MINISTER’S FOREWORDIn the 21st century, Werribee is emerging as the capital of Mel-bourne’s new west.

That is why the Victorian Coalition Government is pleased to un-veil a draft masterplan for East Werribee, an exciting new precinct that will deliver up to 50,000 jobs across a range of industries, a range of education opportunities and key infrastructure projects for the people of Melbourne’s greater western suburbs.

It is a vision to guide the development of a 21st century model city that will focus on jobs, technology, health and learning, retail, research and development and a place to invest, work, learn, live and play.

The draft masterplan prepared by the Growth Areas Authority is now available for community consultation.

Planning and development of a mixed use business precinct at East Werribee, as well as Point Cook West, will also create 9000 new homes with access to high standard amenities and ad-vanced integrated water cycle management.

East Werribee will become the biggest development inside the urban growth boundary and its progression from an agricultural research facility to a modern 21st century city centre will ensure a bright and more sustainable future for the people of Wyndham and for all of Mel-bourne’s greater west.

Presently, there are a high number of residents commuting outside Wyndham for employ-ment, a fact that the Coalition Government knows must change. The Coalition Government has a vision for Werribee developing into a major job and activities centre, a place where people can work close to home and enjoy the associated benefits of spending less time com-muting.

At the same time, East Werribee will be the focal point of key transport infrastructure with construction of the Sneydes Road interchange, a planned new railway station at Derrimut Road and improved access to the existing Hoppers Crossing railway station.

Completion of the East Werribee Employment Precinct will deliver significant economic ben-efits for Wyndham and for Victoria while also delivering key services and infrastructure to a vibrant, diverse and growing population.

East Werribee’s development will also cement Werribee’s claim to be the capital of Mel-bourne’s new west.

Planning for East Werribee outlines the development of a mixed use precinct that will create opportunities for 50,000 jobs, a health and learning precinct, 7000* homes and advanced integrated water cycle man-agement.

This will be a project of state significance and will be the biggest development to have taken place in suburban Melbourne. The draft East Werribee Masterplan in-cludes a range of environmental, infra-structure and land use . initiativesThe precinct will benefit from detailed transport and infrastructure planning, inte-grated water cycle management planning, feasibility studies, land use planning and staged land release.

It will build on Wyndham’s strong residen-tial growth while also addressing a widen-ing employment gap by providing high quality white collar jobs close to home to close the gap between the demand and supply of professional employment oppor-tunities in Wyndham. The area will benefit from delivery of high level infrastructure and services, provide improved health facil-ities for new and existing residents, benefit from direct freeway access and become a business hub for Melbourne’s west.

An advanced integrated water cycle man-agement strategy will lead to the creation of a lake and associated water bodies that will become a stunning centrepiece of the precinct.

Plans are in place to develop Sneydes Road into a grand boulevard such as St Kilda Road and Royal Parade, while office devel-opments, high end research and technol-ogy areas, a town centre, and an education and health precinct will be complemented by the creation of attractive residential areas and open space. Businesses and research facilities will benefit from easy access to the Princes Freeway, which will be unlocked by the construction of a new interchange at Sneydes Road.

The new East Werribee Town Centre will be designed to embrace and overlook the new lake, and will be supported by a series of smaller local town centres and villages. These centres will include a range of retail options and services.

Early delivery of health facilities is a feature of the masterplan. The precinct is already home to Werribee’s Mercy Hospital, while there are plans for the delivery of a new St Vincent’s private hospital within the new precinct. These facilities are complemented by a recently completed private medical centre at the entry from Hoppers Lane as well as Notre Dame Medical School, Victo-ria University, the University of Melbourne Veterinary School and Suzanne Cory Select Entry School to make up an attractive health and education hub.

Those working and studying in the health and learning precinct will have access to a new University Village town centre that will provide local retail and entertainment opportunities. Planning is also underway to allow the extension of Hoppers Crossing town centre into the gateway site.

