This year's GavFEST will fea-ture a Battle of the High SchoolBands! The top bands represent-ing high schools from Morgan

Hill, Gilroy, and Hollister willcompete on the GavFEST MainStage for the district title and thechance to record a music video inthe Gavilan College TV studiowith special effects by GavilanCollege Digital Media!

GavFEST will also feature funfor the whole family, with a foodcourt, climbing wall, reptile pet-ting zoo, bounce house and com-munity performances on theSTAR Stage. A matinee perform-ance of Godspell is scheduled for

the Gavilan College Theater. Student artwork from the WritingCenter, Art Gallery, DigitalMedia program and MESA (Math Engineering and ScienceAchievement) will be on display.Ceramics students will have adisplay and ceramics sale andCosmetology students will pro-vide low-cost manicures and hairstyles.

As always, prospective GavilanCollege students will be able toget started at GavFEST, with a

campus tour, admissions assis-tance and a chance to talk toFinancial Aid officers and coun-selors. GECA (Gilroy Early College Academy), located on theGavilan College campus, and theGavilan College Child Develop-ment Center will also be hostingOpen Houses for prospective stu-dents.

It's a great way to celebrate andlearn about all that Gavilan Col-lege has to offer. See you there!

Gavilan College was originally established in1919 as San Benito County Junior College. Itoperated under this title until 1963, when a newcommunity college district was drawn thatincluded both San Benito and southern SantaClara Counties. Successful passage of a localbond in 1966 provided the needed funds to con-struct the present campus at Santa Teresa Boule-vard in Gilroy. In 1997, instuctional sites wereadded in Hollister and Morgan Hill to augment

offerings on the main campus.With the passage of the Measure E Facilities

Bond in 2004, Gavilan College prepared to meetthe facilities needs of the future. Since then, themain campus has had an upgrade in technology(bringing in on-line registration and classes) andinfrastructure (air conditioning, exterior lighting,plumbing, parking and landscaping improve-ments.) The science buildings were renovated tomake better use of classroom space, and in the

fall the newly renovated Art and Humanitiesbuildings will reopen. There will even be a newmusic recording studio!

In 2008, land purchases were completed forthe creation of future campuses in Coyote Valleyand San Benito County. Over the coming years,the community will be invited to participate inthe design and program selection for these newcampuses.

Measure E Annual ReportLetter from the Chair

It’s been a productive year, with the first roundof major renovations completed on the Gilroycampus, and land purchases completed for thenew campuses in Coyote Valley and San Beni-to County. As Citizens’ Oversight Committee,it is our job to verify that expenditures madewith Measure E funds achieve the goals setforth in the bond measure. Progress this yearhas supported the goals of renovating class-room and laboratory space, improving campussafety with better lighting, and increasingparking, as well as securing land for futureexpansion at the northern and southern ends ofthe district. Over the coming year, we expectto see Gilroy campus renovations continueand plans for development of the new parcelsmove forward.Many thanks to the members of the Citizens’Oversight Committee for providing voluntaryservice in this task, and to the staff of GavilanCollege and project manager Kitchell for their

About Measure E

On March 2, 2004, district voters approvedMeasure E, a $108 million facilities improve-ment bond measure that will upgrade andexpand the facilities for higher education inthe Gavilan Joint Community CollegeDistrict. Upgrades will be made to outdatedplumbing and wiring, renovate aging class-rooms and libraries, provide access for dis-abled students, improve campus safety, andplan for the future by acquiring land for per-manent facilities in San Benito County and thegreater Morgan Hill/Coyote Valley.

Role of the Citizens’ Oversight

Committee

The purpose of the Measure E Citizens’ Over-sight Committee is to review and report on theexpenditure of taxpayers’ money for con-struction, inform the public about the expendi-ture of bond revenues, and to advise thepublic as to the district’s compliance with theCalifornia Constitution and Measure E. TheOversight Committee holds open meetings toreview and discuss updates on projects fundedby Measure E. The Oversight Committee may:inspect school facilities and grounds to ensurethat bond revenues are expended properly,receive and review copies of any deferredmaintenance proposals or plans developed bythe Gavilan Joint Community College Dis-trict, and review efforts by the district to maxi-mize bond revenues by implementingcost-saving measures.

INDEPENDENT AUDITORS REPORT

The independent audit firm of Vavrinek, Trine, Day & Co., LLP issueda report on December 19, 2008. They found that the financial state-ments of the Bond Construction Fund of the Gavilan Joint CommunityCollege District, “present fairly, in all material respects, the financialposition of the Bond Construction Fund, of the Gavilan Joint Commu-nity College District at June 30, 2008, and the results of its operationsfor the year then ended in conformity with accounting principles gener-ally accepted in the United States of America.”

Under the modified accrual basis of accounting, liabilities for long-term debt are not reported in the individual funds. However, they arereported as liabilities on the Statement of Net Assets in the Entity Widefinancial statements of the Gavilan Joint Community College District.

It is an honor to be at Gavilan Col-lege at this time. As we celebrate our90th year in existence, changes areunderway to expand college servicesin our local communities in the years tocome.With last year’s purchases of twoparcels of land, one in Coyote Valleyand one in San Benito County, Gavilanwill grow into a three-campus district

over the coming decades. In the mean-while we will seek to expand our offerings

and facilities in Morgan Hill and Hollister, to serve the recordnumbers of students now enrolling at Gavilan College.

As a state-funded agency, Gavilan College has certainlybeen cognizant of the current tough economic times. Fortu-nately, the budget compromise reached by the legislature andgovernor recognizes the important contributions CommunityColleges make in helping California’s economy grow.

Community College enrollment levels are up across thestate, as unemployed workers return to college for educationand retraining, and university-bound students save money bycompleting their lower-division coursework at community col-leges. At Gavilan College, Spring enrollment is up 17%, vs.9.5% statewide, continuing a three-year trend of double-digitenrollment growth.

Although there are cuts in the state budget, (such as elimi-nating the 0.68 % COLA for the current year) Gavilan Collegeremains in a strong financial position, thanks to prudent andconservative budgeting and the participation of staff, studentsand faculty in an Expenditure Reduction Task Force. Throughthe work of the Task Force, over $860,000 in budget reduc-tions have been identified and accepted for the current year,and additional reductions have been identified for 2009-10. Nostaff will be laid off, and students will not be turned away to

achieve these reductions.We continue to implement Measure E – completing the pur-

chase of land for two future campuses in Coyote Valley andSan Benito County. Renovations on four main campus build-ings will be completed this year. To accommodate all of theadditional students seeking higher education, we are addingmore portable structures and seeking additional space to rentthroughout the district.
