Now we solicit your co-operation and active participation in imparting Personal Hygiene through hand washing and cough ettiquette to school children through Junior Red Cross and Personal Protection from Sexual Exploitations through teaching Good Touch and Bad Touch to College Students through young Red Cross.

Blood Donation Camps-IMA TNSB-Stands Ist place in the Country
I take this opportunity to thank the Indian Red Cross Society and Other NGO's, College students who helped us, Co-operated in Conducting Camps throughout our State, there was great enthusiasm and excellent cooperation from the member branches. This has really boosted up the image of Indian Medical Association to a large extent. I want to share the proud moment that Tamilnadu IMA stands first in the National level in Blood Donation Camps by collecting 5049 Units of blood. I profusely thank all the Presidents, Secretaries and Members for this achievement. I also thank Dr.A.Muruganathan, DME Dr.S.Geethalakshmi, DMS Dr.Chandranathan for their support.
IMA Best Doctors Award.
The Best Doctors Award from Indian Medical Association Tamil Nadu State Branch, it was given to 12 Doctors and 2 Non Medical Personnels at Madurai. Our National President Dr.Jitendar B.Patel was the Chief Guest. Most of our branches have celebrated Doctors Day in this month and attended by our State Office Bearers. I appreciate and congratulate those branches who have organised Doctors Day Celebration. Now I find that other organisations started celebrating Doctors Day, a Welcome gesture.

IMA TNSB Strongly Objects-Endorsing Food Products.
It is very painful to hear that some of our Doctors lending their names to promote certain food products in our state especially at Kancheepuram and Coimbatore Districts. It is unethical, IMA TNSB Strongly Objects this and requests our members to immediately remove such Boards or Hoarding's or Advertisement bills in order to maintain the dignity and decorum of our profession.
Insurance Meet
At Chennai on 25th July IMA TNSB – NHB had one day workshop with Govt Insurance Companies and IRDA to kick start to sort out various issues. The TPAs also joined with us. The day to day problems faced by the Hospitals and Nursing Homes were discussed in detail. We have submitted a memorandum as well. Hope we will get a favourable reply.
I like to suggest our member branches that whenever they want to invite National President or the Secretary, it s h o u l d b e d o n e i n consultation with the State Office. Because we have our own agenda and programmes d u r i n g t h a t t i m e . T h e protocol already existing, Kindly follow. We have informed about this to the Head Quarters already.

I have great pleasure in addressing you after
the successful Cuddalore meet. Over 400
delegates participated. All the discussion were
very professional and the audience were fully
focused. Let me take this opportunity to
congratulate Cuddalore IMA and their youngturks
for making this meet a grand show. The
organization was meticulous the food excellent and the hospitality
wonderful. At this movement let me thank our state president Dr.M.Balasubramanian,
state Secretary Dr.CN.Raja and other office bearers for the excellent support they gave
NHB. Let me also acknowledge the support, I had from our Chairman Dr. C. Anbarasu
and Advisor Dr.V.Varadharajan.
Lot of things are happing, We are negotiating with the state government regarding
Cliinical Establishment Act. Our efforts have been strengthened by the support, we
have had from Tamilnadu government doctors association led by Dr.Senthil and his
team. We expect positive response from the government regarding our demands for
the benefit of our members. We have come out in details about the act in the issue of
latest NHB Express. We have avoided details on the rules since it is under negotiation.
Similarly we have been holding discussion with the insurance people regarding PPN
rates. We have managed to arrange a meeting with insurance officials on 25-07-2014
in Chennai. We expect fruitful results in this regard. This issue of NHB express carries
an article on insurance and the issues involved.
The government of Tamilnadu under the aegis of chief minister comprehensive health
insurance scheme and NABH has come out with an accreditation programme.
Our next meet is on 05-10-2014 at Marthandam (South Zone) We want to engage
you in very interesting discussions. Kindly mark the date and keep it aside to enjoy
both good discussion and the excellent hospitality of Marthandam branch.

