To help build a society in Pakistan that ensures justice, gender equity, economic betterment and trulyrepresentative democracy by facililating a tolerant and enlightened environment, which enables the pursuitof harmony with nature and excellence in human creativity and conduct.

To help establish new or strengthen existing community-based organisations which enable equitableparticipation by all members of the community, specially girls and women in activities that promote betterhealth, education, access to basic services and other such relevant processeswith the aim of enhancing knowledge, capacity andproductivity.

1. Reach out to bring people together.2. Do voluntary service -- even at the expense of personal convenience.3. Bridge the rural-urban divide.4. Concentrate on remote areas without modern infrastructure because these areas

deserve the most attention.5. Work for the most disadvantaged groups.6. Avoid handouts, except in extreme emergencies or special cases.7. Use a democratic, participative process.8. Ensure open, transparent, accountable procedures.9. Keep accurate financial records that are regularly audited by external,

independent specialists.10. Prioritize the advancement of women and children while supporing the

betterment of poor and dispossessed men.11. Co-operate with all other relevent institutions:do not compete with them.12. Respect traditional knowledge, non - discriminatory values and culture even as

contemporary information and skills are enhanced and exchanged.13. Transcend all differences of race, caste, gender, religion and language.

On 3rd August 1987, at a development workshoporganized at Nagarparkar in remote south-easternSindh close to the Pakistan-India border - 19individuals adopted the Nagarparkar Declaration inthe presence of about 200 persons, of whom about150 were local villagers and the others were fromurban Sindh.

The 19 signatories represented both rural and urbanSindh. The adoption of the Declaration came afterwork in the region by some of the 19 individuals,which commenced two and a half years earlier inFebruary 1985.

The original initiative in 1985 was conducted underthe aegis of the Karachi chapter of the Society forInternational Development, the Asian Federation ofAdvertising Associations and MNJ Communications(Pvt) Ltd. With the aid of an old Land Rover vehicledonated by UNICEF to enable travel. The under-signed had the privilege of being associated with allthe 3 sponsoring organizations of that event. Each ofthese organizations had contributed in either cash orkind to enable 30 to 40 persons resident in urbanSindh, in Karachi, Hyderabad, Mirpurkhas andelsewhere to travel to the south eastern edge of thevast Tharparkar arid region.

And to do so over unmetalled sand-tracks in an areawithout electricity, and other basic moderninfrastructure, moving over rough sand-tracks to makefriends with the residents of small, scattered andseverely disadvantaged citizens of Pakistan.

The basic aim of the Declaration was – and remains– to build, strengthen and sustain a unique bridge offriendship and cooperation between urban and ruralareas, between technical, professional specialists andpoor, illiterate villagers, between Muslims and non-Muslims, between deeply-rooted divisions of ethnicity,language, religion, caste, gender and class that havebeen either entrenched for centuries or have beenfomented in recent decades.

These 25 years have witnessed a maelstorm of changeat the global, regional, national and even at locallevels. Leaders and Governments, policies and projects,operating conditions and sectors, infrastructure andfacilities : much has changed.Some of this change has been for the better. Somefor worse. Yet some – not all - other facets haveobstinately stayed virtually unchanged.

Even as telephones, telecommunications connectivity,electricity and metalled roads have improvedconditions – resistance has persisted.Regressiveattitudes that block progressive change, repressivepractices and inappropriate behaviour prevent completetransformation.

Though complete transformation is not necessarilyan ideal. Particularly when it means the demolitionof something that is beautiful and delicate in historicculture. However, there is a need for the demolitionof notions and actions which discriminate against

women, against non-Muslims andagainst the under-privileged andterribly-named “untouchable” casteswithin a particular religion.

This is why when we humbly takestock of what our modest efforts haveachieved during the past 25 years, weremain conscious of both the milesalready covered and the miles that lieahead. While several goals have beenscored, many more have yet to beattempted. The match – perhaps anendless one – continues.

We have sadly lost 5 of the 19individuals who were signatories tothe Declaration in August 1987 andwere also present in the earlier twoand a half year period. These are :Mr. Noor Muhammad Shah, Mr. M.Usman, Mr. Abdul Karim, Ms. Leero,and Dr. Laiq Azam. May their soulsalways rest in peace.

Some persons who commenced thejourney with us and were active forseveral years were unable to continuebecause other duties called themelsewhere. Their support at a crucialstage is greatly appreciated.

Some others have persevered for all25 years. With grit and unwaveringdedication. They inspire us.

