MINUTES
April 6, 2016
1. Call to Order: The regular meeting of the Marquette County Planning Commission was called to order by Commissioner
Kaiser at 7:00 p.m.
2. Roll Call: Commissioners present were Mike Touchinski, Ken Kaiser, Karen Alholm, Benjamin Banfield and Michael
LaPointe. Absent: Commissioners Charles Bergdahl and Bob Struck. Staff present: Lauren Luce and Jen Sides. There
was no public present.
3. Approval of the Minutes: A motion was made by Commissioner LaPointe, seconded by Commissioner Alholm to
approve the March 3, 2016 meeting minutes. The motion carried unanimously.
4. Public Comment: None.
5. Approval of Agenda: A motion was made by Commissioner Alholm, seconded by Commissioner Banfield, to approve
the agenda. The motion carried unanimously.
6. Public Hearing: None.
7. Communications: A motion was made by Commissioner Alholm, seconded by Commissioner Touchinski to accept and
file the communications. The motion carried unanimously.
8. Monthly Reports: It was the consensus of the Commissioners to file the monthly reports for March, 2016.
9. Old Business: None.
10. New Business:
a. Local Zoning Analysis Chapter Update: County planning staff completed the five-year update of the Local Zoning Analysis
Chapter of the County Comprehensive Plan. Revisions consisted of bringing data and information up to date, updating current
trends, and condensing the overall plan. Ms. Luce passed out a sampling of tables from within the plan which were intended
as guides for zoning to be used by local units as a resource. A motion was made by Commissioner Alholm, supported by
Commissioner LaPointe to send the update to the County Board of Commissioners for review, comment, and approval of
release for distribution.
b. 2017 Ad Hoc Work Program Committee: The newly formed Ad Hoc Work Program Committee, comprised of
Commissioners Alholm and LaPointe, met with staff on March 28, 2016 to discuss program goals for the 2017 calendar year.
The workgroup agreed that development of a full Master Plan is needed for effective county planning. The plan would be completed
in-house over a multi-year period. The planning commission discussed other county master plans. The Committee also expressed
their interest in enhanced community involvement on the part of the Planning Commission to get feedback and input from a variety
of community members. Commissioner LaPointe motioned, supported by Commissioner Banfield to approve the proposed 2017
Planning Commission Work Program. The motion carried unanimously.
11. Announcements:
a. Commissioner Touchinski led a conversation regarding the Reclamation Plan at the Empire Mine.
b. Ms. Luce reported on the use of a decimal system in the Capital Improvement Projects Ranking as requested by
Commissioner Banfield at the March meeting. She relayed that the longstanding decimal formula is used in scoring as the
categories often come so close that there is need for further delineation in order to properly rank the projects.
c. Ms. Luce reported on the positive feedback received from those who stopped by the Perkins Park booth set up by the
Planning Department at the Rec Show in March.
12. Public Comment: None.

o Made the suggestion for Lakeshore Boulevard intersection in Ishpeming to add a
flashing warning light prior to the intersection that will indicate the light will be
turning red.
o Marquette County Sheriff
o Signal light at West Washington Street and US-41 in Marquette. Can we change this
light to a flashing red during overnight hours?
o Is it possible to remove any more of the rock bluff by Brickyard Road to increase the
visibility for the signal light? MCRC responded that it isn’t possible to go any farther
back without blasting the rock.
o Is there any ordinance that limit the brightness of electronic signs? The light by
Snyders in West Ishpeming is extremely bright at night. Individual municipalities

have their own ordinances governing electronic signs, it would be up to the Township
or City to govern what is appropriate.
o The new “Slower Traffic Keep Right” signs have helped with enforcement and
making the public aware of the law.
o Chocolay Township
o The recent extended power outage in Chocolay Township presented an issue with the
US-41/M-28 signal. In addition to motorists not knowing the proper procedure for a
dark signal, the intersection was very difficult to navigate without any ambient
lighting. Is it possible to operate in a reduced capacity with a battery source with the
signal in flash mode? Can we do anything to the intersection to make it safer in a
power outage?
o City of Marquette
o City planning commission will meet on Thursday to make recommendation for new
hospital access plan.
o Marquette Board of Light and Power will be moving generators in October of this
year. The oversize loads (23’ high loaded on trailers) are currently slated to move
down US-41 to Wright Street.
o Negaunee Township
o The bump at the LS & I south track is back. Can we get some signs placed to warn
motorists of the bumps?
o Bill asked if there were any new plans on realigning M-35 and CR 492? Joel
reported that there are no plans to proceed with a realignment at that location.
o Marquette Township
o The Township has resurrected the DDA. They are currently looking for matching
monies that can be used with the 2019 boulevard project to install lighting, pedestrian
access and possibly an underpass on US-41.
o Meijer’s Store is currently exploring property behind Lowes. This development may
necessitate the signal light staying at Brickyard road. The Township will share
information as it becomes available about this development.
o The Township roads projects will resume this spring. There are 7 miles of roads left
to be resurfaces in the Township.

o Questioned if anyone has thought about a roundabout at the crossroads intersection?
It seems it would increase efficiency at that location. Joel reported that location has
not been considered for a roundabout.