Businesses based in East Werribee will have easy access to Melbourne, Geelong, Tullamarine and Avalon airports, and the Port of Melbourne. East Werribee is just 25 kilometres from Melbourne’s CBD, a 30 minute drive from Tullamarine and only 15 minutes from Avalon Airport. The area is close to and will complement the Werribee City Centre. Increased activity in the area will also lead to increased local trade.

East Werribee will develop over the next 20 years, with early works to establish a city centre and expansion of the area’s health and learning hub. Once complete, this precinct will serve as western Melbourne’s equivalent to the successful Monash-Mul-grave precinct, which provides more than 50,000 jobs as a major employment cluster in Melbourne’s south-east and benefits from excellent freeway and highway ac-cess, rail, a university and a hospital.

The GAA has prepared the draft East Wer-ribee Masterplan in conjunction with the Department of Primary Industries, Depart-ment of Treasury and Finance, Department of Planning and Community Develop-ment, Department of Business and Inno-vation, Department of Health, VicRoads, Melbourne Water, Wyndham City Council, Department of Sustainability and Environ-ment, City West Water, the Office of Living Victoria, the Department of Transport, Pub-lic Transport Victoria and Heritage Victoria.

Addressing Wyndham’s increased demand for professional services and white collar employ-ment is a key consideration in planning for the precinct and a range of industries and employ-ment options will be available in East Werribee.

High technology industry, research and develop-ment spaces, a health and learning precinct and a range of office developments will provide the estimated 50,000 job opportunities.

More than two thirds of the East Werribee precinct is dedicated to employment uses, with a job to household ratio of more than seven to one. This approach will generate approximately 40 per cent of Wyndham’s “jobs close to home target” in the next 20 years.

The precinct will feature five key employment zones.

HEALTH AND LEARNING PRECINCTThe Health and Learning Precinct will pro-vide up to 15,500 jobs and contain facilities of regional, state, national and international significance. This precinct builds on a core of existing facilities such as the Werribee Mercy Hospital, a private medical clinic, Suzanne Cory

Select Entry School and University of Melbourne and Victoria University campuses. These facili-ties will be further developed and complement-ed by new facilities including a private hospital, allied health services, university and other education facilities.

The precinct will be focused on a new ‘Univer-sity Village’ town centre which will offer the local students, education and medical workers convenience retail and entertainment opportu-nities, and complement the larger scale oppor-tunities available at Werribee City Centre, East Werribee Town Centre and Hoppers Crossing Town Centre.

A small amount of housing will be provided in the Health and Learning Precinct. Much of this housing will be appropriate for students and medical workers and will typically be in apart-ment form.

EAST WERRIBEE TOWN CENTREPositioned overlooking the lake, waterways and parkland, the East Werribee Town Centre will be an attractive space for quality businesses and investment.

The town centre will be focused on an east-west main street and cater for up to 9100 jobs. The retail core will be located towards the south east corner; restaurants, bars and cafes will overlook the lake to the north of the main street; and other commercial uses will be located towards the western end of the town centre, focused on a new botanic gardens style park incorporating the State Research Farm heritage area.

COMMERCIAL PRECINCTA new commercial precinct focused on the Sn-eydes Road Boulevard will surround East Werri-bee’s town centre.

The commercial precinct will incorporate of-fices and clean research and technology based industries, with the prospect of developing con-ference and hotel facilities and create approxi-mately 18,800 jobs.

Commercial spaces to service the community will include options for child care facilities, local medical and specialist services, short stay accommodation such as hotels and serviced ac-commodation, and restaurants, cafes and bars.

This area will provide an important link to Werribee City Centre and can house a number of civic uses.

Some apartments will be located within the commercial precincts to provide vitality and vibrancy outside of work hours and to provide a mix of uses surrounding the lake and water-ways.

The Town Centre and commercial precincts will be well served by rail via a proposed Derrimut Road station and by bus services focused on Sneydes Road and Lakeside Avenue.

