A Preliminary Study of the Italian Carabinieri as

a Model for other Deploying Forces

This preliminary study on Carabinieri is intended as general background information

preluding a more detailed study on how they are trained for the protection of Italy’s and

other nations’ Cultural Heritage. The intense and specific training makes the Carabinieri

TPC (CC TPC as Carabinieri Command or Headquarters for the Protection of Cultural

Heritage, aka Comando Carabinieri per la Tutela del Patrimonio Culturale) an effective

means to fight the looting of archaeological sites and the illegal market of art works.

Questo studio preliminare sui Carabinieri Italiani deve essere inteso come informazione

generale intesa ad introdurre uno studio piu’ completo su come i Carabinieri del Nucleo

TPC (Tutela Patrimonio Culturale) vengono addestrati per la protezione del patrimonio

culturale Italiano e di altre nazioni. L’intenso e specifico addestramento fa dei Carabinieri

The various successes in retrieving stolen antiquities make them a role model for the Police

Forces of many foreign countries that rely on their help, advice, and mentoring to receive

training for their own personnel.

In Italy the Carabinieri as well as members of the Army actively protect cultural property.

It is expected to see members of the police and/or armed forces on patrol in piazzas and in

public places where there are museums and other forms of valued cultural property in

addition to other sensitive locations such as Embassies and foreign missions. Here we see

the Carabinieri in Piazza del Popolo, Roma.

In Italia i Carabinieri ed altri membri dell’Esercito proteggono attivamente le proprieta’ di

interesse culturale. E’ molto comune vedere agenti di Polizia o membri di altre Forze

Armate sorvegliare le piazze e altri luoghi pubblici dove ci sono musei o altre espressioni

del patrimonio culturale, cosi’ come sono sorvegliate Ambasciate e missioni straniere.

CC TPC (Carabinieri

Command for the

Protection of Cultural

Heritage) was created

in 1969, one year

before the UNESCO

Convention in Paris.

Carabinieri TPC is a specialized section of the Italian Army created to protect the very

important Italian historical heritage. Numerous looting activities of archaeological sites,

religious institutions, museums, libraries, and national archives suffered great losses in the

past. The CC TPC was created on May 3rd, 1969 anticipating the UNESCO Convention of

1970 (art. 5) in Paris, where the State Parties were adviced to adopt a service to fight illicit

traffic of works of art. This department protects the Italian national cultural heritage,

fighting and preventing illicit activities in this field.

Il Nucleo dei Carabinieri per la Protezione del Patrimonio Culturale e’ una sezione

specializzata dell’Esercito Italiano creata per proteggere l’importante patrimonio storico e

culturale dell’Italia. Nel passato, molti siti archeologici, edifici religiosi, musei, librerie ed

archivi nazionali hanno subito numerose perdite.

Il Nucleo dei Carabinieri TPC fu creato il 3 Maggio 1969, anticipando l’articolo 5 della

Convenzione di Parigi dell’UNESCO del 1970, in cui si richiedeva agli Stati Membri di creare

un servizio di protezione armata per combattere il traffico illecito di opere d’arte.

Questa Sezione protegge il patrimonio culturale Italiano, combattendo e prevenendo le

attivita’ illecite del settore.

Organization

From the Command Office (Ufficio Comando), the Carabinieri’s Commander coordinates all

the activities on Italian ground and abroad.

The Operational Department (Reparto Operativo) has twelve detachments located on

national territory and it is made of three different units: Antiques, Archaeology, and

Contemporary Art and Counterfeiting Sections.

Il Comandante dei Carabinieri TPC coordina tutte le attivita’ sul territorio Italiano e

all’estero.

La Sezione Operativa e’ composta di 12 distaccamenti che sono dislocati sul territorio

nazionale e comprende tre unita’: Antichita’, Archeologia e Arte Contemporanea e Sezione

Contraffazione (falsi).

CC TPC: Activities

� Identify and apprehend perpetrators of crimes against Cultural Heritage

� Recover stolen art works removed from national territory

� Fight counterfeiting

� Monitor and detect violations of protected sites

� Monitor antiquities fairs, auction houses, restorers, and web sites where stolen artifacts can be occasionally found

� Conduct helicopter surveillance of areas at risk to prevent illegal digging

Other CC TPC activities are:

recovery of the art works illicitly removed from national territory, expanding the

researches abroad within the limits of the Convention and mutual legal assistance through

the Ministry of Foreign Affairs and Justice, as well as Police Forces (INTERPOL, FBI, Customs

Service, New Scotland Yard, etc.)

