In 2012 Chapter established the Albuquerque
Chapter of MOAA Endowment at the Albuquerque Community Foundation (ACF) to enhance our cur-rent, and especially our future, ability to contribute
to worthy charitable organizations that help our military personnel, veterans and their families. The endowment was initiated in late January of
2012 and has grown well as a result of contribu-tions and the growth in the investments. The
Board has adopted a policy of using the annual distributable amount to increase our Giving in each year. For those who are so inclined, gifts can be
made to the Chapter Endowment as a part of a member’s estate or as part of a yearly donation. More information about the annual performance
and use of the distribution will be published in a future ALBUMOAA. For questions, the Chapter point of contact is the treasurer, Clint
Whisonant, [email protected] or 505-410-1417 (cell).

Breakfast Club 2018 Schedule
We closed out the year with quite an interest-
ing schedule of speakers, covering topics related to the NM legislature, investments, guardianship, cyber security, diabetes, western movies made in
NM, and more. Attendance has been increasing (thank you!—and there is always room for more), and EVERYONE is invited. You do not have to be
military. If you think a young person would be in-terested in any of the subject, feel bring to bring them (age 12 and over, please).
We have a great line-up of guest speakers again, and hope you can manage to sacrifice sleeping-in by coming to our programs. There are
no dues, no database, no reservations required—JUST SHOW UP. Here is the schedule the first half of the year,
January through May: .
February 27 – Shelly L. Fritz, DDS. February is National Dental Month. Her topic is: “Dental Health after 65.”
March 27 – Rose Marie Kern, author and former air traffic controller. Her topic is: “Air Traffic Con-trol: Behind the Scenes --What You Don't Know is Scary!” She is a popular aviation writer, and also talks about her Oshkosh experiences, too. Web-site: www.rosemariekern.com) She will have her
latest book, Air to Ground, available for sale. April 24 – George Richmond, board member for the League of Women Voters. He will talk about
the history of the non-partisan LWV, local opera-tions, and the Voter Guide. May 29 – Loretta Hall, author. Loretta’s books
have won awards, as she has become an in-demand speaker on “space” subjects, of which
New Mexico has played a long role in its history. Her topic is: “New Mexico's Contributions to Space Travel" --a history from 1930 to the present
(largely about Holloman AFB and White Sands Proving Ground/Missile Range.)
(Continued from page 4) We hope you will be able to join us on
these upcoming events, including Santa Fe Opera’s “Madame
Butterfly” next sum-mer! We are also working on getting

"For the second straight year there WILL NOT be a PIT exemption bill on the docket for the pay
of retired military personnel and their WIDOWED SPOUSES. In the past that Bill had been filed for 7 consecutive years with varying degrees of pro-
gress but never total success. It's unfortunate in a way because the non-filing of the PIT exemption initiative was based on what was believed to be
another down year for state revenue and, lo and behold, the state is now forecasting a 200+ million
dollar budget surplus due to exploding oil and nat-ural gas related monies. I personally asked three senators, including two prior bill sponsors
to sponsor the bill in view of the noted revenue projections. No luck. One indicates that he will do it in the 2019, 60 day session.”
The above is self-explanatory and unfortu-nate. Many thanks to Dave Coulie for his excellent New Mexico Legislature updates.
In the December 2017 issue of MILITARY OF-FICER, The Official Magazine of MOAA, the names of eight Surviving Spouses are stated, none
of whom live in New Mexico. All: If you know of a New Mexico Surviving Spouse, or Spouses, who would like to receive cur-
rent updates on Legislative bills, etc. please ad-vise. Thank you, and Happy 2018 to all.
Sincerely, Your Representatives

Our season got started with a trip to Wolf Creek in early December. We partnered with the Zia Ski Club and spent the weekend in Pagosa
Springs. The snow was “adequate” but we success-fully launched the season. The club was not so for-tunate with our scheduled trip to Purgatory in early
January. The amount of snow was very sparse and we made the tough decision to cancel the trip. Conditions were icy with some snow, not a good
combination. Our Telluride trip is a go with the mountain reporting 20-30” base and packed pow-der.
The schedule for the coming season is below. Fliers for each trip are on the ALBUMOAA website at http://albumoaa.org/ski-club/. Please reference the

It's that time of the year
again for what some refer to as the annual
"Santa Fe Follies" aka the New Mexico Legisla-
ture. This year's 30 day session
convened on January 16, 2018 and will end on February 15. Thirty day sessions are to be focused primarily on budget related items but if you follow
the way our legislature works you know that is not the case. Prior to opening day on Jan 16 over 140 Bills had been pre-filed in the House and more
than 100 pre-filed in the Senate and, that's not counting the numerous Memorials and Resolutions pre-filed in both chambers. If that's not bad
enough, the deadline for introducing Bills is Janu-ary 31 so you can bet that many more bills will be added to the already too long list. They say that
one definition of insanity is "doing the same thing over and over again and expecting different re-sults." - Welcome to the New Mexico Legislature.
For the second straight year there will not be a PIT exemption bill on the docket for the pay of retired military personnel and their widowed spouses. In
the past that Bill had been filed for 7 consecutive years with varying degrees of progress but never
total success. It's unfortunate in a way because the non-filing of the PIT exemption initiative was based on what was believed to be another down
year for state revenue and, lo and behold, the state is now forecasting a 200+ million dollar budget surplus due to exploding oil and natural
gas related monies. I personally asked three sena-tors, including two prior bill sponsors to sponsor the bill in view of the noted revenue projections.
No luck. One indicates that he will do it in the 2019, 60 day session. At the date of this writing, Jan 16, opening day
of the legislature, there are currently two bills filed in the House (HB's 67 & 103) and four in the senate (SB's 15,16,42 and 97)related to veteran
issues. They pertain to: "Misrepresentation of Mili-tary Service"; "Gold Star Family License Plate Eligi-
bility"; "Tax Refund For Certain Natl Guard Ser-vice"; "A Minimum Rank & Service Requirement For New Mexico Adjutant General": "Funds To Help
Low Income Vets Re-Hab Their Homes"; "Military
Spouse Teacher Licensesure" and a Senate Joint Memorial to fund a committee to study Veteran
Suicides & Prevention". You can read all of these bills at the web site listed below. There should be a number of other veteran related bills coming on
the docket soon. Military and veterans day at the legislature this year is January 31. It's a good time to visit the
state capitol and, maybe, if lucky, speak with your legislators. You can also sit in the galleries above
the House and Senate chambers and see ongoing procedures in these venues. On Jan 31 there is a ceremony around the noon hour to honor the mili-
tary, past and present. You can check the daily schedule available at the information desks for ex-act times of that ceremony and other events and
meetings. There will be no bus service to the leg-islature this year from the Veterans Memorial Park in Albuquerque. In the past the United Veterans
Council had provided bus service. If you go on your own try to car pool since parking is difficult to find whenever the legislature is in session. There
are free parking areas proximate to the Capitol building but they fill up quickly. There is an excellent site for the legislature that
provides a wealth of info. www.nmlegis.gov At that site you can review, and track, all Bills, find your Reps and Senators, watch live video of meet-
ings that have been filed, etc. etc. If you have problems navigating the site give me a call.
If there is any issue you feel strongly about call your legislator and let him/her know. I'll be the highly paid speaker at the MOAA
Breakfast Club on January 30 at 0730 at Weck's Restaurant on Louisiana just South of Montgom-ery. My topic will be "Whither Goest Thou, NM
Legislature. Good news is that they have a great breakfast even if the speaker is lousy!!!