To all of them, whether they are elsewhere – in heaven,or here on earth in Pakistan or overseas – as well asall of those who are directly associated with BaanhnBeli, as members, staff – well-wishers, supporters,partners, donors, journalists and media professionals,Provincial and Federal Governments, overseas friends– to all of them we express our sincere thanks anddeep appreciation for their valued empathy and support.

25 years ago and up to the early years of the 21stcentury it took many hours of rough riding over sand-tracks to go by road from Mithi to Nagarparkar, fromUmerkot to Chachro and Khokhrapar, to Diplo andto hundreds of villages where even today there are nometalled roads.

But now: to reach the principal focal points such asMithi, Chachro, Islamkot, Diplo and Nagarparkar therapid construction of metalled roads of good qualityduring the past few years has reduced road travel timeby over one-third. And increased the conveniencethree-fold.

South-eastern Sindh even in 2011 remains the only“corner” of Pakistan which is not served by a regularair-link or by train. Thus, road travel alone whichtakes more time than air or train travel is the onlyway to reach focal points, leave alone the villageswhere most of our work is rendered.

Except for rare visits by the President of Pakistan(Mr. Farooq Leghari in 1994), Governors of Sindh(1993, 1997) and for a Chief Minister (1990) and forself (only once out of 3 times while serving in theFederal Cabinet, to reach the venue on time !) were

helicopters used to cut travel time.

Otherwise, for 25 years, the roads (often in badcondition) and the sand-tracks have been our pathwaysto our destinations. And this is not said by way ofcomplaint!

Perhaps 10 elements make Baanhn Beli distinct fromother organizations:

1. While we have the benefit of Younus Bandhani,an able, veteran director of unusual commitment,whoheads a capable full-time staff, the leadership ofBaanhn Beli is entirely on a volunteer basis such asthe present Executive Committee of which M.K. Marriis the dedicated President. This is not a volunteerismthat makes itself available once every 3 months or 4months for Committee meetings or for monitoringvisits. This is a volunteerism that is often at work ona daily basis or once in every 2 or 3 days and certainlyon a weekly or fortnightly basis. To become a hands-on volunteerism. Which nevertheless tries to refrainfrom micro-management and interference in the full-time staff's work : though this is not always prevented!

2. Despite the emergence of several other developmentorganisations in Tharparkar and other parts of Sindhover the past 25 years, Baanhn Beli remains the onlyorganization to simultaneously and comprehensivelytranscend, at all levels, ethnic, linguistic, urban-rural

differences, from the grass-roots levelto the leadership level.

3. Despite varying conditions of lawand order in the areas between Karachiand Tharparkar ranging from perilous,high-risk conditions to uneasy,uncertain situations, the process ofregular road travel and communicationbetween urban Sindh and ruralTharparkar has been maintained fortwo and in half decades. TheKarachi–Nagarparkar distance isabout 600 km each way. Or about 10hours of road travel each way.

4. Despite the varying individualpolitical views and alignments of somemembers of Baanhn Beli, theorganization has always remained astrictly non-partisan forum. Duringan election campaign in particular –and there have been 6 generalelections between 1985 and 2011 –the under-signed , for example, hasnever travelled from Karachi to anypart of Tharparkar. This absence wasaffected in order to eliminate the scopefor possible misperceptions aboutsupport by the founding president ofBaanhn Beli for a particular party orcandidate. Even when a political partyof which the under-signed was thefounding secretary-general (the MillatParty - founded 1998, merged with

the PML (Q) in 2005 against the advice of thesecretary-general !), held an election meeting in theDistrict Headquarters of Tharparkar in 2002, the under-signed did not participate in the meeting norcontributed to its facilitation. This instance is citedto underline the importance attached to remainingnon-partisan in Tharparkar at all times.

5. Despite a chronic absence of full-time staff personsproficient in English, the organization has producedreports and documentation in English about its workon a regular basis with optimal data – some of it quitetedious ! – in order to enable verification, if required,and to establish the credibility of its work.

6. Ours is also possibly the only organization of itskind which acknowledges its own weaknesses candidlyin print and on the record. Our previous reportpublished in 2008 lists 3 strengths and 6 weaknessesas one example of our attempt to be self-critical. Thesame list with one change is repeated in this report !

7. Despite sheer age – a young-veteran pioneer at 25and growth in scale of work, Baanhn Beli hasconsciously resisted becoming a “corporatised”, “large-scale” NGO. We have built no shiny new buildingsor large offices, specially in Karachi, Hyderabad orMirpurkhas. For many years of the recent decade theKarachi office has had a staff of one person or only3 to 4 persons.

