PROJECT NARRATIVE

UST SYSTEM REMOVAL OSFM SITE ASSESSMENT REPORT

The following paragraphs provide a narrative description of the removal of one (1), 8,000-gallon heating oil underground storage tank (UST) system from the above referenced Community Consolidated School District 181 (CCSD 181) Lane Elementary School property, located at 500 North Elm Street, Hinsdale, DuPage County, Illinois. The UST was located near the southwest corner of the school property. Refer to Section 2, Exhibit A for UST Area/Soil Sample Location Drawing. R.W. Collins Company (Collins), a State-registered tank removal contractor, was retained by CCSD 181 to remove the UST. Integrity Environmental Services, Inc. (IES), an environmental consulting and engineering firm, was retained by CCSD 181 to provide environmental services for the UST system removal and to document the environmental condition of the surrounding soils, as required by the regulations of the Office of the State Fire Marshal (OSFM). Refer to Section 2, Exhibit B for the OSFM Removal documents (tank removal permit, tank destruction cert, and notification form). On July 5, 2017, using a back-hoe excavator, Collins begin the tank removal process by exposing the UST in the presence of the OSFM inspector, Mr. Bob Kowalski. The existing UST backfill materials (primarily a sand backfill with silt and clay native material) were stockpiled directly west of the tank excavation area. Once the tank was exposed and prior to its removal from the ground, excess product in the tank was pumped out by HazChem Environmental Corporation, a licensed special liquid waste hauler. A total of 5,500 gallons of product was removed from the UST. Refer to Section 2, Exhibit C for the liquid waste manifest. Prior to disturbing the UST, Collins displaced the oxygen in the tank so the interior could be tested for Lower Explosive Limit (LEL) levels. In the presence of the OSFM inspector, the LEL was recorded to be 0%. After testing and confirming the LEL, the remaining backfill material around the UST was excavated and the UST was lifted from the excavation and temporarily staged to the southwest of the tank excavation pit. The UST was then cut open for access and cleaned by Collins personnel. Once the tank had been cleaned, it was placed in a trailer for off-site disposal.

As required, the OSFM inspector and the IES representative inspected the integrity of the 8,000-gallon heating oil UST and its excavation. The OSFM inspector, Mr. Kowalski, indicated that a petroleum release had occurred in association with this tank system due to the presence of petroleum odors in the backfill material. As a result, and as instructed by Mr. Kowalski, the IES representative contacted the Illinois Emergency Management Agency (IEMA) to obtain an incident number. IEMA subsequently assigned Incident No. 2017-0581 to the site and this tank removal. A small amount of backfill material (11.96 tons) from the bottom of the excavation that appeared to have a petroleum odor was loaded onto a small dump truck and sent to Waste Management’s Laraway Landfill in Joliet, Illinois for disposal. Refer to Section 2, Exhibit C for the soil manifest. As required by Title 41 of the Illinois Administrative Code (IAC), Part 176.360 of the OSFM regulations a Site Assessment was performed following the removal of tank by collecting soil samples for laboratory analysis. A total of eight (8) soil samples were obtained from the walls and floor of the excavation in accordance with the Illinois Environmental Protection Agency's (IEPA's) 20-foot grid sampling protocol. The soil samples were also screened with a photoionization detector (PID) for petroleum vapors. No elevated PID readings were detected in any of the soil samples collected. All soil samples were analyzed for Benzene, Toluene, Ethylbenzene, and Total Xylenes (BTEX) and Polynuclear Aromatic Compounds (PNAs) concentrations, the required indicator contaminant analysis for heating oil. The location of these soil samples and their designations can be viewed in Section 2, Exhibit B, UST Area/Soil Sample Location Drawing. The analytical results show several PNA compound concentrations in four (4) of the samples collected that were above the laboratory method detection limits, but all the concentrations were below the IEPA's most stringent Tier 1 Tiered Approach to Corrective Action (TACO) Soil Remediation Objectives (SROs). The analytical results do not support Mr. Kowalski's designation that a UST petroleum release occurred. Refer to Section 2, Exhibit D for the soil sample analytical data. Photographic documentation is included in this Report In Section 2, Exhibit E.