ENTERPRISE AND INTERCHANGE BUSINESS PRECINCTSThese precincts will make optimum use of the excellent freeway exposure and access to pro-vide substantial opportunities for employment and business at the gateway to Werribee.

The area will be occupied by a mix of high quality employment opportunities; including office and office warehouse, research and de-velopment and high tech industries.

These areas will generate almost 7000 jobs.

Service industries and opportunities to cater for the influx of employees into the area will also create further employment.

These commercial areas will all benefit from excellent freeway exposure and access.

Construction of the proposed new Sneydes Road freeway interchange is planned to include city bound ramps as a half-diamond interchange in the first stage to provide a major gateway to the East Werribee Employment Precinct.

The interchange forms part of the infrastruc-ture delivery strategy for the East Werribee Employment Precinct. As well as unlocking the 774 hectare East Werribee site, which has three kilometres of freeway frontage but no access to the freeway, the interchange will relieve congestion at the connection to the Princes Freeway. This area is currently serviced by a two-lane bridge across the freeway.

It will also provide significant benefits for existing Point Cook residents and new residents in the Point Cook West residential precinct. Both the 141 hectare Point Cook West Precinct Structure Plan (PSP) and the East Werribee PSP have identified and set aside land for the interchange.

With the expectation that employment at the site will increase from 2000 to 50,000 jobs, completion of the Sneydes Road interchange will significantly improve access to the pre-cincts and ensure they develop to be among

Melbourne’s most significant business and resi-dential areas.

It is estimated the first stage of the interchange could be completed in approximately two years, taking into account design and tender-ing as well as construction. Planning for the interchange allows for a future extension to accommodate traffic from Geelong entering the precinct as well as outbound traffic as part of a diamond interchange.

The existing Hoppers Crossing railway station provides easy public transport access to East Werribee. A proposed future station at Derrimut Road will further strengthen public transport links to the precinct, while the creation of jobs across a range of fields and industries will help ease traffic flow towards Melbourne by offering a highly attractive place for people to work and set up business outside the city. This will have a positive impact on Melbourne’s west while also reducing pressure on our transport infrastruc-ture at peak times.

Access to the proposed Derrimut Road railway station and the wide range of jobs to be cre-ated in the precinct will also complement the revitalised Werribee City Centre.

A new residential community at Point Cook West will aid the delivery of key transport infrastructure to new and existing Point Cook residents.

The Point Cook West precinct, bounded by Hacketts Road, Sneydes Road and the Princes Freeway will feature 2000 homes, local parks and sports facilities for new and existing residents. It will also enjoy easy access to the range of job opportunities within the East Werribee Employment Precinct.

Walking and cycling trails and the delivery of a district park with planned delivery of two AFL-sized ovals and tennis courts will encour-age an active community. Open space within the precinct will also include sports pavilions, neighbourhood parks and playgrounds and barbeque facilities. Integrated water cycle management strategies will also add to the precinct’s amenity.

Development of Point Cook West will aid the delivery of the Sneydes Road interchange, which will improve traffic flow and commu-nity access to services, facilities and local job opportunities in the East Werribee Employ-ment Precinct and Werribee City Centre.

New communities such as Point Cook West will lead to the delivery of important infra-structure and provide significant opportuni-ties for job creation, investment and facilities.

Housing diversity will be another feature of the new community, with planning to deliver a range of housing types and lot sizes.

Over time, the principal public transport network around Sneydes Road and Dunnings Road will be developed to deliver a higher frequency of services by road and rail.

ECONOMIC IMPACT OF THE EAST WERRIBEE AND POINT COOK WEST PRECINCTSPlanning and development of the East Werribee Em-ployment Precinct and Point Cook West residential precinct will inject billions of dollars into the Victo-rian economy.