8. Over 90% of our resources, if not often even more,are invested in the field and at the principal offices inNagarparkar and Mithi. We have deliberately chosento grow horizontally rather than vertically. Even at

the expense of being misperceived as having “sloweddown” in comparison to the momentum of our firstdecade. We only rarely now brief large, urban-basedmedia: because while their coverage in the past isgreatly appreciated, it is also noted that media ingeneral prefer bad news to good news.

9. Fortunately, for Tharparkar, conditions haveimproved significantly in the first decade of the 21stcentury. But rarely do media give the time and spacethat such positive developments deserve.

10. Be that as it may, because the beauty and thereality of the peacock dancing unseen in the forestdoes not diminish only because the peacock is notphotographed by media, we carry on with our grass-roots oriented, non-hierarchical approach toorganizational development and public service.

As we renew our pledge in 2011 and view theuncharted, unknown vistas ahead for the next 25 years,we are confident that the future membership andleadership of Baanhn Beli, both rural and urban, willsustain the spirit and the letter of the NagarparkarDeclaration. To help build a better Pakistan.

25 years ago, in August 1987, in the political domain,Prime Minister Mohammad Khan Junejo was firmlyin command, giving even General Zia-ul-Haq,President and Chief of Army Staff, a nervous time.

Benazir Bhutto had returned in 1986 to a tumultuouswelcome from huge crowds. But there was no grave,immediate threat to the Federal or ProvincialGovernments, including the one in Sindh. WhereKarachi was already witnessing targetted killingsand attempts to foment ethnic conflicts, the gapbetween urban and rural Sindh remained more thangeographical and demographic.

In August 2011, so much has changed for the better.And so much has become worse.

All 3 of the above personalities have passed away,one from natural reasons (Junejo), one by a mysteriousaccident (Zia-ul-Haq), one by a tragic assassination(Benazir Bhutto). Hundreds of persons have beenkilled in Sindh, particularly in Karachi. There is ashattering break-down of law and order, and anenormous decline in governance.

Floods in lower Sindh and heavy rain in parts ofTharparkar have dislocated about 4 million people.

As this report goes to print on 14thSeptember 2011– in deference to the situationin the country in general, wracked byterrorism and violence, losing hundreds ofpriceless human lives, enormous amounts oftime and resources and money and specially

in Sindh, highlighted by the daily slayingsin Karachi in August, and the heavy rainsand floods in southern Sindh includingKarachi in September, Baanhn Beli observesits 25th formal, and 27th informalanniversary in a quiet, humble manner. Allour members grieve for the lives lost, theinjuries suffered, the crops & propertydamaged, the households uprooted, thefamilies distressed, whether in rural or inurban Sindh or elsewhere in Pakistan.

We are rendering whatever relief andsupport we can provide to the affected people.

We remain committed to our vision and mission.

In our anniversary year of 2011, foundation plaquesfor two separate Baanhn Beli Friendship Centres arebeing placed, on plots of land purchased in recentyears in Mithi and in Nagarparkar. In the years ahead,these two Centres will be constructed to evolveservices in education, research, training, health care,for studying and preserving the cultural heritage andbuilding capacity.

In October 2011 at the Alliance Francaise in Karachi,the Rotary Club of Karachi Green Cityand Baanhn Beli are co-hosting a modest observanceof the milestone.

May harmony, justice and peace prevail.

Mohammad Usman Chhacki: thefirst resident of Nagarparkar toestablish friendship with visitorsfrom urban Sindh and who servedas the elected Chairman of the localUnion Council. He was a truegentleman of real character whosewisdom and balance gave BaanhnBeli's work stability and security.

Abdullah Murad Baloch: a sincere,brave resident of Karachi and ahousing entrepreneur who wascompletely committed to BaanhnBeli. He also became a notablepolitical leader and Provinciallegislator with integrity and courage.He was brutally assassinated in 2004because of his fearless pursuit of the truth regardingthe murder of 2 young girls in his constituency.

Professor Dr. Laiq Azam: anunusual academic scholar with a rarepassion for field work and for publicservice who left for the eternal abodefar too early. He led the Social WorkDeptt. faculty in the University ofKarachi with distinction.

Abdul Karim: a vivid and distinctindividual with an eccentric,charming personality who, uponmigration from across the border,chose to sett le in remoteNagarparkar. He was deftly skilledin handiwork and remained anamiable, helpful participant incollective efforts.

Leero: one of the first women ofNagarparkar to become a memberof Baanhn Beli, she was anextremely bold, forthright personwho defied conventions and took anactive part in public events. Comingfrom the Kohli caste, she possesseda sunny, warm disposition andpresented an " ajrak " to President Leghari in effortlessstyle.

