Since accepting this legislative mandate in 1967, the South Carolina Arts Commission has workedto increase the understanding of, support for and participation in the arts in the Palmetto State.Now thirty-four years later, we stand in the dawn of a new century and look toward the future.

This comprehensive plan for the arts in South Carolina lays out a nine-year course to guide artsdevelopment in our state from 2001 until 2010. Hundreds of South Carolinians, from all over the state and from diverse points of view, have contributed their thoughts and shared their ideas in the creation of the plan. This broad input is the result of the South Carolina Arts Commission’s determination to include as many citizens as possible in the long-range planning process.

Canvas: noun. 1. a piece of cloth backed orframed as a surface for a painting; also, thepainting on such a surface. 2. the background,setting, or scope of an historical or fictionalaccount or narrative.

Canvass: verb. 1. to examine carefully or discuss thoroughly; scrutinize. 2. to gothrough (a region) or to go to (persons) tosolicit votes, orders, support, or to determineopinions or sentiments.

Canvass: noun. the act or instance of canvass-ing; especially a personal solicitation of votesor survey of public opinion.

The process for including a diverse range ofSouth Carolinians in the creation of this planis called the Canvas of the People. It is aunique, comprehensive statewide planningprocess designed to help the Arts Commissionassess the state’s artistic and cultural needs,share ideas, set priorities for future program-ming, develop arts networks throughout thestate and build support for the arts in SouthCarolina.

The 2001 Canvas is the fifth to be conductedby the SCAC. Similar Canvases were conduct-ed in 1980, 1984, 1987 and 1992. Numerouspriorities identified in those earlier publicsurveys are now realities, including:

Many of the new initiatives and programscould not have been created without theinvolvement of partners in other state agencies, organizations, businesses and individuals who responded to the challengesincluded in the 1992 plan. Many arts providers in the state fashioned their own longrange or strategic plans after the state’s ten-year plan for the arts, adopting goals from the plan as their own. For the first time manyorganizations were intentionally working in the same direction and moving toward thesame objectives.

The 1992 ten-year plan and its resulting coalitions created an environment of collaboration upon which the 2001 Canvas of the People was developed. Clearly, while the Arts Commission fully accepts its leader-ship role, we cannot do all that is encompassedin this plan. With collaboration, partner-ship and shared purpose, much can be accomplished and South Carolina’s arts andartists can flourish.

The 2001 Canvas Process

The latest Canvas began with a telephone survey of 800 South Carolinians age eighteenand older to establish a “snapshot” of artsawareness and involvement among the state’sgeneral population. Based on this research, the Arts Commission and local sponsoring artsorganizations convened twelve town meeting-style public forums in Anderson, Charleston,Columbia, Florence and Greenville. Someforums focused on specific topics, like organi-zational health or artistic quality. Some forumswere targeted for specific people such as artistsor board members. Other forums were heldwith key statewide arts organizations. Citizenswho were unable to attend a public forum hadthe option of mailing written responses oremailing their thoughts through the SCAC web site, and many took advantage of these ways of participating.

The Arts Commission also conducted one-on-one interviews about the arts with fiftybusiness, government, education, and com-munity leaders throughout the state. All told,almost 1400 people took the time to partici-pate by sharing their ideas and thoughts aboutthe arts in South Carolina and what directionthe future should take.

The Long-Range Plan for the Arts

The Arts Commission compiled the massiveamount of information collected from theCanvas of the People and used the informationto do three things:* assess needs identified by citizens* identify common themes* develop target objectives

The resulting new nine-year plan is a compre-hensive one that includes Theme Areas – thepriorities outlined by the plan; and objectives— ways of moving those priorities forward. Thethemes and objectives are deliberately broad –outlining general areas where the arts have realopportunities to make progress and improve-ments in the next decade. As circumstances,technologies and economies change – and theysurely will — the broad nature of the themesgives those working in the arts a common pointof reference as they set their own strategies forachieving progress. For its part, the ArtsCommission will develop three-year plans thatlay out its specific strategies for addressing thelong-range themes and monitoring progress.

Because this is truly a long-range plan for thearts in South Carolina and not simply a planfor the South Carolina Arts Commission, theSCAC encourages others to use the informa-tion here to guide their efforts in helping toadvance the arts in the Palmetto State. TheArts Commission invites these partners – federal, state, and local government agencies,artists, arts organizations, businesses, schools, and individuals – to join us to makethe plan reality.

