All Pacific countries have made commitments to address DRM and CC.

At the global level through the implementation of the Hyogo Framework for Action 2005-2015 and the UN Framework Convention on Climate Change.

At the regional level through the Pacific DRR and DM framework for Action 2005-2015 and the Pacific Islands Framework for Action on Climate Change 2006-2015.

WHY A JOINT NATIONAL ACTION PLAN?

The recognition that the Cook Islands needs a Climate Change Adaptation Plan

The Cook Islands has a endorsed DRM NAP which includes DRR in Climate Change

Large degree of overlap in DRR and CCA

Public consultations in 2010 during the National Infrastructure Forum and National Environment Forum recommended having 1 Plan to address both DRR and CCA

PROCESS FOR DEVELOPING A JOINT DRM & CCA NAP

STEP 1 – Seek support of stakeholders

STEP 3 – Integration of proposed CCA activities into the existing DRM NAP matrix (from lit. review)

STEP 4 – Multi-stakeholder workshop to validate and prioritise CCA activities to be included, incl. additional actions

STEP 5 – Costing of all new CCA actions

STEP 6 – Preparation of the new document incl. implementation arrangements, public outreach and M&E

STEP 7 – Circulation of draft for comments

STEP 8 – Preparation of final draft

STEP 9 – Submission of final document to Cabinet
