PRESIDENT’S CORNER
Dear Members,
It is officially Fall! And our 2018 / 2019 Program
Year is in full swing! The participation and attendance
at the first membership meeting of the year was
fabulous! We had two awesome speakers, Heather
Colar and Jamie Ford from the Department of Energy,
provide an update on local DOE projects. My take
away was that there will continue to be extraordinary
subcontracting opportunities in Oak Ridge, an
exciting time for development of our contracting
professionals!
This month’s program topic will focus on the area of
Leadership Communications. The importance of
effective communications is often under rated but, is a
soft skill that cannot be emphasized enough. My
personal experience has been that a large percentage
of delays, and rework in our field of work, are a direct
result of miscommunication. I hope you are able to
attend the October luncheon to hear Martha Weeks
from the University of Tennessee present on this
topic.
During the September Board of Director’s (BOD)
meeting, the Chapter’s PY 19 Budget was finalized
and I am happy to report that the Chapter continues to
remain financially solvent with a budget to
comfortably run operations. The BOD also approved
the PY Strategic Goals. We have 2 focus areas for the
Chapter this program year; increasing membership &
education and training excellence. Increasing our
membership can only be attained by offering program
topics, educational events, and professional
networking opportunities of value to our Members, so
the two go hand in hand. You can find the full

Our membership of record is currently 197. The
membership statistics from the last four (4) years are
shown below for your reference and demonstrate we
have sustained a steady, organic growth over the last
four (4) years.

We can continue to increase by introducing friends
and co-workers to our Chapter. I encourage you all to
talk with your co-workers about the NCMA-ET chap-
ter and how the exceptional programs and educational
opportunities have enhanced your professional con-
tracting skills. Katherine Bumgardner and Skip Skel-
ton have a great line up of presenters for us this year.
The membership application is attached to the end of
this newsletter and the fees are very reasonable. And,
don’t forget about our New Member Initiative Pro-
gram, “Bring a Friend.” If you have any questions
about membership types contact Dustin Mackay.
We have completed filling the committee positions
for the 2018 / 2019 program year. A new committee
position, the Student Community was added to in-
crease our relationships with colleges and universities
in the area and attract more student members and
scholarship applicants. Kelsey Holmberg and Ben
Hyman have graciously agreed to take on this role and
have already established some contacts to facilitate
the coordination efforts.
Please don’t hesitate to submit your ideas for ways to
make the NCMA of East Tennessee more valuable to
you and your peers.

SPEAKER BIO MARTHA WEEKS
Leadership Communications Coach
University of Tennessee
Martha has coached TEDx talks and hundreds of tech-
nical, business and healthcare presentations. She leads
workshops and coaches executives, engineers, entre-
preneurs and clinicians to create and deliver persua-
sive talks and written materials for conferences, inves-
tors, internal meetings and websites.
In addition to working with corporate clients includ-
ing Google, Microsoft and Zynga, Martha is a coach
and guest lecturer at the Stanford Business School and
the Haslam College of Business at the University of
Tennessee, Knoxville. At Stanford, she advises entre-
preneurs on investor pitches and is a story coach in the
LEAD executive education program.
At UT, Martha is a business communications lecturer
and coach in the Graduate Executive Education group,
Professional MBA program, and full-time MBA pro-
gram. Martha serves on the advisory board of the Col-
lege of Nursing at the University of Tennessee.
Martha earned an MBA from the Haas School of
Business, University of California, Berkeley, and a
BA in mathematics from the University of Tennessee,

MEMBERSHIP SPOTLIGHT
ANGELA HOLMBERG Manager, Contract Administration
ORAU
Angela Holmberg has been a Manager of Contract
Administration at ORAU since November of 2016.
Prior to that she held the roles of Corporate Director
of Working Capital at Leidos and V.P. for Admin-
istration and Senior Accounting Manager at SAIC, re-
sulting in over 19 years of professional experience.
She is a Certified Management Accountant. She has a
Master of Business Administration from Strayer Uni-
versity, a Master’s Certificate in Government Con-
tracting from George Washington University, and a
Bachelor of Science in Organizational Management
from Tusculum University. Angela has been an
NCMA member since 2016 and serves as the East
Tennessee Chapter Secretary. Her favorite training
that NCMA has sponsored was Disciplines of Speed
presented by Bill Peterson, and was able to immedi-
ately implement some of the tools learned to improve
her day to day activities. Overall, NCMA’s training
and networking opportunities with other contract pro-
fessionals have supported her career through the years
by allowing her to meet and getting to know counter-
parts from local businesses which her Company fre-
quently supports. By joining NCMA and serving on
the broad early in her career, she formed connections
that resulted in a near 20-year career with SAIC/Lei-
dos. When she’s not in the Office, Angela enjoys
spending time with her family and working on pro-
ductive projects such as rehabbing an antique chair or
weaving loom. She likes music and occasionally play
the guitar or other instruments. “Unlike Peyton, I was
in a real band once. Or twice.”

NEW MEMBER INITIATIVE PROGRAM BRING A FRIEND!
In an effort to grow membership and networking
opportunities, the NCMA East Tennessee chapter is
now starting a new member initiative program to
encourage current members to invite a guest (peer or
co-worker) who is a non- member to one of our
monthly membership meetings. If the guest joins the
chapter within 3-months of attending the initial
meeting, the member and guest who joined will
receive a credit that would entitle both to attend a
future lunch meeting at no cost. In order to qualify for
the credit, the guest who joins must complete and
submit the member application attached to this
newsletter.