Participants in the 2001 Canvas of the People wereable to clearly articulate their own visions forthe arts in our state. The points of view werewide-ranging, and reflected the diversity of thestate’s population, but the more people sharedabout their own personal visions for the futureof the arts, the more focused the state’s common vision became.

Parts of our common vision for the arts inSouth Carolina have been stated before, andlikely will always be included in such statementsabout the future of the arts. South Caroliniansenvision a state where the arts are an integralpart of daily living and learning for theyoungest to the oldest citizens, and where thearts are a basic component of every child’seducation. South Carolinians look forward to a time when all residents value the entire rangeof cultural and artistic expression, includingart forms beyond the formal artistic disci-plines, and when citizens will support the artsby creating, purchasing, attending andencouraging art in all its forms.

South Carolina’s vision for the arts includes acall to embrace and respect the artistic andcultural traditions of growing new populations,while honoring the diverse cultural heritage weall can claim as South Carolinians.

The state envisions a time when artists andorganizations are no longer focused on survivaland stability, but on increasing their capacityto successfully create more art and better servetheir communities. The vision includes artistsand organizations having the facilities theyneed to create and present their work to everwidening audiences. Art transcends bound-

aries, and the vision for the arts in SouthCarolina gives artists opportunities to extendtheir reach beyond the local or state level tonational and international arenas.

South Carolina envisions a state where community leaders, in both private and public sectors, naturally include the arts in their decision-making, recognizing the arts’ value ineconomic and civic development. Public policywill be influenced by the arts and the quality of life they add when fully embraced at all levels of the community. Businesses will findnew ways to become involved in the arts, notonly as financial supporters, but also as active promoters and providers of arts for their communities.

The vision for the arts in South Carolina isfar-reaching, but not out of reach. By workingtogether, as they have to create this long-rangeplan, citizens of the Palmetto State are well ontheir way to fulfilling their vision.

The 2001 Canvas of the People identified the needsand issues reflected in the objectives that follow. These objectives have been orderedinto seven themes: Artist Opportunities; ArtsEducation, PreK-12; Collaboration;Knowledge and Communication; Marketingand Advocacy; Participation; and ResourceDevelopment. While the South Carolina ArtsCommission’s annual plans and programsfrom 2001-2010 will be directed towardaccomplishing these objectives, this is not aplan for the Arts Commission alone. Just asthe participation of wide ranging and diversearts communities was necessary for a successfulplanning process, the success of the plandepends on the combined efforts of all SouthCarolina arts communities, with support fromtheir communities at large.

Artist Opportunities

Every aspect of the arts “ecosystem”, and there-fore this plan, hinges on the work of artists,without whom there would be no art or artscommunity. Artists want their work to be experienced and valued by a larger communityand they want to earn a living wage from theircreative work. Current pressing needs includebetter marketing, within South Carolina andex-panding into national and international markets, and more low-cost spaces for both the creation and presentation of art. Withinthe broader arts community, artists face specialchallenges in gaining access to resources, markets, and audiences.

objectives:1. Support artists’ efforts to earn fair compensation for their work.2. Increase the number of opportunities for

artists to create, publish, exhibit, distribute,and perform their work, so that it can be experienced by a larger community, includingstate, national and international audiences.

3. Support organizations and facilities whereartists can create and present their work.

4. Assist artists in connecting with agents, galleries, publishers, distributors and otherswho can expand their markets and provideaccess to more commissions, sales and book-ings.

5. Support artistic training for artists and provide critical response to their work that willset high standards of quality for art producedin South Carolina.

Arts Education, PreK-12

Learning in the arts is an essential element of a complete education. We must work to ensurethat every child in South Carolina, from pre-school through 12th grade, has access to aquality, comprehensive education in the arts,provided as a core component of the basic curriculum of every school. This basic artscurriculum should address all art forms,including dance, drama, literature, music, and visual art, and explore the broad range ofartistic expression, from the arts of traditionalcultures to contemporary media.

2. Increase understanding of and support for arts education among decision-makers at all levels.

3. Work to establish and maintain public policies and systems of accountability that promote quality, comprehensive arts educationfor all students.

4. Increase individual schools’ and school districts’ capacities to implement compre-hensive arts education.

5. Increase knowledge and understanding ofcultural diversity in the arts among educatorsand students.

6. Make quality arts experiences available to all school-age children and young people both during and after the regular school day,through artist residencies, partnerships withlocal arts resources, and after-school arts programs.

