I will serve in this posi- tion for a three-year term, during which the TWNA board members and I will dedicate our efforts to advancing the interests of the Association and our members. We will share and work to- gether to enhance the quality of nursing in Taiwan and achieve a ‘best practice’ in Taiwan that continues to benefit from the solid foundation laid down by my predecessors. The TWNA is a platform for sharing rich experiences and seeding academic nursing with new ideas and direc- tions. The valuable services provided by the Association fueled our growth to 57,886 members last year. The TWNA held more than 100 symposiums, forums, and workshops on various topics during 2008. TWNA Membership Affairs Online and E-Learning Systems are both available now, with members now able to register for activities of interest online. The E-Learning Platform offers diverse channels of learn- ing to help nurses maintain and update professional skills and knowledge. Membership satisfaction, now at all-time high levels, attests to the strength of benefits the Association is providing. As TWNA President, I feel very proud that more than 300 abstracts from Taiwanese nurses have been accepted for presentation at the ICN 24th Quadrennial Congress to be held in Durban, South Africa this coming July. I have marked my calendar to meet you there. The Association has already begun recruiting a TWNA delegation, expected to number over 100 nurses, to participate in this great event. I also am very eager to see the more than 4,000 nurses from around the world who will gather in Durban to share their expertise and experiences throughout the week-long Congress. My salute goes to ICN and its staff for their significant contribution to the difficult task of planning and organizing this event. As you may have learned, TWNA Standing Director, Dr. Teresa JC Yin is running for her second term on the ICN Board of Directors. I assumed the presidency of the Tai-wan Nurses Association (TWNA) on Jan-uary 17, 2009 with the generous support of our member representatives and new board members. I will serve in this posi-

TWNA was honored to organize two meetings of the ICN 9th Asia Work-force Forum (AWFF) and 5th Alliance of Asian Nurses Association Meet-ing (AANA). These took place in TWNA’s Inter-national Convention Hall from November 26-28, 2008. The first two days of meetings were co-chaired by Dr. Mireille Kingma, ICN Consultant for Nursing and Health Policy and Dr. Sheuan Lee, President of the Taiwan Nurses Association. Dr. Teresa JC Yin, on behalf of ICN President Dr. Hiroko Minami, welcomed 32 represen-tatives and observers from 11 National Nurses Associations (NNA) around Asia, including Taiwan, Hong Kong, Indone-sia, Japan, Korea, Macau, Malaysia, the Philippines, Singa-pore, Mongolia and Thailand to the meeting. We feel regret that Chinese Nursing Association was unable to attend due to the pressing needs that followed the Sichuan Earthquake.

The Forum provided an opportunity for nurs-ing leaders from around East and Southeast Asia to discuss reward strategy trends and nurse work-ing conditions and to support international part-nerships in the arena of socio-economic welfare. Issues addressed included patient and healthcare worker safety, nurse career development, task-shifting, wages, and retirement planning. Ongo-ing cooperation amongst Forum participants has

helped maintain the relevance of the ICN program and sup-ported international work.

At the close of the Forum, Dr. Mireille Kingma remarked on all the fantastic work that has been done by NNAs already and the progress made over the years to resolve key issues in each of the attending countries. Discussions generated many creative ideas and approaches. Dr. Kingma encouraged NNAs to share their experiences and concerns with each other, continue their careful watch over issues affecting the nursing workforce, and maintain cross-border cooperation and networking.

The next meeting is scheduled for November 25-26, 2009, to be co-hosted by PPNI in Indonesia. The agenda for next year proposes to update the status and evaluate retention strategies, examine issues affecting the quality and practice of higher education, lack of leadership and occupational hazards. ‘Industrial Action’ was the agreed upon topic for the training session.

The TWNA expresses its appreciation to the Department of Health and Ministry of Foreign Affairs for their financial support.

Taking part in international conferences and activities is an important channel through which the TWNA keeps up with the most updated information for our nurses. Each of our delegates representing the Association at such is request-ed to make a report, which is posted to the TWNA website. In 2008, the TWNA sent Board Members to four meetings,

including: (1) Triad Meeting of NNAs, Chief Nurses and Regulators hosted By ICN/ICM/WHO in Geneva in May; (2) the 7th Meeting of the Nursing and Midwifery Regulatory Authorities from the Western Paci f ic and

Active International ParticipationSouth East Asian Regions (WP/SEAR), held in Singapore in October; (3) ICN Credentialing Forum 2008 co-hosted by the Australia Nursing Council in November; (4) the Third Ses-sion of the Conference of the Parties to the WHO Framework Convention on Tobacco Control in November in Durban, South Africa. Outcomes were very fruitful and information was very informative and educative to our members.

Another avenue to maintain ties to global nursing is to encourage our members to participate in nursing conferences and experience for themselves trends in professional nurs-ing. The ICN 24th Quadrennial Congress, themed “Leading Change: Building Healthier Nations”, will be held from June 27 to July 4 in Durban, South Africa. During the week of the congress, colleagues from around the world will share their knowledge and exchange views. In order to encourage an atmosphere of research practice, the Board has approved a resolution to subsidize the costs of attendance for members whose abstracts have been accepted for presentation. We are very proud that 312 abstracts from TWNA’s members have been accepted. The TWNA Board Member Dr. Sheuan Lee (the immediate former president of TWNA) will also share with at the conference her views and experience with regard to Nursing Versus General Management.