The Dickinson County Solid Waste Management Planning Committee is in the process of
amending the current solid waste plan. A 90-day Public Review Period is estab lished from April
25, 2016 unt il July 25, 2016. A Public Hearing on the Amendments will be held after the Public Review Period has ended at a t ime and place to be determined.
The Amendments being proposed are:
• Allow for the exportation of 100% of Dickinson County waste wit h no conditions to landfills in Delta, Menominee, Ontonagon and Schoolcraft Counties. (Currently t he Plan allows for the exportation of 100% of waste to Alger County, wh ich will still be allowed.)
• Allow for the siting of a Type II landfill by Niagara Development, LLC on their lands located in Section 13, Town 39 North, Range 30 West , Bre itung Township, for disposal of
Dickinson County household waste.
• Allow for the importation of Type Ill wastes from the 14 Upper Peninsula counties for
disposal at the existing Niagara Development Type Il l landfill in Breitung Townsh ip, subject to a maximum of 15 truckloads per day to the landfill.
• Change references of Champion International Landfill to Verso Quinnesec LLC and Champion International to Verso Paper Corporation-Quinnesec Mill in appropriate
places in the text. (No change in landfill size, location or conditions are proposed.)

EXECUTIV E SUMMA RY
CONCLUSIONS
Solid waste disposal for Dickinson County includes the utilization of landfills in either Alger,
Delta, Dickinson, Menominee, Ontonagon, and/or Schoolcraft Counties.
The drop-off recycling center and yard waste composting site will be operated by Great Ameri can
Environmental Services, Inc. under contract with the Dickinson County Solid Waste
Management Authori ty. The Dickinson County Sol id Waste Management Authority will continue to operate the household hazardous waste collection program.
Existing waste collection and transportation systems will be used throughout the planning period.
Encourage the disposal of low hazard industrial waste and Construction and Demolition waste in
the Niagara Development Type III Landfill. Disposal of such waste must be consistent with the Michigan Department of Environmental Quality (MDEQ) operating license issued to Niagara Development Type III Landfill.

Inventory and description of all solid waste disposal areas within the county or to be utilized by the county to meet its disposal needs for the plarming period.
Solid waste disposal areas within the county to be used to meet disposal needs for the planning period are the Dickinson County Solid Waste Transfer Station (GAD), the Verso Paper Corporation- Quinnesec Mill landfill , Niagara Development LLC Type III Landfill and Niagara Development LLC Type II Landfill if licensed and pennitted.
Solid waste disposal areas for Dickinson County are:
• The Dickinson County Solid Waste Management Authority under contract with Great American Environmental Services, Inc. may operate a waste transfer station in Breitung Township (Dickinson County Solid Waste Transfer Station (GAD)) located in Section 33, Township 40 No1ih, Range 30 West.
• Verso Quinnesec LLC operates a landfill in Section 12, Township 39 No1ih, Range 30 West solely for the disposal of waste generated by the Verso Paper CorporationQuinnesec Mill. There are 58 acres pem1itted as a landfill with an estimated life of 15 years. The landfill will be used only for disposal of waste generated by Verso Paper Corporation- Quinnesec Mill.
• Niagara Development LLC operates a landfill in Section 13, Township 39 North, Range 30 West. Low hazard industrial waste generated within the Upper Peninsula is permitted to be disposed at the Niagara Development Type III Landfill. There are 39 acres permitted as a landfill with an estimated life of 66.8 years, based on current disposal rates.
• Niagara Development LLC Type II Landfill, if permitted, and licensed, is permitted to accept waste from Dickinson County.
Out of county facilities which may be used include the Wood Island Waste Management Inc. in Alger County, Michigan Environs, Inc. in Menominee County, Delta County Landfill in Delta County, K & W Landfill in Ontonagon County, and Hiawatha Shores Landfill Inc. in Schoolcraft County.