Collaboration

Artists and arts administrators must reach outto others outside their current “spheres ofinfluence” and purposefully pursue relation-ships and opportunities for partnership withother arts, business and community leaders.We must recognize that we have commoninterests with others operating within the artsarena and in other sectors of our society andseek to build relationships that advance thesecommon interests.

objectives: 1. Promote mutually beneficial business andarts partnerships.

2. Stimulate creative collaborations withinindividual arts disciplines and between disci-plines in the arts community that will increasecooperation, enhance impact and make mostefficient use of limited resources.

3. Pursue arts partnerships with community,state, regional, national, and internationalagencies and organizations, especially thoseinvolved in tourism, economic development,community health, preservation, recreation,and others with whom the arts find productiveintersections.

4. Develop new models of patronage thatengage artists and arts organizations with non-profit and private sector organizations andindividuals in on-going relationships as well as specific projects.

Knowledge and Communication

Artists, arts educators and arts organizationsare eager for accurate and up to date informa-tion about the arts and issues that affect thearts. There is a desire for a central source forauthoritative research data and practicalknowledge. Information sharing multipliesopportunities. Better communication stimu-lates innovation. Creative networking andinformation exchange will encourage collabo-ration within and across disciplines and stimu-late collaboration between organizations andartists.

companies are particularly interested in quality of life matters in the

communities into which they are looking.

2. Perform accurate, relevant research on the arts and issues that impact the arts, and disseminate the findings for the greatest strategic benefit.

3. Build capacity within state agencies, organi-zations and institutions to help South Carolinaarts providers gain the knowledge and skillsthey need to succeed.

Marketing and Advocacy

In order to build an environment in which thearts can thrive, we must deliberately raise theprofile of arts providers and supporters inSouth Carolina. We must increase the public’sunderstanding and appreciation of the artisticprocess and gain more and better coverage andcriticism of the arts through all media outlets.We must build understanding of the relation-ship between community development and thearts until the arts are regarded as a vitalresource for prosperity and health by the busi-nesses, citizens, and government leaders ofSouth Carolina. We must keep the arts on thepublic agenda at the local, state and nationallevels and influence public policy in favor ofthe arts.

objectives: 1. Develop marketing and information systemsthat help citizens easily identify and connectwith arts resources that fit their needs andinterests.

2. Train artists and arts organizations in professional marketing techniques, and buildskills throughout the arts community inobtaining press and media coverage.

3. Build public understanding and apprecia-tion of the “behind-the-scenes” creativeprocess through which works of art are produced.

4. Monitor and communicate the public’sopinions and values regarding the importanceof arts in the schools and communities andtheir desire for public funding to support the arts.

5. Understand and document the economicimpact of the arts themselves and the influenceof the arts on general economic development.Share this information with all potential partners, and publicize it broadly.

6. Develop ongoing relationships with local,state and federal legislators and legislative staff,and cultivate two-way communication thatincreases their understanding of the arts andthe legitimate role of government in their support, while providing arts advocates withgreater access to and better understanding ofthe legislative process.

7. Engage business leaders and other in-fluential allies to advocate for arts andarts education.

8. Influence public policy at all levels includ-ing city, county, state, and federal, in supportof the arts and public funding of the arts.

Participation

Recent research shows a decline in arts partici-pation across all population groups in SouthCarolina. Recognizing this, we must learnmore about the nature of cultural participation

in order to broaden, deepen and diversifypublic involvement with the arts at every level.In this state, where cultural and ethnic diversityis increasing, there are multiple arts commu-nities that reflect this diversity. As a state, wemust ensure access to a wide range of highquality arts experiences for South Caroliniansof all cultures and ages, honoring and sup-porting expressive traditions wherever theyflourish.

objectives: 1. Understand and seek to meet the arts needsof the full diversity of people in our state.Provide access to the arts for all citizens andsupport for the arts of all citizens.

2. Build greater understanding among artsproviders of arts participation as individualand social behavior, so that they can developmore successful approaches to engaging a variety of participants in a variety of ways.

3. Understand, anticipate and keep pace withthe changing demographics of South Carolinacommunities. Reflect the diversity of the community served in all domains of artsorganizations, including board composition,staffing, programming, and marketing.

4. Remove physical and social barriers to artsparticipation. Make specific efforts to eliminate practical and perceptual obstaclesthat limit participation especially among rural,disabled, and diverse populations.

