Generation Z (also known as Post-Millennials or the iG-eneration) has come of age during a recession and

generally uncertain political and ecological times — a socio-economic climate that makes plotting a career path particu-larly challenging.

They have also grown up surrounded by technology. In fact,they’ve come to rely on it for much of their socializing. Whilefinding job openings can be done entirely on a phone, landinga job requires human, face-to-face contact.

A Victoria program called Youth Leaders in Training aims toget Gen Z to set aside their devices and make connections

within their community through volunteer work. It’s spon-sored by the City of Victoria in partnership with OaklandsCommunity Centre and is aimed at teens who are interestedin gaining skills in the field of recreation and childcare.

The program includes two weeks of training, and a four-week practicum, or shadow placement, at a community sum-mer camp organized by one of the local recreation centres.

During the training, the teens (ages 14-18) learn how to puttogether a resume and conduct an interview. Part of thatprocess entails practicing speaking in front of a camera. Theprogram coordinators try to keep things low key by poking funat their own mock interviews and reflecting on the impor-tance of failing and improving. “It’s meant to be an opportu-nity to fail before they actually hit the workforce,” says RyanLance, Child & Youth Recreation Programmer with the City ofVictoria. “They learn how to communicate professionally,what makes for appropriate attire — and basic things like theimportance of calling if you’re going to be late.”

Nearly all graduates of a HCA certificate program will gethired as casuals, at the very least. Depending on the employ-er and the time of year, hours might be limited at first.

The greatest health care labour shortfalls are in specialtynursing (Emergency, Intensive Care, Operating Room, Renal,Post Anaesthetic Recovery, Neonatal Intensive Care, etc.),according to Island Health Talent Acquisition & RetentionStrategist Rod O'Connell. “We are in competition for a limited talent pool with otherB.C. Health Authorities, other provinces, as well as the pri-vate sector,” says Rod. “Unemployed health care profession-als are a rare breed.”

Island Health hires around 2,600 new people a year. Aginghealth care professionals are retiring and the industry is an-ticipating a challenge in replacing them. Recruitment effortsinclude: campus recruitment of new graduates, local jobfairs, national professional conferences, as well as web andprint advertising. Island Health has also established an Ab-original Employment Program.

The Island Health Aboriginal Employment Program has woneight national awards, including Canada's Best Diversity Em-ployers Award for the past five years thanks to the organiza-tion’s quest to build a workforce that more closely reflectsthe population it serves. Three full-time staff promote theemployer in Aboriginal communities. The outreach workerstarget high school students and encourage them to graduateand consider careers in healthcare. Each year, twelve $1,000scholarships are awarded in partnership with the First NationsHealth Authority to post-secondary heath care students. Ad-ditionally, program staff provides resume and interviewcoaching to Aboriginal job applicants.

The Aboriginal Employment Program has paid off. In Marchof 2017, 637 job applicants to Island Health self-identified asAboriginal, compared to just 199 in April of 2012. “That’s a300% increase,” says Rod, enthusiastically. “It’s one of thereasons we keep winning these national awards. We areworking our way toward a more representative workforce,which allows us to provide culturally safe care.”

Island Health offers work outside of medicine too. Some900 types of employment exist on its job portal, calling for arange of skills from maintenance to marketing. With between550-650 positions posted on any given day, throwing your hatin the ring can feel like a long shot. But a quality resume andcover letter will get you noticed, Rod says. Every applicationgoes directly to the hiring manager (of which there are 800 inthe organization).

Rod recommends: “Creating a resume that provides thecritical information up front, such that a hiring manager cantell that you meet the qualifications in 5 to 10 seconds.” Inaddition to a career summary at the top of the resume, hesuggests using accomplishment statements.

“If you want to stand out from the other applicants, don’tcut and paste job description bullet items from your last job.Tell the employer what you did that made a difference toclients, peers or the employer.”

The teens also acquire basic childcare skills. They playgames that will help them achieve goals at the camps, likelearning the kids’ names and engaging those children who donot fit in with the crowd.

Ryan points out that unless the youth are in organizedsports, they are often intimidated by the prospect of con-necting with people at higher levels of an organization, par-ticularly within municipal government. “For many, this is thefirst time they’ve heard that you need to network and beenshown what that looks like,” he adds. “It’s not a matter ofjust meeting someone, telling them you’re awesome and get-ting hired.” The practicum gives teens an opportunity to formmeaningful relationships with the rec centre staff, so the hir-ing manager is more likely to call on them when an opportu-nity comes up.

When acting as leaders at the summer camps, the youthare prohibited from using their devices. Phones can onlycome out at lunch. While a challenge for some teens, Ryanbelieves the rule helps them make time for social interactionwith the people who are present and learn social cues.

The program provides a $500 honorarium for completion of

the program. Applications are accepted from mid-May to mid-June. While Youth Leaders in Training runs exclusively duringsummer months, Step Up Leadership also helps youth findvolunteer opportunities within the community and runs year-round out of Crystal Pool.
