1. HISTORY OF HORIZON DAY CENTRE. Horizon is A Stimulation & Care Centre for the profoundly handicapped

Children of all ages who have brain damage and some also have other physical disabilities such as blindness.

It is a stimulation and care centre. We are unique in the sense that severely disabled children of all ages are accommodated. The centre was established in 1980 with the purpose of providing day-care and therapeutic services to the children. In the beginning the centre had to share the accommodation, but since 1993 a new “custom made” premises is used. Accommodation for up to 40 children and 12 personnel is available. Horizon is a Non-Government and Non-Profit Organisation. The salaries of the permanent personnel are not subsidized - only the children receive subsidies from the state. Sponsors are always required for the children with extra financial needs. WHAT WE PROVIDE ON A DAILY BASIS; Meals include a light, nutritious breakfast as well as a light, warm lunch. To ensure that the children are taken care of according to their specific needs, they are divided into the following groups: Haasbekkies: Ultimately disabled children. Raasbekkies: Children who can only sit and who require intensive care. Suikerbekkies Children who are taught to use the toilet and who receive passive stimulation Rumoerbekkies: Children who are self-sufficient. They can build puzzles, sing songs, chat to each other and do colouring and finger paint activities. Stimulation according to an occupational therapy programme includes the following activities: weekly music therapy; walking; ball games; lots of talking; ripping of paper; finger paint and

colouring in; pasting; paging through magazines; teach them feed themselves, etc. Mini buses to transport children daily to and from their homes. The route covers the whole of Pretoria except the townships (for security purposes). The mini buses are monitored by Netstar. The buses start at 6:00 to collect the children and arrive at the centre approximately 8:00. In the afternoon they leave at 13:00 and the last drop off will be latest 15:00

4 2. IMPORTANT MESSAGES FROM THE MANAGEMENT

TEAM

a. Zone Champion Meeting

All meetings have been cancelled due to the Covid epidemic.

b. Message from the CPA Committee

A community that stands together is a strong community. At the moment this is not the case. We request the present members to encourage their neighbours to come aboard and be active within the community. Patrollers and controllers are urgently needed.

c. Annual CPA Radio Handset Programming

Please take note: That the annual CPA reprogramming of radios for 2021 has been postponed until further notice. Kindly ensure that your membership fees of R400 per radio are up to date, Members with more than one (1) radio pay R400 for the first radio and R200 for the second and subsequent radios.

d. Message from the camera Team

i. Camera System.

It was clear that the present camera system was unsustainable and almost impossible to maintain for the following reasons.

New billboards were erected in the path of Line of site links.

Interference on the frequency spectrum used.

Large trees growing made it impossible to maintain links.

Decision to change to an Internet based system was approved.

We at this stage have two sites running on LTE links.

Dykor/Moreleta Junction consisting of 5 Cameras.

Blom/Joseph Bosman consisting of 3 Cameras.

We are proceeding to upgrade and add more sites as funds become available.

The Silver place High site was decommissioned as there will be no more need of high sites in future.

The Kingswood High site will be decommissioned soon.

All old equipment not used will be sold to help pay for future cost.

ii. The team It is with great sadness that we mourn the loss of Ruan Prinsloo who was a major helper on the Team.

Renier van Zyl that helped us with IT, has moved to the Moot.

Eddie’s son Sarel Ras and Peter Coskey will help to carry the torch into the future.

e. Important points to remember in case of an emergency

i. Make sure your CPA radio and cell phone are fully charged and within easy reach.

ii. Know where you keys and gate remotes are.

iii. If it is a crime related emergency, call in on your radio immediately or somebody in your household do so.

