In Our CommunitySpecial Tax 2019The Special Tax is collected annually from all house-holds in Citadel, West Citadel and Morningside. This Tax is used for enhancing our community outside of what the City of Calgary can do.

These funds are used for: • spring clean up• garbage removal• park clean up• weeding• edging of tree wells• weekly lawn mowing (medians)• weekly watering/fertilizing of median flower

beds, pots and trees• shrub removal/pruning/mulch• planting of flowers in the spring and summer in

pots, medians and all front entry features • winter pot displays• fall clean up• soil amendment• holiday light displays

Easter Breakfast 2019 What a great way to greet the spring; a pancake breakfast and an Easter Egg Hunt. Children were also busy with crafts and color-ing, not to mention the challenging Adult Easter Quiz this year.

Congratulations to Piper, our coloring contest winner (by random draw of all entries). Kevin, the winner of the Adult Quiz, was awarded a movie pass certificate (drawn from a three way tie of a 13/16 score).

There were 737 jelly beans in the jar. Pat’s guess of 715 was the clos-est.

We had a record-breaking attendance at this year’s event. Thanks for joining us to celebrate Easter!

Safer School ZonesA City Council notice of motion tried to balance the right to protest with ensuring children feel safe near schools. With school boards and school districts, the City will review such sites, with a view to preventing harmful ex-pression, by enacting a City bylaw about where protest may not take place. A report to the Council Committee on Community and Protective Services, with recommen-dations on how to protect children, is due by the end of this year.

Employee and City Council Rewards ReviewThe Council Compensation Review Committee will consider the transition allowance which is a retirement allowance for former Councillors. There may be legal concerns with changes or eliminating the practice. A Human Resources consultant may be hired to review the compensation package of City employees and report directly to City Council.A notice of motion to review pension options was re-ferred by City Council to the City Audit Committee, due to the law and labour agreements. The needs of stake-holders must be met, whether employer, employees, or taxpayers.

Who Benefits from Community Association Funds?• Residents who have concerns within the community.

Volunteers with the community association handle these concerns and liaise with The City of Calgary, the province of Alberta, or the government of Canada.

• Residents who have children who use the hockey and free-skate rinks, tennis and basketball courts, play ar-eas, parks, and Park ‘n Play programs. These items are very expensive to maintain and replace.

• Residents who have children in organized sports that are affiliated with the Citadel Community Association. The community association pays for the insurance for these sports. Therefore, it is mandatory that parents must purchase a Membership if their children wish to register for organized sports.

• Residents who enjoy the safety of traffic lights at major intersections along Country Hills Blvd. It was the Cita-del Community Association that was instrumental in getting the city to install these traffic lights.

Let the Dogs Run Free: City Map Shows All Off-leash AreasCalgary is fortunate enough to have 150 public off-

leash areas in our multi-use parks for Calgarians and their dogs to enjoy. Calgary may have the largest number of off-leash areas and combined amount of off-leash space (more than 1,250 hectares) in North America. These off-leash designations make up for approximately 17% of the total Calgary Parks inventory and equates to almost 1,600 Canadian Football League fields.

The City has made it easy to find the location of these off-leash areas by creating a map on The City’s map gal-lery that shows all the areas. Go to https://maps.calgary.ca/ and search for “off-leash”.

Additional information about Off-leash area rules, tak-ing your dog on the pathways and the Off-Leash Ambas-sador program can be found on our website’s Off-Leash pages.

2021 General Election PlanThe City is working on a 4-year election plan, after a City Auditor’s Report, a review of the 2017 Election, and Vote 2018. There was also research from Elections Alberta, Toronto, and Edmonton. Next steps will be the Ward Boundary Policy, the Civic Census Service Review, Election Bylaw updates, and a final report of the Ward Boundary Commission.The Returning Officer will come to City Council by the summer of 2020, with a new Election Bylaw, in time for the 2021 General Election.

Be Yard SmartA Beautiful Yard and Con-serving Water Go Hand-in-hand

During the summer, your water use can jump by 50 per cent because of outdoor watering activities. This increased demand places a strain on our rivers and treatment plants. Save water, money and time by adopting a few simple water saving tips.

• Watch your weather forecast to determine if you should water or not. Adjust your watering schedule accordingly and skip watering when it has rained or is forecast to rain.

• The best time to water is early in the morning. Avoid watering in the heat of the day (10 a.m. to 3 p.m.).

• An easy way to water in the morning is to add a timer to your sprinkler or set your irrigation system.

• Capture free rain water in a rain barrel and use it on your trees, shrubs and flower beds.

• Use the right watering tool for the job. Keep water low and slow to ensure water reaches the plant roots and does not just evaporate. • Reduce mowing and watering by keeping your lawn

at least 2 or 3 inches high. Taller grass shades the soil meaning it requires less water and stays healthier.
