s,21 s,

The Atlantic lottery Corporation has awarded Orbis Techno!ogy (a UI< based company) a software licensing contract for both the web-based Casino and Instant Games Solutions (RFP Recommendation written in March 2009),

As BOLO also intends to implement a web-based eCaslno solution, the evaluation team were given the task to evaluate the Orbis RFP submitted to ALC in order to ascertain whether the Orbis solution chosen by ALC fils BCLC's requirements,

Evaluation Process

The Evaluation Team developed BCLC,specific requirements containing requirements in the following areas:

• Corporate Strength , Business Requirements • Technical Requirements

The following ALC Orbis documentation was reviewed • Appendix A - Requirements • Appendix G - Mandaiory Requirements • Various Open Bet documentation (including Architecture Diagrams, Dashboard Screenshots,

Multilingual Capabilities, etc,) • Pricing

Results

The Evaluation Team consisting of representation from eGaming, eGaming Development, Customer Strategy and Corporate Marketing, Business Transformation and Procurement individually reviewed the ALC Orbis proposal,

The scoring is based on BCLC's standard scoring methodology whereby Ihe evalualion team members reviewed each requirement and assigned each requirement a score (scoring basis of 0-5, nla for nol answered)<

Although the initial scoring of the ALC Orbis Technology proposal highlighled a number of functional areas (business and IT) which did not satisfy BCLC's requirements, upon subsequent contacl with AlC and Orbis Technology direclly, the majority of the issues were clarified and resolved<

Options

The project team has identified two options for the eCasino project:

Option 1 "Proceed with Orbis':

• Further c1arifv costs to BClC fo imDlement the Orbis eCasino solution s.21 s i7(1)(dJ

Set-up demonstration and O&A session with Orbis (through web) Continue with due diligence (financial viability check, references), if required schedule visil to Orbis headquarters in london

• Timeline to award contract and complete negotiations - clarify items above + 2 weeks - contract negotiations + 4 to 6 weeks

Option 2 "Go to market - RFO with subsequent RFP" • Refine requirements and complete competitive document , Time to award and complete negotiations

- public competitive bid process + 3 to 4 months - negotiations + 4 to 6 weeks