Economic activity generated by planning, develop-ment and construction of East Werribee Employment Precinct and Point Cook West PSP will:

• GENERATE up to 50,000 new jobs as part of a hub for technology and innovation, as well as the creation of new industries and additional businesses to service the increased population;

• INCREASE Wyndham’s output by almost $5 bil-lion and more than double the number of jobs available in Wyndham (approximately 43,400 jobs in the area at present);

• ENSURE development of hundreds of thou-sands of square metres of commercial, institu-tional, industrial and business space; including approximately 20,000 square metres of retail floor space in the East Werribee Town Centre;

• CONSTRUCTION of up to 9000 dwellings, worth almost $2 billion, in East Werribee and Point Cook West over the next 20 to 30 years, and generate;

• HUNDREDS of millions of dollars worth of total construction every year, including commercial and industrial buildings, shops, offices, roads, houses, schools, ovals and other facilities.

Developer contributions, land tax, stamp duty and other contributions will also shape key infrastructure, public transport provision, recreation facilities and open space.

RESIDENTIAL PRECINCTS WITHIN THE EAST WERRIBEE MASTERPLANMore than 7000 homes will be built in separate residential precincts as a fully integrated part of the East Werribee masterplan.

This residential component will add vibrancy and vitality to support the precinct’s business, learn-ing, health and research uses and help attract early business investment.

Attractive, high quality houses, townhouses and apartments are vital to attracting a skilled work-force and business leaders and plays a role in the delivery of infrastructure and facilities for busi-nesses, workers, visitors and residents. Services are carefully designed to meet the needs of all the previously mentioned groups.

Point Cook South West (2300 homes) and Wattle Avenue (1500 homes) will include a wide range of housing types and facilities, while there are plans for approximately 1000 apartments in the East Werribee Town Centre, around 800 homes in the Health and Learning Precinct, 400 homes in the Lakeside Precinct and around 1100 homes in commercial areas.

These precincts will have local town centres, schools, regional ovals, and district ovals. The fa-cilities and services within Point Cook South West

will also service Point Cook West residents.

Point Cook South West will extend and complete Point Cook’s western edge before transitioning to employment opportunities close to and beyond the Princes Freeway. Plans include a new local town centre, P-9 primary school and community centre, and housing ranging from small lot hous-ing and apartments to larger lot executive style homes to provide local opportunities for East Werribee’s business leaders and employees to live.

Wattle Avenue will provide a transition between the existing community to its south and the high intensity employment opportunities to the north.

It will also have a new local town centre, as well as a planned P-6 primary school and community centre. Housing options will include a substantial proportion of higher density small lot housing and apartments, as well as larger executive style homes and retirement homes.

These new communities will be connected to Werribee City Centre, East Werribee Town Centre and other local destinations by a network of high quality green links, waterways and shared trails.

GENERATEINCREASEDEVELOPCONSTRUCT BUILDING ON THE KEY PRINCIPLES OUTLINED IN THE METROPOLITAN PLANNING STRATEGY DISCUSSION PAPERPlanning for the East Werribee Employment Precinct reflects the key principles outlined in the recently released discussion paper Melbourne, Let’s Talk About The Future.

The East Werribee Masterplan’s focus on jobs, delivery of infrastructure, approach to integrated water cycle management and promotion of health and learning exemplify the nine principles set out in the paper, which identifies how Melbourne can develop and prosper in the future.

East Werribee, together with Werribee City Centre, builds on the polycentric city principle through the creation of an internationally recognised employment cluster, significantly increasing the capacity of a site that already generates more than 2000 jobs and providing improved transport infrastructure and outcomes.

Specifically, East Werribee will provide workers, businesses and residents with access to a “20-minute city” through the provision of high quality jobs, retail and education facilities close to home. This ap-proach will ensure Wyndham’s economic growth exceeds its population growth.

The precinct will develop into a distinctive city that is well connected to local, state, national and inter-national trade through its access to key ports, two airports, and Melbourne and Geelong city centres.

