This literature review section features a timely essay by Timothy Luke. The essay surveys recent publications on the politics of management and technology in the USSR and the role of East-West trade. Soviet economic difficulties have prompted the Gorbachev regime to make unprecedented overtures to join GATT and other world economic organizations. This seems to be an early sign of the oscillation Luke predicts between policies of economic opening and the traditionally defensive posture of autarky.