Attivita’ dei Carabinieri del Nucleo TPC:

•identificazione e arresto di persone che commettono crimini contro il patrimonio

culturale;

•recupero di opere d’arte illecitamente sottratte dal territorio nazionale;

•lotta alla contraffazione;

•sorveglianza di siti protetti,

•monitoraggio di fiere di antiquariato, aste, restauratori e siti Internet dove si possano

occasionalmente trovare opere d’arte illecitamente sottratte;

•sorveglianza area per mezzo di elicotteri di aree a rischio per prevenire attivita’ illegali di

scavo.

Inoltre: il recupero di opere d’arte sottratte illegalmente dal territorio nazionale spesso

richiede che le indagini vengano condotte anche all’estero, con la cooperazione di altre

Forze di Polizia (Interpol, FBI, Uffici della Dogana, New Scotland Yard, etc.) e l’assistenza

del Ministero degli Affari Esteri.

The Twinning Project was born to train the Romanian Authorities to protect their cultural

heritage.

There are other activities such as “Discovery Magna Grecia” for satellite monitoring of

archaeological sites in Calabria.

COINS: Combat On-line Illegal Numismatic Sales.

CEPOL (European Police Academy).

CoESPU (Excellence center for the Stability Police Units).

Increasing public awareness

in the schools

Carabinieri increase public awareness by visiting schools and talking to children about the

importance of protecting the cultural heritage of the nation. They also created a video

game named “TPC Mission” available on their website, where the main character,

Sandrino, is a child who explores the CC TPC site and learns about the importance of the

protection of cultural heritage.

I Carabinieri mantengono il pubblico informato delle loro attivita’ visitando le scuole e

spiegando agli alunni quanto sia importante proteggere il patrimonio culturale della

nazione. I Carabinieri TPC hanno inoltre creato un video game accessibile sul loro portale,

dove un bambino di nome Sandrino esplora il sito dei Carabinieri ed impara che il

patrimonio culturale deve essere protetto.

Recruitment and Training of

Carabinieri Officers

The soldiers devoted to TPC are selectively chosen by the Central Office upon completion

of four and a half week long specialized course work in cultural resources. The selected

personnel are then assigned to specific units to receive field training with veteran

officers and attend inherent college classes at the same time. Among the courses they

attend there are: Post Conflict Rebuilding Management, International Crisis

Management, Basic CIMIC (Civilian-Military Cooperation) NATO courses, just to cite

some. The constant exchange of information allows Carabinieri TPC to maintain their

knowledge about counterfeiting, fakes, or new archaeological excavations. Soldiers are

also required to be fluent in two or more languages.

I soldati scelti per il Nucleo TPC sono selezionati dall’Ufficio Centrale dopo il

completamento di un corso specializzato sulle risorse culturali della durata di quattro

settimane e mezza. Il personale selezionato viene poi affidato ad unita’ specifiche per

ricevere un addestramento “sul campo” da ufficiali con maggiore esperienza e devono

anche seguire dei corsi specifici come PCRM, ICR, CIMIC, etc.

Lo scambio costante di informazioni permette ai Carabinieri di mantenere la loro

conoscenza aggiornata riguardo contraffazione, falsi, o nuovi scavi archeologici. I

soldati del nucleo TPC devono inoltre essere a conoscenza di una o piu’ lingue

straniere.

Carabinieri created a virtual museum and a Stolen Works of Art Database where all the

reported missing items are carefully documented. The database is accessible to anybody

(see link) and has several thousand images and object descriptions already available. It is

updated daily, offers suggestions to potential buyers to avoid frauds, and allows the

downloading of the object’s ID chart for any private collector or museums to use which is

the same chart Carabinieri use to catalogue missing items.

This is the Object ID chart:

The use of the Object ID standard chart allows anybody to create a data bank similar to the

Carabinieri’s one, with pictures and description of each object.

Page 1 provides information about what kind of pictures of the object should be taken,

according to the Ministry of Cultural Activities’ standards.

Page 2 allows to add a detailed description of the object.

Collectors and museums are also recommended to safely store these ID charts for they can

become very important in case of theft or loss of the object.