3. Feedback from SAPS

a. SAPS received reports of several vehicles that were damaged by rocks or stones. This happened on the N4 highway between Bronkhorstspruit and Witbank. The suspects are standing on the highway overpass and once you pass they are throw bricks from above. Be vigilant.

b. Hotspots in our police station area is as follows:

i. Theft out/theft from motor vehicles. Theft of motor

vehicles is a serious problem at the following places:

Silverton Spar c/o Pretoria and Fakkel Street, Silver mall, Silverplace, Kit Kat, Silver water crossing, Bigsave Watloo, Ford Motor Company, La Montagne Spar, N4 Gateway, Grove Mall, and Lynnwoodlane.

ii. Robots, 4 Way Stop Streets and Bridges. Hotspots for violent crimes: C/o Pretoria and Cussonia, Cussonia and Meiring Naude, N1 an N4 on/off ramps, N4 off-ramp onto Simon Vermooten, N4 both directions between Rossouw and Bronkhorstspruit, Pick n Pay c/o Rossouw and Simon Vermooten.

iii. Vehicle related crimes:

Down Pretoria Road from Medicross, till past Sammy Marks Museum, Dykor from Pretoria Road to Stormvoël, Watermeyer from N4 till Waltloo, Simon Vermooten from Lynwood to Zasm in Waltloo, Lynnwood from The Grove to Solomon Mahlangu, Solomon Mahlangu to Mamelodi.

iv. Warning to Motor Vehicle dealers: Take note that suspects are now starting to steal parts form the vehicles that are on display. This include new and second hand vehicles

5. ZONE FEEDBACK

a. Zone 1: Still looking for a zone champion. Busy to

arrange meeting with residents in zone 1 b. Zone 2:

i. Guards at Suikerbos Street doing a good job. No

incidents have been reported.

ii. The putting up of the fence between Fakkel and Etienne Streets have been put on hold as no funds are available to finalize the project.

iii. On Saturday 12th June 2021 at 14h30 an armed

robbery took place in Ben Nessa Street. A safe and electronic items were taken. Camera footage is available.

iv. Suspects tampered with one of the residents in Brummer Avenue’s gate motor.

v. On Sunday 27th June 2021 Sidney reported that

there was a burst water pipe in Wouter Malan Street. At 14h35 Marietjie 3 investigated. Job was completed at 18h00.

vi. During June 2021 there were 3 attempted break-

ins, in Brummer Ave. In one case the gate motor had been damaged (photo) and also the front door was broken open. In the second attempted break-in a lot of electrical equipment was stolen.

v. The Silverton Ridge Home Owners association has commenced a second proposal that will be discussed. They plan to install cameras in strategic points per street. That will be monitored 24/7 by a company that will provide a vehicle to be on hand to assist.

c. Zone 3

i. On 22nd June 2021 at 14h00 a suspect was arrested when he tried to break-in at a property in Joseph Bosman Street. SAPS and security companies were on the scene.

ii. On Tuesday 22nd June 2021 at 14:34 a heavy truck (over 5 ton) was driving down the hill in Fakkel Street to Pretoria Road. This is prohibited

iii. Garner Upton (from Bearing Net) has been doing some marketing, by putting pamphlets in post-boxes to motivate residents to join the CPA.

iv. On Monday morning 22 June 2021 a suspicious person was pushing a trolley in Joseph Bosman Street with a stolen an intercom pole. The same suspect jumped a fence to steal steel pipes from the property. The owner and neighbour chased him and caught him on the corner of James and President Street. SAPS and Brinant were on the scene.

d. Zone 4

i. On Friday 11th June 2021 at 20h40 a Nissan NP300 was hijacked next to the Moove Gym in Pretoria Road.

ii. On Sunday 13th June 2021 at 11h35 Anton Vermeulen reported that a Toyota Etios had been stolen from a resident in President Street. Security Companies were on the scene.

iii. Water leakage was reported on Sunday 13th June

e. Zone 5:

i. On Saturday 05th June 2021 at 19h47 one of the pupil’s parents at Cornerstone College was hijacked. The vehicle was recovered.

