and skills to perform dynamic role of public safety.
a. Mandatory Training Program
The Mandatory Courses for both PCOs and PNCOs are courses offered to prepare police officers of their major
responsibility involving the integration of various functions of the PNP in the context of the overall development program as to
career development. It is also one of the qualification standards for promotion which should be undergone by an officer
before he can be qualified and allowed to take the latter.
In CY 2017, for Police Commissioned Officers (PCO), a total of nineteen (19) career courses were completed with 1,019
graduates, as it shown below:
Public Safety Officer’s Candidate Course - a four (4) months course requirement
for SPO4 for appointment to the next higher rank and it is mandatory initial training
for officer-ship for personnel emanating from the non-officers.
Public Safety Officer’s Basic Course - a course which is a five (5) months duration
academic and non- academic program for Police Inspectors with two (2) years time-in-
grade and permanent appointment status in service. As of now, aside from the two (2)
classes completed, there are still two (2) classes on going with 73 students.

Public Safety Officer’s Advance Course - a six (6) months course offered to Police Senior Inspector with 2 years time-in-grade in

Public Safety Officer’s Senior Executive Course - a more or less one (1) year program with both academics and non-academics
subjects for a Police Superintendent with three (3) years time-in-grade. As of today, there are four (4) classes still on going with 187

B. Develop a responsive and highly professional police organization.
The development of knowledge, attitudes, skills and values (KASV) among PNP personnel requires a certain quality standard for
training (PNP MC Nr. 2014-046). This training standard therefore serves as the basis of the development of Course Certification
Program, Instructors Certification and Accreditation Program and Training Schools Certification Program.
A Training Need Analysis (TNA) conducted help determine the Individual and Organization Training need. This, now serve as
the guide in crafting and led to the approval of Master Training Action Plan 2017 (MTAP 2017) and which then dictates the conduct of
Functional Eligibility Training and Specialized/ Competency Training.
1. Course Certification Program
All Competency/ Specialized training shall undergo/ be administered in the standard training evaluation.
The DHRDD emphasized the implementation of the Course/Seminar Certification Program which requires all trainings to
undergo the certification process mainly to establish common standards in training for all PNP in-service courses in reference to
PNPMC No. 2015-046 dated October 22, 2014 entitled “PNP Standards for In-Service Training”. Of the 128 trainings identified,
37 were already evaluated and will be certified as PNP Trainings upon the compliance of unit owners on the requirement of the
certification process.

In an effort to establish pool of qualified instructors, all individual
(PNP and Civilian) tapped as instructors/teachers shall undergo the process

conducted in order to assess their training capabilities and reforms towards

1. Focused Reformation/Reorientation and Moral Enhancement for Police Officers in Line with Internal Cleansing
Efforts (FORM POLICE).
FORM POLICE aims to transform erring police personnel who are either subject of complaints resulting from their
malfeasance, misfeasance, nonfeasance, those who deliberately refused to “toe the line” and those with derogatory records for
alleged involvement in illegal activities. Significant of this training is the class intended for the 1078 PNP Uniformed personnel of
Caloocan Police Station.
2. TOT on Integrated Training Program for Human Rights (HR), Moral Enrichment Program (MEP), and Gender and
Development (GAD).
Two classes were conducted at PRO 11 and PNPTS as an inception to the new integrated seminars on Human Rights
Moral Enrichment and GAD with a total of 100 participants.

Intensive training for law enforcement personnel in the handling, deployment and care of a police service dog. Upon successful completion, graduates will be able to operationally handle a police service dog as an assistant to law enforcement and the general public

Upon successful completion of this course, participants will be able to: Utilize verbal techniques to defuse a hostage situation. Recognize verbal and non-verbal behavior in the hostage taker and tactics for responses and behaviors. Demonstrate negotiation and bartering skills to effect a release in an exercise.

The Course is designed to provide participants with the latest information on human trafficking and attendant crimes. This CDM refresher course will equip the PNP personnel the knowledge and the technical know how to handle situations before, during and after the demonstration, riots and other events. 7
Integrated Training Program for Mandatory Seminars on MRP,
HR, and GAD
The said seminars or activities are repeatedly conducted with same subject to same personnel every year. They become refresher training and have not evolved to meet the demands of very fast changing events and do not equip the personnel in various levels of the required level of competency. Directorate for Human Resource and Doctrine Development (DHRDD) has developed an integrated program consisting of the mandatory seminars: Moral Recovery Seminar, Human Rights Seminar, and Gender and Development Seminar to be conducted solely by the PNP Training Service and its Regional Special Training Units (RSTUs) to all PNP personnel from the different offices/units.