Missioni Internazionali: Le Operazioni di Pace condotte dai Carabinieri includono

l’addestramento di Forze di Polizia e altro personale locale, per ristabilire un servizio

ufficiale di Polizia in zone di conflitto o immediatamente successive ad un conflitto.

Multinational Specialized Units

Multinational Specialized Units: training of soldiers, officers, and authorities in Iraq, Bosnia-Herzegovina,

Kosovo, Albania, Ethiopia-Eritrea, and Afghanistan (EUPOL Afghanistan, from 2007). In particular: Iraq

and Kosovo Carabinieri were in charge of the census and protection of archaeological sites threatened by

post-conflict events.

In Iraq they were helping with the inventory of the 3,000 items stolen during the looting of Baghdad’s

museum and with the creation of an on-line museum.

Carabinieri were in Baghdad from 2003 to 2004 and in Nassirya (Dhi-Kar) with the Operation “Ancient

Babylon”, from 2003 to 2006.

Carabinieri were also responsible for the training of 140 Iraqi archaeological police units of ASP and 51 Iraqi

personnel in the FPS in Amman, Jordan.

ASP: Archaeological Special Protection, sites surveillance and anti-looting police.

FPS: Facility Protection Service born to protect important historical areas and to fight the illegal market of antiquities.

Unita’ Specializzate Multinazionali : addestramento di soldati, ufficiali e autorita’ in Iraq,

Bosnia-Erzegovina, Kosovo, Albania, Etiopia, Eritrea e Afghanistan. In particolare in Iraq

e Kosovo i Carabinieri si sono occupati del censimento e della protezione di siti

archeologici minacciati da eventi posteriori alla guerra. In Iraq i Carabinieri si sono

occupati del censimento dei 3.000 oggetti sottratti al museo di Baghdad e hanno

inoltre provveduto alla creazione del museo on-line Iracheno. I Carabinieri hanno

operato in Baghdad dal 2003 al 2004 e in Nassirya dal 2003 al 2006 con l’operazione

“Antica Babilonia”. Inoltre hanno provveduto all’addestramento di 140 unita’ di polizia

archeologica Irachena e di 51 FPS unita’ in Amman, Giordania.

The Italian Ministry of Foreign Affairs also supported Iraqi preservation efforts by helping to develop the Iraq Virtual Museum. According to the project director, Massimo Cultraro, a member of the Institute of Archaeological Heritage, Monuments and Sites of the Italian National Research Council, “The Italian project exploits different new integrated digital technologies for virtual heritage, focusing on the use of photo-modeling, interactive streaming video, laser scanning and 3D digital advanced technologies. The main goal is to stimulate a wider cross-cultural appreciation and dialogue between archaeologists and public."

Il Ministro Italiano degli Affari Esteri ha permesso di contribuire ad aiutare l’Iraq con lo sviluppo del Museo Virtuale Iracheno. Il Direttore del Progetto, Massimo Cultraro, (membro dell’Istituto dei Monumenti, Siti e Patrimonio Archeologico del ConsigloNazionale delle Ricerche ha affermato: “Il progetto Italiano utilizza nuove tecnologiedigitali per il patrimonio virtuale, soprattutto nell’uso del photo-modeling, dei video interattivi, della scansione laser e delle tecnologie digitali tridimensionali. Given the Carabinieri’s training and reputation, it was logical to call them and ask them to

help when massive amounts of looting activities at archaeological sites were reported in

the south of Iraq in 2003.

Conoscendo la reputazione e l’addestramento dei Carabinieri, fu logico chiedergli aiuto

quando numerosi episodi di saccheggio di siti archeologici furono riportati nel Sud dell’Iraq,

The discouragement is evident on the face of this Iraqi as we examine the looted site of

Ghanmi. This site was a necropolis associated with the ancient Mesopotamian City of

Eridu. The site continued to be looted in spite of the best efforts of the Carabinieri who

rappelled out of helicopters to chase looters into custody of other Carabinieri.

Mr. Abdul Amir-Hamdani, Archaeological Inspector for Nassiriyah holds bricks that have

been cast aside by looters looking for burial goods. The Carabinieri actively worked with

Mr. Hamdani in their efforts to stop looting throughout Mr. Hamdani’s area of

archaeological responsibility. As it turned out, many of the looters were linked to local

officials, and Mr. Hamdani was actually jailed in response to some of his efforts to stop the

looting.