SOLID WASTE COLLECTION SERVICES AND TRANPORTATION INFRASTRUCTURE
The following describes the solid waste collection services and transpo11ation infrastructure that will be utilized within the County to collect and transport solid waste.
The Cities of lron Mountain, Kingsford and Norway will continue to provide curbside collection of residential and ce1tain commercial wastes generated within their boundaries, with municipal employees and equipment. Breitung Township will continue to provide curbside collection of residential waste tlu·ough a contract with Great American Environmental Services, Inc., a different private company or resume municipal service. Sagola Township will continue to provide curbside collection of solid waste and recyclables through a contract with Warmboe and Bates, or another private party.
Residents of Waucedah and Norway Townships will continue individual contracts with private waste collection companies to deliver waste to the transfer station or deliver it themselves.
Felch, Breen and West Branch Townships will continue to operate green box collection sites for their residents. The Great American Environmental Services, Inc. provides transportation for waste collect in Felch and West Branch Townships. Superior Special Services, Inc. collects the waste from Breen Township.
Waste collection at residential, commercial and industrial locations may be collected by either municipal or private haulers.
Waste brought to the Dickinson County Solid Waste Transfer Station (GAD) is currently transported to and disposed of at the Wood Island Waste Management, Inc. in Alger County. Great American Envirorunental Services, Inc. currently operates the Dickinson County Solid Waste Transfer Station (GAD) under contract the Dickinson County Solid Waste Management Authority.
The Dickinson Cow1ty Solid Waste Management Authority may select other entities that would best serve their interest and/or other disposal facilities. The expo1tation of waste from Dickinson County may be processed at the transfer station in Dickinson County prior to transport to Alger, Delta, Menominee, Ontonagon, and/or Schoolcraft Counties.

SELECTED SYSTEM
THE SELECTED SOLID WASTE MANAGEMENT SYSTEM
The Selected Solid Waste Management System (Selected System) is a comprehensive approach to managing the County's solid waste and recoverable materials. The Selected System addresses the generation, transfer and disposal of the County's solid waste. It aims to reduce the amount of solid waste sent for final disposal by volume reduction techniques and by various resource conservation and resource recovery programs. It also addresses collection processes and transportation needs that provide the most cost effective, efficient service. Proposed disposal area locations and capacity to accept solid waste are identified as well as program management, funding, and enforcement roles for local agencies. Detailed information of recycling programs, evaluation, and coordination of the Selected System is included in Appendix B. Following is an overall description of the Selected System:
The selected solid waste management system for Dickinson County is for municipalities to be responsible for residential solid waste collection systems. All waste types would need to be characterized and disposed of properly.
Great American Environmental Services, Inc. will operate under contract with the Dickinson County Solid Waste Management Authority a waste transfer station in Breitung Township, the Dickinson County Solid Waste Transfer Station (GAD). All solid waste* types delivered to the DCSW Transfer Station (GAD) may be transported to the Wood Island Waste Management, Inc. in Alger County, Delta County Landfill in Delta County, Michigan Environs Inc. in Menominee County, K & W Landfill in Ontonagon County and/or the Hiawatha Shores Landfill, Inc. in Schoolcraft County.
* "Solid waste" as defined within the NREPA Solid Waste Act, 324.11506 Definitions; S to Y.
The Niagara Development Type lII Landfill is permitted and licensed to operate and accept only low hazard industrial waste, construction and demolition waste. The facility may, if permitted and licensed in the future as a Type II landfill, accept Type II waste from Dickinson County.
Verso Quinnesec LLC landfill is only authorized to dispose of waste generated by Verso Paper Company- Quinnesec Mill.
Household waste and commercial waste generated within Dickinson County may be delivered to the Dickinson County Solid Waste Transfer Station (GAD) in Quinnesec. Construction and demolition waste may be delivered to the DCSW Transfer Station (GAD).
Waste generated by Verso Paper Corporation- Quinnesec Mill operations within Dickinson County will be disposed of at its own landfill fac ili ty. All costs are the responsibi lity of Verso Paper Corporation.
Low hazard industrial, and construction and demolition waste generated within the Upper Peninsula may be disposed of at the Niagara Development Type III Landfill, subject to the condition of a maximum of 15 truckloads per day to the landfill.
The Dickinson County Solid Waste Management Authority will operate a recycling drop-off center, a yard waste composting program and household hazardous waste program at the solid waste processing facility.
The Dickinson County Solid Waste Management Authority will contract with the Great American Environmental Services, Inc. or other selected entities that would best serve their interest to provide labor for all operations at the Dickinson County Solid Waste Processing Center.