Fakir Mir Mohammad: the well-regarded elder of village KhakanyarRahimali near Islamkot, heextended generous hospitality tovisitors and stayed in frequentcontact with colleagues in BaanhnBeli to ensure advancement of ourmission.

Nur Mohammad Shah: an individual highlyrespected for his sagacity and his mature counsel,he enjoyed a well-deserved reputation for promotingharmony and goodwill amongst persons of diversefaiths.

For all those associated withBaanhn Beli since itsformation, and at pointsduring its growth, and arenot with us in life today, weoffer our prayers for theeternal peace of their souls. They served with great devotion as

members of staff:• Late Mohammad Faqir was office attendant in Baanhn Belifrom Aug 1996 - 2008. He had an inimitable personality andworked tirelessly.

• Late Arbab Ali Palli, Driver. He served 1993 - 2008. Hepassed away in a tragic accident while on a private trip. Hisage was only 32 years.

• Late Ahmed Khan Khoso, Security Gaurd, 1993 - 2008. Hepassed away on 21st June 2008 at the age of about 42 yearsafter a long illness.

A statement by the people onthe development of the Thar region, Sind,Pakistan:

1. We, the residents of Nagarparkar and of the Tharregion, and development specialists in differentdisciplines based in various cities of Pakistanalongwith citizens resident in other parts of Pakistan,constituting the first-ever such group of people tomeet together in Nagarparkar on this the third dayof August, 1987 do hereby affirm that on the basisof existing research and data and on the basis of ourown survey of parts of the region, the Thar ispotentially a productive region whose resources inpeople, agriculture, livestock and minerals, if properlydeveloped, with people’s participation, can establishan enduring basis for a self-supporting economywhich is not entirely dependent on rainfall and whichenables optimum employment and high productivitycontributing to the economic progress of Sind andof Pakistan.

2. At a time when both Sind province and Pakistanhave many priorities competing for limited resources,the Thar region nevertheless deserves special attentionbecause:

i) in comparison to other parts of Sind, the Tharregion suffers severe disparities.

ii) whereas 30 per cent of Sind’s population hasconvenient and quick access to drinking water, only6 per cent of the Thar population has similar access.

iii) whereas about 35 per cent of Sind’s populationfalls below the poverty line , over 80 percent of theThar population is below the poverty line.

iv)whereas a dispensary is available in the rest ofSind for every 7,000 persons, in Thar there is onedispensary for every 13,000 persons.

v) whereas literacy in Sind is 31 per cent, in theThar region it is only 13 per cent.

vi) whereas the length of metalled roads in the restof Sind is 0.05 km., for every 10 sq.km., in the Tharit is less than 0.02 km.

vii) the Thar already makes a significant contributionto the Sind economy by providing about one-thirdof its livestock and yet the Thar receives, in return,a proportionately low investment in basic services.

supreme national concern that transcends all politicaldivisions and personal differences – all who care cancooperate in relevant, practical action to provideimmediate relief, medium-term support and long-term development planning.

9. While immediate action is required to renderdesperately needed aid there is also needed, withequal urgency, a comprehensive review of medium-term and long-term development programmes inorder that they reflect accurately up-dated, on-the-ground reality and in order that they meet the genuineneeds of the people.

10. The situation demands the mobilization and active

participation of the people in the process ofdevelopment. The solution lies in an unprecedenteddegree of constructive cooperation betweeninstitutions and individuals, at the grass-roots levelin the Thar region and at all other levels in the district,division, province and country.

11. To do justice to the demands of the situation,there is required a new people’s development alliance,a framework within which one and all are able towork together:

a–the people themselves, rural-based and urban-basedb–all specialist government line departments

viii) given even modest infrastructuralsupport, the Thar region can increasethe variety and volume of itscontribution to the economic progressof the province and the country.

3. Presently, the Thar region issuffering one of the worst periods ofits history. Sustained drought overthe past 4 years has furtherhighl ighted the absence ofinfrastructural facilities and thedifficulties of access to all parts ofthe Thar.

4. A potent threat to the ecology ofthe area has also emerged.

5. There is widespread humanmalnutrition and under-nutrition.

6. The livestock of Thar isexperiencing starvation – the peopleare next in line.

7. The children of Thar, who have anequal right to the basic protectionfrom disease and infection alreadyavailable to children in other regionsof Pakistan, personify the deep agonyof the Thar.

12. On the basis of our observation,investigation and discussions, werecommend that specified measuresbe implemented to help the Tharregion and the Thar people to taketheir rightful place in nationalprogress.