The Philippine National Police (PNP), as an institution and one of the leading law enforcement and public safety agencies of the
government, believes that physically and mentally fit personnel can deliver effective and efficient police/public service. In fact, various
physical health programs were developed for the PNP personnel, because of their exposure to high level of job-related stresses
affecting their physical, emotional, and mental well-being
INITIAL WEIGH-IN OF ALL PERSONNEL PER OFFICE/UNIT WAS CONDUCTED, WHEREIN FROM SUCH DATA, THE HEALTH SERVICE (HS) FOR
NHQ-CRAME BASED, AND ITS REGIONAL COUNTERPARTS FOR PROs AND NSUs, DETERMINED THE PERSONNEL WHO SHALL UNDERGO THE
“MISSION: SLIM POSSIBLE”.
The entire PNP led by CPNP PDG RONALD M DELA ROSA, accepted the challenge to donate 500,000 pounds in the national
weight-loss challenge of Fit Filipino Movement. On June 13, 2017, a launching activity of the weight-loss program dubbed as Mission:
Slim Possible was conducted at the PNP Transformation Oval to signal the start of the 6-month PNP-wide program with the vision to
help the entire country become fitter and healthier with the PNP as one of the prime mover. Highlights of the program includes the
conduct of physical fitness sessions, lectures on dietary programs, workout caravans not only at the NHQ but throughout all PROs as
facilitated by FITFIL through Coaches Jim Saret and Toni Saret along with their fitness instructors. The activity culminated with the
declaration of the achieved goal of attaining not only the 500,000 pounds but 625,637 pounds total weight loss. Likewise, both
individual and unit biggest losers of weight were given due recognition.

Anti-Graft and Corrupt Practices Seminar.
As part of the celebration of the 23rd PNP Ethics Day, this Directorate in coordination with PNP Training Service conducted the
Anti-Graft and Corrupt Practices on January 9, 2017 with 40 participants. The purpose of the seminar is to remind PNP personnel of
the need to adhere religiously to the Code of Professional Conduct and Ethical Standards.
Lead Instructors and Facilitators Training (LIFT) for Basic Internal Security Operations Course (BISOC).
Two classes of were conducted with a total of one hundred thirty (130) PNP personnel representing all PROs participated in the training
conducted at the PNPTS. The LIFT for BISOC aims to develop Lead Instructors (Cadres) from PROs who will facilitate the training on
BISOC for the new members of Public Safety Forces in their respective units and from SAF who would eventually compose a Mobile
Training Team (MTT).
The Opening Ceremony was graced by the presence of

Part of the training is the demonstration of participants on the
lessons contained in the Program of Instruction of BISOC.

Basic Internal Security Operations Course (BISOC):
Basic Internal Security Operations Course is designed as an individual competency training for new graduates of PNPA and Police
Officer 1 of PSBRC to be assigned at the Public Safety Forces at all Police Regional Offices. BISOC is in replacement of Special
Counter Insurgency Unit Training Program (SCOUT) because of the introduction of new specialization courses in to the training
program. BISOC are more focused on the enhancement of the combat skills of the individual personnel.

As of this date, a total of 55 BISOC classes were conducted with a total of 8,674 personnel trained all over the country.

One (1) class on seminar on Assertiveness and Strategic Communication was
conducted on April 4-5, 2017 held at CLES Bldg., PNPTS, Camp Crame, Quezon City. A
total of 54 participants composed mainly of PCOs with 5 PNCOs and 7 NUPs who are
Public Information Officers and those who intend to enhance their communication skills
for future PIO assignments and other public
service engagements.
2nd C, PNP Bato Cup and 3-Gun Match.
The Chief, PNP Bato Cup and 1st 3-Gun Match, a level IV match with 18 handgun stages, and three stages for 3-gun match, conducted
in partnership with Philippine Shooters and Match Officers Confederation (PSMOC) held at Front Sight Firing Range, LPL
Estates/Summit Point, Brgy. Inosluban, Lipa City, Batangas on May 2-4, 2017. The shooting
competition was participated in by teams from all PROs and teams from the NHQ and NSUs.
Further, last May 22, 2017 was the awarding of the individual and team winners.
