supervision of the PSA. Herlita G. Caraan, Provincial Statistics Officer of PSA-Sultan Kudarat, delivered a message advocating the importance and value of statistics and solicited the support of all stakeholders including the general public in improving the quality of statistics produced by the Philippine Statistics Authority (PSA). The Highlights of the 2015 Fourth Quarter Labor Force Survey (October 2015 LFS) and Performance of the Agriculture Sector for the First Semester 2016 were also presented. The successful NSM Opening Ceremony was organized by the PSA- Sultan Kudarat Provincial Office in collaboration with the Provincial Government of Sultan Kudarat through its Provincial Planning and Development Office (PPDO). Statistics can be misleading andsometimes deliberately

distorting if the people lackstatistical knowledge. Accordingto renowned American novelist

and humorist Mark Twain,“statistics are often used to lie

to the public because mostpeople do not understand how

statistics work”.

The Provincial Data Dissemination of Population CountsBased on the 2015 Census of Population (POPCEN 2015)highlighted the 2017 NSM Closing Ceremony held on October27, 2016 at Johnmar Rolling Eatery, Kalawag I, Iselin, SultanKudarat. Inspired and committed to its theme, “SustainableDevelopment: Making Statistics Count,” the PSA ProvincialOffice took this opportunity to disseminate to the public, theresult of the POPCEN 2015.

The POPCEN 2015 was undertaken by the PhilippineStatistics Authority in August 2015 pursuant to Republic ActNo. 10625, also known as the Philippine Statistical Act of 2013and Executive Order No. 352 – Designation of StatisticalActivities That Will Generate Critical Data for Decision-Makingof the Government and the Private Sector, which stipulatesthe conduct of a mid-decade census primarily to update thepopulation count in all barangays nationwide.

Information on the count of the population was collected with12:01 a.m. of August 1, 2015 as the Census reference timeand date.

His Excellency President Benigno Simeon C. Aquino IIIdeclared as official for all purposes the population counts byprovince, city/municipality, and barangay, based on thePOPCEN 2015 under Proclamation No. 1269 dated 13 May2016. The population counts were based on censusquestionnaires accomplished by about 90,000 enumeratorsdeployed during the nationwide census taking.

The successful completion of the census-taking was madepossible with the support of the local and national officials,government agencies, local government units, media, privateagencies, and non-government organizations.

The Provincial Data Dissemination was attended by 92participants coming from various offices both from thegovernment and private sector and by local governmentofficials. PSO Herlita G. Caraan expressed pleasure for thevery high turnout of participants and conveyed her gratitudefor the support and cooperation extended during the conductof the POPCEN 2015. SOCD XII Chief Ismael B. Ramos,representing PSA XII Regional Director, Atty. Maqtahar L.Manulon, thanked everyone for the wholehearted supportextended to the activities of the PSA especially to the conductof POPCEN 2015.

The participants thanked and commended the PSA fordisseminating to the public the results of the POPCEN 2015.

Provincial Planning Workshop

The PSA - Sultan Kudarat Provincial Office jointlywith the Provincial Government of Sultan Kudaratconducted the 1st Statistics Challenge in theprovince on October 25, 2016 held at the King’sHall, Provincial Capitol, Isulan, Sultan KudaratProvince.

The activity was aimed to inculcate among thestudents/young population awareness andappreciation of the importance and value ofstatistics. It was also aimed to assess the level ofcompetency and skills of Grade 10 students inStatistics

Jethro P. Batislaong of Sultan Kudarat StateUniversity (SKSU) emerged as the Champion outof 26 participants from 13 public and privateparticipating secondary schools in the province. Hewas followed by Bryan Christian O. Grande ofMontessori Learning Center-Isulan (1st runner-up);Jayson D. Arreza of SMIT (2nd runner-up); Janna A.Jabel of Isulan National High School (3rd runner-up)and Jemar F. Hilado of V. F. Griño MemorialNational High School (4th runner-up).

Winners were awarded with medals, certificates ofrecognition and cash prizes. Their respectivecoaches also received certificates and cash prizes.

The cash prizes were courtesy of theProvincial Government of Sultan Kudarat.

PSA-SK Conducts 1st Statistics Challenge

The PSA-Sultan Kudarat Provincial Officeconducted its Planning Workshop for CY 2017 onDecember 8 – 9, 2016 at Lemlunay Resort, Maasim,Sarangani Province. This activity was aimed toassess accomplishments for 2016, identifybottlenecks and formulate recommendations toaddress issues and concerns and plan activities for2017 in line with the PSA vision-mission.

The event was graced by PSA XII Regional Director,Atty. Maqtahar L. Manulon. He encouragedeveryone to work harder and aim for excellence inthe delivery of assigned tasks.

PSO Herlita G. Caraan recognized everyone’sefforts in the attainment of the office goals andtargets in 2016 and challenged everyone to continueworking harder and remain committed anddedicated in the delivery of services to the public inline with the PSA vision-mission and core values.

This contains news and highlights of results of the various statistical censuses and surveysconducted by the Philippine Statistics Authority (PSA) that are relevant to all stakeholders in theprovince and the general public as well.

Civil Registry CornerLegitimation of ChildrenBorn to Minor Parents

FACTS:

Rosa Mae was born at the time when her mother was only 16 years old. She was registered asRosa Mae Garce using her mother’s surname. Upon reaching the age of majority, her mother gotmarried to her father, Peter C. Romulo. However, her parents did not bother to change herregistered name. Rosa Mae has been using the surname Garce in all her school records. Now oflegal age and already in 4th year college, she wants to change her surname “Garce” as indicated inher Certificate of Live Birth (COLB) to “Romulo”, her father’s surname.

QUESTION:

What must Rosa Mae do to correct her surname in her Certificate of Live Birth to that of his father?

ANSWER:

Republic Act No. 9858 (An Act Providing for the Legitimation of Children Born to Parents Belowthe Marrying Age) shall be applicable to Rosa Mae’s case.

RA No. 9858 amended Article 177 of the Family Code which states that, “Children conceived andborn outside of wedlock of parents who, at the time of the conception of the former, were notdisqualified by any impediment to marry each other, or were so disqualified only because either orboth of them were below 18 years of age, may be legitimated.” Hence, Rosa Mae should go to theLocal Civil Registry Office (LCRO) of her birthplace and file for legitimation under the provisions ofRA 9858.