Giving money for a cause is good — and easy.

Giving time and personal attention to a causespecially some distance away from your normalplace of residence and work is rare — anddifficult. And even more expensive than givingmoney.

Every individual from Karachi and other urbancentres of Sindh associated with the volunteerwork in the Tharparkar region and with theformation and operation of Baanhn Beli hasregularly and frequently given five to six daysof working time every few weeks without chargeto make journeys over rugged terrain, often indifficult and harsh conditions, sometimes evenrisking health and safety.

Many of the individuals who have given theirtime on a voluntary basis are highly successfuland eminent personalities in their respective fieldsfor whom each day spent in the cities would bringsubstantial personal financial benefit. Manyothers who have contributed their time areyounger executives and students at crucial stagesof their careers who have nevertheless participatedin the work with complete devotion.

The work in the Tharparkar region is a fineexample of the volunteer spirit in action in itsmost comprehensive sense: a sacrifice of time,comfort and income.

Members and well-wishers of Baanhn Beli whoreside in small settlements throughout theTharparkar region, who are often struggling withthe basic problems of survival have always offereda fulsome share of time, warmth and hospitalityin helping set a new standard of volunteerism.

There are some remarkable individuals, men andwomen, who live in small Thar villages — peopleof great charm, character and courage. It is theirpresence which enables Baanhn Beli to workwith confidence.

Between journeys into the Tharparkar region byurban-based members, considerable time isinvested in the urban centers on actions to followup and implement on-going projects and forfuture programmes, in conducting correspondenceand communication with other organizations andrelated tasks.

The challenge for Baanhn Beli is to motivate andenlist a larger number of individuals in both citiesand in villages to take work forward at a fasterpace.

1) Principle nos.8 and 9 of the 13 guiding principlesof Baanhn Beli state:

“8. Ensure open, transparent, accountable procedures”“9. Keep accurate financial records that are regularlyaudited by external,independent specialists.”

2) For about 18 years, one of Pakistan’s most reputedfirms of chartered accountants, KPMG Taseer Hadi& Co. have audited our annual accounts. These arepresented and approved each year at our annualgeneral body meeting. For a brief period, Shah &Company,Hyderabad have also served as auditors.

3) Our sources of funds/financial & other resourcescomprise the following:

(a) Volunteer time, skills, office facilities andother resources contributed by members. These havenot been accurately calculated or monetized. Oneestimate is that this collective voluntarycontribution of time is equal to well aboveRs. 10 million per year — over the past 25/27years. Or about Rs.300 million to date !

Note: all members of the Executive Committeeand other similar volunteers most often pay for theirown food, transport fuel and related costs incurredduring field work for Baanhn Beli.

(b) Donations in cash or kind by individualcitizens and enterprises / corporations / organizations. Some of these do not want their identities to beknown.

(c) Grants by donors for project work. Donors

comprise a wide range e.g. individual public officeholders and institutions (President of Pakistan, 1994,Rs.10 million; Trust for Voluntary Organizations,Pakistan, 1990s; The Asia Foundation, 1990s and2007, 2010-11; World Food Programme, 2000s; theHigh Commission of Canada, 2001, etc.)

(d) Loans by support organizations (e.g. PakistanPoverty Alleviation Fund) to enable us to providemicro-credit (Re-paid loans are then re-lent to otherapplicants).

(e) Service charges earned on handling smallloans.

(f) Contributions by village communities toprojects of shared benefits. Such contributions arenot paid to Baanhn Beli but expenses are incurreddirectly by communities themselves where BaanhnBeli contributes half or more of a given project’scost.

(f) Additional time and effort by staff membersover and above the call of duty.

4. Copies of audited accounts are provided each yearto the Department of Social Welfare, Government ofSindh, which is the legal registration and supervisorybody for voluntary organizations in Sindh.

5.All bank accounts are operated jointly by a minimumof two elected volunteer office-bearers.

There have been even more than 25 decisive moments and times. But placed below are a number of themto coincide with the number of the anniversary !

1. The first journey of discovery: February 1985.Dawn published a front-page report with a photograph which focused unprecedented national and internationalattention on the severely disadvantaged conditions of Tharparkar.For details, please see report below.