Expansion, or construction, of the fo llowing solid waste facilities are considered to be consistent with the Dickinson County Solid Waste Management Plan:
• Expansion of the Verso Paper Corporation- Quinnesec Mill landfill faci lity located in Section 12, Township 39 North, Range 30 West is permitted.
• Expansions of the Niagara Development Type III Landfill located in Section 13, Township 39 North, Range 30 West are deemed automatically consistent with the Plan; so long as they do not exceed the acres s ited for use that are identified in the facility description. In addition, Niagara Development Type III Landfill is deemed automatically consistent to receive a construction permit for a Construction and Demolition Waste Landfill.
• Construction or expansion of the Dickinson County Solid Waste Transfer Station (GAD) located in Section 33, Township 40 No1th, Range 30 West is permitted.

AUTHORITY
Pursuant to Section 125.3307 of the Michigan Zoning Enabling Act, the Forsyth Township Planning Commission
has forwarded a zoning map amendment to the Marquette County Planning Commission for review and comment.
PROCEDURE
The Forsyth Township Planning Commission held a public hearing on April 14, 2016. The public hearing
notification procedures complied with the Act.
ZONING MAP AMENDMENT
The proposed map amendment request is to
rezone approximately 0.23 acres from Commercial
2 (C-2) to Residential 1 (R-I), see figure 1.
Requested area is located within Section 22 of
T45N-R25W.
ASSOCIATED ZONING DISTRICTS
The area is bounded on all sides by the
Commercial 2 district. The Residential 1district is
located across a 13-15 foot gap to west.
COMMERCIAL 2 (Current) INTENT
To establish and preserve general commercial areas
consisting of shopping centers and commercial strips
where customers reach individual business establishment
primarily by automobile.
PERMITTED USES
1. Office of businesses, professional or financial
organizations of individuals and or labor unions, civic,
social, fraternal and other non-profit organizations.
2. Food and beverage stores, drug stores, restaurants,
taverns.
3. Any generally recognized retail business which supplies

RESIDENTIAL 1 (Proposed) INTENT
To establish and preserve quiet family residential neighborhoods, for single-family dwellings, desired by large numbers of
people, free from other uses except those which are both compatible with and convenient to the residents of such districts
and where urban services and facilities can be feasibly provided, including necessary public water and sewer systems.

1. Two family dwellings on lots with a minimum of fifteen
thousand (15,000) square feet.

9. Light kennel activities subject to the requirements and

FUTURE LAND USE
The Forsyth Township Master Plan (2012),
designates this area as Mixed Density
Residential, see figure 2.
STAFF COMMENTS
The proposed request is to rezone
approximately 0.23 acres of a parcel from
Commercial 2 to Residential I with the
intent of constructing a storage building on
the parcel. The building would house a
recreational vehicle and other recreational
equipment.
The created parcel has a gap of
approximately 13-15 feet to the west
between it and the R1 district (see Figure 1).
It appears this is a deed issue and the
property owner is working to correct it.
The parcel will be accessed through an alley way. If the proposed parcel is to be rezoned, staff highly
recommends the gap be included in the rezoning. This would make it directly adjacent to the R1 district.
However, accessory structures without primary structures are not listed as a permitted nor conditional use in
the purposed district and this is not addressed within the general regulations in the Forsyth Township Zoning
Ordinance. Staff has contacted zoning staff at Forsyth Township and been informed that they have been

previously allowing accessory structures without primary structures. Forsyth staff acknowledged their
ordinance doesn’t address this and stated it will be corrected when they revise their ordinance. Without a
primary structure on the site, staff considers this as more of a commercial storage use than residential. Since it
is not addressed as a use in either district (C2 or R1), staff would recommend that as opposed to rezoning the
parcel, Forsyth Township revise their ordinance through a text amendment and provide this as a use in the
district they believe appropriate. The Forsyth Township Master Plan identifies the area proposed to be
rezoned as ‘Mixed Density Residential’ in their future land use.
STAFF RECOMMENDATION
Staff recommends that the Marquette County Planning Commission not support the proposed rezoning and
forward staff comments and any Commission comments to the Forsyth Township Board.

Re: Chocolay Township Map Amendment
AUTHORITY
Pursuant to Section 125.3307 of the Michigan Zoning Enabling Act, the Chocolay Township Planning
Commission has forwarded a zoning text amendment to the Marquette County Planning Commission
for review and comment.
PROCEDURE
The Chocolay Township Planning Commission held a public hearing on March 21, 2016. The public
hearing notification procedures complied with the Act.
AMENDMENT
The proposed text amendment is to permit campgrounds as a conditional use in the
Agriculture/Forestry (AF) district on parcels with 20 acres or greater.
STAFF COMMENTS
Staff believes campgrounds are an appropriate conditional use in the Agriculture/Forestry (AF) district.
STAFF RECOMMENDATION
Staff recommends that the Marquette County Planning Commission support the proposed amendment
and forward staff comments and any Commission comments to the Chocolay Township Board.