Dear members,
There has been a lot of query on the additional payments requested in FSS to cover up the death from 341 to 360, the 19th premium for the second half of 2014.
The scheme is a welfare scheme where every member contributes Rs.190/- on the demise of a member.
At the inception in 2004 Rs.1000/- (@ Rs.200-) for an average of five deaths was the first advance amount as premium.
In 2005 again for 5 death the premium or advance amount was collected. In 2006 when the death increased the advance amount was @ Rs.200 for 15 deaths was collected for a year. (Rs.3000 was collected)
From 2006 to 2010 @Rs.200 for each death the amount of Rs.4000/- twice a year was collected to cover 40 death; in total Rs.8000/- per annum.
The member's contribution was reduced to Rs.190/- per death and Rs.3800/- twice a year for 40 death per year was collected in 2011 and 2012.
From 2013 to make it easy Rs.7600/- was collected annually to cover 40 death. The same was applied in 2014 for the 18th advance amount of premium.
The scheme is now 10 year old and members who were 59and above in 2004 are ten years old, hence the average death rate has increased. To cover up the 20 additional death that is from 341 to 360 the amount of Rs.3800/- as the 19th premium is requested. FSS is a welfare scheme where everyone contributes to everyone.
As of now the total valid membership stands at around 9700.To reduce the annual contribution burden for the FSS members the strength of FSS should be increased by at least 5000 more members. In that situation the death contribution for the family can be increased and members fraternity contribution can be reduced, reducing the annual financial contribution (provided approval in MC & GB meeting).
It will be our duty to encourage FSS membership to non members. FSS has now come forward to share its entry fee to the local branches for every member enroled.

The Chennai circle postal department was enquired before posting @ Rs.2.25 Only Trichy and Madurai circle the enhanced rate was collected, though at Madurai we have deputed Dr.Amanulla to pay the extra amount in the post office. The postmaster assured to collect before dispatching but did not act and dispatched to the individual collecting the enhanced amount.
This year the demand notice were posted with the local branch and district co-coordinator help at Chennai, Vellore, Salem, Erode, Coimbatore, Dindigul, Trichy, Thanjuvur, Ramnad, Nagercoil, etc so that it reaches the members.
We are taking all efforts to make the scheme, member friendly. We seek your cooperation for the membership growth.

The common treatment facility agencies [CTF] which was approved by the Tamilnadu pollution control board [TNPCB] will enter an MOU with the hospitals and nursing homes and they will transport and make end disposal of bio medical waste in their specified plant where autoclaving / microwaving / mutilation / shredding / incinerating / deep burying the wastes will be undertaken. Payment to the CTF will be according to the bed strength and rate fixed per bed.. All Hospitals should apply & get consent from Tamilnadu Pollution Control board for disposal of solid & liquid waste by paying the prescribed fee every year.
The city corporation or municipal administration through the health officials will inspect the hospital premises & ensure proper disposal of BMW. If not complied they may take legal action according to the rules. At present throughout the state this rule is being implemented through health officials. Recently at Tiruchirapalli many hospitals were inspected & legal notice issued to few of the hospitals.
In this regard a meeting was organized for the paramedical staff & doctors at IMA Tiruchirapalli where corporation health officials & resource faculty from Government Medical College,lectured regarding proper biomedical waste disposal.
I request similar meetings should be organized at all the IMA branches so that our responsibility to dispose BMW in proper manner & concern to the community will be shown to the law implementing authority.