TETANUS AND TEARS: A youngwoman, from a desert village nearNagarparkar on the Pak-Indian border,six months pregnant, received deepwounds in the chest and abdomen fromthe horns of a bullock as she attemptedto tie the animal to a post. In an areawhere there is no ambulance — andno convenient phone connection — ittook her family over eight hour tobring her the eight miles from thevil lage to the set t lement ofNagarparkar which has a dispensaryand a doctor — but, alas, no anti-tetanus vaccines because therefrigerator needed to store vaccinesstopped working at some point in1971. (The rusting fridge in thedispensary is one of the few thingsreportedly not taken by the IndianArmy which occupied the place forover a year after the 1971 war). Thewoman reached the dispensary at thevery time a few days ago when a multi-sectoral group of individuals indifferent disciplines from Karachitouring the Tharparkar desert regionas part of a Mobile Learning Seminar

organized by the Karachi Chapter ofthe Society for InternationalDevelopment was visiting thedispensary in Nagarparkar tofamiliarise itself with workingconditions. A member of the group,Dr Ghaffar Billoo, a well-knownmedical practitioner, examined theyoung woman's wounds and tried togive comfort with the news that theunborn baby appeared to be unharmed.Her husband would have to wait fora few hours till the next "chakda" (aWorld War II-vintage truck) starts thedesert-crossing to Naukot where anti-tetanus vaccine may possibly beavailable. Meanwhile, in Nagarparkar,where, close to a dispensary whichdoes not have a refrigerator for thepast 15 years, finishing touches arebeing applied to a new Rural HealthCentre constructed at a reported costof over three million rupees. Senator, was assignedby him for the construction of the first-ever girls'primary, middle and high school in Nagarparkar,the first buildings for girls' high schools in Islamkotand Mithi and for community centres. Theamount was spent directly by the Governmentdepartments concerned after the projects wereproposed by the Senator, and approved by theGovernment.

3. Journeys of further exploration and discoveryto different parts of Tharparkar by groups fromKarachicontinued during the later parts of 1985, and in1986 and 1987.

Organization of health care camps and missions,taking paediatricians, female doctors and paramedicsunder the guidance of the eminent Dr. Ghaffar Billoo.

2. The election of Javed Jabbar tothe Senate of Pakistan in March1985.The plight of the region was raisedin Parliament and stimulated someofficial responses.

An amount of Rs.15 million @ Rs.5 million per year, for 3 years,available to each Senatorfor allocation to development projectsin the Province represented by the

5. The conduct of emergency relief campaigns inremote villages during the extreme drought in the

TV for the first time and use videotapings to demonstrate methods for

improved personal hygiene even withlimited water supply.

4. The formal adoption of thefounding document of Baanhn Beliknown as the NagarparkarDeclaration on 3rd August 1987 onthe conclusion of a well-attendeddevelopment workshop. The text ofthe Declaration is reproduced

with this amount and with his other savings andgenerate income from the hiring of the camel's servicesfor transportation needs of local villagers. The loanwas to be re-paid at the rate of Rs. one per day andwas actually re-paid in full and in advance. Liaquatwas given a loan of Rs. 2,000 for purchase of adonkey which could also be used as animal labourto generate income. Liaquat repaid the loan on timeand the donkey worked hard and tirelessly! Thissuccess led to the introduction of a regular smallloans programme in later years, which has continuedfor the next 18 years.

7. The first-ever mobile Science exhibition andplanetariumwhich drew large crowds in Islamkot, brought intoTharparkar by Baanhn Beli in 1990 with the co-operation of the Ministry of Science and Technology(of which the founding president of Baanhn Beli atthat time was the Minister of State).

8. The convening of the first-ever internationalworkshop on development of arid regions in villageWajuto in May 1990.

with diverse, large-scale participation from Islamabad,Australia, multi-lateral aid agencies, urban centres,Federal and Provincial Governments, citizens andspecialists from urban areas and villagers alongwithan exhibition of new technologies of arid regiondevelopment.The workshop was described by thechief guest, Mr Aftab Mirani, Chief Minister of Sindh,as " a miracle in the desert ".

9. Appointment of the first full-time staff memberof Baanhn Beli in 1991 in the person of Mr YounusBandhani,previously a volunteer-worker for the past 5 years.He has remained associated with the organizationthroughout since then, and presently serves as Directorand administrative head of the organization withexceptional dedication.

A survey visit by Mr Anis Dani, chief executive,Trust for Voluntary Organizations,Islamabad in 1992 who concluded that Baanhn Beli'swork needed immediate support by TVO to expandthe scale and outreach of initiatives.

10. With the support of TVO, the launch of the

first half of 1988, collection of food,clothes, shoes and toys from schoolchildren and citizens of Karachi for

distribution to poor children andadults.