ii. In this zone we have 3 groups. The normal residential houses, flats and factories. We will start to visit the flats to attempt to find a deputy zone champion to assist Liza to have communication with the community. Regarding the factories that are under Silverton Business Watch; we will also make contact with them so that they know who we are and how we can assist them.

iii. Voortrekker Park is still a problem; SAPS patrol there on a regular base.

iv. Homeless people and businesses are doing

illegal dumping in Moreleta street , although the municipality has put a skip at the Silverton Railway Station for this purpose.

f. Zone 6:

i. On Wednesday 16th June 2021 at 10h06 a shop owner in Kristal Street was robbed by 2 suspects. Small items were taken. The owner was taken to hospital for treatment.

ii. Illegal dumping in Moreleta Street is still a big

problem.

g. Zone 7:

i. On Sunday 20th June 2021 Johan Lehmann reported a water leak in Weavind Park.

ii. The community is still awaiting the outcome of the petition written regarding the Guest House in Charles Jackson Street Weavind Park. (Photo below)

iii. Three of our residents in Gurney Street Gerhardus, Christopher and Jan take their own initiative to start a clean-up project at the back of their premises.

If more residents in the Silverton

CPA/Community do the above we all can make our area a better/cleaner place.

7. MARKING OF DUST BINS

Members of the community are hereby encouraged to mark their dust bins as in the picture below. The marking of the dust bin has been approved by the Silverton CPA committee. Before members apply for dust bin stickers they have to ensure that their yearly membership is up to date. If members are not sure when

they have to pay their membership fee they can contact their zone champion. Members can forward their street name and number to their zone champion. One free sticker per household will be provided by the Silverton CPA.

9. COMMUNITY ACTIONS a. On Saturday 05th June 2021 at 11h16 Eddie

reported that there was a suspect vehicle parked in front of his property. They tried to open the front gate. When Peter Coskey (neighbour) responded the suspicious vehicle drove off. Camera footage is available. (Zone 3)

b. On Tuesday 08 June 2021 at 11h16 Yvonne

Kachelhoffer reported that a break-in is in progress in Etienne/Brummer. A suspicious vehicle with 2-3 suspects broke in and electric equipment was stolen. Maurine was on patrol and spoke to the owner (not part of the Silverton CPA). (Zone 2)

c. On Tuesday 08th June at 11h20, the Silver Place

guard reported that a White Mahindra Bolero was stolen. The vehicle was standing in Pretoria road in front of Nedbank. Unfortunately there were no witnesses. The owner of the vehicle opened a case at SAPS.(Zone 4)

d. On Sunday 20th June 2021 Sidney reported that

several street lights in Republic, Krisant Streets and Suikerbos Ave out of order. Reference numbers have been allocated for all street lights. (Zone 2)

e. On Wednesday 23rd June 2021 at 08h45 Phia

Zervas reported that a person in a Grey Suzuki Swift was stationary at the intersection. It looked like he may have had a heart attack. Martie 4 called the emergency services and they arrived at 09h10. The person was later transported to Unitas hospital for observation. It appeared that the person had taken a drug overdose. The person has since been discharged from hospital. (Zone 2)

f. On Wednesday 23rd June 2021 at 16h30 Bennie 2

reported that an armed robbery took place on the

corner of Krige and Fountain streets. Many items were allegedly stolen. Benie1 &2, Brinant were on the scene. (Zone 5)

g. On Monday 28th June 2021 at 20h45 Dennis was on

patrol and reported that the fence of the vacant property on the corner of Sokor and Pretoria Road was been completely smashed over and someone had been illegally dumping stuff there.(Zone 6)

Prinsloo’s grandmother has been discharged from hospital on 30 June 2021 to recover at home. She is still very weak.

vi. Several of the Silverton community members

have been tested positive for Covid 19. Some of them are in ICU and normal wards in different hospital in around around Pretoria. Some of them have already recovered and have been discharged from hospital