5.We have heard the counsel for the parties. The counsel for the complainant vehemently argued about the different opinions in two BERA reports and made his best efforts to establish negligence of Ops. The counsel for Ops submitted that, on 5.5.2009, the 1st BERA test was conducted, thereafter , after lapse of two years , the complainant sought second opinion from Dr. Dubey at Bhopal, as per his advice the complainant got done the HRCT of Temporal Bone , on 3.5.2011;and BERA Test on 5.5.2011.
6. The counsel brought our attention to the prescription of Dr.Jagdish Jain, who asked the complainant to bring the child again for a follow up after 6 months and to get a Bone Conduction ABR to assess the cochlear function and ascertain the type of hearing loss. The complainant did not come for follow up and did not get done the tests after the lapse of two years.
7. We have perused all the reports dated 5.5.2009, 3.5.2011, 5.5.2011 and the opinion of Medical Board of ENT Department, MGM Medical College and My Hospital, Indore. The BERA test performed on 5.5.2009, Shows that left ear has hearing sensitivity within normal limits, while the report dated 3.5.2011 clearly show that, the left ear has profound Sensory neural Hearing loss and the HRCT report diagnosed as “Malformed external ear with aberrant middle ear cavity as described”.
8.It is important to note relevant paragraphs of medical board report which are reproduced as;
“Complainant has not conducted Bone Conduction ABR and as also not done follow up after 6 months as suggested by Dr. Jagdish Jin, Mr. Salaj Bhatnagar who conducted the test is an Audiologist technician and not the Doctor.”
10. Therefore, we do not find any negligence caused by the Ops and there is no error in any of the reports. The Complainant did not follow up the advice of OP-2. He had slept for 2 years, without any proper follow up and check up of his child, for which we cannot hold the Ops Liable.
11. So we dismissed this revision petition.

Warm greetings
We have seen in Kunal Saha's case, how the lack of in-patient records at AMRI hospital attracted heavy compensation in crores of rupees and the good records kept at Beach Candy Hospital, Bombay made the complainant withdraw his case against them.
Now even O.P. cases are issuing lawyer notices. They claim compensation for
a) developing reaction to drugs given at OP
b) developing pain in the leg after injection
c) not enquiring about menstrual history in women of child bearing age and prescribing drugs, and
d) abscess alleged to have been caused by injection in O.P. etc.
We are giving a model O.P. prescription sheet which can help us to face these challenges.
1. Register number should be there in the prescription
2. In the prescription, how the drug to be taken should be mentioned
3. Allergy – one column as shown should be there to indicate that we asked for history of allergy to drugs, etc.
4. At least, main complaint should be mentioned and a few vital signs should be entered.
5. Serial number may be given in each O.P. ticket which will help us to correlate the prescription when any dispute arises.
6. Instruction to come for review or not should be there.
7. The warning should be there to report to a medical practitioner if any unexpected or untoward symptom or sign appears.
Improvement to this model prescription is left to the individual practitioners.

“INITIATE MOTIVATE ADOPT – ORGAN AND BLOOD DONATIONS” – Really this slogan of TNSB year 2010 is always initiating and motivating our members. We have adopted this and we have succeeded in collecting maximum no of 5049 units of Blood out of 23224 units by all state branches all over India on the occasion of Doctors' day announced by the IMA Head Quarters. We must appreciate our Secretary Dr.C.N.Raja and President Dr.M.Balasubramaniam for putting this idea into the minds of IMA national Office bearers during the Presidentsand Secretaries meet in March 2014. By the planned and phased mannar, we have achieved it.Congrates to our IMA State President and State Secretary.
We congratulate our Branch Presidents, secretaries and members who took active part in the blood donation camps during the Blood donation week from 22.06.2014 to 29.06.2014. 53 branches have taken active part in our state.
As announced, after getting full details from all the branches, we will calculate and give the rolling trophies for Maximum no of Units of Blood Collected and Maximum no of Camps conducted between 22.06.2014 to 29.06.2014by the branch which stands first.
We will award the branch in which maximum of IMA members have donated during this period after collecting the details. Let this be an ongoing process for years in future. Madurai IMA Branch has accepted to continue this programme. Erode Branch is also involved regularly. We request all the 53 branches to continue and other branches to start this noble cause and continue for ever in spite of new branch office bearers every year.