Lo scoraggiamento e’ evidente sulla faccia di questo Iracheno mentre esaminiamo il sito

saccheggiato di Ghanmi. Questo sito era una necropoli associata alla antica citta’

mesopotamica di Eridu. Il sito ha continuato ad essere saccheggiato anche dopo che i

Carabinieri utilizzarono gli elicotteri per catturare dei saccheggiatori ed assicurarli alla

giustizia. Mr. Abdul Amir Hamdani, Ispettore Archeologico per Nassirya, tiene in mano dei

mattoni di argilla che sono stati scartati dai saccheggiatori in cerca di beni funerari. I

Carabinieri hanno collaborato attivamente con il signor Hamdani per fermare il saccheggio

dell’area archeologica sotto la sua supervisione. Purtroppo molti di questi criminali erano

segretamente sostenuti da organizzazioni locali e il signor Hamdani fu imprigionato a causa

dei suoi tentativi di porre fine ai saccheggi.

The Code Name for the Italian Mission in Iraq was Operation Ancient Babylon, the Italian

Mission lasted from July 15, 2003 to December 1, 2006. In Nasiriyah the Carabinieri

carried out the….(read from the slide). The Carabinieri Headquarters In Nassirya underwent

a bombing attack on November 12th, 2003. The Italians went to Iraq as peace-keepers with

a mission that was focused on helping the Iraqis preserve their cultural heritage. However,

it is possible that the anti-looting and policing activities implemented by the Italians

threatened powerful elements in the black market economy and illegal activities of the

region.

Il nome della missione dei Carabinieri in Iraq era “Operazione Antica Babilonia” ed e’

durata dal 15 Luglio 2003 al 1 Dicembre 2006. In Nassirya i Carabinieri hanno condotto il

censimento di 621 siti archeologici, 25 missioni di sorveglianza aerea tramite elicotteri,

recuperato 1.636 oggetti archeologici, identificato ed arrestato molti criminali e

contribuito alla creazione di una mappa archeologica della regione con riferimento ai siti

archeologici a rischio. Il Comando dei Carabinieri in Nassirya subi’ un attentato il 12

Novembre 2003. Gli Italiani si sono recati in Iraq in missione di pace finalizzata ad aiutare

gli Iracheni a proteggere il loro patrimonio culturale. Si ritiene che questo attacco sia stato

condotto in risposta alle attivita’ di controllo dei saccheggi e di polizia sostenute dai soldati

Italiani che hanno minacciato individui potenti del mercato nero e delle attivita’ illegali

della regione.

Carabinieri and other members of the Italian Mission in Iraq were killed by a truck bomb on

November 12, 2003 that was detonated at the gate to their headquarters.

50 people among Iraqi civilian and Italian Carabinieri personnel lost their lives in the attack.

The Carabinieri are continuing their excellent work by contributing to the ISAF (or

International Security Force Afghanistan) by helping to train the Afghan National Police

(ANP) and archaeological site guards, securing customs borders, mentoring, advising, and

training local authorities, escorting VIPs.

The Italian Mission in Afghanistan (begun in 2002) is similar to the general ISAF counter

insurgency mission and is not as specialized as the heritage mission in Iraq. It is clear,

though, that some Italian units are extremely good at stability operations.

Afghanistan: I Carabinieri continuano il loro eccellente lavoro contribuendo

all’addestramento della Guardia Nazionale Afghana, della polizia archeologica, degli Uffici

Doganali di Frontiera, delle autorita’ locali e della protezione di persone importanti.

La missione Italiana in Afghanistan comprende operazioni di contro-insurrezione e non e’

specializzata come la missione in Iraq, ma e’ chiaro come queste unita’ Italiane siano

eccellenti nelle missioni di stabilizzazione.

International cooperation is key to prevention and cessation

Training local personnel is critical for creating awareness of

areas at risk and for enhancing the capacity for intervention

at the local level.

The Carabinieri TPC is a world leader for training,

intervention, and international cooperation. We have much

to learn from them.

Conclusione:

La cooperazione internazionale e’ indispensabile per prevenire e porre fine al commercio

illegale di opere antiche.

L’addestramento di personale locale e’ fondamentale per creare una consapevolezza delle

aree a rischio e per potenziare la capacita’ di intervento a livello locale.

I Carabinieri del Nucleo TPC sono un esempio a livello mondiale per l’addestramento,

l’intervento e la cooperazione internazionali.

Noi tutti abbiamo molto da imparare da loro.