5. Establish arts programs and services thatoffer participants opportunities for broaderand deeper experiences over time.

Resource Development

People are the fundamental arts resource. Wemust invest in people, focusing on leadershipdevelopment and capacity building, in order to move forward. Developing good leaders whocan stretch limited resources, open doors tonew resources, and build broad, vigorous participation will ensure healthy arts organ-izations that provide high quality artistic ex-periences. Arts organizations must keep pacewith a rapidly changing and increasinglydemanding culture. We must seek new sourcesof funding, new skills, and new relationshipsin order to support new and diverse forms ofexpression and engagement. But to do thesethings, we must constantly renew our funda-mental resource. We must foster the develop-ment of those currently in the field and beginto grow and mentor the next generation ofartists, arts leaders, participants and patronsnow.

objectives: 1. Develop training and technical assistance toincrease leadership potential and organizationalcapacity for arts groups statewide. Increase thenumber of arts organizations with boards, volunteers and staffs who have the knowledgeand skills they need to achieve high levels ofartistic quality, organizational health and community participation.

2. Strengthen cooperative relationships amongarts funders across sectors (private, corporate,government) and between these funders andthe artists and arts organizations they may support.

Citizen Survey

Believing that quality arts experiences are thebirthright of all South Carolinians, we beganto develop this long-range plan for our statewith a survey of citizens conducted by theUniversity of South Carolina’s Institute ofPublic Affairs in the fall of 2000. The SouthCarolina State Survey is a random probabilitysurvey of citizens age eighteen and older livingin South Carolina. The survey gives policymakers and researchers an opportunity togather reliable data in a timely and cost-effective manner.

The Arts Commission conducted its first citizen survey, also through USC’s Institute ofPublic Affairs, in 1991. By repeating the samequestions with the same methodology, theagency is able to compare and identify changesin public opinion, support and participationover a ten-year period.

Survey Findings

Among South Carolina adults, attendance

at arts performances or exhibits has declined since 1991.

The percentage who had not attended an artsevent in the past twelve months rose from44.2% in 1991 to 57.3% in the 2000 survey.This decline in attendance was particularlynotable among:

* women* black respondents* people age 18 to 29* people age 65 and older* residents of the midlands region

When asked why they do not attend,the answersmost often given were:

* lack of awareness of events* lack of time* lack of interest

This decline in attendance at arts performances or exhibits

has not led to a loss of support for the arts.

Residents continue to believe:

* it is important to have quality arts events available in their communities (90%)

* arts education is an important part of basic education for children in elementary through high school (95%)

* state and local government funding for arts activities should be maintained or increased (92%)

* funding to strengthen arts education programs in South Carolina’s public schools should be increased (83%)

Where there has been any change in theseresponses since 1991, it has been in the direc-tion of increased public support for the arts.

A significant percentage of the state’s population engages in

arts-related activities:

* 25.7% have donated time or money to the arts or cultural activities

* 17.9% have purchased original art work in the past 12 months

* 31.9% have done an arts-related activity such as playing a musical instrument, singing in a choir or vocal group, dancing, acting, arts and crafts, or creative writing

Research

A Long-Range Plan for the Arts in South Carolina

The arts bring a special dimension to a community and are a vital part of

recruiting new industry.

Executive Interviews

The Arts Commission engaged an independentconsultant to conduct a series of one-on-oneinterviews with a wide range of South Carolinaleaders, most of whom were not directlyinvolved in the arts. The group included corporate executives, business people, legis-lators, state agency heads, superintendents,educators, retirees, college presidents, municipal officials and others. There were twocommon perceptions expressed in many of theinterviews. The first was the need to work onthe public image of the Arts Commission with-in the state. While the Arts Commission enjoysa sterling reputation on the national artsscene, many statewide leaders perceive there isa public awareness deficiency or visibility prob-lem within the state. They believe that a higherprofile for the SCAC’s mission and program-ming would help the agency to be more effec-tive in its work of supporting the arts throughout the state.