Government PlauditsTWNA’s E-Learning website earned an exception-

ally high AA rating from the Ministry of Economic Affairs (MOEA) E-Learning Quality Accreditation Center. The website further earned a “Golden Calf Prize” as providing the “best E-Learning service” and for being the “Best Private Sector Implementation Model” prize and the “7th Superior Group Award for the Cross-Strait Professional Exchange” from the Executive Yuan’s Mainland Affairs Council in rec-ognition of active TWNA exchanges with nursing associa-tions in Mainland China. There have been some 10 formal exchanges between Taiwanese and Chinese nurses over the past two years. A further honor is that the continued indexing of “The Journal of Nursing Research” on the TSSCI.

Outcomes of ICN Girl Child Project in Taiwan

The TWNA’s Research Group completed preliminary analysis work for the Girl Child Project in Taiwan at the close of 2008. Results and project experiences will be shared during the ICN Congress in Durban. Dr. Li-Chi Chiang, Project PI will meet with all in-ternational delegates during a specially scheduled session. The TWNA expresses its appreciation to the ICN for this opportunity to share, and invites interested indi-viduals to join this session, tenta-tively scheduled for July 1, 2009.

Taiwan-China Exchange Between Septem-

ber and October 2008, some 55 TWNA mem-bers submitted research papers to three Cross-Strait (Taiwan-China) nursing conferences co-hosted by TWNA and, respectively, the Jiangxi Nurses Association, Guangxi Nurses Association, and Nanjing Nurses Association. The three research conferences, all held in China, were great successes. Taiwan and China colleagues took advantage of the opportunities to exchange ideas, experi-ences and knowledge. The TWNA expresses its strongest, sin-cerest appreciation to the three Mainland Chinese associations for their kind support and planning. Without their hard work, such exchanges would not have been possible. We all agree that for the benefit of nurses and people on both sides of the Taiwan Strait, Taiwan and China should enhance exchanges free of political considerations or concerns.

TWNA 24th Annual Nursing Research Conference

The 24th Annual Nursing Research Conference was held at the Taipei Medical University in September 2008. The theme of the conference, “Nurses Leading Health Care: De-livering Quality Care in Community”, was derived from the ICN IND theme for 2008. The event was a huge success, full of vitality and knowledge. The TWNA was also honored to have Dr. Eui-sook Kim, a professor at the College of Nursing at Yonsei University and also an ICN Board Member, deliver the keynote speech. In her speech, Dr. Kim briefly intro-duced the development and current status of nursing in South Korea. She also elaborated on Korean nursing domain shifts and the expansion of community-based healthcare. Dr. Kim gave a presentation on the role of Community Health Practitioners (CHPs) in community health nursing practice and the evolution of the community health nurse practitio-ner in South Korea, which greatly inspired our nursing personnel to reflect on professional nursing categories in practice and inspired attendees’ professional passions.

Contribute to Health Policy• Dr. Yin became as Member (Ministerial Level) of the Con-

trol Yuan, Republic of China since December 2008 and is currently serving a six-year term of office. She is a com-mitted and vigorous advocate for social justice, welfare and the rights of the general public and clinical nurses.

• Dr. Yin was the only professional nurse ever appointed as a Taiwan Provincial Government commissioner. Over her four–year term in this position, she effectively facilitated communications between health and education agencies and nursing organizations essential to the successful devel-opment and administration of national health policies.

Empower Professionalism• During her tenure as President of the Nurses Association of

the Republic of China (NAROC, the predecessor of TWNA) from 1991 to 1996, Dr. Yin was an effective advocate for the Association and the nursing profession. Her personal leader-ship of nationwide membership drives nearly doubled the Association’s enrollment, which gave the Association cred-ibility as the key representative of Taiwan’s nursing profes-sion and allowed it to begin weighing in successfully on key national policy issues of concern to the profession.

Teresa JC Yin Accept Ministerial Level Government Position

ROC President Ma nominated TWNA Standing Director and ICN Board Member Teresa JC Yin to the Control Yuan Seat on December 1, 2008. The position holds ministerial rank. Dr. Yin has committed herself to use this new posi t ion to advance healthcare and enhance the nursing profession. We all congratulate and are proud of her.

Dr. Teresa JC Yin is involved in a wide variety of international activities, from nurse training programs and healthy aging conferences to PPE campaigns. She visited nurses and the families of victims soon after a devastating earthquake hit Sichuan, China on May 12, 2008. She led a group of experts to share Taiwan’s experience delivering post-traumatic care. Dr. Yin has also developed and directed several surveys, which have been provided to government agencies to illustrate the increasingly difficult workplace conditions faced by nurses in Taiwan and press-ing need for improvement. Her exceptional work leading the nursing response to the SARS outbreak in Taiwan was recognized and honored personally by the ROC President. Dr. Yin’s pro-found expertise and leadership make her an ideal candidate for ICN Board Member. Her participation on the ICN board will facilitate ICN’s further development and membership growth.