6. The first small loan given byBaanhn Beli to Roopa Kohli ofNagarparkar in 1990 of Rs.5,000/-to enable him to purchase a camel

multi-sectoral Village CommunityD e v e l o p m e n t P r o j e c t i nNagarparkar in 1993-94 with full-time staff and offices and with M.K.Marri as Project Directorwho was an off icer of theGovernment of Pakistan and Sindhreleased on deputation. He became avolunteer worker onwards of the year2000 and is the present electedPresident for 2011-12. M.K. Marrihas made a vital contribution both asProject Director and as volunteer-President for 2 terms. For the firstt i m e i n 1 9 9 3 - 9 4 , w o m e nprofessionals from urban centresbegan to reside and work inNagarparkar and they worked inhealth care, community mobilization,etc.

11. Visit by Hakim Mohammad Said, the eminentGovernor of Sindhto the Baanhn Beli office in Nagarparkar in 1993alongwith Provincial Minister Hakim MohammadAhson.

12. First-ever visit by a Head of State of Pakistanto Nagarprakar and the region when PresidentFarooq Leghariaccepted the invitation from Baanhn Beli and spentseveral hours on 26th February 1994 in inter-actionswith villagers and projects. He addressed a largegathering and announced a special grant of Rs.10

million for Baanhn Beli. Accompanying him werethe Governor of Sind, Mr Mahmood Haroon, ChiefMinister of Sind, Mr Abdullah Shah, Federal Ministerfor Petroleum, Mr Anwar Saifullah, legislators ArbabGhulam Rahim and others. Breaking with conventionsof using males to recite holy verses and present theceremonial " ajrak " to the President, verses from theHoly Quran were recited at the start of the publicmeeting by a poor Muslim village woman named

Zarina and the " ajrak ' was presented to the Presidentby Ms Leero, a woman member of Baanhn Belifrom the deprived, " untouchable " Hindu Kohli

In 1995,on the 50thanniversary of the formation ofthe United Nations in 1945, "“Friends of the UnitedNations” in New York, USAselected Baanhn Beli as theonly organization fromPakistan to receive a SpecialAward for “creating commonunity” between diverse peoplesand for its public service. Otherawards have also been receivedover the past 2 decades.

13. Due to the extraordinarysuccess of VCDP, TVO decided toextend support for an additional 2years in 1995- 96and to support its expansion to otherparts of Tharparkar, including Mithi.

The then-Governor of S indh, Lt. General (r)Moin Haider visited the computer centre in 1997and distributed certificates to graduates.

16. In 1996-98 and onwards, the Social ActionProgramme supported introduction of Baanhn

Beli's work in Northern Tharparkar with anoutreach approach based in Umarkot whichsuccessfully covered several dozens of villages.

17. In June 1996, former Speaker of the National

Assembly and former Chief Minister of PunjabMr Malik Meraj Khalid ( who went on to becomeCaretaker Prime Minister of Pakistan in November1996 ) , made a special visit to the Karachi office ofBaanhn Beli and imparted his great wisdom andexperience of leading development and welfare work

over several decades.

18. In January 1997, Baanhn Beli cooperated withthe Federal Ministry of Petroleum and NaturalResources ( in which, at that time, the foundingpresident of Baanhn Beli was the Minister )and theDepartment of Mineral Resources of the Governmentof Sindh to organize a workshop in Islamkot to takestock of actions to date on the development of thevast coal deposits found in Tharparkar nearIslamkot in 1993- 94 . The aims were to identifymeasures needed to be taken to accelerate furtherresearch and investigation to enable properexploitation of this treasure to generate energy supplywhile,

15. In 1995, using part of theamount donated by PresidentLeghari, Baanhn Beli opened thefirst-ever computer educationcentre of Tharparkar

and operated on a public service basis.Students would ride camels to the

centre in Islamkot and sit down atcomputer key-boards. The centre wasre-located to Mithi 3 years later andcontinues to operate in 2011. It hashelped make well over 1800 personscomputer-literate and facilitated theirgainful employment.

world's largest and oldest environment organizationwhich is also the only such organization with officialObserver status at the United Nations. Through thePakistan office of IUCN which has rendered crucialservices to the Government and the people of Pakistanin providing expert advice for the formulation ofecological strategies, laws, policies and rules and hasalso conducted independent evaluations of projectsand programmes, including the work of BaanhnBeli.20. In the second half of the 1990s, previous as wellas new partnerships with organizations such asThe Asia Foundation and Friedrich Ebert Stiftung

and with support from Pakistani corporations suchas EBM, and Rotary Clubs and others, promotion ofgirls' and women's healthand education in particular were expanded andextended.One of the founder-members of Baanhn Beli, Dr.Hussain Buksh Kolachi, who presently servesas Head of the Community Medicine Department atthe Liaquat Medical University, Jamshoro, was elected

President of Baanhn Beli for the 1999-2000 term.He was associated with the original decision by thefounding president taken in 1984 to plan the firstjourney of discovery in February 1985 and hasremained an active leader and respected memberwith his village Tando Kolachi becoming a modelvillage in the past 25 years.