Artist Survey

Almost 300 artists responded to the writtensurvey that accompanied a mailing of Untitled,SCAC’s artist opportunities newsletter.Although not thoroughly scientific, theresponses were reflective of the diversity andrange of artists in South Carolina. The answers

sometimes varied widely. Some artists’ con-cerns were repeated more often than others:

* the frustration of not being able to support themselves through their art

* the lack of sales, bookings and other opportunities to be paid for their work

* lack of understanding and support from some local arts councils

* the perception that college faculty have an unfair advantage

* lack of arts coverage by the news media* exploitation of artists for fundraising

Almost universally, artists wanted more opportunities for their work to be experiencedby others, including arenas outside of SouthCarolina, and to be paid a fair price for theirwork. Also, many noted the need for artistretreat space, low cost studios, and workshops.

Before World War II, cultural and artisticactivities lagged throughout much of theUnited States. But as income and educationlevels rose in the late 1940s and early 1950s,cultural and artistic activities proliferated, andfederal officials began discussing options for anational program to support the arts.

President John F. Kennedy issued an ExecutiveOrder in June 1963 to create a FederalAdvisory Council on the Arts. After Kennedy’sassassination five months later, PresidentLyndon Johnson took up the arts mantle andsent to Congress a bill offering federal grantsupport to cultural institutions in both the artsand the humanities. The bill was signed onSept. 29, 1965, and the National Endowmentfor the Arts (NEA) was born.

In one of its first acts, the NEA providedgrants to the states to study how they could bestencourage the arts. A yearlong survey of SouthCarolina’s cultural assets and potential wasconducted in 1966.

On June 7, 1967, Governor Robert E. McNairsigned legislation creating the South CarolinaArts Commission (SCAC). David C. Sennemabecame the SCAC’s first executive director,Marvin D. Trapp the first chairman. The original mission of the SCAC was straight-forward and far-reaching: to promote anddevelop all the arts for all the people in thestate.

The SCAC presented its first long-range planin 1969. The program priorities in that docu-ment included arts in education, touring artsprograms, and statewide awards for excellence

in the arts. Of the twenty-two possible initia-tives enunciated in that early report, many have been realized including the State ArtCollection, the Elizabeth O’NeillVerner/Governor’s Awards for excellence inthe arts, artists-in-residence in the schools,and the Governor’s School for the Arts.

The 1970s saw explosive growth in the state’sarts programs, especially in taking the arts intoschools and local communities and providingthe state’s first fellowship grants to artists. By1976, SCAC programs had reached 45 of thestate’s 46 counties.

In 1980, the Arts Commission conducted itsfirst Canvas of the People, a long-range publicplanning process that ensured local, state, andfederal input into the agency’s future direc-tion. The first Canvas concentrated on identi-fying the needs of each county, and led to theintroduction of a regional structure with artscoordinators each assigned to a six or seven-county region. The 1980 Canvas also resultedin extended outreach to rural areas of the state,heightened focus on artist development pro-grams, and Challenge Grants to local artsorganizations.

The decade of the ‘80s was a period of dynamic growth for the SCAC. During thistime, the agency refined its goals to promote:

councils and further development of other artsorganizations. One of the most significantevents of the late 1980s was the development ofSouth Carolina’s Arts in the Basic Curriculum(ABC) Plan, which focused on the incorpora-tion of the arts as a basic element in the curriculum of South Carolina schools. Theplan was hailed by the NEA as a nationalmodel. It inspired the Target 2000 ArtsEducation legislation, providing funds to theState Department of Education for annualgrants to design and implement an arts curriculum in the areas of music, dance, visualarts, and drama.

The 1990s saw the publication of the compre-hensive Ten-Year Plan for Arts in SouthCarolina. The Cultural Visions for RuralCommunities program initiated a link betweenthe arts and economic development. TheDesign Arts Partnership, a collaborationamong SCAC, Clemson University and the SCDowntown Development Association, spon-sored a successful Mayor’s Institute whichinvolved extensive design assistance in ruralcommunities throughout the state. Audiencesin South Carolina enthusiastically welcomedthe construction - and renovation - of firstclass performing arts venues, such asGreenville’s Peace Center and the NewberryOpera House. The SCAC spearheaded astatewide visual arts exhibition series. Views From

the Edge of the Century was a millennium celebra-tion of the arts that lasted from early 1999through 2000. In 1999, a comprehensive ten-year study of the Arts in Basic Curriculum(ABC) Plan included strategies for advance-ment of arts education over the next decade. In2000, a legislative Arts Caucus was formed to

inform legislators about issues affecting thearts and to advocate for arts funding.

In 2001, the SCAC again sponsored a Canvasof the People, which has resulted in this newlong-range plan for the arts in our state.