Finally, high level environment principles and an innovative approach to water management ensures reduced waste, greener spaces, unique waterways and habitats, and reduced heat island effect in urban spaces.

TRANSITION TO A NEW ERALand identified for planning and construction of the East Werribee Employment Precinct has served Victoria for 100 years.

The former State Research Farm was established in 1912 to improve the state’s agricultural pro-duction through research and innovation.

Victoria’s Department of Agriculture acquired land for the establishment of the State Research Farm from the Chirnside family, which divested large areas of its Werribee Estate from the late 19th and early 20th century. Another section of the well known family’s estate was used to estab-lish the RAAF base at Point Cook in 1921.

Early work at the State Research Farm was geared towards testing new theories to improve crop yields through crop rotations, fertiliser testing and use, and plant breeding.

Several new varieties of wheat were developed on the site as part of this process. The Insignia, Olympic, Sherpa, Beacon, Diadem, Stockade and Emblem wheat varieties were developed by cereal geneticist Alan Rayson Raw at the research farm and are all extensively planted in Victoria today.

Researchers also completed the first study in Victoria into watering and fertiliser requirements of irrigated permanent pastures at the site in the mid 1920s, while establishment of the S.S. Cameron Laboratory in 1960 led to an expanded

livestock research program.

The farm’s School of Dairy Technology was estab-lished in 1939 and was later incorporated into the Gilbert Chandler Institute of Dairy Technology, which opened in 1968.

In its final years, much of the research at the farm related to animal sciences research.

The area is now also home to a CSIRO facility, uni-versity campuses and a new school and employs approximately 2000 people.

Having paved the way for excellence in agricul-ture, East Werribee will continue to be a place for innovation as a key business, technical and research hub.

The important history of the State Research Farm will be reflected and embedded into the site’s planning. Planning includes the incorporation of historic buildings into a Heritage Park and Botanic Gardens and potential development of an avenue of honour along the new major boulevard to recognise the State Research Farm’s wide range of achievements and contribution to agriculture.

A new East Werribee will continue to build on the area’s reputation for excellence under its new guise as a mixed use development that will cre-ate tens of thousands of jobs, promote research and innovation and deliver attractive housing options.

East Werribee will become one of Australia’s leading edge demonstrations of a ‘water sensitive city’ based on best prac-tice integrated water cycle management featured around a new lake, waterways and parklands.

The GAA is working closely with the Office of Living Victoria and other water agencies to ensure best practice water man-agement strategies are incorporated into the masterplan.

A large lake providing high amenity in and around the East Werribee Town Centre will be incorporated into the PSP as part of advanced water management strategies for the pre-cinct.

This water body will be created as part of the planned flood mitigation works and will provide future employees and residents within the East Werribee precinct with access to an attractive natural feature as well as protection against the threat of flooding. This approach assists with stormwater harvesting to create a water source for other uses and aid the creation and maintenance of lawns and gardens as part of the Greening the West principles.

Best Practice water management targets include:

• Significantly reducing potable water demand onsite;

• Reducing waste water discharge;

• Improving stormwater management outcomes, and;

• Ensuring no increase in salinity of waterways and soil in comparison to pre development levels

Strong landscaping of public spaces will enhance the area around the lake, which will also feature cycling trails and ac-tive open space alongside the waterways.

The lake is part of a larger network of water bodies featuring inlet creeks, reed beds, habitat billabongs and rocky water-ways.

A system of drainage corridors will also be developed to com-plete a total waterway network of 60 hectares.

Providing physical and visual connections to water in such a way improves the look and feel of the precinct while also adhering to the State Government’s new policy approach to delivering improved water cycle management strategies.

Addressing potential flooding issues and promoting sustain-able water use is a key objective of this approach, which encourages water reuse, reducing potable water demands, improving resilience in times of uncertain rainfall, improv-ing stream water quality and managing stormwater flows through the site.