21. In May 2000, during a period of sustained andsevere drought affecting Sindh and Balochistan ),General Pervez Musharraf, Chief Executive ofPakistan ( in whose cabinet the founding presidentof Baanhn Beli served 1999-October 2000 as Adviseron National Affairs and Federal Minister forInformation and Media Development ) visitedTharparkar alongwith members of the cabinet,including the founding president of Baanhn Beli.At a meeting with citizens in Chhachro, he announceda special grant of Rs.100 million for the drought-affected areas. In the subsequent 3 to 4 years, therewas a rapid and visible improvement in piped watersupply to Mithi and other points, speedy constructionof quality metalled roads, electrification ofNagarparkar and dramatic change for the better intelecommunications and connectivity. Earlier, inresponse to appeals from Baanhn Beli, GeneralMusharraf announced that tillers of the farm-landleft behind in 1971 by persons of Tharparkar whohad migrated to India during and after the 1971 warwould be given proprietary rights, a decision latersnarled by lack of implementation.

22. During the 2002-2007 phase, a woman memberof Baanhn Beli, Ms Gul-i-Farkhanda, resident ofKarachi, was elected on seats reserved for women

at the same t ime, ensuringenvironmental safeguards andprotection of the region's ecology.

19. Through its construction onwardsof 1992 of small reservoirs to storeprecious rain water instead of

allowing the water to " run off " intothe salty Rann of Kutch nearNagarpa rka r, Baanhn Be l iestablished a model for low-cost,community-managed water storageand supply systems which wereemulated by others and brought manybenefits to thousands.In this same year, Baanhn Belibecame a member of IUCN, the

education, infrastructure services, water resourcesand capacity building as also thousands of womenin particular have been issued Computerized NationalIdentity Cards for the first time and have beenregistered as voters. By conducting programmes formonitoring of public institutions and facilitatingdialogue between elected representatives, officialsand citizens, Baanhn Beli has also supportedimprovement in governance and transparency andaccountability.

24. Whether it is earlier visits or the visit in May2001 by the High Commissioner of Canadain Pakistan, Mr Ferry de Kerchkove and his wife,or whether it is the visit in June 2011 of a group ofKarachi-based journalists with the co-operationof IUCN, Baanhn Beli has introduced the realitiesand the needs of Tharparkar to a wide variety ofpersons and groups since 1985. Many of these visitorshave returned from the region to provide moral,intellectual, media or financial support to the

development of the region as also active advocacyfor the people of that area on the provincial, nationaland international levels.

25. Regardless of the operating conditions betweenurban and rural Sindh which, in the past 25 yearshave often been unstable, with frequent stoppages,break-downs, lack of law and order, Baanhn Belihas held its annual general body meetings withoutfail for every single year since 1987. Attended bymembers and representatives of communityorganizations who travel long distances, thesemeetings, whose venues are deliberately rotated toenable equity for all relevant locations and members,are open, participative inter-actions in which thereis candid, informative discussion and exchange offacts and opinions on a range of issues. Financialrecords and audit reports are presented, discussedand approved by members in the interest oftransparency and accountability. Similarly, electionshave been held regularly every 2 years in keepingwith the basic democratic principles of Baanhn Beli.Using an open consensual approach rather than aconflictual, competitive approach, members areelected to the Executive Committee for a 2-year termwhile representing the different talukas and parts ofurban and rural Sindh. The Committee,in turn, elects its office-bearers who serve entirelyon a voluntary basis.

to the National Aseembly of Pakistan.In the years 2005-2006, she allocatedover Rs.20 million for theelectrification of about 15 remotevillages in the Chhachro and Mithitalukas, bringing electric light intohundreds of homes for the first time.As all these villages are far from theexisting and planned grids, it willtake several years before normal

electrification reaches their areas.In 2007, Ms Gul-i-Farkhanda wasalso elected President of Baanhn Belifor 2007-8.

23. Onwards of 2003, Baanhn Belientered into partnership agreementswith the Pakistan PovertyAlleviation Fund ( PPAF ) and theFree & Fair Election Network (FAFEN ).Through these separate agreements,tens of thousands of the poor havereceived vital support in the firstdecade of the 21st century in health,
