A BLUE-PRINT FOR INDIA’s DEVELOPMENT
The development of India would need that 450 million able-bodied people (age 18 to 45) are able to earn not less than Rs.120,000 percapita (now earning just one-fifth of that), needing a value Addition of Rs.540 Tr ($8 Trillion), over and above current $2.35 Tr. This value MUST be generated in Village regions so as to counter “shifting population”, due to poverty.
INDIA’s DEVELOPMENT WOULD REQUIRE
BALANCING LAND AND HUMAN RESOURCES
Present Indian population is 1,350 million, spread across 220 million Ha non-forest land. That works out to 1,630 Sq M percapita Land. Space for food, living, security and infrastructure
are getting jeopardized as Lands are taken away for building cities and other “developments”. There is dire need to balance Land resources and
Human resources – else, there could be a holocaust.
THE GREAT INDIAN HUMAN STRUGGLE
India has over 300 million people living in very poor conditions – often living on roadsides – near about the entire population of the USA. This is a shame!

WHERE DO PEOPLE LIVE?
India has Eight major Metros; 22 major Cities and over 6,000 smaller towns – where about 200 million live. Over 150 million people live in City/ Town slums –
about 10,000 slums in number. Over 950 million live in a total of 640,000 Villages
and settlements. There are about 300 million in these, moving like nomads and often on the roads
THE CONCEPT OF TOTAL VILLAGE DEVELOPMENT
PROGRAM (TVDP)
India CAN create Value additions, if each percapita land (1,630 Sq M) becomes wealth creation center. This would be possible through a New Paradigm –
Total Village Development Program (TVDP). Advantage is taken of the fact that Village regions
have large biomass and abundant labor. India has high potentials for value addition, by
converting available Biomass into Energy, Bio-Petrochemicals and Engineering materials.
A NEW PARADIGM WHERE EVERY VILLAGE IS A CO.
BASICS OF TVDP India has an estimated 12.5 billion T of non-forest
vegetation resources, with about 3 billion T as “solids” and the balance as water (Bio-liquid). Were we to use these available biomass for Energy
and Engineered products on a 60:40 basis, 1.2 billion T are available for Engineered products. These could be converted into 2 billion T Wood/
Metal substitutes etc. There could be 1 million Modules @ 2,000 T to
5,000 T such substitutes per Module, with value @ Rs.300 Trillion ($4.44 trillion) – 50% for internal consumption; balance for exports worldwide. These would be in villages, creating TVDP.

PILOT PROJECT
A First Pilot TVDP project on the lines of ZW-ZC-BM, presented earlier could be set up in any state. The Total Project Costs (Fixed investment and
Working Capital) would be Rs.5 Cr. 200 million people (local village personnel) would
have direct employment and another equal number would have indirect employment. Detailed Project Report could be prepared after
taking an initial decision for such a project in a Region. Each Module would be based on Local resources
