    Importance of Linkages

    The Philippine Government recognizes the essential role ofthe private sector as the main engine for the national

    growth and development.

    In accordance with this, pertinent incentives will be

    provided to stimulate private resources for the purpose of

    financing the construction, operation and maintenance of

    infrastructure and development projects normally

    undertaken by the Government.

    Government Undertaking

    The government is willing, on a project basis,to protect investors from the certainregulatory risk events such as court orders or

    decisions by regulatory agencies whichprevent investors from adjusting tariffs tocontractually agreed levels. Such regulatoryrisk insurance could take the form of make-up

    payments from the government to PPPinvestor, other guaranteed payments andadjustments to contract terms.

    Government Undertaking

    The specifics type of protections to be offered

    by the government and he mechanisms

    through which such protection will be offered

    will be part of the contract terms for each

    project. Such protection will only be offered

    for solicited projects which undergo a

    competitive bidding process.

    agency tasked to pursue this PPP Project facilitation,coordination and monitoring mandate. It is envisioned

    (NGOs)

    NGOs- is any non-profit, voluntary citizens

    group which is organized on a local, national

    or international level. Task-oriented anddriven by people with common interest. NGOs

    perform a variety of service and humanitarian

    functions, bring citizen concerns to

    Governments, advocate and monitor policies

    and encourage political participation through

    provisions of informations.

    (NGOs)

    Some NGOs are organized around specific

    issues, such as human rights, environment or

    health. They provide analysis and expertise,

    serve as early warning mechanisms and helpmonitor and implement international

    NGO by Orientation

    Charitable Orientation often involves a top-down paternalistic effort with littleparticipation by the beneficiaries. It includesNGOs with activities directed toward meeting

    the needs of the poor.

    Service Orientation includes NGOs with

    activities such as the provision of health, familyplanning or education services in which programis designed by the NGO and people are expectedto participate in its implementation and inreceiving the service

    Participatory Orientation- is characterized by self-helpprojects where local people are involved particularly inthe implementation. of a project by contributing cash,tools, land, materials, labor, etc. In the classicalcommunity development project, participation begins

    with the need definition and continues into planningand implementation stages.

    Empowering Orientation aims to help poor peopledevelop a clearer understanding of the social, politicaland economic factors affecting their lives, and tostrengthen their awareness of their own potentialpower to control their lives.
